FBI fingerprint identification automation study. AIDS 3 evaluation report. Volume 4: Economic feasibility

The results of the economic analysis of the AIDS 3 system design are presented. AIDS 3 evaluated a set of economic feasibility measures including life cycle cost, implementation cost, annual operating expenditures and annual capital expenditures. The economic feasibility of AIDS 3 was determined by comparing the evaluated measures with the same measures, where applicable, evaluated for the current system. A set of future work load scenarios was constructed using JPL's environmental evaluation study of the fingerprint identification system. AIDS 3 and the current system were evaluated for each of the economic feasibility measures for each of the work load scenarios. They were compared for a set of performance measures, including response time and accuracy, and for a set of cost/benefit ratios, including cost per transaction and cost per technical search. Benefit measures related to the economic feasibility of the system are also presented, including the required number of employees and the required employee skill mix.

Government and industry interactions in the development of clock technology

It appears likely that everyone in the time and frequency community can agree on goals to be realized through the expenditure of resources. These goals are the same as found in most fields of technology: lower cost, better performance, increased reliability, small size and lower power. Related aspects are examined in the process of clock and frequency standard development. Government and industry are reviewed in a highly interactive role. These interactions include judgements on clock performance, what kind of clock, expenditure of resources, transfer of ideas or hardware concepts from government to industry, and control of production. Successful clock development and production requires a government/industry relationship which is characterized by long-term continuity, multidisciplinary team work, focused funding and a separation of reliability and production oriented tasks from performance improvement/research type efforts.

Government financial support for civil aircraft research, technology and development in four European countries and the United States

Data on the levels of government financial support for civil aircraft airframe and engine (CAAE) research and technology (R&T) in the United States and Europe (United Kingdom, West Germany, France and The Netherlands) and means of comparing these levels are provided. Data are presented for the years 1974-1977. European R&T expenditure data were obtained through visits to each of the four European countries, to the Washington office of the European Communities, and by a search of applicable literature. CAAE R&T expenditure data for the United States were obtained from NASA and Federal Aviation Administration (FAA).

Reactionless propulsion using tethers

An orbiting tethered satellite can propel itself by reaction against the gravitational gradient, with expenditure of energy but with no use of on-board reaction mass. Energy can be added to the orbit by pumping the tether length in the same way as pumping a swing. Examples of tether propulsion in orbit without use of reaction mass are discussed, including: (1) using tether extension to reposition a satellite in orbit without fuel expenditure by extending a mass on the end of a tether; (2) using a tether for eccentricity pumping to add energy to the orbit for boosting an orbital transfer; and (3) length modulation of a spinning tether to transfer angular momentum between the orbit and tether spin, thus allowing changes in orbital angular momentum.

Analysis of the potential application of the Davenport/Short information technology model to a research and development organization

Part of the role of the Mission Operations Lab is the development of budget inputs for Huntsville Operations/Payload Crew Training Center/Payload Operations Control Center (HOSC/PCTC/POCC) activity. These budget inputs are part of the formal Program Operating Plan (POP) process, which occurs twice yearly, and of the formal creation of the yearly operating plan. Both POPs and the operation plan serve the purpose of mapping out planned expenditures for the next fiscal year and for a number of outlying years. Based on these plans, the various Project Offices at the Center fund the HOSC/PCTC/POCC activity. Because of Mission Operations Lab's role in budget development, some of the Project Offices have begun looking to Mission Operations, and specifically the EO02 branch, to track expenditures and explain/justify any deviations from plans. EO02 has encountered difficulties acquiring the necessary information to perform this function. It appears that the necessary linkages with other units had not been fully developed and integrated with the flow of information in budget implementation. The purpose of this study is to document the budget process from the point of view of EO02 and to identify the steps necessary for it to effectively perform this role on a continuous basis.

