Flammable Gas Generation and Control at the Idaho Completion Project Legacy Combustible Gas Generation - 20191

On April 11, 2018, four drums containing transuranic waste at the Idaho National Laboratory underwent over-pressurization, ejecting their lids and spreading radiological waste within a facility. An investigation has found that waste in the drums generated methane gas, which contributed to the event. Subsequent to the investigation, the potential for drums to have methane and other flammable analytes whose concentrations could approach or exceed the lower flammability limit (LFL) and the adequacy of the controls to prevent or mitigate a possible deflagration was evaluated. An extensive review of the historical records was performed to determine how many drums exceed the LFL. The historical record identified a small quantity of drums that exceeded the LFL for xylene, hydrogen, and methane. The primary codified applicable code or standard for handling drums is 29 CFR 1910.120 (j) 'Handling Drums and Containers.' It is used throughout the commercial and government sector. This code is integrated throughout the Fluor Idaho safety management programs and procedures to control the Standard Industrial Hazards (SIHs) associated with drum and container handling. Example requirements include: - Drums and containers are inspected, and their integrity assured prior to being moved. - Site operations are organized to minimize the amount of drum or container movement. - When there is a reasonable possibility of flammable atmospheres being present, material handling equipment and hand tools are of the type to prevent sources of ignition. Drums and containers under pressure, as evidenced by bulging or swelling, are not moved until the cause for excess pressure is determined and appropriate containment procedures have been implemented to protect employees from explosive relief of the drum. Drums which exceed the WIPP FGA limit have NCRs associated with them. Once a drum fails flammable gas sampling, an NCR is initiated. The NCR drives placement into NCR dense pack rows. A standing order drives placement of the FGA failures to a single planer segregation location. These drums are not allowed for further processing or shipment until the NCR has been cleared. Once in the single planer rows, follow-up FGA testing is performed by CCP. The NCR is dispositioned by follow-up sampling occurring after adequate time has been provided for the gas to diffuse through the filter assembly, or, in some cases, the drums are repackaged into additional drums to reduce the source term. To date, the ICP project has performed approximately 1.5 million drums moves without a deflagration event due to combustible gas generation. Flammable gas generation in a transuranic waste drum is not unique to the ICP but is common across the DOE complex. Based on the experience at Idaho, application of industry standards is sufficient to control the risk of drum deflagration due to drum movements. (authors)

Assessment of habitat‐specific competition for oral rabies vaccine baits between raccoons and opossums

Abstract Throughout the eastern United States, the National Rabies Management Program (NRMP) distributes oral rabies vaccine (ORV) baits to manage rabies virus circulation in raccoon ( Procyon lotor ) populations. The consumption of vaccine baits by non‐target species including Virginia opossums ( Didelphis virginiana ) may reduce the effectiveness of ORV programs, but competition for baits remains poorly quantified in many areas of the southeastern United States. We distributed placebo ORV baits injected with a biomarker across 4 land cover types (bottomland hardwood, upland pine, riparian, isolated wetland) on the Savannah River Site in South Carolina, USA, 2017–2019. We then trapped and collected whiskers from 247 raccoons and 78 opossums to assess biomarker presence using fluorescent microscopy. Our data revealed greater bait uptake probability by raccoons (estimated x̅ = 0.30, 95% CI = 0.19–0.44) compared to opossums (estimated x̅ = 0.11, 95% CI = 0.05–0.23) across all cover types surveyed. Probability of bait consumption was not affected by cover type or the abundance of raccoons or opossums. Among raccoons, males were more likely to consume baits than females (estimated x̅ = 0.28, 95% CI = 0.17–0.44 for males and 0.14, 95% CI = 0.05–0.31 for females) and probability of consumption increased by 0.08 with each additional day trapped during the 10‐day trapping session. Uptake rates for raccoons were relatively low compared to other studies and not influenced by competition with opossums. These low consumption rates indicate that additional research addressing the roles of baiting season, bait density, and resource selection will be important to maximize ORV bait uptake by target species in these southeastern landscapes.

