Cyber-Informed Engineering (CIE) Workbook: End-of-Train (EoT) / Head-of-Train (HoT) Communications

This workbook presents a vulnerability (CVE-2025-1727 ) found in train applications and guides a digital risk assessment and mitigation analysis and application of Cyber-Informed Engineering principles to mitigate the potential consequences and ultimately the hazard through the engineering discipline because of exploiting this vulnerability. Workshop participants are encouraged to use the workbook to capture insights and lessons learned. The workbook guides the participant to: • Understand the HE communication vulnerability • Map digital threats to physical consequences • Use bowtie analysis to illustrate both “security” and “engineering” barriers • Apply CIE principles to ensure that even if communications are compromised, the physical engineered system still behaves safely. • Produce an actionable set of engineered and infosec controls for implementation

Captan+X Data Converter Integration

Fermi National Accelerator Laboratory's CAPTAN (Compact And Programmable daTa Acquisition Node) series provides a flexible hardware platform for data acquisition across a range of experiments and facilities. The latest iteration, CAPTAN+X, is built around a Kintex-7 FPGA supporting four FPGA Mezzanine Card (FMC) connections. As part of a broader laboratory effort to bring facility systems under a Model-Based Systems Engineering (MBSE) framework, CAPTAN+X is one of several systems slated to be incorporated into this modeling environment in the near term. A necessary step toward that goal is incorporating the platform's core functionality, which centers on integration with the LXD31K4 FMC, a data converter module combining dual AD9652 analog-to-digital converters and dual AD9142A digital-to-analog converters. Achieving compatibility required resolving pin-mapping conflicts between the LXD31K4's High Pin Count connector and the CAPTAN+X's available pin types, adapting a Board Support Project originally written for an UltraScale-class evaluation board to the Kintex-7 architecture, replacing incompatible primitives, restructuring clock distribution, and manually configuring chip initialization in place of an unsupported soft-processor-based approach. Functional verification of the ADC and DAC channels, followed by closed-loop testing combining both converters with real-time filtering, confirmed correct operation of the integrated system. These results establish a working hardware and firmware baseline for the CAPTAN+X platform, positioning it for future inclusion in the laboratory's growing MBSE modeling effort.

Reliable statistics-based detection and investigation of anomalies in a SMART valve system

Reliable anomaly detection and diagnosis are critical for the safe operation of complex engineered systems. This study presents a unified framework that integrates statistical, model-based, and data-driven techniques for anomaly detection and investigation, demonstrated on SMART valve systems in hybrid energy applications. Four detection methods—mean deviation, seasonal extreme studentized deviate, ARIMA forecasting, and matrix profiling—were implemented and compared. Matrix profiling was particularly effective in revealing subtle deviations and hidden relationships among variables. Anomaly investigation was performed by analyzing variable-level and grouped signal profiles, with system topology incorporated to distinguish primary faults from propagated effects. Grouping signals by type enhanced interpretability, enabling accurate localization of anomalies across multi-dimensional datasets. Experimental results confirmed the framework's capability to consistently detect and isolate anomalies while providing actionable insights into system interdependencies. The proposed methodology offers a robust, interpretable, and scalable solution for condition monitoring, with potential applications in safety-critical domains such as nuclear energy, aerospace, and process industries.

Connecting Minds: AI Use Cases to Bridge Power Systems and Large Language Models for Practical Applications

Recent advances in artificial intelligence (AI) and development of large language models (LLMs) present the opportunity to develop a new generation of power systems applications. In contrast with early power system AI applications based on structured numerical data, LLMs offer unique capabilities to perform logical reasoning using text documents, unstructured data, and application programming interface (API) calls to computational software. This paper seeks to bridge the knowledge gap between power systems engineers and LLM developers through a crosscutting explanation of use cases, characteristics, requirements, practical considerations from the perspectives of both LLM capabilities and industry needs. Specific focus is given to applications that can be realistically deployed by electric utilities. After introducing the architecture of LLMs and unique challenges of the power systems domain, this paper proposes twenty representative LLM applications grouped into categories of 1) power system operations, 2) asset management, 3) system planning and analytics, and 4) energy management and protection systems. Five use cases are presented within each category with descriptions of the motivation, objectives, approaches, example inputs / outputs, and benefits of each use case.

