Protecting hydroelectric plants from incidents that adversely impact their cyber-physical systems presents unique challenges due to the plants’ widely dispersed geographic locations and varied configurations as well as the relative nascent nature of the cyberattacks targeting these facilities. To help hydroelectric plants better respond to and mitigate cybersecurity incidents, this Department of Energy Water Power Technologies Office Navigator aligns the processes within the National Institute of Standards 800-61r2 Computer Security Incident Handling Guide with the emergency actions within the FEMA 64 Emergency Action Plan Framework. This work is to be used at a hydroelectric plant to quickly understand how the plant responds to a cyber incident in relationship to the actions involved in an emergency action plan involving a hydroelectric plant. In addition to this product, there are three other products meant to be distributed to a hydroelectric plant to assist in their cyber incident response and recovery. The first, a report on the processes of building a R&R flip book based on a large set of existing guidance. The second, a handy flip book meant to be distributed to hydroelectric plants to assist them during a cybersecurity incident occurring on a hydroelectic plant. And the third is a comprehensive set of resources to assist an operator in locating appropriate guidance during the recovery process.

This St. Patrick’s Day, take a look at “lucky” Lab artifacts from the Manhattan Project

What luck! Tucked inside J. Robert Oppenheimer’s book Bhagavad-Gita is a four-leaf clover. The famed physicist and first Lab director regularly quoted the Hindu scripture, most notably upon witnessing the Trinity test, which was the successful detonation of the first-ever Los Alamos created atomic bomb. Oppenheimer was said to have recalled the line, “Now I am become Death, the destroyer of worlds.” (The quote, though, has been widely misinterpreted.) The clover is taped to what appears to be a calling card from his spouse Kitty and was found inside his copy of the Bhagavad Gita, which was donated to the Lab’s Bradbury Science Museum by private donors Ben and Sara Beck Svetitsky in early 2020. Kitty Oppenheimer was educated as a botanist and biologist, and accompanied her husband to Los Alamos, along with their two children. The family was here in 1943 through the end of World War II in 1945. The book, with the card found inside, makes up one of two of J. Robert Oppenheimer’s personal effects within the Lab’s collections.

Diversion Path Analysis: A Proposed Methodology to Develop an MC&A Approach for Liquid-Fueled Molten Salt Reactors

Nuclear material control and accounting (MC&A) is a critical element of both the US Nuclear Regulatory Commission (NRC) and US Department of Energy (DOE)’s domestic safeguards and security requirements. NRC licensees are required, under Title 10 of the Code of Federal Regulations (10 CFR) Part 74 to establish and maintain an MC&A program that captures and records the quantities and locations of special nuclear material (SNM) at the facility. Along with physical protection, MC&A is a key element of domestic nuclear material safeguards that enables the NRC to ensure that SNM is controlled and accounted for. SNM, per 10 CFR Part 74, refers to plutonium, 233 U, and uranium enriched in the isotope 233 U or 235 U, but does not include source material. Periodic physical inventories, coupled with material balance evaluations, are effective and demonstrated tools to account for and detect theft or diversion of SNM in facilities containing SNM in bulk material form (i.e., not in discrete, countable items). Historically in the United States, these types of facilities have included fuel fabrication, conversion, and enrichment facilities. In comparison, reactors have relied on item counting of assemblies and control of SNM while in containment (e.g., a sealed reactor pressure vessel) because, to date, reactor fuel has been in item form. In liquid-fueled molten salt reactors (MSRs), unlike traditional light water reactors (LWRs) or bulk facilities, bulk SNM quantities can change significantly during operation as a result of depletion and transmutation. This introduces challenges to the use of traditional periodic physical inventories and material balance evaluations to detect theft or diversion of SNM in reactors that use SNM in bulk material form. Liquid-fueled (i.e., salt-fueled) MSR facilities are MSRs that use SNM within a salt eutectic as the fuel. The SNM is in a bulk material form any time it is outside of fresh or spent fuel storage containers. Some examples of when SNM will be in bulk form in the facility are during addition of fuel to the reactor system, while fuel is circulating in operation, and while fuel is in a drain tank. Periodic physical inventories and material balance evaluations can likely be effectively applied to many portions of an MSR facility, including all areas where depletion and transmutation are not significantly changing the quantities of SNM within the control area. Within an MSR facility, this would include fresh fuel receipt and loading, waste streams that may contain SNM, irradiated fuel storage outside of the reactor core, and any irradiated fuel processing that may happen after SNM has been removed from the reactor. All of these process steps could rely on measurements of SNM quantities compared with documented inventories. Any discrepancies from predicted (i.e., book) inventories and measured inventories could be quantified as inventory differences, consistent with traditional MC&A guidance from the NRC (e.g., in NUREG-1065 Revision 2, NUREG-2159 Revision 1, and RG 5.29 Revision 2). Within the reactor system, additions and removals to the book inventory include depletion of the SNM (e.g., fission of 235 U), which complicates the use of physical inventories. SNM control, however, can also likely be effectively applied to detect theft of SNM throughout a liquid-fueled MSR facility. To complement these approaches, prior technical reports have identified that a diversion path analysis may be a useful, risk-informed, and performance-based tool to determine suitable elements of an MC&A approach for the reactor system within a liquid-fueled MSR facility.

