Status of emerging standards for removable computer storage media and related contributions of NIST

Standards for removable computer storage media are needed so that users may reliably interchange data both within and among various computer installations. Furthermore, media interchange standards support competition in industry and prevent sole-source lock-in. NIST participates in magnetic tape and optical disk standards development through Technical Committees X3B5, Digital Magnetic Tapes, X3B11, Optical Digital Data Disk, and the Joint Technical Commission on Data Permanence. NIST also participates in other relevant national and international standards committees for removable computer storage media. Industry standards for digital magnetic tapes require the use of Standard Reference Materials (SRM's) developed and maintained by NIST. In addition, NIST has been studying care and handling procedures required for digital magnetic tapes. NIST has developed a methodology for determining the life expectancy of optical disks. NIST is developing care and handling procedures for optical digital data disks and is involved in a program to investigate error reporting capabilities of optical disk drives. This presentation reflects the status of emerging magnetic tape and optical disk standards, as well as NIST's contributions in support of these standards.

AXAF FITS standard for ray trace interchange

A standard data format for the archival and transport of x-ray events generated by ray trace models is described. Upon review and acceptance by the Advanced X-ray Astrophysics Facility (AXAF) Software Systems Working Group (SSWG), this standard shall become the official AXAF data format for ray trace events. The Flexible Image Transport System (FITS) is well suited for the purposes of the standard and was selected to be the basis of the standard. FITS is both flexible and efficient and is also widely used within the astronomical community for storage and transfer of data. In addition, software to read and write FITS format files are widely available. In selecting quantities to be included within the ray trace standard, the AXAF Mission Support team, Science Instruments team, and the other contractor teams were surveyed. From the results of this survey, the following requirements were established: (1) for the scientific needs, each photon should have associated with it: position, direction, energy, and statistical weight; the standard must also accommodate path length (relative phase), and polarization. (2) a unique photon identifier is necessary for bookkeeping purposes; (3) a log of individuals, organizations, and software packages that have modified the data must be maintained in order to create an audit trail; (4) a mechanism for extensions to the basic kernel should be provided; and (5) the ray trace standard should integrate with future AXAF data product standards.

American National Standards: The Consensus Process

Since the early 20th Century, technical and professional societies have developed standards within their areas of expertise addressing aspects of their industries which they feel would benefit from a degree of standardization. From the beginning, the use of these standards was strictly voluntary. It did not take jurisdictional authorities long, however, to recognize that application of these voluntary standards enhanced public safety, as well as leveling the playing field in trade. Hence, laws were passed mandating their use. Purchasers of goods and services also recognized the advantages of standardization, and began requiring the use of standards in their procurement contracts. But how do jurisdictions and purchasers know that the standard they are mandating is a broad-based industry standard, or a narrowly focused set of rules which only apply to one company or institution, thereby giving them an unfair advantage? The answer is "consensus", and a unified approach in achieving it.

E-Standards For Mass Properties Engineering

A proposal is put forth to promote the concept of a Society of Allied Weight Engineers developed voluntary consensus standard for mass properties engineering. This standard would be an e-standard, and would encompass data, data manipulation, and reporting functionality. The standard would be implemented via an open-source SAWE distribution site with full SAWE member body access. Engineering societies and global standards initiatives are progressing toward modern engineering standards, which become functioning deliverable data sets. These data sets, if properly standardized, will integrate easily between supplier and customer enabling technically precise mass properties data exchange. The concepts of object-oriented programming support all of these requirements, and the use of a JavaTx based open-source development initiative is proposed. Results are reported for activity sponsored by the NASA Langley Research Center Innovation Institute to scope out requirements for developing a mass properties engineering e-standard. An initial software distribution is proposed. Upon completion, an open-source application programming interface will be available to SAWE members for the development of more specific programming requirements that are tailored to company and project requirements. A fully functioning application programming interface will permit code extension via company proprietary techniques, as well as through continued open-source initiatives.

