Planning Roadmap for DER Integration in India: Industry Best Practices and Resource Guide

Ensuring safe, reliable, cost-effective DER integration at scale requires holistic planning, broad stakeholder engagement, and should address key development areas such as standards adoption, equipment testing and certification, interoperability and cybersecurity, interconnection procedures, and advanced forecasting and DER management. Each of these areas currently represent significant challenges for utilities, regulators, OEMs, developers, and even consumers worldwide. India has already seen significant growth of DERs and has announced targets for substantial growth yet to come, with the potential for DERs to make up a non-negligible portion of the country's overall generation capacity. As such, it is of critical importance that Indian stakeholders consider the potential impacts of wide-spread adoption of DERs and take preemptive action related to the five development areas listed here, among others. India should consider strategies including the adoption of key DER standards related to interconnection, testing, and cybersecurity; enabling effective and secure communication channels for DER interoperability; testing and certifying DER equipment in accredited testing laboratories; building robust, streamlined interconnection procedures; and revamping legacy system planning structures to incorporate DERs in a holistic planning framework.

A Review of Distributed Secondary Control Architectures in Islanded-Inverter-Based Microgrids

The increasing energy demand, the shortage of energy resources, and the environmental challenges faced by conventional power-generation systems are some of the ongoing challenges faced by modern power systems. Therefore, many efforts have been made by the scientific community to develop comprehensive solutions to overcome these issues. For instance, current technological advances have allowed the integration of distributed generators into the power systems, promoting the use of microgrids to overcome these issues. However, the use of renewable distributed generators have introduced new challenges to the traditional control system schemes. To overcome these challenges, a hierarchical control approach has been proposed for distributed renewable sources. In other words, the control scheme have been divided into three hierarchical levels, primary, secondary, and tertiary, to overcome the new challenges present in modern power systems. Due to extensiveness of this topic, this overview is focused on secondary control systems, mainly for AC isolated microgrids. To improve the power quality of modern systems, several secondary control schemes have been proposed to overcome the well-known problem of frequency and voltage deviation. Some of these schemes have also introduced adequate active/reactive power sharing techniques to optimize the utilization of resources. Additionally, other secondary control schemes have also focused on reducing the communication load, to lower the network cost and adding robustness against communication problems. This article presents an insight of the different control techniques used to overcome power quality and communication problems. A comprehensive overview of distributed secondary control techniques for islanded microgrids is presented. In addition, the implementation of these techniques is explained in an orderly and sequential manner.

A Census of the 32 Ori Association with Gaia*

I have used high-precision photometry and astrometry from the third data release of Gaia (DR3) to identify candidate members of the 32 Ori association. Spectral types and radial velocities have been measured for subsets of the candidates using new and archival spectra. For the candidates that have radial velocity measurements, I have used UVW velocities to further constrain their membership, arriving at a final catalog of 169 candidates. I estimate that the completeness of the survey is ~90% for spectral types of ≲M7 (≳0.06 M ⊙ ). The histogram of spectral types for the 32 Ori candidates exhibits a maximum at M5 (~0.15 M ⊙ ), resembling the distributions measured for other young clusters and associations in the solar neighborhood. The available UVW velocities indicate that the association is expanding, but they do not produce a well-defined kinematic age. Based on their sequences of low-mass stars in color–magnitude diagrams, the 32 Ori association and Upper Centaurus-Lupus/Lower Centaurus-Crux (UCL/LCC) are coeval to within ±1.2 Myr, and they are younger than the β Pic moving group by ~3 Myr, which agrees with results from previous analysis based on the second data release of Gaia. Finally, I have used mid-IR photometry from the Wide-field Infrared Survey Explorer to check for excess emission from circumstellar disks among the 32 Ori candidates. Disks are detected for 18 candidates, half of which are reported for the first time in this work. The fraction of candidates at ≤M6 that have full, transitional, or evolved disks is 10/149 = 0.07$^{+0.03}_{-0.02'}$ which is consistent with the value for UCL/LCC.

