Microstructure Experiments-Enabled MARMOT Simulations of SiC/SiC-based Accident Tolerant Nuclear Fuel System

We have undertaken an experimental-computational project that addresses a few key technology gaps associated with the use of SiC/SiC composites for light water reactor fuel cladding. Two principal endeavors in this project are to assess the irradiation-induced microstructural changes and swelling in SiC/SiC composites, and to characterize and model the porous oxide surface layer (when exposed to steam) along SiC recession that is detrimental to the clad integrity under accident conditions. The project tasks are: (i) ion irradiation and characterization (University of Tennessee, Knoxville), (ii) mechanical tests and analysis (University of South Carolina), (iii) steam exposure tests (Oak Ridge National Laboratory), (iv) electron microscopy and spectroscopic characterization (NC State University), (v) x-ray microscopy and reconstruction (University of South Carolina and NC State University), (vi) phase field modeling and simulations (NC State University and Idaho National Laboratory). The effects of 10 MeV Au ion irradiation at 350°C on the microstructure evolution in SiC/SiC composites are investigated at doses up to 400 displacements per atom (dpa) at the University of Tennessee, Knoxville. Atomic force microscopy and optical profilometry reveal irradiation induced axial and radial shrinkage of the fibers for doses greater than 10 dpa. Based on detailed electron microscopy characterization, the primary cause of the fiber shrinkage is attributed to irradiation-induced loss of carbon packets. Additionally, the multilayer PyC interface is observed to portray high resistance to irradiation damage. The mechanical response and failure mechanisms of un-irradiated samples is also assessed through loading tests and X-ray imaging at the University of South Carolina. Steam exposure tests are performed at the Oak Ridge National Laboratory in a facility that represents a reactor pressure vessel under a loss-of-coolant-accident scenario. The samples that are analyzed methodically in this report are tested for 32/31 hours at 1200°C with a velocity of 0.25 cm/s for the pressures: 0.1 MPa, 0.45 MPa, 0.92 MPa and 1.38 MPa. Scanning/transmission electron microscopy analysis conducted at the NC State University (NCSU) shows that the oxide layer thickness increases with the steam pressure. While the oxide layer is crystalline (α- cristobalite) for the pressures 0.45 MPa, 0.92 MPa and 1.38 MPa, the layer is amorphous at 0.1 MPa. Results from Raman spectroscopy have also confirmed the formation of α-cristobalite phase of SiO₂. The abrupt increase in the integrated Raman intensity ratio between steam pressures 0.1 and 0.45 MPa suggests the onset of accelerated crystallization. Non-destructive three dimensional X-ray microscopy/tomography (XCT) and computational image processing techniques are employed by the University of South Carolina to probe the porous oxidation features on SiC samples at varying pressures. Interestingly, most pores are observed to be located away from the surface as well as the oxide-SiC interface. The average oxide layer thickness assessed from the XCT analysis is seen to be in excellent agreement with the values determined through scanning electron microscopy analysis for the highest pressures where the oxide layer is relatively more uniform. A phase-field model developed by the NC State University and Idaho National Laboratory for simulating oxidation of SiC by steam captures the paralinear kinetics of SiC oxidation with a high degree of fidelity. Results from quasi-one-dimensional and two dimensional simulations show that the pores with oxidizing species lead to a higher volatilization rate. These simulations indicate that the enhanced apparent volatilization rates at higher pressures observed in experiments can be rationalized by the increased volatilization from the pores. The project team has also successfully developed the capability to import images from experiments for realistic evolution of the oxidizing microstructure.

The Distribution of U.S. Electric Utility Revenue Decoupling Rate Impacts from 2005 to 2017

Investments in energy efficiency and distributed generation reduce electric utility retail sales. Since electric utilities have historically collected a large portion of revenues from volumetric energy rates (¢/kWh), such reductions in sales can impact the utility’s ability to sufficiently recover non-production costs. Regulatory mechanisms that “decouple” utility revenues from sales were implemented to help make the utility indifferent to energy efficiency and distributed generation by ensuring the utility is able to collect an allowed level of revenue each year regardless of its sales. However, noticeable and consistent surcharges over time may create the perception of an incorrectly designed or implemented decoupling mechanism. To date, there are limited quantitative analyses of the rate adjustments due to decoupling mechanisms implemented among U.S. electric utilities (see Morgan, 2013). Given the recent rapid increase in distributed energy resource (DER) adoption in some states and utility service territories, consumers may be facing more prevalent and ongoing decoupling surcharges. This, in turn, may undermine stakeholder support for implementation of decoupling mechanisms and the associated utility support for energy efficiency and DERs. To determine the size of retail rate adjustments associated with decoupling mechanisms and whether they have a tendency towards bill surcharges or credits, we analyzed a large dataset of historical annual decoupling rate adjustments for 21 electric utilities in 11 states between 2005 and 2017. We found that decoupling mechanisms adjusted rates, both up and down, between rate cases, and the majority of those adjustments (54 percent) are small (within a range of -1 to 1 percent). However, we also found that 64 percent of the rate adjustment observations in our sample showed a positive rate adjustment. Importantly, once a surcharge is applied there is an 86 percent chance that there will be a surcharge in the next year as well. While our analysis did not seek to understand the root causes for such results, some possible factors include the accuracy of revenue requirement forecasts, emerging structural changes in customer use and production of energy, misaligned financial motivation, and other factors that influence sales (e.g., economic recession).