Summarizing experimental sensitivities of collider experiments to dark matter models and comparison to other experiments

Comparisons of the coverage of current and proposed dark matter searches can help us to understand the context in which a discovery of particle dark matter would be made. In some scenarios, a discovery could be reinforced by information from multiple, complementary types of experiments; in others, only one experiment would see a signal, giving only a partial, more ambiguous picture; in still others, no experiment would be sensitive and new approaches would be needed. In this whitepaper, we present an update to a similar study performed for the European Strategy Briefing Book performed within the dark matter at the Energy Frontier (EF10) Snowmass Topical Group We take as a starting point a set of projections for future collider facilities and a method of graphical comparisons routinely performed for LHC DM searches using simplified models recommended by the LHC Dark Matter Working Group and also used for the BSM and dark matter chapters of the European Strategy Briefing Book. These comparisons can also serve as launching point for cross-frontier discussions about dark matter complementarity.

Nonperturbative Topological Phenomena in QCD and Related Theories

Here, this book introduces a variety of aspects in nonperturbative Quantum Chromodynamics (QCD), focusing on the topological objects present in gauge theories. These objects, like magnetic monopoles, instantons, instanton-dyons, sphalerons, QCD flux tubes, etc, are first introduced individually and, later, treated collectively. As ensembles, they produce various phenomena that can be modeled numerically in lattice gauge theories and such collective effects, produced on the lattice, are extensively discussed in some chapters. In turn, the notion of duality, which is crucial in modern field/string theories, is elucidated by taking into consideration the electric-magnetic duality, the Poisson duality, and the AdS/CFT duality. This monograph is based on various lectures given by Edward Shuryak at Stony Brook during the last three decades and it is meant for advanced graduate students and young researchers in theoretical and mathematical physics who are willing to consolidate their knowledge in the topological phenomena encountered in fundamental QCD research.

Strongly Interacting Matter Under Rotation: An Introduction

Ultrarelativistic collisions between heavy nuclei briefly generate the quark-gluon plasma (QGP), a new state of matter characterized by deconfined par- tons last seen microseconds after the Big Bang. The properties of the QGP are of intense interest, and a large community has developed over several decades, to pro- duce, measure and understand this primordial plasma. The plasma is now recog- nized to be a strongly-coupled fluid with remarkable properties, and hydrodynamics is commonly used to quantify and model the system. An important feature of any fluid is its vorticity, related to the local angular momentum density; however, this degree of freedom has received relatively little attention because no experimental signals of vorticity had been detected. Thanks to recent high-statistics datasets from experiments with precision tracking and complete kinemetic coverage at collider energies, hyperon spin polarization measurements have begun to uncover the vor- ticity of the QGP created at the Relativistic Heavy Ion Collider. The injection of this new degree of freedom into a relatively mature field of research represents an enormous opportunity to generate new insights into the physics of the QGP. The community has responded with enthusiasm, and this book (to be published as a volume of Lecture Notes in Physics series by Springer) represents some of the diverse lines of inquiry into aspects of strongly interacting matter under rotation

Neutron Detectors for Scattering Applications

The book covers, for the first time, the most common neutron detectors used in neutron scattering facilities and all of those in use at Oak Ridge National Lab. The first two chapters describe the facilities, instruments and the critical detector parameters needed by various instruments. The third chapter focuses on the key components of the 3He-based linear position sensitive detectors as well as on their electronics, which require particular attention to signal-processing and noise reduction. The fourth chapter is dedicated to the 3He alternatives where scintillators play a critical role. Finally, chapter 5 covers emerging neutron detection technologies including semiconductors, vacuum-based devices and their associated readouts, which will be required in the future for high rate and high-resolution neutron detectors.

Role of Selenium in CdZnTeSe as a Defect Engineering Agent

Cadmium zinc telluride (CdZnTe) with 10 atomic % Zn has been the material of choice for room-temperature semiconductor compact X- and gamma-ray detector applications for over three decades. Despite its commercial success as the most desirable room-temperature semiconductor radiation detection material, CdZnTe (CZT) suffers from a lack of compositional homogeneity on both the micro- and macroscales and the presence of high concentrations of performance-limiting defects such as subgrain boundary networks (dislocation walls) and secondary phases (Te-rich inclusions). Random distributions of these defects in the CZT matrix result in the spatial inhomogeneity of the material’s charge-transport properties. The recently discovered quaternary Cd x Zn 1-x Te 1-y Se y (CZTS) has experienced remarkable advances in its material properties, with highly reduced defects and higher compositional homogeneity. This book chapter focuses on the presence of performance-limiting defects in CZT that have thus far hindered the yield and cost of high-quality detectors and restricted their widespread deployment for a variety of potential applications, particularly for their use as large-volume gamma detectors, where the demands on material perfection are significantly greater. This chapter also provides an overview of the recent developments in the quaternary material CZTS, particularly the effects of selenium (Se) in the CZTS matrix on the defect engineering of the quaternary alloy material and the advancement of CZTS as a potential next-generation detector operable at room temperature.