Space Life Sciences at NASA: Spaceflight Health Policy and Standards

In January 2005, the President proposed a new initiative, the Vision for Space Exploration. To accomplish the goals within the vision for space exploration, physicians and researchers at Johnson Space Center are establishing spaceflight health standards. These standards include fitness for duty criteria (FFD), permissible exposure limits (PELs), and permissible outcome limits (POLs). POLs delineate an acceptable maximum decrement or change in a physiological or behavioral parameter, as the result of exposure to the space environment. For example cardiovascular fitness for duty standards might be a measurable clinical parameter minimum that allows successful performance of all required duties. An example of a permissible exposure limit for radiation might be the quantifiable limit of exposure over a given length of time (e.g. life time radiation exposure). An example of a permissible outcome limit might be the length of microgravity exposure that would minimize bone loss. The purpose of spaceflight health standards is to promote operational and vehicle design requirements, aid in medical decision making during space missions, and guide the development of countermeasures. Standards will be based on scientific and clinical evidence including research findings, lessons learned from previous space missions, studies conducted in space analog environments, current standards of medical practices, risk management data, and expert recommendations. To focus the research community on the needs for exploration missions, NASA has developed the Bioastronautics Roadmap. The Bioastronautics Roadmap, NASA's approach to identification of risks to human space flight, revised baseline was released in February 2005. This document was reviewed by the Institute of Medicine in November 2004 and the final report was received in October 2005. The roadmap defines the most important research and operational needs that will be used to set policy, standards (define acceptable risk), and implement an overall Risk Management and Analysis process. Currently NASA is drafting spaceflight health standards for neurosensory alterations, space radiation exposure, behavioral health, muscle atrophy, cardiovascular fitness, immunological compromise, bone demineralization, and nutrition.

NASA Standard for Models and Simulations: Credibility Assessment Scale

As one of its many responses to the 2003 Space Shuttle Columbia accident, NASA decided to develop a formal standard for models and simulations (M&S). Work commenced in May 2005. An interim version was issued in late 2006. This interim version underwent considerable revision following an extensive Agency-wide review in 2007 along with some additional revisions as a result of the review by the NASA Engineering Management Board (EMB) in the first half of 2008. Issuance of the revised, permanent version, hereafter referred to as the M&S Standard or just the Standard, occurred in July 2008. Bertch, Zang and Steeleiv provided a summary review of the development process of this standard up through the start of the review by the EMB. A thorough recount of the entire development process, major issues, key decisions, and all review processes are available in Ref. v. This is the second of a pair of papers providing a summary of the final version of the Standard. Its focus is the Credibility Assessment Scale, a key feature of the Standard, including an example of its application to a real-world M&S problem for the James Webb Space Telescope. The companion paper summarizes the overall philosophy of the Standard and an overview of the requirements. Verbatim quotes from the Standard are integrated into the text of this paper, and are indicated by quotation marks.

Metal Standards for Waveguide Characterization of Materials

Rectangular-waveguide inserts that are made of non-ferromagnetic metals and are sized and shaped to function as notch filters have been conceived as reference standards for use in the rectangular- waveguide method of characterizing materials with respect to such constitutive electromagnetic properties as permittivity and permeability. Such standards are needed for determining the accuracy of measurements used in the method, as described below. In this method, a specimen of a material to be characterized is cut to a prescribed size and shape and inserted in a rectangular- waveguide test fixture, wherein the specimen is irradiated with a known source signal and detectors are used to measure the signals reflected by, and transmitted through, the specimen. Scattering parameters [also known as "S" parameters (S11, S12, S21, and S22)] are computed from ratios between the transmitted and reflected signals and the source signal. Then the permeability and permittivity of the specimen material are derived from the scattering parameters. Theoretically, the technique for calculating the permeability and permittivity from the scattering parameters is exact, but the accuracy of the results depends on the accuracy of the measurements from which the scattering parameters are obtained. To determine whether the measurements are accurate, it is necessary to perform comparable measurements on reference standards, which are essentially specimens that have known scattering parameters. To be most useful, reference standards should provide the full range of scattering-parameter values that can be obtained from material specimens. Specifically, measurements of the backscattering parameter (S11) from no reflection to total reflection and of the forward-transmission parameter (S21) from no transmission to total transmission are needed. A reference standard that functions as a notch (band-stop) filter can satisfy this need because as the signal frequency is varied across the frequency range for which the filter is designed, the scattering parameters vary over the ranges of values between the extremes of total reflection and total transmission. A notch-filter reference standard in the form of a rectangular-waveguide insert that has a size and shape similar to that of a material specimen is advantageous because the measurement configuration used for the reference standard can be the same as that for a material specimen. Typically a specimen is a block of material that fills a waveguide cross-section but occupies only a small fraction of the length of the waveguide. A reference standard of the present type (see figure) is a metal block that fills part of a waveguide cross section and contains a slot, the long dimension of which can be chosen to tailor the notch frequency to a desired value. The scattering parameters and notch frequency can be estimated with high accuracy by use of commercially available electromagnetic-field-simulating software. The block can be fabricated to the requisite precision by wire electrical-discharge machining. In use, the accuracy of measurements is determined by comparison of (1) the scattering parameters calculated from the measurements with (2) the scattering parameters calculated by the aforementioned software.

