Framework for NASA Space Relay Satellite Services over the Next Decade: Development and Demonstration of the Commercial Successors to TDRS

• NASA SCaN Program plans to pursue commercial services for communications with Spacecrafts in near-earth Orbit • The Communications Services Project (CSP) formulated at GRC to establish partnerships with commercial SATCOM companies to develop and demonstrate the feasibility of providing SATCOM capabilities that could be offered as a service for future spacecraft users • CSP pursued an Announcement of Proposals (AFP) in 2021 • Awarded 6 industry vendors out of 14 (~ $278 million) • Viasat, SES Government Solutions, SpaceX; Kuiper Government Solutions (KGS), Telesat U.S. Services, Inmarsat Government. (4 RF and 2 Optical) • AFP’s objectives to develop and demonstrate end-to-end operational capabilities that could meet the needs of Government and private sector customers and maximize interoperability between them. • NASA completed assessment and analysis of the 6 industry proposals. • Results identified optimal portfolio that best meet AFP’s Objectives when considering capability coverage, risk spread, levels of confidence, U.S. domestic market stimulation, price and NASA budget.

Benefits of Ka-band GaN MMIC High Power Amplifiers With Wide Bandwidth and High Spectral/Power Added Efficiencies for Cognitive Radio Platforms

A cognitive radio on a future NASA near-Earth spacecraft will be capable of sensing its environment and dynamically adapting its operating parameters to provide the desired SATCOM service to the mission. A key component that can enable this type of operation is a high-power amplifier (HPA) that resides on the radio platform. In this paper, we present the RF performance characteristics of a Ka-band gallium nitride (GaN) monolithic microwave integrated circuit (MMIC) based HPA for cognitive radio platforms. These characteristics include the output power, gain, power added efficiency (PAE), RMS error vector magnitude (EVM), spectral efficiency, 3rd-order intermodulation distortion (IMD) products, spectrum, spectral regrowth, noise figure (NF), and phase noise. The data presented indicates that the HPA meets NTIA, military, and commercial spectral mask requirements. In addition, we discuss the benefits offered by the above performance characteristics toward the design and implementation of a cognitive radio platform. Furthermore, as examples, we discuss three potential use cases that apply artificial intelligence (AI) and machine learning (ML) techniques and exploit the performance characteristics discussed above to provide a knowledge-based cognitive radio platform design for SATCOM. Thus, cognitive radios with performance flexibility can enable roaming and provide seamless interoperability autonomously in the future between NASA, commercial, and other space networks owned by U.S. government agencies.

Development of Low Cost Satellite Communications System for Helicopters and General Aviation

In this paper, the development of low-cost satellite communications (SATCOM) system for helicopters and General Aviation (GA) aircrafts is described. System design and standards analysis have been conducted to meet the low-cost, light-weight, small-size and low-power system requirements for helicopters and GA aircraft environments. Other specific issues investigated include coding schemes, spatial diversity, and antenna arraying techniques. Coding schemes employing Channel State Information (CSI) and inverleaving have been studied in order to mitigate severe banking angle fading and the periodic RF signal blockage due to the helicopter rotor blades. In addition, space diversity and antenna arraying techniques have been investigated to further reduce the fading effects and increase the link margin.

All chain Loran-C time synchronization

A program is in progress to implement coordinated universal time (UTC) synchronization on all Loran-C transmissions. The present capability is limited to five Loran-C chains in which the tolerance is twenty-five microseconds with respect to UTC. Upon completion of the program, the transmissions of all Loran-C chains will be maintained within five microseconds of UTC. The improvement plan consists of equipping selected Loran-C transmitting stations for greater precision of frequency standard adjustment and improved monitoring capability. External time monitor stations will utilize television time transfer techniques with nearby SATCOM terminals where practicable, thus providing the requisite traceability to the Naval Observatory. The monitor equipment groups and the interrelationships with the ground station equipment are discussed. After a brief review of control doctrine, forth-coming improvements to transmitting stations and how the time monitor and navigation equipments will complement each other resulting in improved service to all users of the Loran-C system are described.

Unique battery reconditioning cycle for RCA's geostationary satellites and its applicability for low Earth satellite

Six (6) geostationary spacecraft, manufactured by RCA Astro, are presently operating in orbit. All of their batteries are performing well. They all contain unique battery reconditioning circuitry, permitting individual cell reconditioning to practically zero volts without the danger of cell reversal. This reconditioning is performed just prior to start of each eclipse season. This technique has maintained the battery's end-of-discharge voltage with mission life. The oldest operating RCA Astro geostationary spacecraft, Satcom F1 and F2, have now completed almost 7 and 6-3/4 years in orbit, respectively. Their battery performance, reported herein, show that a major milestone in the mission longevity of nickel-cadmium batteries has heen achieved. Low earth orbit test data show a long lasting effect of maintaining end-of-discharge voltages for nickel cadmium cells using periodic reconditioning. The unique RCA light-weight reconditioning circuitry can accomplish a quick reconditioning and prevent cell reversal. Reconditioning, thus, has the potential for extending mission life of geostationary as well as low earth orbit spacecraft, when two or more batteries are present.

