NREL Fleet Analysis Support Through Technology Integration Collaboration

This study leveraged the partnership between the United States Department of Energy's (DOE) Clean Cities Coalition Network and the Association for the Work Truck Industry (NTEA) to launch a vehicle and fleet analysis project that assisted fleets in identifying opportunities to save energy, improve efficiency, reduce costs, and meet environmental goals via short term data logging and analysis. The National Renewable Energy Laboratory (NREL) sought to establish a process that included initial data acquisition, provided data storage, and developed analytic methods to inform fleets of areas of opportunity based on approximately 30 days of in use vehicle performance data. However, long-term the project will require ongoing funding to fully develop and maintain the data sharing platform and to produce more complex analysis.

Understanding Advanced Vehicle Technology Adoption Potential in Commercial Fleets Across Major Trucking Sectors

Adopting advanced vehicle technologies, such as battery-electric, hybrid, and hydrogen fuel cell vehicles, can be an effective strategy for reducing fleet owners' operating costs. However, different trucking sectors, such as private and for-hire carriers and short- or long-haul operations, may face unique challenges in adopting those vehicle technologies due to their own operational needs and budget constraints. Current studies on fleet-wide vehicle technology projections frequently overlook such sectoral differences and fail to capture variation in adoption potential across sectors. This study addresses this gap by analyzing the disparities in the total cost of ownership (TCO) and payback period (PBP) among a large and heterogeneous sample of fleet owners. It aims to understand the sectoral differences in the long-term potential for adopting advanced vehicle technologies. Utilizing the 2021 US Vehicle Inventory and Use Survey (US VIUS), which offers data on various commercial vehicle sectors, their operational patterns, and current vehicle assets, this research estimates the TCO and PBP for individual trucks over multiple future years. The results reveal variation in the cost-effectiveness of different vehicle technologies across trucking sectors, as well as the potential technology landscape in both the short and long term. The findings from this study can inform policymakers and practitioners on how to prioritize sectors with lower barriers for advanced vehicle technology adoption and support industries that face challenges in switching to advanced vehicles.

PV Fleet Performance Data Initiative Program and Methodology

The US Department of Energy’s PV Fleet Performance Data Initiative has been launched in order to collect and evaluate production data across multiple PV fleet partners. Performance statistics are anonymized, aggregated and shared to represent a snapshot of the US commercial and utility-scale fleet. Production data have been collected from over 1500 systems representing more than 1.3 GWdc capacity. Preliminary analysis indicates median performance loss rates are in line with previous publications of system degradation, on the order of –0.6%/yr to –0.9%/yr (preliminary numbers subject to change). These values are higher than module-only degradation rates which are often used in pro-forma estimates of project performance and economics, potentially exposing owner/operators to increased risk if systems under-perform over time.

Advancing Our Understanding of System Availability through the PV Fleet Performance Data Initiative

The PV Fleet Performance Data Initiative partners with photovoltaic (PV) fleet owners to collect time-series data of PV production data and publishes aggregated anonymized results of system performance metrics. With an extensive dataset drawn from over 2,200 PV systems across the United States, comprising 8.5 GW and 24,000 separate inverter data channels, this initiative aims to ensure that systemic risks in the US PV fleet are detected. The current work explores system availability, revealing a pronounced dependence on time, especially within the initial 6 months of system performance. Following this start-up period, the average system availability stabilizes. Statistical analyses illustrate a median (P5O) monthly availability of 0.991 and a dependence on system size with a negative trend in availability with increasing system size. This finding indicates that larger systems experience lower availability compared to their smaller counterparts.

Application of Site Controllers for Electrification of Commercial Fleet Vehicles

Electrification of transportation fleets presents a significant challenge for commercial customers. These challenges can be specific to region, weather, operating schedule, charging infrastructure, and other factors. This paper presents the value of integrating a site controller to monitor the health of assets and co-optimize the operation of commercial sites with multiple distributed energy resource technologies and electric vehicle fleets. The tests demonstrate smart-charging and vehicle-to-building uses compared to business-as-usual cases. The secondary objectives of power management for the customer vehicle are optimized by a planning tool (REopt) and integrated using the site controller. Any deviations from the planned dispatch are addressed by the real-time controllers offering tertiary controls, such as energy management, and limiting the reverse power flow (back into the grid). The results indicate that site controllers offer an efficient solution to manage the health of the connected assets and a scalable means to optimize the operations of a commercial customer with electrified transportation fleets.

A Modular and Transferable Reinforcement Learning Framework for the Fleet Rebalancing Problem

Mobility on demand (MoD) systems show great promise in realizing flexible and efficient urban transportation. However, significant technical challenges arise from operational decision making associated with MoD vehicle dispatch and fleet rebalancing. For this reason, operators tend to employ simplified algorithms that have been demonstrated to work well in a particular setting. To help bridge the gap between novel and existing methods, we propose a modular framework for fleet rebalancing based on model-free reinforcement learning (RL) that can leverage an existing dispatch method to minimize system cost. In particular, by treating dispatch as part of the environment dynamics, a centralized agent can learn to intermittently direct the dispatcher to reposition free vehicles and mitigate against fleet imbalance. We formulate RL state and action spaces as distributions over a grid partitioning of the operating area, making the framework scalable and avoiding the complexities associated with multiagent RL. Numerical experiments, using real-world trip and network data, demonstrate that RL reduces waiting time by 28% to 38% for the same-day evaluation, 17% to 44% for cross-day evaluation, and 22% to 25% for cross-season evaluation compared with no rebalancing scenarios. This approach has several distinct advantages over baseline methods including: improved system cost; high degree of adaptability to the selected dispatch method; and the ability to perform scale-invariant transfer learning between problem instances with similar vehicle and request distributions.
