ESS-DIVE Reporting Format for Dataset Package Metadata

ESS-DIVE’s (Environmental Systems Science Data Infrastructure for a Virtual Ecosystem) dataset metadata reporting format is intended to compile information about a dataset (e.g., title, description, funding sources) that can enable reuse of data submitted to the ESS-DIVE data repository. The files contained in this dataset include instructions (dataset_metadata_guide.md and README.md) that can be used to understand the types of metadata ESS-DIVE collects. The data dictionary (dd.csv) follows ESS-DIVE’s file-level metadata reporting format and includes brief descriptions about each element of the dataset metadata reporting format. This dataset also includes a terminology crosswalk (dataset_metadata_crosswalk.csv) that shows how ESS-DIVE’s metadata reporting format maps onto other existing metadata standards and reporting formats.Data contributors to ESS-DIVE can provide this metadata by manual entry using a web form or programmatically via ESS-DIVE’s API (Application Programming Interface). A metadata template (dataset_metadata_template.docx or dataset_metadata_template.pdf) can be used to collaboratively compile metadata before providing it to ESS-DIVE.Since being incorporated into ESS-DIVE’s data submission user interface, ESS-DIVE’s dataset metadata reporting format, has enabled features like automated metadata quality checks, and dissemination of ESS-DIVE datasets onto other data platforms including Google Dataset Search and DataCite.

Grid-Connected Modular Soft-Switching Solid State Transformers (M-S4T)

The objective of this project is to develop and verify the concept of a flexible and modular soft-switching solid-state transformer (M-S4T) for direct grid-connected applications. The ability to directly connect power electronics converters to the medium voltage grid (4 kV – 13 kV), and to potentially replace the passive and bulky, but ubiquitous 60 hertz service transformer in the 25 kVA to 100 kVA range, with a more flexible and controllable device, has been regarded as the ‘holy grail’ in grid control. However, this has proven to be extremely difficult. This project has developed the solutions to several key challenges of the direct grid-connected power electronics and realized a 7.2 kV M-S4T prototype. First, a protection method to protect the M-S4T from the high voltages (110 kV for the 13 kV system) that occur on the grid due to transients and lightning strikes have been developed and experimentally verified. Second, the realization and the operation of the M-S4T based on high-voltage SiC devices (>3.3 kV) and a medium-frequency medium-voltage low-leakage transformer in a single-stage solid-state transformer with zero-voltage switching, low dv/dt, and low electromagnetic interference has been successfully demonstrated up to 7.5 kV peak. Third, an oil-cooling system and stable communication and distributed control system for converter module voltage sharing have been developed and experimentally verified. The developed M-S4T has realized a modular universal high-performance power conversion system. This conversion system is scalable to different voltage and power levels and adaptable to four-quadrant bidirectional operation. Moreover, the use of passive cooling techniques meets the equipment life requirements, and the lightning protection scheme fulfills the basic insulation level specifications for direct grid connection. Such power conversion system opens up near-term opportunities, including energy storage, solar PV, or electric vehicle charging with significant cost and footprint savings. In the longer term, the possibility of replacing the utility distribution transformer with an M-S4T will be transformative for future distribution grids with a compact footprint and full controllability to enable high renewable energy and storage penetration. In addition to the main project, this report expands on the Plus-Up projected including as part of the main award. This project developed and demonstrated the technology for autonomous collaborative inverters that can be connected in an ad hoc manner to the grid. The aim of the project was to: (1) evaluate the existing techniques for grid-connected inverters and find their limitations; (2) develop detailed requirements for grid-connected inverters in the modern grid with millions of active nodes; (3) design a unified control strategy that brings more autonomy and intelligence to grid-connected inverters, and addresses parts of the issues with the existing techniques. The proposed technique, called UniCon, enables inverters to 1) connect/disconnect to/from the grid in an ad hoc manner; (2) work based on local sensing. Slow communication could be used for a more optimized behavior; (3) work automatically in both grid-forming/grid-following mode; (4) handle large disturbances, e.g., big load step and fault, in an oscillation-free manner; (5) work collaboratively with other inverters in steady-state and during transients. UniCon can be implemented in the middle-level control; hence it is agnostic to the vendor and to the implementation of the inner voltage/current and protection loops. Furthermore, a new synchronization scheme, based on deep learning, was developed that can extract the grid voltage phase and amplitude in a stable manner. The method is cheap to implement can improve the dynamic performance of the grid-connected inverters during fast transients, e.g., fault. The proposed control scheme was validated by (1) MATLAB/Simulink; (2) hardware-in-the-loop results, and; (3) experimental results using three inverters that form a microgrid in a down-scaled feeder. Lastly, both the M-S4T and UniCon have achieved promising tangible paths to markets. In the case of the M-S4T, the underlying technology — the Soft Switching Solid State Transformer (S4T) developed at the Georgia Tech Center for Distributed Energy (GT-CDE) has been licensed by GridBlock from the Georgia Tech Research Corporation, and GridBlock has been working with manufacturing partner Jabil (one of the largest US-based contract manufacturers) and system integrator Power Secure (largest deployer of microgrids in the US with 4.7 GW under management), to meet the strong initial demand. Similarly, GridBlock has an exclusive license to the UniCon technology, developed under this award by GT-CDE. The UniCon provides an intermediate control layer that enables the implementation of the higher-level ‘transactive’ control commands for the system. The architecture of the system - slow communications with the cloud for system optimization and setpoints, and the use of locally measured quantities for real-time control, provide a very robust and secure way of implementing a real-time must-run grid that is also secure and stable. This is a brand-new functionality that is critical for the future grid and key to GridBlock’s business model.