Benefits to the Simulation Training Community of a New ANSI Standard for the Exchange of Aero Simulation Models

The American Institute of Aeronautics Astronautics (AIAA) Modeling and Simulation Technical Committee is in final preparation of a new standard for the exchange of flight dynamics models. The standard will become an ANSI standard and is under consideration for submission to ISO for acceptance by the international community. The standard has some a spects that should provide benefits to the simulation training community. Use of the new standard by the training simulation community will reduce development, maintenance and technical refresh investment on each device. Furthermore, it will significantly lower the cost of performing model updates to improve fidelity or expand the envelope of the training device. Higher flight fidelity should result in better transfer of training, a direct benefit to the pilots under instruction. Costs of adopting the standard are minimal and should be paid back within the cost of the first use for that training device. The standard achie ves these advantages by making it easier to update the aerodynamic model. It provides a standard format for the model in a custom eXtensible Markup Language (XML) grammar, the Dynamic Aerospace Vehicle Exchange Markup Language (DAVE-ML). It employs an existing XML grammar, MathML, to describe the aerodynamic model in an input data file, eliminating the requirement for actual software compilation. The major components of the aero model become simply an input data file, and updates are simply new XML input files. It includes naming and axis system conventions to further simplify the exchange of information.

Environmental Stress Testing of the Single Sample Cylinder: A Proven Consensus Standard for Internal Gas Analysis (IGA) or Residual Gas Analysis (RGA)

In August 2008, Schuessler Consulting was contracted by NASA GSFC in support of the NASA Electronic Parts and Packaging (NEPP) program to perform two separate studies on moisture laden air in a stainless steel cylinder that had been designed to become a consensus standard for Test Method 1018. This Test Method was originally released for hybrids under Mil. Std. 883 but was quickly utilized on other microelectronic devices under the auspice of Mil. Std. 750. The cylinder had subsequently been fabricated for the 750 community. It was back-filled with moist air and subsequently analyzed over a period of time under a previous NASA contract. It had been shown that moisture in the 4000 - 5000 ppm range could be analyzed rather precisely with a mass spectrometer, commonly referred to as a Residual Gas Analyzer (RGA). The scope of this study was to ascertain if the composition and precision varied as a function of thermal shock at sub-zero temperatures and whether there was consensus when the standard was submitted to other RGA units. It was demonstrated and published that the consensus standard would yield precise RGA data for moisture within +/- 1% when optimized for a given RGA unit. It has been subsequently shown in this study at Oneida Research Services, that sub-zero storage did not affect that precision when a well-defined protocol for the analysis was followed. The consensus standard was taken to a second facility for analysis where it was found that moisture adsorption on the transfer lines caused precision to drop to +/- 12%. The Single Sample Cylinder (SSC) is a one liter stainless steel cylinder with associated sampling valves and has considerable weight and volume. But this considerable size allows for approximately 300 gas samples of the same composition to be delivered to any RGA unit. Lastly, a smaller cylinder, approximately 75 cc, of a second consensus standard was fabricated and tested with a different mix of fixed gases where moisture was kept in the 100 ppm range. This second standard has the potential of providing 30 gaseous samples and can be readily shipped to any analytical facility that desires to generate comparison RGA data. A series of comparison residual gas analyses was performed at the Honeywell Federal Manufacturing & Technologies facility in the National Nuclear Facility Administration s plant in Kansas City to complete this project. It was shown that improvements in the precision of a given RGA unit can be done by controlling the cycle time for each analysis and increasing analysis temperatures to minimize moisture adsorption. It was also found that a "one time event" in the subzero storage of the large SSC did not effect the units ability to continuously supply precise samples of the same chemistry, however the "event" caused a permanent +8% shift in the reported value of the moisture content. Lastly, a set of SSC RGA results was plotted on a common graph with DSCC "correlation study" RGA data. The result demonstrates the ability of the SSC to remove many of the individual variances that single, individual samples introduce. The consensus standards are now in storage at Oneida Research Services, one of the DSCC certified houses that does RGA to Military Standards, where they await future studies. The analytical data and the operational parameters of the instruments used are provided in the following discussion. Limitations and suggested means for improvement of both precision and accuracy are provided.