Magnetobraking: Use of tether electrodynamic drag for Earth return from Mars

It has often been proposed that a vehicle returning from Mars will use aerobraking in the Earth's atmosphere to dissipate hyperbolic excess velocity to capture into Earth orbit. Here a different system for dissipating excess velocity without expenditure of reaction mass, magnetobraking, is proposed. Magnetobraking uses the force on an electrodynamic tether in the Earth's magnetic field to produce thrust. An electrodynamic tether is deployed from the spacecraft as it approaches the Earth. The Earth's magnetic field produces a force on electrical current in the tether. If the tether is oriented perpendicularly to the Earth's magnetic field and to the direction of motion of the spacecraft, force produced by the Earth's magnetic field can be used to either brake or accelerate the spacecraft without expenditure of reaction mass. The peak acceleration on the Mars return is 0.007 m/sq sec, and the amount of braking possible is dependent on the density and current-carrying capacity of the tether, but is independent of length. A superconducting tether is required. The required critical current is shown to be within the range of superconducting technology now available in the laboratory.

General Aviation in Nebraska: Nebraska SATS Project Background Paper No. 1

The Nebraska SATS project is a state-level component of NASA's Small Aircraft Transportation System (SATS). During the next several years the project will examine several different factors affecting SATS implementation in Nebraska. These include economic and taxation issues, public policy issues, airport planning processes, information dissemination strategies, and systemic change factors. This background paper profiles the general aviation system in Nebraska. It is written to provide information about the "context" within which SATS will be pursued. The primary focus is thus on describing and providing background information about the current situation. A secondary focus is on drawing general conclusions about the ability of the current system to incorporate the types of changes implied by SATS. First, some brief information on the U.S. aviation system is provided. The next two sections profile the current general aviation aircraft and pilot base. Nebraska's system of general aviation airports is then described. Within this section of the paper, information is provided on the different types of general aviation airports in Nebraska, airport activity levels and current infrastructure. The fourth major section of the background paper looks at Nebraska's local airport authorities. These special purpose local governments oversee the majority of the general aviation airports in the state. Among the items examined are total expenditures, capital expenditures and planning activities. Next, the paper provides background information on the Nebraska Department of Aeronautics (NDA) and recent Federal funding for general aviation in Nebraska. The final section presents summary conclusions.

The Influence of Power Limitations on Closed Environment Life Support System Applications

The future of manned space exploration will be determined through a process which balances the innate need of humanity to explore its surroundings and the costs associated with accomplishing these goals. For NASA, this balance is derived from economics and budgetary constraints that hold it accountable for the expenditure of public funds. These budgetary realities demand a reduction in cost and expenditures of exploration and research activities. For missions venturing out to the edge of habitability, the development of cost effective life support approaches will have a significant influence on mission viability. Over the past several years, a variety of mission scenarios for potential Lunar and Mars missions have been developed. The most promising of these scenarios attempt to provide basic mission requirements at a minimum cost. As a result, these scenarios are extremely power limited. For Closed Environment Life Support System (CELSS) applications, these realities impose both limitations and direction to future research. This paper presents a summary of these mission scenarios and an evaluation of the impact which these power limitations will have on CELSS system design.

Managing Risk for Cassini During Mission Operations and Data Analysis (MOandDA)

A Risk Management Process has been tailored for Cassini that not only satisfies the requirements of NASA and JPL, but also allows the Program to proactively identify and assess risks that threaten mission objectives. Cassini Risk Management is a team effort that involves both management and engineering staff. The process is managed and facilitated by the Mission Assurance Manager (MAM), but requires regular interactions with Program Staff and team members to instill the risk management philosophy into the day to day mission operations. While Risk Management is well defined for projects in the development phase, it is a relatively new concept for Mission Operations. The Cassini team has embraced this process and has begun using it in an effective, proactive manner, to ensure mission success. It is hoped that the Cassini Risk Management Process will form the basis by which risk management is conducted during MO&DA on future projects. proactive in identifying, assessing and mitigating risks before they become problems. Cost ehtiveness is achieved by: Comprehensively identifying risks Rapidly assessing which risks require the expenditure of pruject cewums Taking early actions to mitigate these risks Iterating the process frequently, to be responsive to the dynamic internal and external environments The Cassini Program has successfully implemented a Risk Management Process for mission operations, The initial SRL has been developed and input into he online tool. Male and Female Summer Interns in Engineering from 2007-2012