Evaluation of Curtailment Associated with PV System Design Considerations

Distributed photovoltaic (PV) systems equipped with advanced inverters can control real and reactive power output based on grid and atmospheric conditions. The Volt-Var control method allows inverters to regulate local grid voltages by producing or consuming reactive power. Based on their power ratings, the inverters may need to curtail real power to meet the reactive power requirements, which decreases their total energy production. To evaluate the expected curtailment associated with Volt-Var control, yearlong quasi-static time-series (QSTS) simulations were conducted on a realistic distribution feeder under a variety of PV system design considerations. Overall, this paper found that the amount of curtailed energy is low (<; 0.55%) compared to the total PV energy production in a year but is affected by several PV system design considerations.

Decentralized Low-Rank State Estimation for Power Distribution Systems

This article considers the low-observability state estimation problem in power distribution networks and develops a decentralized state estimation algorithm leveraging the matrix completion methodology. Matrix completion has been shown to be an effective technique in state estimation that exploits the low dimensionality of the power system measurements to recover missing information. This technique can utilize an approximate (linear) load flow model, or it can be used with no physical models in a network where no information about the topology or line admittance is available. The direct application of matrix completion algorithms requires solving a semi-definite programming (SDP) problem, which becomes computationally challenging for large networks. We therefore develop a decentralized algorithm that capitalizes on the popular proximal alternating direction method of multipliers (proximal ADMM). The method allows us to distribute the computation among different areas of the network, leading to a scalable algorithm. By doing all computations at individual control areas and only communicating with neighboring areas, the algorithm eliminates the need for data to be sent to a central processing unit and thus increases efficiency and contributes to the goal of autonomous control of distribution networks. We illustrate the advantages of the proposed algorithm numerically using standard IEEE test cases.

Enhancing grid reliability and resilience through novel DER control, total situational awareness and integrated distribution-transmission representation

High penetration of distributed energy resources (DERs) can lead to overvoltage and thermal violations, miscoordination of protection devices and potential adverse control interactions. The challenges are exacerbated by a lack of operator situational awareness of behind-the-meter DERs, and T&D interactions. Furthermore, the large attack surface of a DER environment creates significant cyber security challenges. The motivation is to address these barriers. The main goal is to enable extreme levels of DERs in distribution systems while simultaneously enhancing their reliability and resiliency. This is achieved by a data-driven approach for operation, planning and control of distribution systems with total situational awareness and real-time DER control enabled by a network of edge intelligent devices, a cloud-based analytical platform, and secure communications.

Decentralized Distribution System Restoration with Grid-Forming/Following Inverter-Based Resources

The high penetration of distributed energy resources (DERs) in active distribution systems has posed challenges to the centralized distribution system restoration (DSR) strategies in current practice. On the other hand, the advancement in smart inverter technologies enables the bottom-up restoration capability. This paper is motivated to develop a 3-layered hierarchical framework for decentralized DSR, based on the grid-forming (GFM) and grid-following (GFL) grid-edge inverters. The first layer presents the tertiary control, which determines the load pickup schedule and generation dispatch of DERs, using the alternating direction method of the multipliers algorithm. The second layer consists of two control functions: GFM control, which regulates voltage and frequency, establishing a stable grid for GFL inverters to follow; and GFL control, which regulates the real and reactive power. In the third layer, the primary control is proposed to regulate the inverter voltage and current, which is developed based on the virtual oscillator control (VOC). Furthermore, the developed framework is tested in the modified IEEE 13-node test feeder. Two scenarios of grid-connected and islanded operating modes are designed, and simulation results demonstrate the effectiveness of decentralized DSR strategies for controlling grid-edge inverters to enhance the distribution system resilience.

A Study of Imbalance Levels Attributed to Photovoltaic Penetration in Distribution Systems

Abstract— The number of renewable sources, namely photovoltaics (PV), continues to grow within distribution systems. How placements impact a system’s performance remains a concern within both the research and the utility communities. Beyond system node voltages and real power losses, this work looks to industry standard imbalance metrics and the changes experienced on these values with varied levels of PV. Specifically, four imbalance metrics are presented and studied for an actual 906-bus distribution system. Multiple loading conditions and photovoltaic placement schemes are explored to compare the changes seen on these metrics across a variety of scenarios experienced by the network.