The Influence of Communication on the Complexity of Connected Lighting Systems

Experience in the Next Generation Lighting Systems (NGLS) ”Living Lab” at the Parsons School of Design, has clearly shown the impacts of communication on the configuration complexity of the connected lighting systems installed there. Since 2017, NGLS has invited manufacturers to submit connected lighting systems for assessment against a set of specifications. To date, 14 systems of wirelessly connected LED luminaires and controls have been installed in classrooms with existing lighting. In nine of the rooms, new LED linear pendants or recessed troffers replaced existing luminaires; in the other rooms, LED “kits” were retrofitted into the existing troffers. Eleven of the installations featured sensors integrated in the luminaires or retrofit kits; the others used ceiling mounted sensors. All systems provided wall control devices for manual operation. For half of the installations, the complete systems were furnished by single companies; for the other half, luminaires and controls were furnished by separate companies. A total of 18 different companies provided products, with four of these located outside the United States including, Korea, Poland, Germany, and the Netherlands. In addition, two different electrical contractors in New York City provided multiple installation teams totaling 10 individuals, none of whom were familiar with any of the systems.

Computational Design of Cost-Effective High-Entropy Thermal/Environmental Barrier Coatings

Developing cost-effective thermal/environmental barrier coatings (TEBC) requires balance among various properties including low thermal conductivity, matching coefficient of thermal expansion (CTE), high thermal stability, high fracture toughness, and high recession resistance while being affordable. Low oxygen diffusivity is desirable as it can slow down oxygen transport to reach the underlying bond coating and hence delay oxidation of the bond coating. This project aims to design low-cost high-performance TEBC based on high entropy rare earth disilicates to protect SiC-based ceramic matrix composites from chemical and thermal attack for better performance of components in the hot section of gas turbine engines. To accelerate the TEBC design, we utilize first-principles density functional theory to predict key properties including phase stability, CTE, lattice thermal conductivity, temperature-dependent elastic constants, and oxygen diffusivity. Alloying elements including Yb, Y, Er, Eu, Gd, Lu, La, and Ce are considered, and modeling prediction are compared with available experimental results.

Ab Initio Design of High-Entropy Thermal/ Environmental Barrier Coatings

Next generation thermal/environmental barrier coatings (TEBC) require carefully balancing various properties including phase stability, thermal conductivity, coefficient of thermal expansion (CTE), mechanical properties, and resistance against hot corrosion and water vapor recession. This work mainly focuses on rapid design of cost-effective high entropy rare-earth disilicates and aluminum garnets to protect SiC-based ceramic matrix composites and nickel-based superalloys in the hot section of gas turbine engines using density functional theory methods. Our calculations identify several low-cost high entropy TEBC exhibiting ultralow thermal conductivity at 1500 K and desirable CTE while maintaining good mechanical properties, including Er1/2Y3/4Yb3/4Si2O7, Gd1/4Er1/4Y3/4Yb3/4Si2O7, Eu1/4Er1/4Y3/4Yb3/4Si2O7, and (Y1/4Gd1/4Er1/4Yb1/4)3Al5O12. This work also aims to gain fundamental understanding of oxygen diffusion in model disilicates. Minimizing oxidizer (such as water vapor and oxygen) permeability through the EBC layer can significantly decrease the growth rate of thermally grown oxide and extend the service life of the coating system. Oxygen diffusion mechanisms including formation energy of defects under varying oxygen conditions and defect migration energy barriers will be presented.

Quantification of Off-Channel Inundated Habitat for Pacific Chinook Salmon ( Oncorhynchus tshawytscha ) along the Sacramento River, California, Using Remote Sensing Imagery

Off-channel areas are one of the most impacted aquatic habitats by humans globally, as extensive agricultural and urban development has limited them to roughly 10% of historical extent. This is also true for California’s Sacramento River Valley, where historically frequent widespread inundation has been reduced to a few off-channel water bodies along the mid-Sacramento River. This remaining shallow-water habitat provides crucial ecological benefits to multiple avian and fish species, but especially to floodplain-adapted species such as Chinook salmon (Oncorhynchus tshawytscha). Characterizing spatiotemporal off-channel dynamics, including inundation extent and residence time, is fundamental to better understanding the intrinsic value of such habitats and their potential to support recovery actions. Remote sensing techniques have been increasingly used to map surface water at regional and local scales, with improved resolutions. As such, this study maps off-channel inundation areas and describes their temporal dynamics by analyzing pixel-based time- series of multiple water indices, modified Normalized Difference Water Index (mNDWI) and the Automated Water Extraction Index (AWEI), generated from LandSat-8 and Sentinel-2 data between 2013–2021. Quantified off-channel area was similar with each water index and method used, but improved performance was associated with Sentinel-2 products and AWEI index to identify wetted areas under lower mainstem discharges. Results indicate an uneven distribution of off-channel habitat in the study area, with limited inundated areas in upstream reaches (<16% of total off-channel area for greater flows). In addition, much less habitat exists for flows under 400 m 3 /s, an important migration cue for endangered winter-run Chinook salmon, limiting juvenile access to areas with enhanced rearing conditions. Off-channel habitat residence times averaged between 7 and 16 days, primarily defined by the rate of receding flows, with rapid flow recession providing marginal off-channel habitat. This study shows reasonable performance of moderate resolution LandSat-8 and Sentinel-2 remote sensing imagery to characterize shallow-water inundated habitat in higher-order rivers, and as a method to inform restoration and native fish recovery efforts.