Technology in Focus: Power-to-X

Power-to-X is the process that converts electricity into energy carriers that can be used in industries and applications not connected to the electricity grid. By creating a product with direct process connected generation, contracted generation, or grid-delivered electricity that is in excess of current demand, production of electricity can be managed to time arbitrage energy and mitigate generation curtailment or inefficient operational reductions. In addition, creating a product potentially develops a secondary revenue stream that aids economics of the facility. This document is a high-level factsheet that provides an overview of what Power-to-X is and what it means.

Using Financial Contracts to Facilitate Informal Leases Within a Western United States Water Market Based on Prior Appropriation

The ability to reallocate water to higher-value uses during drought is an increasingly important “soft-path” tool for managing water resources in an uncertain future. In most of the Western United States, state-level water market institutions that enable reallocation also impose substantial transaction costs on market participants related to regulatory approval and litigation. These transaction costs can be prohibitive for many participants in terms of both costs and lengthy approval periods, limiting transfers and reducing allocation efficiency, particularly during drought crises periods. This manuscript describes a mechanism to reduce transaction costs by adapting an existing form of informal leases to facilitate quicker and less expensive transfers among market participants. Instead of navigating the formal approval process to lease a water right, informal leases are financial contracts for conservation that enable more junior holders of existing rights to divert water during drought, thereby allowing the formal transfer approval process to be bypassed. The informal leasing approach is tested in the Upper Colorado River Basin, where drought and institutional barriers to transfers lead to frequent shortages for urban rights holders along Colorado's Front Range. Informal leases are facilitated via option contracts that include adaptive triggers and that define volumes of additional, compensatory, releases designed to mitigate impacts to instream flows and third parties. Results suggest that more rapid reallocation of water via informal leases could have resulted in up to $222 million in additional benefits for urban rights holders during the historical period 1950–2013.

SRNL Nuclear Material Management Strategy

Savannah River National Laboratory (SRNL) is a multidisciplinary laboratory located on the Savannah River Site (SRS) that specializes in applying state-of-the-art science to provide practical solutions to complex technical problems. In 2021 SRNL went through a contract transition to become an independent Federally Funded Research and Development center which kicked off a period of rapid growth in research and an increased demand for the limited nuclear material capacity. A systematic process was developed for analyzing nuclear material holdings to optimize retention and streamline efforts to disposition legacy material without jeopardizing program execution. This process focused on utilizing the expertise of researchers to identify materials for disposition and retention while creating the visibility of tracking metrics for management to monitor material utilization. This resulted in a ~20% reduction in the powder Material At Risk (MAR) and identified additional candidates that could reduce transuranic holdings by an additional ~30% without endangering future program growth.

Characterization of Connected Lighting System Potential for Grid Services Under Real-Time Pricing

Increasingly over the last decade, the management of end-use electricity demand has been examined as a potential source of services for the electric power grid beyond contracts with large commercial and industrial customers. Lighting represents about 17\% of U.S. commercial building annual electricity consumption; however, its potential rapid speed of response may position it to uniquely contribute to services that improve the reliability and resilience of the grid. Connected lighting systems (CLS), which build upon solid-state lamp technology, can change state by adjusting power demand more quickly than most other building electricity end uses and could be used as a platform to monitor lighting electricity use and space conditions. But the potential of CLS to provide grid services has not been extensively studied. In this paper, we describe initial research to evaluate the potential of CLS for grid services. We develop a model for CLS using a set of parameters to represent operation behaviors and constraints: maximal power, minimal power, nominal power, ramp rate, and time delay. Parameter values are generated for representative building types. CLS demand curves are constructed, indirectly capturing building occupant preferences for lighting as functions of electricity price. The CLS model and the demand curves are incorporated into a Transactive Control and Coordination (TCC) Platform to simulate CLS providing grid services. Previous research has shown TCC to be a powerful tool to enable end uses to provide grid services through a hybrid economic-control approach. Initial quantitative results will be provided for CLS grid services potential.