The purpose of this study was to ascertain the colleges and universities from which engineering interns were chosen for the Langley Aerospace Research Student Scholars (LARSS) internship program over a six year period. While the initial question was where the interns were from, information was also obtained on these colleges and universities' rankings with respect to female faculty in tenure/tenure-track positions as well as research expenditures according to the American Society for Engineering Education's (ASEE) 2012 Annual Report. The majority of interns were selected from 14 institutions. Eight of the institutions for female interns and 7 for male interns were also cited as having the largest percentages/numbers of female faculty according to ASEE data. In 10 of the 14 institutions for male interns and 9 of 14 for female interns, the institutions were cited as having some of the highest research expenditures. Last, data from ASEE's report on bachelor degrees awarded in 2011 was assessed with respect to the 21 institutions listed as having higher numbers of women in tenure/tenure-track positions. The majority of these institutions represented larger engineering programs with a sizeable number of engineering faculty. These 21institutions accounted for 24.4% of the total engineering bachelor degrees awarded in 2011, with 27.4% of all female and 23.8% of all male graduates in the U.S.

Ecological Impacts of the Space Shuttle Program at John F. Kennedy Space Center, Florida

The Space Shuttle Program was one of NASAs first major undertakings to fall under the environmental impact analysis and documentation requirements of the National Environmental Policy Act of 1969 (NEPA). Space Shuttle Program activities at John F. Kennedy Space Center (KSC) and the associated Merritt Island National Wildlife Refuge (MINWR) contributed directly and indirectly to both negative and positive ecological trends in the region through the long-term, stable expenditure of resources over the 40 year program life cycle. These expenditures provided support to regional growth and development in conjunction with other sources that altered land use patterns, eliminated and modified habitats, and contributed to cultural eutrophication of the Indian River Lagoon. At KSC, most Space Shuttle Program related actions were conducted in previously developed facilities and industrial areas with the exception of the construction of the shuttle landing facility (SLF) and the space station processing facility (SSPF). Launch and operations impacts were minimal as a result of the low annual launch rate. The majority of concerns identified during the NEPA process such as potential weather modification, acid rain off site, and local climate change did not occur. Launch impacts from deposition of HCl and particulates were assimilated as a result of the high buffering capacity of the system and low launch and loading rates. Metals deposition from exhaust deposition did not display acute impacts. Sub-lethal effects are being investigated as part of the Resource Conservation and Recovery Act (RCRA) regulatory process. Major positive Space Shuttle Program effects were derived from the adequate resources available at the Center to implement the numerous environmental laws and regulations designed to enhance the quality of the environment and minimize impacts from human activities. This included reduced discharges of domestic and industrial wastewater, creation of stormwater management systems, remediation of past contamination sites, implementation of hazardous waste management systems, and creation of a culture of sustainability. Working with partners such as the USFWS and the St Johns River Water Management District (SJRWMD), wetlands and scrub restoration and management initiatives were implemented to enhance fish and wildlife populations at the Center. KSC remains the single largest preserve on the east coast of Florida in part due to NASAs commitment to stewardship. Ongoing Ecological Program projects are directed at development of information and knowledge to address future KSC management questions including the transition to a joint government and commercial launch facility, enhanced habitat management requirements for wetlands and scrub, potential impacts of emerging contaminants, and adaptation to climate change including projected sea level rise over the next 50-75 years.

Chapter 6: Evaluation of Cardiothermal Model Prediction of Simulated Lunar Extravehicular Activity

Fewer than 20 extravehicular activities were completed during the Apollo program. The lunar environment has consistent unknowns to address particularly that of suited performance in partial gravity. The moon has altered gravity that is 1/6th that of Earth’s. This study is focused to investigate validation of the regression techniques identified in subsequent chapters and look to improve predictive outcomes during simulated lunar EVA tasks. Heart rate predictions of metabolic energy expenditure are investigated to predict workload throughout simulated lunar EVA conducted in the active response gravity offload system (ARGOS) with in the NASA Mark III space suit. Heart rate variability metrics are utilized to identify periods of high workload. Continually, the lunar offload capacity is further characterized to aid in improving the cardiothermal prediction models including predictions of core temperature, skin temperature and heat storage using heart rate, metabolic rates and suit thermal data during the simulated EVA. The outcome of this model provides an application for future use in contingency predictions of energy expenditure during Lunar EVAs and provide a suite of instrumentation to predict workload during training scenarios.

