The radio observations planned for the perihelion passage of Halley's comet in 1986 within the framework of the International Halley Watch (IHW) are reviewed. The roles of radar astronomy, continuum radio astronomy, and spectral-line radio astronomy in investigating the size and surface characteristics of the cometary nucleus, the nature and kinematics of the parent molecules sublimating into the coma, the properties of the coma particulate matter, and the cometary plasma are examined. Problems related to the inaccuracy of comet position data and lacks of background-source information, simultaneous submillimeter observations, and Southern-Hemisphere radio observing time are discussed; and the observatories participating in the IHW network are listed in tables with their instrument parameters.
An Ultra-Stable Oscillator (USO) is: A frequency reference, and A clock It is stable, small, and sensitive. It is a science and an art form. It is flown on spacecraft/probes. It]is utilized at ground stations alone or as a cleanup loop. It eliminates lock-up time on uplink for occultation egress & effect of media on uplink signal. It has enabled significant planetary science investigations.

Doppler and ranging measurements using the radio signal of the Giotto spacecraft were taken before, during, and after the encounter with Comet Halley on Mar. 13, 14, 1986. The spacecraft velocity was found to decrease by a total of 23.3 cm/s due to impacting gas and (primarily) dust in the cometary atmosphere. A preliminary dust production rate of 1000 kg/s is found to be consistent with this deceleration. Power spectra of the carrier phase fluctuations reveal an increase in level and a flattening of the spectrum just prior to encounter, presumably associated with the enhanced dust impact rate. Finally, simulated Doppler time profiles are computed using the radial dependence of plasma density observed by the Giotto in situ investigations. It is shown that the cometary electron content profile would have been clearly seen if a dual-frequency downlink radio configuration had been available at encounter.

The Deep Space Network is the largest and most sensitive scientific telecommunications facility Primary function: providing two-way communication between the Earth and spacecraft exploring the solar system Instrumented with large parabolic reflectors, high-power transmitters, low-noise amplifiers & receivers.
The objectives of the analysis of the Viking radio tracking data are: (1) the study of Mars, its rotation, topography, and internal structure; (2) the development of a general dynamical model of the solar system; and (3) tests of the fundamental laws of gravitation. The central element in the data analysis is the Planetary Ephemeris Program (PEP) which embodies the mathematical models of the solar system. The asteroid model in PEP is changed to better estimate the mass of a fictitious uniform ring and the masses of eight separate asteroids. A model of the rotation of Mars include a secular rate of change of the period and both annual and semiannual variations in the phase of rotation. Other modifications to this model are discussed.
