Reports of Resilient Performance: Investigating Operators' Descriptions of Safety-producing Behaviors in the Aviation Safety Reporting System

While many existing taxonomies and frameworks provide a common vocabulary for describing how human operators fail in the context of sociotechnical systems, at present, there is no common vocabulary to describe how humans succeed. Such a framework would facilitate systematically collecting and analyzing data on how human performance can produce safety, not just how it can reduce safety. One potentially rich source of currently available information for exploring desired performance is the reports submitted to NASA’s Aviation Safety Reporting System (ASRS). These de-identified, confidential, and voluntary narrative reports are submitted by pilots, controllers, ground operators, and others within aviation operations. While these reports are primarily submitted to describe safety risks, incidents, and problems, they also often describe how those risks were mitigated, and provide a window into aspects of everyday work in aviation. This paper describes an analysis of ASRS narratives to understand how operators talk about their own resilient behaviors during adverse safety conditions and events. Guided by Erik Hollnagel’s Resilience Assessment Grid framework (i.e., anticipate, monitor, respond, learn), we illustrate our approach and methodology with examples from reports. We also highlight some of the challenges and how further research is needed in developing a taxonomy of operators’ descriptions of resilient performance.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 6: The relationship between the use of US government technical reports by US aerospace engineers and scientists and selected institutional and sociometric variables

The relationship between the use of U.S. government technical reports by U.S. aerospace engineers and scientists and selected institutional and sociometric variables was investigated. The methodology used for this study was survey research. Data were collected by means of a self-administered mail questionnaire. The approximately 34,000 members of the American Institute of Aeronautics and Astronauts (AIAA) served as the study population. The response rate for the survey was 70 percent. A dependent relationship was found to exist between the use of U.S. government technical reports and three of the institutional variables (academic preparation, years of professional aerospace work experience, and technical discipline). The use of U.S. government technical reports was found to be independent of all of the sociometric variables. The institutional variables best explain the use of U.S. government technical reports by U.S. aerospace engineers and scientists.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 34: Users and uses of DOD technical reports: A report from the field

The NASA/DoD Aerospace Knowledge Diffusion Research Project attempts to understand the information environment in which U.S. aerospace engineers and scientists work, the information-seeking behavior of U.S. aerospace engineers and scientists, and the factors that influence the use of scientific and technical information (STI) (Pinelli, Barclay, and Kennedy, 1991). Such an understanding could (1) lead to the development of practical theory, (2) contribute to the design and development of aerospace information systems, and (3) have practical implications for transferring the results of federally funded aerospace research and development (R&D) to the U.S. aerospace community. This paper presents data from two information-seeking behavior studies involving U.S. aerospace engineers and scientists that were undertaken as Phase 1 activities of the NASA/DoD Aerospace Knowledge Diffusion Research Project. Responses from three groups of respondents - DoD, other government, and industry - are presented for two sets of selected questions. One set focuses on DoD technical reports: their use and importance, reasons for non-use, the factors affecting their use, the sources used to find out about them and the sources used to physically obtain them, and the quality of DoD technical reports. The second set focuses on information sources used in problem solving: the use of U.S. government technical reports in problem solving and the information sources used to find out about U.S. government technical reports.

GeoRePORT Case Study Examples: Reporting Using the Geothermal Resource Portfolio Optimization and Reporting Technique (GeoRePORT)

The Geothermal Research Portfolio Optimization & Reporting Technique (GeoRePORT) was developed with funding from the United States Department of Energy's Geothermal Technologies Office (GTO) to assist in identifying and pursuing long-term investment strategies through the development of a resource reporting protocol. GeoRePORT provides scientists and non-scientists a comprehensive and quantitative means of reporting: (1) features intrinsic to geothermal sites (project grade) and, (2) maturity of the development (project readiness). Because geothermal feasibility is not determined by any single factor (e.g. temperature, permeability, permitting), a site's project grade and readiness are evaluated on twelve independent attributes pertaining to geological, technical, or socio-economic feasibility. In this paper, we present case studies illustrating how GeoRePORT can be used to compare geological, technical, and socio-economic attributes between geothermal systems. The consistent and objective assessment protocols used in GeoRePORT allow for comparison of project attributes across unique locations and geological settings. GeoRePORT case studies outline the geological, socio-economic and technical features of four individual geothermal sites: Coso, Chena, Dixie Valley, and White Sands Missile Range. The case studies presented herein illustrate the usefulness of GeoRePORT in evaluating project risk/return, identifying gaps in reported data, evaluating R&D impact, and gathering insights on successes/failures as applicable to future projects.

Report of the 2021 U.S. Community Study on the Future of Particle Physics (Snowmass 2021)

In 2019, with the construction of the projects supported by the 2014 P5 process well underway or in an advanced stage of planning, the Division of Particle and Fields (DPF) of the American Physical Society (APS) began to prepare a new community study of U.S. high energy physics (HEP) for the decade of 2025 – 2035, and beyond. This “Snowmass 2021” HEP Community Planning Exercise began formally with a kick-off meeting at the 2020 APS April Meeting and a Community-wide Planning Meeting in October of 2020. The exercise was to conclude in July of 2021 with a workshop in Seattle hosted by the University of Washington. The COVID-19 pandemic severely disrupted these plans. Work was paused from January to September of 2021 to lighten the burden on our younger scientists. We resumed work by September of 2021 and, despite the continuing challenges of COVID-19, our community was well prepared for the Seattle meeting, which had been rescheduled for July 17–26, 2022.
