Advancing Open Science through Public-Private Partnerships

Rapid technology developments are changing the way data-driven research is performed within the science community. With the emergence of cloud computing, this has quickly become a viable approach for enabling “science at scale”. Researchers are no longer hindered by obstacles of data management and data wrangling, allowing them to quickly discover, access and perform analysis on extremely large datasets. Infrastructures that move data out of institutional silos and into a computational platform, will ensure that data and tools are accessible to all users. NASA’s Interagency Implementation and Advanced Concepts Team (IMPACT) seeks to address these rapid technology developments by establishing Space Act Agreements with selected partners from the public-private sector working in the area of cloud computing. These agreements aim to explore new opportunities with commercial cloud providers to accelerate open science and enable discovery, access and use of data sets on the cloud. In addition, they will also help establish training workshops for the science community to help researchers utilize the cloud for science. In this talk, we will present an overview of current and new partnerships we are developing to support open science and open data initiatives.

Carbon Monitoring and Above Ground Biomass Trends: Anchor Forest Opportunities for Tribal, Private and Federal Relationships

There are more than 300 million hectares of forested land whithin the conterminious United States essential to sustaining the myriad social/cultural, economic, and ecologic benefits society enjoys from these lands. Nationwide, millions of forested hectares, both private and public, are disappearing functionally and physically throguh serve wildfire fire and land coversion. On many of these lands, management, centered on fire supression, has led to reductions in forest resilience to wildfire. Lands, overstocked with accumulated fuel and faced with a changing climate, are expected to continue this legacy of fire and deteriorating health. A paradigm shift is needed to face the challenges confronting forests and enhance collaborative efforts across multiple foret ownerships. Our ability to leverage emerging technologies and pair them with the knowledge of indigenous peoples presents new opportunities for success. The objectives of this study were to 1) assess the Anchor Forest concept as a framework to leverage collaborative motivations and leadership by indigenous peoples (Tribes) in eastern Washington State to improve forest ecosystem health across legal and political boundaries, 'cross-boundary' management, and 2) demonstrate how the NASA carbon monitoring system (CMS) mapping of products of regional forestland above ground biomass (AGB) density and temporal trends can provide information that supports decisionmakers in their efforts to collaboratively approach improving forest health conditions through management activities.

Persistent Engagement and the Private Sector

The concepts of “persistent engagement” and “defend forward” signify a shift in how the U.S. employs its military cyber capabilities. These new concepts reorient United States Cyber Command from a reactive, response force to a proactive force with continuous engagement that operates outside U.S. military networks to discover and expose adversary activity as well as execute actions before they harm U.S. national interests. Persistent engagement can form the basis for a whole-of-nation cyber strategy if the private sector is a central player rather than an afterthought.

Investment Tax Credit Requirements for Privately Owned Solar Photovoltaic Systems on Federal Sites

The federal investment tax credit (ITC) is an economically valuable tax incentive offered to taxable business entities that invest in certain energy technologies. The ITC is based on a percentage of the qualifying upfront capital costs of a project and directly reduces a business's tax liability (i.e., the taxes paid). This fact sheet focuses on ITC considerations for privately owned solar photovoltaic (PV) projects on federal land and buildings, although some of the considerations may be applicable to other technologies and non-federal entities.

ACCELERATING MICROREACTOR DEVELOPMENT AND DEPLOYMENT THROUGH JOINT PUBLIC TEST BEDS AND PRIVATE ADVANCED REACTOR DEVELOPMENT

The United States Department of Energy (DOE) has funded the National Reactor Innovation Center (NRIC) to accelerate the development and commercialization of small modular reactors and other advanced reactor technologies. As part of this effort NIRC is building two strategic assets at the Idaho National Laboratory (INL) to facilitate public-private partnerships for the development and testing of advanced nuclear microreactors and Small Modular Reactors (SMR). One will provide a safe, secure, and affordable location for High-Assay Low Enriched Uranium (HALEU) fueled reactors and a second for Highly Enriched Uranium (HEU) fueled reactors. Together these testbeds fill a nuclear testing infrastructure gap. The availability of such comprehensive testing facilities at the national labs eliminates the significant financial and operational burdens associated with each developer building and licensing their own test facilities. Consequently, this approach will not only accelerate technological innovation and reduce time-to-market for advanced nuclear solutions but it also underscores the DOE's commitment to fostering an ecosystem where nuclear energy will thrive as a clean, reliable, and efficient source of power. The Demonstration of Microreactor Experiments (DOME) and Laboratory for Operations and Testing in the United States (LOTUS) have planned availability in 2026, and 2027 respectively.