Quantitative assessment of selenium diffusion and passivation in CdSeTe solar cells probed by spatially resolved cathodoluminescence

The introduction of selenium in CdSeTe/CdTe solar cells has led to improved device performances attributed to the passivation of bulk defects. In this work, high-resolution cathodoluminescence experiments are performed on a series of CdSeTe/CdTe thin films with different Se concentrations to quantify the mechanisms and the passivation role of Se. We demonstrate a universal dependence between the Se concentration and the radiative efficiency and a ten-fold enhancement of the luminescence between CdTe and CdSe 0.4 Te 0.6 . Raw luminescence maps are converted into maps of the Se concentration, revealing its graded profile within the stack. We demonstrate the diffusion of Se along CdTe grain boundaries induced by the cadmium chloride annealing treatment and determine the diffusion coefficients, which are more than eight times higher at grain boundaries than in grain interiors. These results provide microscopic insights into the distribution of Se and its impact on the passivation of CdSeTe/CdTe solar cells.

Integration of a DER Management System in Riverside. Final report

The tasks in this project covered various aspects, including algorithm development, algorithm integration into a commercial Active Network Management (ANM) platform, hardware-in-the-loop (HIL) testing in an industry-standard testing platform, pilot demonstration in Riverside, California, and also cost and benefit analysis. The DERMS platform in this project can host different algorithms developed on different platforms (e.g., MATLAB and Python) and it can interact with different hardware devices (e.g., different PV inverters, battery inverters, and different sensors). The DER control solution are based on an advanced model-free, layered, and clustered DER control paradigm. At the core of the DER control algorithms was the concept of Extremum Seeking (ES), which is a model-free probing-based control technique. The ES-based control algorithms were tested on major real-world inverters; both individually and in a cluster. It was shown that even legacy equipment (or when paired with a few additional advanced equipment) can support such advanced control. The monitoring algorithms utilize a heterogeneous set of legacy and advanced sensor measurements, such as behind-the-meter DER sensors, distribution-level Phase Measurement Units, distribution-substation Supervisory Control and Data Acquisition (SCADA), and line current sensors, with their limited availability; in order to infer practical network conditions. Sensor data are utilized to achieve resource forecasting, phase identification, and distribution system state estimation. The technology that was developed and demonstrated in this project could be transformational to utilities, including the smaller municipal utilities such as in Riverside, which may not have the resources to deploy advanced distribution system and DERMS solutions in order to support high penetration of solar power integration. This project created a real-world prototype to provide utilities with an assessment of smart grid monitoring and control technologies.

Modeling and Calculation of Optical-Geometric Characteristics of a Solar Concentrator with Flat Fresnel Mirrors

The basic characteristics of a concentrator, such as the number of reflectors, their coordinates and orientation, the degree of concentration, and others are determined with the use of the optical-geometric approach depending on the configuration parameters of the concentrator. Based on the presented formulas and numerical results, it is possible to determine the parameters of an arbitrary configuration of a linear-focus concentrator with flat Fresnel reflectors located on a parabolic base. The specific features of the distribution of the energy density over the receiver are determined. The paths of solar beams in the system and formation features of the transverse focal lines of the concentrated optical radiation are graphically analyzed for the case of the exact orientation of the concentrator on the Sun.

System-level performance and degradation of 21 GWDC of utility-scale PV plants in the United States

We assess the performance of a fleet of 411 utility-scale (i.e., >5 MWAC and ground-mounted) photovoltaic (PV) projects totaling 21.1 GWDC (16.3 GWAC) of capacity, which achieved commercial operations in the United States from 2007 to 2016. This fleet of projects contributed more than 50% of all solar electricity generated in the United States in 2017. Using detailed information on individual project characteristics, in conjunction with modeled irradiance data, we assess the extent to which actual first-year performance has lived up to both modeled and stated expectations. We then analyze system-level performance degradation in subsequent years by employing a “fixed effects” regression model to statistically isolate the impact of age on system performance. We find that this fleet of utility-scale PV projects has generally lived up to ex ante expectations for first-year performance but that subsequent system-level degradation—found to be −1.3%/year (±0.2%)—has, on average, been worse than both ex ante expectations (commonly −0.5%/year) and results from past studies (ranging from −0.8%/year to −1.0%/year). We emphasize that −1.3%/year is a system-level estimate that captures more than just module degradation (e.g., including soiling, balance of plant degradation, and downtime for maintenance and/or other events). A side analysis of a variety of project characteristics suggests that system-level degradation rates tend to be of lower magnitude among newer projects and larger projects and at sites with lower long-term average temperatures.