Federal Home-to-Work Electric Vehicle Program Guide

This document serves as a comprehensive resource for Federal agencies in developing their own program resources that promote the efficient and effective use of electric vehicles (EVs) for home-to-work travel while ensuring compliance with Federal regulations and sustainability objectives. One mission of the U.S. Department of Energy's Federal Energy Management Program (FEMP) Fleet program is to help federal fleet managers meet or exceed statutory requirements related to energy and environmental performance while improving overall fleet efficiency, reducing costs, and meeting mission requirements. To further this mission, FEMP provides resources to support Federal agencies with increasing alternative fuel vehicle (AFV) acquisitions and reducing petroleum use. EVs are AFVs and help agencies meet federal fleet requirements. Federal fleets include government-owned EVs used for home-to-work travel. The purpose of this document is to serve as a guide for Federal agencies in developing their own internal program documents to manage government-owned EVs used for home-to-work travel. Federal agencies should consult their counsel and consider their own policies and authorities in the implementation of any policies or best practices regarding government-owned EVs used for home-to-work travel. The guide provides key considerations for agencies, including launching a pilot program to fine-tune best practices, conducting a cost-benefit analysis to compare home versus public charging, and exploring cost-effective solutions, such as installing standard outlets instead of dedicated charging stations. The guide underscores the importance of legal and financial considerations, such as verifying agency authority to install home charging infrastructure at an employee's home, ensuring the availability and appropriateness of using agency funds for home charging infrastructure, and understanding the tax implications of reimbursements.

Best Practices for Energy Management Information Systems Metadata Schemas

The Federal Energy Management Program (FEMP) promotes best practices for impactful utilization of Energy Management Information Systems (EMIS) at federal facilities. This best practice document is part of a series of fact sheets created to help accelerate the market adoption and use of EMIS in the federal sector. The use of standard naming conventions and a metadata schema, which may be referred to as 'data tags,' improves the ability of the EMIS to consistently analyze, visualize, and derive value from operational data. To help address these issues, this fact sheet highlights best practices for use of metadata in an EMIS stack, which can significantly reduce the initial time required to deploy an EMIS.

A Standard Operating Procedure for the Inadvertent Discovery of Native American Human Remains and Associated Funerary Objects, Sacred Objects, or Objects of Cultural Patrimony at Los Alamos National Laboratory

Los Alamos National Laboratory (LANL or Laboratory) is one of several national laboratories that support the mission of the United States Department of Energy (DOE), National Nuclear Security Administration (NNSA), Los Alamos Field Office (Field Office). It is located in Los Alamos and Santa Fe Counties, New Mexico. LANL occupies approximately 40 square miles of land owned by the U.S. Government and under the administrative control of DOE/NNSA. Cultural resources management at LANL is the responsibility of the Field Office’s Cultural Resources Program Manager, with the assistance and facilitation of the LANL Environmental Stewardship Group (ES) Cultural Resources Programs (archaeology and historic buildings), which are part of the LANL Environmental Protection and Compliance (EPC) Division. LANL, which is primarily located on the Pajarito Plateau, is extremely rich in cultural resources. Nearly 2,000 archaeological sites have been recorded at LANL, based on the systematic archaeological survey of ~90% of LANL lands. Most of the known sites (~ 85%) date from the Ancestral Pueblo Late Coalition and Classic Periods of around AD 1150 to 1600. The remaining sites date to the Archaic Period (ca. 5500 BC to 600 AD), the Late Developmental and Early Coalition Periods (ca. 900 to 1200), and the Homestead Period (ca. 1890 to 1942).

Perceived Conflicts of Systems Engineering in Early-Stage Research and Development 1

Early Systems Research and Development (ESR&D) is one of the most crucial phases in the product development process. It both blends and blurs the lines between science and engineering, and requires a risk-based, disciplined, and graded approach to effectively manage scope, cost, and complexity of the final product. Many leaders, program managers, and scientists are unwilling to involve systems engineering because of the perception that systems engineering is heavily process oriented, adds unnecessary costs, and should be applied only to mature technologies. The value of systems engineering as applied to ESR&D is unclear to these key individuals. The unfortunate result is that system engineering is not applied to ESR&D. This results in R&D efforts that may have solved the wrong problem, selected the wrong architecture, require technical rework, have difficulty transitioning later maturity levels, and result in higher R&D costs and extended development timelines. This work discusses the difficulty of introducing systems engineering to the research and early development process and their inclination perspectives of researchers, engineers, and managers. The article shall offer potential means to manage the cultural transformation of early adoption of right-sized systems engineering in ESR&D and reverse the attitudinal positions.

