2020 State of the Science Report, Chapter 11: Marine Spatial Planning and Marine Renewable Energy

Marine spatial planning (MSP) is advocated internationally as an improved approach to managing marine activities that addresses competing sectors and balances environmental, social, and economic interests. The benefits of MSP are cited as being increased transparency and certainty for industry, improved environmental protection, reduced sectoral conflicts, and providing opportunities for synergies. Approaches to implementation of MSP vary by country and sometimes within countries. As a relatively new and novel approach to managing marine activities, it can be difficult to determine when success has occurred or what might constitute more effective and efficient management systems. The growth of marine renewable energy (MRE) will result in the increasing use of sea space and potential for conflict with existing marine uses, both of which can be addressed, in part, through implementation of MSP. https://tethys.pnnl.gov/publications/state-of-the-science-2020-chapter-11-marine-spatial-planning

Evaluating the Impact of Tidal Energy in the Cook Inlet on Alaska's Railbelt Electrical Grid

This report presents the findings of a case study that evaluates the impact of integrating significant tidal energy generation in the Cook Inlet in Alaska. The case study is part of a series within the "Quantifying the Grid Value of MRE [Marine Renewable Energy] in Early U.S. Markets" project funded by the U.S. Department of Energy. This study takes a scenario-based approach to evaluate the tidal energy potential in the Cook Inlet, in which 100-500 megawatts (MW) of tidal energy are integrated into the grid under different infrastructure scenarios. These scenarios include increased energy storage and transmission line upgrades, a "Basecase" scenario with no additional upgrades, and a reference case with no tidal energy. We concluded that tidal energy at an installed capacity of 200-300 MW has the potential to reduce fuel costs in Alaska while also reducing carbon emissions and increasing the energy independence of the state. This analysis and the key findings should be viewed as a starting point for additional research and used to inform investment and policy options.

Data Acquisition and Control for Marine Energy Devices: Cost Considerations

This document discusses the process involved with developing a data acquisition system specifically in the context of applications for Marine Renewable Energy (MRE) technologies however, much of what is presented is applicable to applications requiring data acquisition in general. The detail on the process is provided to highlight the critical steps and needs for a successful measurement campaign and to understand what can impact the overall outcome, cost, and schedule. The process presented is an amalgamation of best practices, lessons learned, recommendations, and prudent technical project planning and management. Data acquisition systems may be tightly integrated with or into the device under measurement and it often has its own dependencies that must be met. Therefore, early consideration and planning for the data acquisition system are stressed throughout this document.

2.3.3.404 - National Lab and University Collaboration for MHK Instrumentation and Data Processing Tools

Field and laboratory validation, testing, demonstration, and operation are critical steps for increasing the technology readiness level of marine energy (ME) converters because they provide high-quality testing and performance data that are critical information used to feed all aspects of technology development. This project, in partnership with industry, enables the marine and hydrokinetic energy (MHK) community to reliably and efficiently collect, process, manage, and share quality data by facilitating access to and development of instrumentation, guidelines and data processing/QA tools. Under this project, open-source data processing code (MHKiT) and tools (ME Data Pipeline, MRE Code Hub, PRIMRE Code Catalog), instrumentation (loads measurements), data acquisition systems (miniDAQ), and measurement guidance tools (Telesto, high EMI guidance) were developed to facilitate the collection and processing of quality laboratory and field data. Overall, this project is intended to improve the quality of the data collected during laboratory and field demonstration projects by standardizing the collection and processing techniques, as well as by improving access to instrumentation, code, and measurement guidance. Quality data will, in turn, lead to improved knowledge capture following ME device testing.

Marine Energy in the United States: An Overview of Opportunities

This report provides a concise and consolidated overview of the Unites States’ marine energy resources . The results reported herein are primarily based on U.S. Department of Energy (DOE)-funded marine energy resource assessments in the following technology areas: wave, tidal currents, ocean currents, ocean thermal gradients, and river currents. This report also incorporates recent updates and refinements to the U.S. wave and tidal resource assessments performed by the national labs. Many of these refinements were undertaken to address feedback from the National Research Council’s evaluation of the original resource assessments (National Research Council 2013). Further, this report refines the analysis that has been published to date by identifying the marine energy resources available in each U.S. state or region to the extent practical. In short, this report summarizes the best available data on U.S. marine energy resources at the state, regional, and national scales.

Foreward: Advancing the U.S. Offshore Renewable Energy Industry through Marine Renewable and Offshore Wind Energy Development

Foreward to special issue of MTSJ Journal: Energy security … it’s what everyone is talking about, and for good reason. Against the backdrop of a changing climate in which nearly two-thirds of electricity generation is credited to fossil fuels (IEA, 2019a), countries around the world are diversifying their energy portfolios, suppliers, and energy routes to reduce vulnerabilities to energy security risks (U.S. Chamber of Commerce, 2020). Energy security concerns are related to fuel supply chains, electricity generation, transmission, distribution, energy market functionality, and energy system resiliency (DOE, 2017). These concerns demonstrate the need for well-functioning and competitive energy markets and diverse sources and routes of energy supply (DOE, 2017). In addition, environmental protection, efficiency and infrastructure improvements, energy innovation, emergency response, and resilience are also needed (DOE, 2017). Renewable energy generation is, and will continue to be, a major contributor in energy portfolio diversification, which will reduce reliance on foreign energy sources (IEA, 2019b; Aslantürk & Kiprizli, 2020) and support global decarbonization (Sims, 2004; Rockström et al., 2017; Arabzadeh et al., 2020).