Behavioral Health and Performance Laboratory Standard Measures (BHP-SM)

The Spaceflight Standard Measures is a NASA Johnson Space Center Human Research Project (HRP) project that proposes to collect a set of core measurements, representative of many of the human spaceflight risks, from astronauts before, during and after long-duration International Space Station (ISS) missions. The term "standard measures" is defined as a set of core measurements, including physiological, biochemical, psychosocial, cognitive, and functional, that are reliable, valid, and accepted in terrestrial science, are associated with a specific and measurable outcome known to occur as a consequence of spaceflight, that will be collected in a standardized fashion from all (or most) crewmembers. While such measures might be used to define standards of health and performance or readiness for flight, the prime intent in their collection is to allow longitudinal analysis of multiple parameters in order to answer a variety of operational, occupational, and research-based questions. These questions are generally at a high level, and the approach for this project is to populate the standard measures database with the smallest set of data necessary to indicate further detailed research is required. Also included as standard measures are parameters that are not outcome-based in and of-themselves, but provide ancillary information that supports interpretation of the outcome measures, e.g., nutritional assessment, vehicle environmental parameters, crew debriefs, etc. The project's main aim is to ensure that an optimized minimal set of measures is consistently captured from all ISS crewmembers until the end of Station in order to characterize the human in space. -This allows the HRP to identify, establish, and evaluate a common set of measures for use in spaceflight and analog research to: develop baselines, systematically characterize risk likelihood and consequences, and assess effectiveness of countermeasures that work for behavioral health and performance risk factors. -By standardizing the battery of measures on all crewmembers, it will allow the HRP to evaluate countermeasures that work for one physiological system and ensure another system is not negatively affected. -These measures, named "Standard Measures," will serve as a data repository and be available to other studies under data sharing agreements.

NASA’s Plans for Development of Standards for Additive Manufactured Components

There are currently no NASA standards providing specific design and construction requirements for certification of additively manufactured parts. Several international standards organizations are developing standards for additive manufacturing; however, NASA mission schedules preclude the Agency from relying on these organizations to develop standards that are both timely and applicable. NASA and its program partners in manned spaceflight (the Commercial Crew Program, the Space Launch System and the Orion Multi-purpose Crew Vehicle) are actively developing additively manufactured parts for flight as early as 2018. To bridge this gap, NASA Marshall Space Flight Center (MSFC) has authored a center-level standard (MSFC-STD-3716)1 to establish standard practices for the Laser Powder Bed Fusion (L-PBF) process. In its draft form, the MSFC standard has been used as a basis for L-PBF process implementation for each of the manned space flight programs. The development of an Agency-level standard is proposed, which based upon the principles of MSFC-STD-3716, would have application to multiple additive manufacturing processes and be readily adaptable to all NASA programs.

DER Cybersecurity Standards: Assessment and Gap Analysis

The purpose of this report is to share the comprehensive gap analysis of existing cybersecurity standards applicable to Distributed Energy Resources (DERs) within the electric power sector. This analysis aims to identify critical deficiencies in current standards, assess their alignment with industry needs, and provide actionable recommendations for enhancing cybersecurity measures. The scope encompasses various DER technologies, including solar, wind, energy storage, and hydrogen fuel cells, and emphasizes the significance of establishing robust cybersecurity frameworks and standards to safeguard these increasingly integrated systems. The report provides valuable insights for stakeholders in the DER ecosystem, including manufacturers, utilities, and regulators. It underscores the importance of continued development and refinement of cybersecurity standards to keep up with the technical advances in DERs and associated cybersecurity challenges. The analysis evaluated IEC, IEEE, ISA, ISO, and UL standards relevant to DER cybersecurity. Standards were assessed on their coverage of key requirements including data availability, integrity, confidentiality, access control, authentication, encryption, and system hardening. For each standard, the analysis assessed its alignment with current industry practices, regulatory compliance, effectiveness in addressing known risks, coverage of emerging risks, and how it promotes interoperability. The evaluation also considered potential integration challenges and barriers to adoption.