Alternative Fuels for Public and Private Vehicle Fleets in Rural Areas

This fact sheet identifies opportunities for integration of alternative fuel vehicles in public and private fleets in rural areas, and was developed through the U.S. Department of Energy's Communities Local Energy Action Program (Communities LEAP). The project engaged community stakeholders, fleet operators, and local officials across ten rural counties in western Alabama to explore opportunities for expanding access to alternative transportation fuels. Guided by a regional coalition and supported by the National Laboratory of the Rockies (NLR), the effort emphasized challenges and related potential technical solutions. The fact sheet highlights different applications of alternative fuel vehicles and provides a framework for selecting the vehicle technology that meets a given stakeholder's needs.

Differentially Private Synthesis and Sharing of Network Data Via Bayesian Exponential Random Graph Models

Abstract Network data often contain sensitive relational information. One approach to protecting sensitive information while offering flexibility for network analysis is to share synthesized networks based on the information in originally observed networks. We employ differential privacy (DP) and exponential random graph models (ERGMs) and propose the DP-ERGM method to synthesize network data. We apply DP-ERGM to two real-world networks. We then compare the utility of synthesized networks generated by DP-ERGM, the DyadWise Randomized Response (DWRR) approach, and the Synthesis through Conditional distribution of Edge given nodal Attribute (SCEA) approach. In general, the results suggest that DP-ERGM preserves the original information significantly better than two other approaches in network structural statistics and inference for ERGMs and latent space models. Furthermore, DP-ERGM satisfies node DP through modeling the global network structure with ERGM, a stronger notion of privacy than the edge DP under which DWRR and SCEA operate.

The deconstruction of flavor in the privately democratic Higgs sector

The Standard Model (SM) of particle physics fails to explain the observed hierarchy in fermion masses or the origin of fermion-flavor structure. We construct a model to explain these observations in the quark sector. We introduce a spectrum of new particles consisting of six of each — massive singlet vector-like quarks (VLQs), singlet scalars, and SU(2)-doublet scalars. SM quark masses are generated when the neutral components of the SU(2)-doublet scalars acquire non-zero vacuum expectation values (VEVs). We impose global symmetries to ensure that Yukawa couplings stay roughly flavor diagonal and democratic (of the same order), as well as to suppress tree-level flavor-changing neutral currents. Quark-mass hierarchy then follows from a hierarchy in scalar VEVs. The singlet scalars also acquire weak-scale VEVs. Together with the VLQs, they act as messengers between different generations of quarks in the SM. These messenger particles are responsible for generating the elements of the Cabibbo-Kobayashi-Masakawa (CKM) matrix which depend on the ratios of the singlet VEVs and VLQ masses. Constructed this way, the CKM matrix is found to be independent of the SM fermion masses. Using the measured values of the CKM matrix elements and assuming order-one couplings, we derive constraints on the masses of the VLQs and discuss prospects for probing our model in the near future.

Dynamic Boundary Microgrids Under Privatization Considerations

Microgrids have physical, electrical, and logical (data, network, and ownership) boundaries. To power unserved customer loads during an outage, microgrids can extend the traditional operational boundaries. This can become complex when considering microgrid-to-microgrid (M2M) interactions where sensitive information such as competitive microgrid operational data is not shared. This work proposes an optimization method coordinated between microgrid controllers and distribution management systems that limits data sharing. The method involves a competitive bidding strategy that maximizes unserved load coverage while minimizing resource utilization and sensitive operational data sharing among entities. The work is validated on a two-microgrid system with photovoltaic and energy storage systems and curves of load derived from real world residential buildings datasets. Results show that the proposed method, when applied for three distinct use cases of energy storage sufficiency to cover the predefined boundary and/or the expanded boundary, can successfully select and bid the available load coverage.