Bio-inspired interlocking metasurfaces

Interlocking metasurfaces (ILMs) are patterned arrays of mating features that enable the joining of bodies by constraining motion and transmitting force. They offer an alternative to traditional joining solutions such as mechanical fasteners, welds, and adhesives. This study explores the development of bio-inspired ILMs using a problem-driven bioinspired design (BID) framework. We develop a taxonomy of attachment solutions that considers both biological and engineered systems and derive conventional design principles for ILM design. We conceptualize two engineering implementations to demonstrate concept development using the taxonomy and ILM conventional design principle through the BID framework: one for rapidly assembled bridge truss members and another for modular microrobots. These implementations highlight the potential of BID to enhance performance, functionality, and tunability in ILMs.

A Miniaturized, High-Bandwidth Optical Fiber Fabry–Perot Cavity Vibration Sensor Demonstrated up to 800 °C

A typical structural health monitoring technique involves measuring the vibrational characteristics of components or systems to detect signs of degradation or damage. Many industrial applications require engineered systems to safely operate under extreme, high-temperature environments that pose challenges not only to materials but also to sensors that would be used for structural health monitoring. Here, in this study, miniaturized optical Fabry-Perot cavities (FPCs) were developed and tested as a means of measuring the resonant frequencies of metal components that are most relevant to extreme-environment applications. Two of the three candidate FPC designs tested up to 800 ° C provided accurate measurements (validated by theoretical models and laser Doppler vibrometry) of the fundamental vibrational mode of the specimen to which each was bonded, although both sensors failed during thermal cycling. An analysis of the reflected optical spectrum from the FPC and X-ray computed tomography revealed two opportunities to improve the sensor reliability. First, the Cu optical fiber coating that was used could either be replaced with a more oxidation-resistant material or protected with commercially available films. Second, the adhesives used to bond the fibers to metal capillaries and establish the FPC could be replaced with a more robust solution, although the Resbond 907TS adhesive appeared to outperform Resbond 907.

Bayesian Optimized Deep Ensemble for Uncertainty Quantification of Deep Neural Networks: a System Safety Case Study on Sodium Fast Reactor Thermal Stratification Modeling

Deep neural networks (DNNs) are increasingly important to scientific computing and engineering system simulations. Accurate uncertainty quantification (UQ) for DNNs is critical in safety-sensitive engineering domains. Traditional Deep Ensemble (DE) methods, while easy to implement, frequently suffer from poorly calibrated uncertainty estimates and limited predictive accuracy due to reliance on fixed architectures with varied weight initializations. To address these issues, we introduce a workflow that combines Bayesian Optimization (BO) and DE. The workflow is modular, scalable, and integrates parallel BO initialized with Sobol sequences to individually optimize the hyperparameters of each ensemble member. This method enhances ensemble diversity, improves predictive accuracy, and provides reliable uncertainty estimates. We evaluate the proposed BODE approach in a sodium fast reactor thermal stratification modeling case study, where we used a densely connected convolutional neural network to predict turbulent viscosity during the reactor transient with consideration of data noise. We benchmark its performance against several optimization approaches, including baseline deep ensemble, evolutionary algorithm-optimized ensemble, ensemble formed via random search combined with greedy selection, and a BO ensemble using random initialization. Here, our results demonstrate superior performance of the developed BODE approach. In noise-free scenarios, BODE notably reduces incorrect aleatoric uncertainty and significantly enhances predictive accuracy. Under conditions of 5% and 10% Gaussian noise, BODE adaptively quantifies uncertainty proportional to data noise, achieving up to an 80% reduction in root mean square error compared to baseline methods and producing well-calibrated prediction intervals.

MOD-Amp System Design Spring: Spring 2026 – Georgetown University, SYSM–5620

High-energy lasers (HELs) play an important role in both national defense and scientific research. In defense applications, HELs are used for target detection, tracking, and engagement. In research environments, they support studies of extreme physical conditions relevant to fusion energy and plasma science. These systems depend on the amplification of light through stimulated emission of radiation, allowing optical energy to be increased to the levels required for operation. This amplification occurs when light passes through an energized gain medium that receives energy from an external optical or electrical source. To achieve the desired output, laser systems often use multiple amplification stages, including high-gain preamplifiers and lower-gain power or booster amplifiers. At Lawrence Livermore National Laboratory (LLNL) and other national laboratories, many large-aperture laser amplifier systems are aging and rely on system-specific hardware, obsolete technologies, and incomplete documentation. These legacy systems create challenges for maintenance, supportability, and long-term operation. Their lack of standardization also increases the difficulty of sustaining reliable performance over time. As this infrastructure continues to age, the likelihood of unplanned downtime grows, which can negatively affect both national security missions and scientific research programs that depend on dependable HEL capabilities. The purpose of this document is to demonstrate the application of systems engineering fundamentals and design thinking through the development of a laser amplifier case study. The proposed system concept is intended as an academic exercise and not as a finalized engineering design. As a result, the development presented in this document is incomplete and may contain technical assumptions or errors that would require further investigation before any real-world implementation.