ComStock Measure Documentation: Heat Pump Rooftop Units with Standard Performance

This documentation focuses on a single end-use savings shape measure - heat pump rooftop units (HP-RTUs) with standard efficiencies that are prevalent in the current market. Today, these products are claimed as standard efficiency by the manufacturers and are most commonly installed. This document will primarily discuss the additional changes of performance and configuration of the standard efficiency HP-RTUs while a comprehensive overview of the fundamental modeling methodology and background of the HP-RTU measure, including applicability, sizing scheme, and other key assumptions can be found in the original documentation: Heat Pump RTU. The definition of "standard efficiency" can be a bit vague when considering detailed specifics other than efficiency metrics of a heat pump. Thus, we have focused on reflecting products where manufacturers claim as standard efficiency and products that are not top-of-the-line in their model lineup. Based on gathering information from eight products from four major manufacturers, there are some common (or relatively prevalent) characteristics and we have defined standard efficiency product as follows: direct drive outdoor unit fan, two stages of heat pump cooling, single stage heat pump heating (i.e., all compressors running at the same time), heat pump minimum lockout temperature of 0°F (-17.8°C), backup electric resistance heating, backup heating runs at the same time as heat pump heating , heat pump heating locking out below minimum operating temperature, IEER in between 11-13, and HSPF in between 8-8.9. There are cases where some of these products have other variations: a variable frequency drive fan, dual fuel (i.e., gas backup heating) option, three or more cooling stages, two stages of heat pump heating, no backup heating as default , etc. However, this work tried to reflect the most common and prevalent options for a standard efficiency product.

National Cost-Effectiveness of ANSI/ASHRAE/IES Standard 90.1-2022

The purpose of this analysis is to examine the cost-effectiveness of the 2022 edition of ANSI/ASHRAE/IES Standard 90.1, which is developed by the ASHRAE Standard Standing Project Committee (SSPC) 90.1 and is the model energy standard for all commercial buildings and multifamily residential buildings over three floors. PNNL analyzed the cost-effectiveness of changes in Standard 90.1-2022, compared to the previous 90.1-2019 edition, as applied in commercial buildings across the United States. In reviewing proposed changes to Standard 90.1, the SSPC considers the cost-effectiveness of individual changes (addenda). Due to the continuous nature of the development process, however, ASHRAE does not evaluate the entire package of addenda from one edition of the standard to the next, which is of particular interest to adopting state and local governments. Providing states with an analysis of cost-effectiveness facilitates a more comprehensive understanding of the impacts associated with updated model energy codes, informs the state decision-making process and its authorities, and ultimately encourages greater adoption of updated energy codes. This information also informs the development of future editions of Standard 90.1.

Progress Report on the Airborne Composition Standard Variable Name and Time Series Working Groups of the 2017 ESDSWG

The role of NASA's Earth Science Data Systems Working Groups (ESDSWG) is to make recommendations relevant to NASA's Earth science data systems from users' experiences and community insight. Each group works independently, focusing on a unique topic. Progress of two of the 2017 Working Groups will be presented. In a single airborne field campaign, there can be several different instruments and techniques that measure the same parameter on one or more aircraft platforms. Many of these same parameters are measured during different airborne campaigns using similar or different instruments and techniques. The Airborne Composition Standard Variable Name Working Group is working to create a list of variable standard names that can be used across all airborne field campaigns in order to assist in the transition to the ICARTT Version 2.0 file format. The overall goal is to enhance the usability of ICARTT files and the search ability of airborne field campaign data. The Time Series Working Group (TSWG) is a continuation of the 2015 and 2016 Time Series Working Groups. In 2015, we started TSWG with the intention of exploring the new OGC (Open Geospatial Consortium) WaterML 2 standards as a means for encoding point-based time series data from NASA satellites. In this working group, we realized that WaterML 2 might not be the best solution for this type of data, for a number of reasons. Our discussion with experts from other agencies, who have worked on similar issues, identified several challenges that we would need to address. As a result, we made the recommendation to study the new TimeseriesML 1.0 standard of OGC as a potential NASA time series standard. The 2016 TSWG examined closely the TimeseriesML 1.0 and, in coordination with the OGC TimeseriesML Standards Working Group, identified certain gaps in TimeseriesML 1.0 that would need to be addressed for the standard to be applicable to NASA time series data. An engineering report was drafted based on the OGC Engineering Report template, describing recommended changes to TimeseriesML 1.0, in the form of use cases. In 2017, we are conducting interoperability experiments to implement the use cases and demonstrate the feasibility and suitability of these modifications for NASA and related user communities. The results will be incorporated into the existing draft engineering report.