Walking on the dark side: Anthropogenic factors limit suitable habitat for gray wolf ( Canis lupus ) in a large natural area covering Belarus and Ukraine

Due to successful conservation initiatives and legislations, the grey wolf (Canis lupus) is recolonising its historic range in Europe. However, wolves have never been extirpated across large areas in Eastern Europe but are often constrained to remote and inaccessible places due to centuries of persecution. This study aimed to identify the potentially suitable wolf habitats in Polesia, a massive cross-border lowland region extending over southern Belarus and northern Ukraine, which are often neglected in large carnivore studies at the continental scale. We hypothesized that anthropogenic rather than environmental factors govern wolf habitat suitability. We used a dataset of 4191 GPS locations obtained from radio-collared wolves (n = 26) and confirmed observations (n = 231) during 2014–2021 and applied maximum entropy method to estimate relative habitat suitability for wolves in Polesia. Artificial light at night (ALAN), proportion of cropland and tree cover were the most important factors affecting wolf habitat suitability. Road densities contributed poorly to predicting habitat suitability for wolves. Our models predicted a quarter of Polesia as suitable habitat and revealed priority areas connecting the important source populations in the Chornobyl Exclusion Zone in the east and the Bialowieza Forest in the west and thus essential for long-term wolf conservation. Our results provide the bases for effective, long-term wolf monitoring and management programs in both Belarus and Ukraine. However, national and transboundary wolf management in Polesia has been extremely challenging since 2022 due to the ongoing war and subsequent habitat degradation in this part of Europe.

History of the Chemical Stockpile Emergency Preparedness Program – Volume 2: Lessons Learned (Final Report 2026)

The CSEP Program involved multiple federal agencies, multiple states, and numerous local units of government. The involvement of diverse agencies at different levels of government led to conflict and difficulty in resolving issues. That, in turn, led to slow progress in achieving program goals. Program management was criticized repeatedly by the U.S. General Accounting Office (GAO). After other mechanisms for interagency coordination had failed to give the desired results, FEMA and the Army agreed to form site-specific and national-level IPTs. The IPTs worked well to break the logjam and accelerate implementation of the program. Key elements of the IPTs’ success included constant interagency communication, solving problems at the lowest level, and obtaining buy-in from higher authority. The IPT technique could be applied to other emergency management and homeland security programs that require interagency coordination.

Investing in STEM Benefits Community, Company, and Industry - 20243

Like many organizations and groups, the Department of Energy Environmental Management program and the nuclear industry are facing an aging employee population and record numbers of employee retirements. This 'silver tsunami' of retirees means the industry as a whole is recruiting graduates at a fast pace. So, how do we ensure the nuclear industry has a robust pipeline of graduates with the necessary background? Fluor Idaho's investment in science, technology, engineering, and mathematics (STEM) education programs helps promote the next generation of technical professionals, benefiting both the company and the industry. Through community outreach initiatives and student mentoring programs, Fluor Idaho promotes kids' interest in STEM. The programs are designed to spark STEM interest in grade school and then foster and grow that interest through high school and higher education. After igniting student excitement about STEM topics in school, Fluor Idaho focuses on providing work-specific opportunities including mentoring and intern programs. These programs give students a better look at real-world job opportunities while still stimulating their interest in STEM. These programs ultimately provide career opportunities for the students and a pipeline of workers. Fluor Idaho's strategy for its summer interns has been to place students in a wide variety of projects - from the commissioning of a first-of-a-kind nuclear processing facility, to operating nuclear waste management facilities, to developing computer programs and applications - and give them responsibilities that make them feel like valued contributors. This approach has created a positive and rewarding summer-intern program experience for the students. Fluor Idaho's investment in its future today is reducing the knowledge gap - or cliff - that many contractors in the nuclear industry are facing. It's a worthwhile investment that is readily visible within its many cleanup projects. The next generation of technical professionals is making an impact now - benefiting both the company and the nuclear industry. This paper will review Fluor Idaho's programs, including STEM community outreach and education and mentoring programs. It will also present statistics about the reach of those programs and their successes. (authors)