Transforming Energy Through Computational Excellence: A View From NREL

At the National Renewable Energy Laboratory (NREL)—a U.S. Department of Energy laboratory—computational science, high-performance computing, applied mathematics, advanced computer science, visualization, and data play a pivotal role in advancing energy abundance, affordability, security, and reliability. From fundamental scientifc discovery to systems engineering and analysis, NREL researchers tackle market-relevant challenges to develop solutions for an independent energy system that is reliable, resilient and secure. Collaborative partnerships with industry, government, and academia ensure that our research remains cutting edge, impactful, applicable, and aligned with real-world energy needs. This special issue of Computing in Science & Engineering highlights exemplary NREL projects where computational tools and methodologies drive discovery and accelerate innovation in scalable and integrated energy systems. The featured articles explore the role of computational modeling, high-performance computing, generative AI, and adaptive computing in advancing independent energy solutions, optimizing sustainability research, and enhancing decision-making for energy solutions using a broad mix of energy technologies. Here, these contributions demonstrate how NREL’s computational research bridges the gap between theoretical advancements and practical implementation, emphasizing interdisciplinary collaboration and a commitment to innovation, with a focus on translating computational excellence into real-world impact, thus accelerate progress toward national energy goals. Engineering Against Digital Risk in CIP Applications: Cyber-Informed Engineering Use Cases

Cyber-Informed Engineering (CIE) addresses the reality that cyber attacks on engineered systems can have consequences far beyond data loss or disruption of digital networks. When control systems are compromised, safety, reliability, and performance of the physical process itself may be threatened. This presentation discusses engineered controls of 7 categories and the CIE database of controls that provides clear examples and guidance for defining and applying engineered controls in CIE. It explains what engineered controls are, how they differ from information security measures, and how they are integrated into system design.

Cyber-Informed Engineering (CIE) Guidance to Defeat Systematic OT Weaknesses

This research summary outlines the University of Illinois Information Trust Institute (ITI) team's evaluation of whether applying the 12 Cyber-Informed Engineering (CIE) Principles could reduce or eliminate weaknesses identified by the SEI-ETF in engineered systems. ITI's findings suggest that applying CIE principles to weaknesses in MITRE CWE View 1358 can potentially mitigate or eliminate those vulnerabilities.

This report examines the adoption of Cyber-Informed Engineering (CIE) in university engineering programs, driven by the need to protect critical energy infrastructure from adversarial threats. CIE equips current and future engineers and technicians with the necessary mindset, skills, and competencies to enhance the resilience of engineered systems against cyber attacks. This report highlights nine academic partners who are incorporating CIE into their curricula through various approaches, including lectures, courses, and certificates.

Transmission Operator Workflows for Real-Time Reliability Studies: A Review of Control Room Practices and Naturalistic Decision Making

This report provides an overview of real-time reliability study tools and their use by power system operators in the control room environment. After introducing some of the nuances of the control room environment and the differences in perspectives between power system engineers and operators, the roles and responsibilities of key entities involved in RTCA workflows are introduced. These are specifically the transmission system operator (TOP) and reliability coordinator (RC), which are required to run tools such as real-time contingency analysis (RTCA) as part of a real-time reliability assessment every 30 minutes, as dictated by a series of standards issued by the North American Electric Reliability Corporation (NERC). The process by which power systems operators operate the grid is discussed in terms of naturalistic decision making (NDM) and the recognition-primed decision-making (RPD) model. This cognitive model describe how experts working in high-risk, high-stress environments make safety-critical decisions under uncertainty and time pressure. For power system operators, the mental simulations involved in the traditional RPD model are supplemented by physics-based simulations using numerical tools, such as RTCA, to improve situational awareness and effectiveness of control actions. Next, a generic workflow is introduced to describe operator decision making for running RTCA tools and responding to system violations on a pre-contingent basis. The types of analysis performed and control actions chosen by power system operators are described in detail. The overall high-level workflow is then expanded in subsequent sections, with special attention given to high-voltage violations, low-voltage violations, and thermal overloads. Each type of violation is described in detail, with explanations of common causes, impacts on equipment and customers, and mitigation strategies. An additional workflow diagram is provided for each type of violation.