The Most Distant H i Galaxies Discovered by the 500 m Dish FAST

Abstract Neutral hydrogen (Hi) is the primary component of the cool interstellar medium (ISM) and is the reservoir of fuel for star formation. Owing to the sensitivity of existing radio telescopes, our understanding of the evolution of the ISM in galaxies remains limited, as it is based on only a few hundred galaxies detected in Hibeyond the local Universe. With the high sensitivity of the Five-hundred-meter Aperture Spherical radio Telescope (FAST), we carried out a blind Hisearch, the FAST Ultra-Deep Survey, which extends to redshifts up to 0.42 and a sensitivity of 50μJy beam −1 . Here, we report the first discovery of six galaxies in Hi atz> 0.38. For these galaxies, the FAST angular resolution of ∼4′ corresponds to a mean linear size of ∼ 1.3 h 70 − 1 Mpc. These galaxies are among the most distant Hiemission detections known, with one having the most massive Hicontent ( 10 10.93 ± 0.04 h 70 − 2 M ⊙ ). Using recent data from the DESI survey and new observations with the Hale, Big Telescope Alt-azimuth, and Keck telescopes, optical counterparts are detected for all galaxies within the 3σpositional uncertainty ( 0.5 h 70 − 1 Mpc) and 200 km s −1 in recession velocity. Assuming that the dominant source of Hiis the identified optical counterpart, we find evidence of evolution in the Hicontent of galaxies over the last 4.2 Gyr. Our new high-redshift Higalaxy sample provides the opportunity to better investigate the evolution of cool gas in galaxies. A larger sample size in the future will allow us to refine our knowledge of the formation and evolution of galaxies.

Light-duty Plug-in Electric Vehicles in China: Evolution, Competition, and Outlook

China's plug-in electric vehicle (PEV) market with stocks at 7.8 million is the world's largest in 2021, and it accounts for half of the global PEV growth in 2021. The PEV market in China has dramatically evolved since the pandemic in 2020: over 20% of all new PEV sales are from China by mid-2022. Recent features of PEV market dynamics, consumer acceptance, policies, and infrastructure have important implications for both the global energy market and manufacturing stakeholders. From the perspective of demand pull-supply push, this study analyzes China's PEV industry with a market dynamics framework by reviewing sales, product and brand, infrastructure, and government policies from the last few years and outlooking the development of the new government’s 14th Five-Year Plan (2021-2025). From the demand side, small-sized sedans and compact sport utility vehicles with increased electric ranges are both popular for PEVs, and the electric range of over 60% of new battery electric vehicles in 2021 has been longer than 400 km. From the supply side, although foreign brands like Tesla are still competitive, the products by Chinese domestic automakers like BYD are becoming more attractive and cannibalizing the high-end market. However, the production capacity and cost of PEVs may be limited by the upstream of the supply chain – the battery manufacturing and supply chain inflation. In addition, it is also uncertain how much sales demand impacts will be caused by the potential global economic recession. The government firmly supports electrification and decarbonization of the vehicle industry by emphasizing the importance of the vehicle industry for promoting the greenhouse gas net zero by 2060. The dual-credit policy is regarded as the most critical regulation in a bid to restrain fuel consumption and promote PEV share. Still, the market is facing some technological obstacles, such as battery safety and driving range anxiety, before real prosperity. In addition, the Chinese electric vehicle market is seeing a trend toward the development of new technologies such as vehicle-to-X, autonomous driving, and connected vehicles.

Bringing Solar Energy to Low- and Moderate-Income Communities

The U.S. solar photovoltaics (PV) industry has taken off over the past decade, but without deliberate action low- and moderate-income communities could be left behind. Key recommendations for policymakers and funders in the renewable energy and community development fields that emerged from this process include the following: • Help to capitalize and support community-based lenders to provide flexible, low-cost, and long- term financing to mission-driven solar projects— including providing guarantees or other forms of credit enhancement. • Provide a grant-in-lieu-of-credits option for the Investment Tax Credit as was done during the last recession. • Develop pools of government and philanthropic support that can complement financing from community-based lenders to complete the capi- tal stack for mission-driven projects, as well as to support education and technical assistance to both consumers and potential project sponsors. • Create a national Renewable Energy Credits pro- gram that includes social equity targets to provide a baseline of support for clean energy generation. • Change utility regulations to remove barriers to low-income solar projects, provide greater certainty for developers, and measure progress toward equity in renewable energy policy implementation.