Target signature modeling and bistatic scattering measurement studies

An annual report that summarizes the work done on Grant No. NAG2-542 is presented. There are four areas of study to be summarized: (1) bistatic scattering measurement studies for a compact range; (2) target signature modeling for test and evaluation hardware in the loop situations; (3) aircraft code modification study; and (4) SATCOM antenna studies on aircraft.

Baseband pulse shaping techniques for nonlinearly amplified pi/4-QPSK and QAM systems

A new generation of multi-stage pi/4-shifted QPSK and of superposed quadrature-amplitude-modulated (SQAM) modulators-coherent demodulators (modems) and of continuous phase modulated (CPM)-gaussian premodulation filtered minimum-shift-keying (MGMSK) systems is proposed and studied. These modems will lead to bandwidth and power efficient satellite communications systems designs. As an illustrative application, a baseband processing technique pi/4-controlled transition PSK (pi/4-CTPSK) is described. To develop a cost and power efficient design strategy, we assume that nonlinear, fully saturated high power amplifiers (HPA) are utilized in the satellite earth station transmitter and in the satellite transponder. Modem structures which could lead to application specific integrated circuit (ASIC) satellite on-board processing universal modem applications are also considered. Multistate GMSK (i.e., MGMSK) signal generation methods by means of two or more RF combined nonlinearly amplified SQAM modems and by one multistate (in-phase and quadrature-baseband premodulation filtered-superposed) SQAM architecture and one RF nonlinear amplifier are studied. During the SQAM modem development phase we investigate the potential system advantages of the pi/4-shifted logic. The bandwidth efficiency of the proposed multistate GMSK and baseband filtered PAM-FM modulator (a new class in the CPM family) will be significantly higher than that of conventional G-MSK systems. To optimize the practical P(sub e) = f((E sub b)/(N sub o)) performance we consider improved coherent demodulation MGMSK structures such as deviated-frequency locking coherent demodulators. For relative low bit rate SATCOM applications, e.g., bit rates less than 300 kb/s, phase noise tracking cancellation (for fixed site earth station) and phase noise cancellation as well as Doppler compensation (for satellite to mobile earth station) applications may be required. We study digital channel sounding methods which could cancel the phase noise-caused degradations of CPM and GMSK modems.

National transportable telecommunications capability

The chance to integrate two emerging telecommunications technologies together, the Ku-band satellite communication (SATCOM) and cellular, offered the unique opportunity to package a truly stand-alone capability to reconstitute telecommuications service. Terrestrial cellular telephone services have proven to be an essential tool for dealing with local emergencies to the extent that they survive and remain operable, as in the San Francisco earthquake. Cellular telephones can provide emergency coordinators the flexibility of wireless mobility in the field via the Public Switched Network (PSN) to coordinate emergency services. However, not all areas are covered by cellular service; existing cellular and PSN service availability could be limited by the congestion and competition for the dial tone that occurs in emergencies. It was realized that a critical need exists for a rapidly deployable stand-alone cellular capability coupled with alternate connectivity to bypass congested or damaged PSN links. Existing commercial Ku-band satellite communications have provided alternate routing links in some cases to support emergency communications. An emergency operational capability was conceived that integrates these technologies into a rapidly deployable and transportable package that provides both local and long distance telephone services to an area that has suffered widespread telecommunications outages or has been totally isolated from the world.

ACTS advanced system concepts and experimentation

Over the course of the first two years of experimentation with the Advanced Communications Technology Satellite (ACTS), many different K/Ka-band applications-oriented experiments will be conducted and evaluated for their commercial viability. In addition, the technological developments and advanced systems concepts associated with the various terminals and the satellite itself will also be examined. Beyond these existing experiments and the current terminal developments, many other new and exciting experiment ideas and advanced system concepts exist. With the additional use of ACTS for the last two years of its lifetime, many of these ideas could be explored. In the mobile satellite communications arena, a particular applications-oriented concept that has yet to be developed is a maritime-mobile experiment. Applications of K/Ka-band mobile satcom technologies to the pleasure cruise industry could provide similar communications services as those that are being developed for the broadband aeronautical experiments. A second applications-oriented experiment that could be of interest is the development of a hybrid satellite-cellular system experiment. In such an experimental system, a mobile K/Ka-band satellite service would extend the coverage of the already existing cellular network. Many new system concepts and terminal developments could also be accomplished. The initial characterization of the K/Ka-band mobile satellite communications propagation channel and evaluation of the currently existing rain compensation algorithms (RCA's) could lead to a second generation RCA development that would improve the overall ACTS Mobile Terminal (AMT) performance. In addition, the development of an enhanced modem to be used with the AMT that utilizes CDMA spread spectrum would also improve the overall terminal efficiency and provide a greater commercial potential for K/Ka-band applications. Other techniques worthy of further exploration and evaluation include the development of new Doppler estimation algorithms and demodulation techniques such as pseudo-coherent demodulation. The possibility of exploring these new and exciting experiment and conceptual ideas, as well as many others, with an extended ACTS satellite lifetime, are examined.