A time-parallel method for scalable heat transfer simulations of additive manufacturing

Here, a major challenge in simulating the thermal behavior in additive manufacturing processes is the disparate length and time scales between transport phenomena occurring in the melt pool and the component. A common simulation approach relies on spatial decomposition for parallel computing, but due to the nature of heat transfer in AM, where most of the computational expenditure is localized near the melt pool, the computational speedup from spatial parallelization saturates quickly. Therefore, additional parallelism by means of time-domain decomposition is needed to fully take advantage of high-performance computing (HPC) resources. This work introduces a time-parallel method to improve the computational scalability of additive manufacturing simulations on HPC systems, while maintaining high temporal resolution of heat transfer near the melt pool. The method, inspired by the nonlinear paraexp formalism, performs an iterative superposition of nonlinear solutions to the initial value problem, integrating the heat equation across overlapping time-parallel intervals. For a single layer of the NIST AMB2018–01 L7 benchmark problem, the method achieves a 38.51x speedup in wall-clock time with a maximum error in the global temperature solution of 0.99%. This reduces the total solution time from 196.72 min to 5.11 min on 128 nodes of the ORNL Frontier supercomputer. The tradeoff between accuracy and total wall-clock time is investigated and recommendations for time-parallel deployment for AM problems are made.

Benchmarking thermal energy storage cost for industrial process heat

Process heat accounts for roughly half of industrial energy demand, and currently 95% of process heat is derived from the combustion of natural gas, oil, and coal. Electrification of industrial heating could be an alternative, potentially expanding locations suitable for manufacturing; however, industrial facility owners may desire energy storage to stabilize energy costs. In this work, the economic benefits of pairing thermal storage with electrified process heat to reduce the average price paid for energy are analyzed. Cost savings focus on energy arbitrage, or leveraging flexible energy pricing schemes, alone. The cost of natural gas combustion across decades (2019-2060) is compared to the costs of electricity and thermal energy storage in four United States Independent System Operator (ISO) regions. Systems installed today may not yield positive net present value (NPV) compared to the use of natural gas. However, using estimated electricity prices, systems installed in 2030 using arbitrage alone could be profitable when compared to natural gas in some regions of the U.S. Furthermore, if capital expenditures could be reduced by 50% for sensible thermal storage systems by 2030, profitable systems are found across all regions. This implies that electrification of industrial process heat, when paired with inexpensive thermal energy storage systems, could be less expensive than brownfield natural gas systems, using arbitrage as the only source of revenue and without a dependency on any future policy drivers such as pricing externalities that could further incentivize the electrification of industrial process heat.

Evaluating alternative steam generation pathways in the food industry

Steam generation in the food sector requires substantial energy and cost expenditures, requiring nearly half of its energy intake. Here, we used life cycle assessment and life cycle cost assessment to investigate the cost and energy impacts of steam generating alternatives: NG, biomass and hydrogen boilers and grid-supplied and self-generated electric steam generation systems (electric boilers, renewable thermal energy storage and industrial heat pumps). The analysis starts with a set of average U.S. conditions, where biomass boilers are the most cost-competitive alternative to NG. In a series of scenarios beyond average conditions, the analysis shows energy procurement costs dominate the total life cycle cost for all technologies and, unfortunately, are highly variable geographically and temporally, significantly affecting the viability of the alternatives. Results show that site-energy consumption ranges from 0.3 MMBtu/klb for industrial heat pumps to 1.6 MMBtu/klb for biomass boilers, with heat pumps achieving up to 78% lower energy use compared to natural gas systems. For the steam costs, the results show a range between $\$$8 and $\$$50/klb for NG, with biomass following closely ($\$$11 – $\$$44/klb) and grey hydrogen and IHP next ($\$$13 – $\$$33/klb and $\$$6 - $\$$78/klb), with cost reductions if IHP's cooling is utilized. Factors like operating hours, the need for cooling, and the ability to negotiate utility rates complicate the decision, making site-specific analyses critical. Therefore, we present a decision-making matrix to help manufacturers identify which steam generating technology is the best business decision for their situation. Overall, these results highlight the importance of steam generation for the facility's organizational goals, as well as the criticality of conducting individual site analyses.