A Study of the Transition to Turbulence in a Bed of 67 Spherical Pebbles

Packed beds are commonly found in many engineering systems and have been widely studied for decades. A relatively new packed bed system is the Pebble Bed Reactor, a type of generation-IV nuclear reactor. Unlike many of the packed beds encountered in chemical and process engineering applications, Pebble Bed Reactors are larger and operate at significantly higher Reynolds numbers. As a result of these differences, there is a very limited amount of information on the detailed flow physics that exist in these complex geometries. This work seeks to contribute to a growing database of flow data for Pebble Bed Reactor systems by performing Direct Numerical Simulations of the flow in an experimental bed of 67 pebbles for a range of conditions. Simulations are performed at a Prandtl number of 0.66 and Reynolds numbers from 300–600. These Reynolds numbers are chosen to gain additional knowledge on the spatial development of turbulence in these systems. Analysis of the Turbulent Kinetic Energy, turbulence anisotropy, and Turbulent Heat Flux is performed. Results demonstrate significant development of the TKE across the tested range of Reynolds numbers. Examination of both the TKE and THF reveal that development first occurs near the center of the bed and propagates radially as the flow moves further into the bed. Notable regions of negative production of turbulent kinetic energy are observed in regions where flow accelerates around pebble contact points. Grid-Ready Energy Analytics Training with Data (“GREAT with Data”)

GridEd is a collaborative educational initiative consisting of the Electric Power Research Institute (EPRI), 5 Partner Universities (Stony Brook University, The University of Texas at Austin, University of California – Riverside, Virginia Tech, Washington State University), and participating industry sponsors. This educational initiative focuses on developing and training the next generation of power engineers so they can help shape the electric grid of the future by anticipating and fulfilling the needs of changing electric industry requirements. GridEd is leveraging electric industry research to educate a future electric grid workforce by empowering new and continuing education students, not only to become competent and well-informed engineers, but also to participate and influence major technological, social, and policy decisions that address critical global challenges. GridEd’s activities are centered around four core pillars: Enhancement of university power systems engineering curricula; Professional development and training for a diverse electric industry workforce; Stimulating students to join the movement for the next generation of power engineers, and; Improve workforce development efforts in the electric utility industry. Major accomplishments over the course of the project were: Over 50 unique professional short courses were delivered by more than 30 instructors across the GridEd network; Over 3,600 unique learners, many who took multiple courses, received more than 27,000 professional development hours (PDH) and over 1,000 certificates of completion; Approximately 2,900 unique learners undertook a course that was offered LIVE online or in-person; Approximately 700 unique learners undertook a course that was offered as computer-based training (CBT); Over 35 unique university courses were delivered by more than 30 instructors to 1,500 university students across the GridEd network; One-hundred-and-fifty-seven (157) students were funded to completed 43 student projects in topics of power systems and data science, and; Six (6) Historically Black Colleges and Universities (HBCUs) recruited as Affiliate Universities via Utility Partners. The professional training initiative and workforce development activities launched by this project will be sustained through EPRI’s collaborative business model with industry. Stimulating students to join the power engineering workforce of the future and the enhancement of tertiary training may continue to need government support.

Enhancing Modeling and Simulation for Effective Protection Strategies

This report was created by Sandia National Laboratories (SNL) to document the principles and methodology of performance data collection and integration with modeling and simulation tools to better facilitate the performance evaluation of physical protection systems (PPS). Results and conclusions from the use of modeling and simulation tools are only as good as the data employed by the tools when conducting analysis. Acquiring the performance testing data necessary to ensure effective evaluation can be a complex and sometimes daunting process. It is the desire of the organization to provide guidance that eases the burdens associated with pursuit of these objectives. This document draws heavily upon longstanding principles of systems engineering that have been developed and employed by SNL in the discipline of security since the 1970s. The scope of this document is constrained to the testing of system components and integration of data that is applicable within the context of PPS performance analysis using two tools that have been developed by SNL, PathTrace© and Scribe3D©. For guidance related to testing and evaluation more broadly, the manuals and reports referenced by this document can be consulted.