Aeronautical satellite antenna steering using magnetic field sensors

Designers of aeronautical satellite terminals are often faced with the problem of steering a directive antenna from an airplane or helicopter. This problem is usually solved by using aircraft orientation information derived from inertial sensors on-board the aircraft in combination with satellite ephemeris information calculated from geographic coordinates. This procedure works well but relies heavily on avionics that are external to the terminal. For the majority of small aircraft and helicopters which will form the bulk of future aeronautical satcom users, such avionics either do not exist or are difficult for the satellite terminal to interface with. At the Communications Research Center (CRC), work has been undertaken to develop techniques that use the geomagnetic field and satellite antenna pointing vectors (both of which are stationary in a local geographical area) to track the position of a satellite relative to a moving platform such as an aircraft. The performance of this technique is examined and a mathematical steering transformation is developed within this paper. Details are given regarding the experimental program that will be undertaken to test the concepts proposed herein.

David Florida Laboratory: Support for mobile satellite communications

The comprehensive integration and environmental (including RF) test facilities of the Canadian Space Agency's David Florida Laboratory (CSA)(DFL) were used extensively for the MSAT Program. Following a description of the facilities, the paper outlines their application to the qualification of the two MSAT satellites following an overview of the test plan. Particular emphasis is given to passive intermodulation measurement (PIM) demands, which for the MSAT satellites, contributed to the need to extend the anechoic chamber. The extended chamber was also used for an EMC test and SAR signature test of the RADARSAT satellite. The DFL's facilities are being used for additional aspects of mobile satellite communications. One shielded anechoic Extra High Frequency (EHF) chamber and associated test equipment are employed predominantly for measuring the performance of the IRIDIUM satellites' Engineering Model Gateway Moveable Antennas (EM)(GMA). Other chambers are used for testing aeronautical antennas on behalf of Inmarsat. Still others combine thermal and PIM testing. The paper concludes with a review of the test requirements of evolving satcom missions such as Inmarsat Aero-1.

Satellite communications provisions on NASA Ames instrumented aircraft platforms for Earth science research/applications

Earth science activities at NASA Ames are research in atmospheric and ecosystem science, development of remote sensing and in situ sampling instruments, and their integration into scientific research platform aircraft. The use of satellite communications can greatly extend the capability of these agency research platform aircraft. Current projects and plans involve satellite links on the Perseus UAV and the ER-2 via TDRSS and a proposed experiment on the NASA Advanced Communications Technology Satellite. Provisions for data links on the Perseus research platform, via TDRSS S-band multiple access service, have been developed and are being tested. Test flights at Dryden are planned to demonstrate successful end-to-end data transfer. A Unisys Corp. airborne satcom STARLink system is being integrated into an Ames ER-2 aircraft. This equipment will support multiple data rates up to 43 Mb/s each via the TDRS S Ku-band single access service. The first flight mission for this high-rate link is planned for August 1995. Ames and JPL have proposed an ACTS experiment to use real-time satellite communications to improve wildfire research campaigns. Researchers and fire management teams making use of instrumented aircraft platforms at a prescribed burn site will be able to communicate with experts at Ames, the U.S. Forest Service, and emergency response agencies.

Ultra Small Aperture Terminal: System Design and Test Results

The Ultra Small Aperture Terminal (USAT) has been developed to test and demonstrate remote and broadcast satcom applications via the Advanced Communications Technology Satellite (ACTS). The design of these ground stations emphasize small size, low power consumption, portable and rugged terminals. Each ground station includes several custom design parts such as 35 cm diameter antenna, 1/4 Watt transmitter with built-in upconverter, and 4.0 dB Noise Figure (NF) receiver with built-in downconverter. In addition, state-of-the-art commercial parts such as highly stable ovenized crystal oscillators and dielectric resonator oscillators are used in the ground station design. Presented in this paper are system level design description, performance, and sample applications.

Innovative Educational Aerospace Research at the Northeast High School Space Research Center

Northeast High Magnet School of Philadelphia, Pennsylvania is a proud sponsor of the Space Research Center (SPARC). SPARC, a model program of the Medical, Engineering, and Aerospace Magnet school, provides talented students the capability to successfully exercise full simulations of NASA manned missions. These simulations included low-Earth Shuttle missions and Apollo lunar missions in the past, and will focus on a planetary mission to Mars this year. At the end of each scholastic year, a simulated mission, lasting between one and eight days, is performed involving 75 students as specialists in seven teams The groups are comprised of Flight Management, Spacecraft Communications (SatCom), Computer Networking, Spacecraft Design and Engineering, Electronics, Rocketry, Robotics, and Medical teams in either the mission operations center or onboard the spacecraft. Software development activities are also required in support of these simulations The objective of this paper is to present the accomplishments, technology innovations, interactions, and an overview of SPARC with an emphasis on how the program's educational activities parallel NASA mission support and how this education is preparing student for the space frontier.