Integration of renewable energy generation and storage systems for emissions reduction in an islanded campus microgrid

Microgrid connected building communities are projected to play an integral part in the clean energy transition. These types of systems, when integrated with distributed energy resources (DERs) such as combined heat and power (CHP), district heating and cooling, renewable generation, and energy storage, can provide clean, reliable power to critical facilities and vulnerable communities. The intermittent nature of renewable generation is a challenge when integrating renewables into any grid system, but particularly in islanded microgrids. The University of Texas at Austin (UT) operates an islanded microgrid powered by a CHP plant, while also utilizing district heating and cooling systems and thermal energy storage (TES). High fidelity operating data was used to develop a validated reduced order model of UT’s integrated campus energy systems to serve as a testbed for use in a case study. Hypothetical renewable energy installations on land owned by UT in west Texas were modeled and integrated into the validated campus models along with battery energy storage (BES). Simulations showed that a combination of renewable energy from wind, and optimally controlled 24-hour thermal and battery storage systems could reduce carbon dioxide emissions on campus by 45.4%. The additional retrofit of burner systems to utilize hydrogen natural gas blends resulted in an overall annual emissions reduction of 54.7%. Carbon capture and storage eliminated the majority of the remaining emissions with increased plant energy expenditure. The presented simulations display the practical limitations of a CHP system complemented by renewable generation and short-term storage in eliminating emissions. Furthermore, results highlight the need for further research and development in long duration storage technologies and hydrogen fueled turbines to increase penetration of renewable energy and reduce emissions.

Uplifting winds: The surprisingly positive community-wide impact of wind energy installations on property values

A primary concern of stakeholders when considering a new wind project is the potential negative effects wind turbines may have on home values. Yet, what has been surprisingly overlooked in the literature and general discourse around wind energy is that the well-researched positive economic development and fiscal and amenity benefits of wind energy (e.g., increased tax base, tax revenue, better public services and employment gains) might positively affect jurisdiction-wide housing values. With a focus on school districts in the United States, we compare home values in school districts with wind energy installations, before and after a wind energy installation becomes operational, to home values in other school districts located in the same county but without a wind energy installation to provide some of the first causal evidence on the relationship between wind energy projects and district-wide property values. We find that wind projects lead to economically meaningful increases in district-wide housing values of approximately 3 %, when those values are compared to similar homes located in school districts in same-county without wind energy. The effect is strongly correlated with wind project size. The mechanisms, our research suggests, are likely related to relatively large increases in school district per-pupil revenues and expenditures, which are also correlated with wind project size. We suggest other possible mechanisms for the increased values as well.

Can section 45Q tax credit foster decarbonization? A case study of geologic carbon storage at Acid Gas Injection wells in the Permian Basin

Carbon capture, utilization, and storage (CCUS) is an important pathway for meeting climate mitigation goals. While the economic viability of CCUS is well understood, previous studies do not evaluate the economic feasibility of carbon capture and storage (CCS) in the Permian Basin specifically regarding the new Section 45Q tax credits. We developed a technoeconomic analysis method, evaluated the economic feasibility of CCS at the acid gas injection (AGI) wells, and assessed the implication of Section 45Q tax credits for CCS at the AGIs. We find that the compressors, well depth, and the permit and monitoring costs drive the facility costs. Compressors are the predominant contributors to capital and operating expenditure driving the levelized cost of CO 2 storage. Strategic cost reduction measures identified include 1) sourcing of low-cost electricity and 2) optimizing operational efficiency in well operations. In evaluating the impact of the tax credits on CCS projects, facility scale proved decisive. We found that facilities with an annual injection rate exceeding 10,000 MT storage capacity demonstrate economic viability contingent upon the procurement of inputs at the least cost. The new construction of AGI wells were found to be economically viable at a storage capacity of 100,000 MT. The basin is heavily focused on CCUS (tax credit – $\$$65/MT CO 2 ), which overshadows CCS ($\$$85/MT CO 2 ) opportunities. Balancing the dual objectives of CCS and CCUS requires planning and coordination for optimal resource and pore space utilization to attain the basin's decarbonization potential. We also found that CCS on AGI is a lower cost CCS option as compared to CCS on other industries.