Isolation Standard Measures: A Set of Validated and Feasible Measurements Ensuring Comparability Across Isolation and Confinement Studies

Isolation and confinement studies have been essential to the preparation of crewed long-duration space missions, acting as analogues that facilitate the study of psychological and physiological responses to isolation and confinement. They also serve as opportunities for the development, testing, and validation of countermeasures and coping methods to handle the challenges that arise in such scenarios. Due to the small sample sizes in combination with high inter-individual variability, single isolation campaigns are not always sufficient for obtaining statistically significant scientific findings. To address this issue and improve comparability between different studies, the need for standardized measures to be collected in all future isolation and confinement studies was identified. Additionally, these measures should also be shown to be generally valid, reliable, feasible and acceptable in analogue and spaceflight environments. Standard measures in isolation and confinement studies allow for more direct comparisons of results and synthesis of data across isolation and confinement studies as well as provide an important step toward standard measures in spaceflight. An international expert group with representatives from different space agencies worldwide was brought together to define a core set of standard measures for isolation and confinement studies. This paper provides an overview of the expert group’s recommendations for international standard measures for future isolation and confinement studies, along with subsequent updates coordinated by the International Countermeasures Working Group (ICMWG), which was established as a sub-Working Group under the International Space Life Sciences Working Group (ISLSWG). Additional experts were consulted by the ICMWG partner agencies as required. The collection of the described set of isolation standard measures will provide data on the following parameters: sleep, mood, psychological state, psychophysiology, cognitive performance, stress and the immune system, general health and well-being, team measures, nutritional measures, and environmental conditions. For each measure, recommendations were made about duration and frequency of administration, along with specific implementation recommendations in relation to the duration of the isolation study. The set of isolation standard measures will be reassessed every two years at a minimum to ensure they are up to date and reflect the current state-of-the-art.

A Review of Distributed Wind Interconnection Technology and Standards

The objectives of this report are to discuss the uniqueness of power converters in distributed wind (DW), identify challenges in complying with existing standards, prioritize technological innovations to facilitate interconnection of DW energy systems, and, where necessary, propose potential clarifications or revisions to standards. This report evaluates IEEE 1547-2018, IEEE 1547.1-2020, and UL 1741 SB standards and their implications for DW. A standards review and interviews of DW industry stakeholders were conducted to identify challenges in the application of current standards to DW. The study concludes with a combination of recommendations of pathways towards facilitating DW product commercialization and DW interconnection, which draws on participation from multiple stakeholders in the space. These solutions can continue to be explored to improve DW standards compliance, improve the applicability of the standards to DW, reduce certification testing barriers, and ensure the safe and reliable operation of DW energy resources and electric power systems.

ANSI/ASHRAE/IES Standard 90.1-2022 Performance Rating Method Reference Manual

This document is intended to be a reference manual for the Appendix G Performance Rating Method (PRM) of ANSI/ASHRAE/IES Standard 90.1-2022 (Standard 90.1-2022). The PRM can be used to demonstrate compliance with the standard and to rate the energy efficiency of commercial and high-rise residential buildings with designs that exceed the requirements of Standard 90.1. Use of the PRM for demonstrating compliance with Standard 90.1 was a new feature of ANSI/ASHRAE/IES Standard 90.1-2016 (Standard 90.1-2016). The procedures and processes described in the PRM reference manual (PRM-RM) are designed to provide consistency and accuracy by filling in gaps and providing additional details needed by users of the PRM.
