Neutrino Theory in the Precision Era

This document summarises discussions on future directions in theoretical neutrino physics, which are the outcome of a neutrino theory workshop held at CERN in February 2025. The starting point is the realisation that neutrino physics offers unique opportunities to address some of the most fundamental questions in physics. This motivates a vigorous experimental programme which the theory community fully supports. \textbf{A strong effort in theoretical neutrino physics is paramount to optimally take advantage of upcoming neutrino experiments and to explore the synergies with other areas of particle, astroparticle, and nuclear physics, as well as cosmology.} Progress on the theory side has the potential to significantly boost the physics reach of experiments, as well as go well beyond their original scope. Strong collaboration between theory and experiment is essential in the precision era. To foster such collaboration, \textbf{we propose to establish a CERN Neutrino Physics Centre.} Taking inspiration from the highly successful LHC Physics Center at Fermilab, the CERN Neutrino Physics Centre would be the European hub of the neutrino community, covering experimental and theoretical activities.

Chemical ionization mass spectrometry utilizing benzene cations for measurements of volatile organic compounds and nitric oxide

We evaluate the capability of chemical ionization mass spectrometry (CIMS) using benzene cations as reagent ions (benzene CIMS) for detecting atmospheric trace gases. We characterize the ionization pathways and product ion distributions for 27 analytes spanning diverse chemical classes. To interpret the complex ion chemistry involving two reagent ions (C 6 H$^{+}_{6}$ and (C 6 H 6 )$^{+}_{2}$) and multiple ionization pathways (charge transfer, proton transfer, adduct formation, and hydride abstraction), we introduce a thermodynamics-based framework that classifies analytes into three categories based on their ionization energy (IE), relative to those of benzene monomer (9.24 eV) and dimer (8.69 eV). Each class exhibits distinct ionization mechanisms and product ions. Analytes with IE smaller than 8.69 eV (low IE) undergo charge transfer with both reagent ions; analytes with IE between 8.69 and 9.24 eV (mid IE) undergo charge transfer with C 6 H$^{+}_{6}$ and potential adduct formation with (C 6 H 6 )$^{+}_{2}$; analytes with IE larger than 9.24 eV (high IE) could undergo adduct formation, proton transfer, or hydride abstraction. Analytes within each class also show similar sensitivity, enabling sensitivity estimation for compounds lacking calibration standards. In addition to volatile organic compounds (VOCs), benzene CIMS detects nitric oxide (NO) with a detection limit of 5 pptv for 1 min integration time, exceeding the performance of most commercial NOx analyzers. Field deployments in Chicago and St. Louis demonstrate good agreement with reference NO measurements. Isoprene measurements show good agreement with a co-located gas chromatography–photoionization detector (GC-PID) in St. Louis, but exhibit substantial positive bias in Chicago, likely due to interferences from anthropogenic VOCs in the polluted urban environment. These results highlight the potential of benzene CIMS for concurrent measurements of NO, VOCs, and their oxidation products using a single instrument, while also underscoring challenges in complex atmospheric conditions.

Removable smart sequestration coatings for hazardous metals

Materials are disclosed for the safe sequestration and removal of hazardous contaminants from a surface. The materials can be sprayed, rolled, painted, brushed or dip coated onto any surface and allowed to dry and/or cure at room temperature or drying/curing can be accelerated by the application of heat to form a coating that entraps the contaminant therein. The coating and the entrapped contaminant can then peeled from the surface and safely disposed of to minimize hazardous waste. The coating includes a colorimetric additive that is specific to the contaminant, the coating and the contaminant producing a visual indication of contamination.

Environmentally-Friendly Fixatives with Embedded Intelligence for Dust Management at Contaminated Sites – 21266

Wind or rain can potentially spread loose hazardous contaminants from piles of rubble and soil waiting to be trucked to a landfill site for disposal. Water, which is plentiful near remediation sites, is the traditional dust suppressant during demolition, post-demolition sizing and encapsulation as well as soil trucking activities. However, water can mobilize the toxic metal contaminants in the soil into the ground water. Ground water is highly regulated and contaminant removal is costly. InnoSense LLC (ISL) is developing DustSafe™ as a cost-effective alternative to water for various decontamination & decommissioning (D&D) applications. It is a sprayable dust abatement solution designed to actively trap, remediate, and aid in visualizing hazardous materials while preventing their dispersion by wind, water or impact. Aside from application as a dust suppressant to trap airborne toxic and radiological hazards during demolition activities, with customization DustSafe can be used to locate/characterize and remediate hazards prior to D&D activities.

Amino Acids Essential for the Assembly of Cellulose Synthase Complexes

Over 40 years ago, Andrew Staehelin's group showed that plant cellulose microfibrils are synthesized by protein complexes arranged in hexagonal arrays called 'particle rosettes'. Plant cellulose synthases (CESAs) differ from their bacterial ancestral forms by insertion of three unique sequences responsible for the assembly into compact multimeric units that aggregate further into rosettes. We used site-directed mutagenesis to replace amino acids within these sequences predicted to be essential for assembly and developed an in vivo method to determine the ability of mutated CesA1 transgenes to complement an Arabidopsis temperature-sensitive root-swelling1 (rsw1) mutant. Replacement of a Cys residue in the Class-Specific Region (CSR) or Pro417 and Arg453 of the Plant-Conserved Region (P-CR) rendered an AtCesA1 transgene unable to complement the rsw1 mutation. Despite an expected role for Arg457 in the trimerization of CESA proteins, AtCesA1 transgenes with Arg457Ala mutations were able to fully restore the wild-type phenotype in rsw1. Staehelin observed a third order of assembly in Micrasterias dendiculata, where hundreds of rosettes form large hexagonal arrays during the synthesis of secondary wall cellulose macrofibrils. We found by SEM of cytosolic faces of Micrasterias cell fragments that these arrays are associated with fields of regularly spaced slime secretion pore complexes.

High temperature and high beam current compatible targets and methods thereof for generating noble gas/radiohalogen generators for medical isotopes

A method of providing alpha particle emitters and materials suitable for use in generating the alpha particles for medical treatment is disclosed. Metal oxide targets, preferentially Bi 2 O 3 pellets and Bi 2 O 3 coatings on metallic or metal oxide substrates are formed. The targets placed in a heated vacuum chamber subjecting to irradiation using a 6 Li beam at an elevated temperature below the melting point of the target generate a radioactive gas, such as 211 Rn, the radioactive gas is carried by an inert gas which is delivered a carrier for, such as a carbon column or oil for delivery to a treatment facility. The radioactive gas such as 211 Rn generates 211 At, which has a useable half-life of at least about 14 hours, in turn releases alpha particles which are effective for use in medical procedures.
