EPCAPE-PT-LANL Measurements: Aerodynamic Part Sizer

Coastal cities offer a unique environment for studying aerosol-cloud interactions and the effects of urban emissions on cloud properties. As part of the Eastern Pacific Cloud Aerosol Precipitation Experiment (EPCAPE), the Partitioning Thrust by Los Alamos National Laboratory (EPCAPE-PT-LANL) was conducted. Our campaign focused on measuring the optical and chemical properties of aerosols and their interactions within marine stratocumulus clouds in La Jolla, California. EPCAPE-PT-LANL enhances the primary goals of EPCAPE through innovative observations of vapor-phase transitions between aerosols and cloud droplets, the impact of black carbon on aerosol-cloud dynamics, and the effects of cloud processing on aerosol optical properties. The Gravity Collective: A Comprehensive Analysis of the Electromagnetic Search for the Binary Neutron Star Merger GW190425

We present an ultraviolet to infrared search for the electromagnetic (EM) counterpart to GW190425, the second ever binary neutron star merger discovered by the LIGO-Virgo-KAGRA Collaboration. GW190425 was more distant and had a larger localization area than GW170817, so we use a new tool, Teglon, to redistribute the GW190425 localization probability in the context of galaxy catalogs within the final localization volume. We derive a 90th percentile area of 6688 deg 2 , a ∼1.5× improvement relative to the LIGO/Virgo map, and show how Teglon provides an order-of-magnitude boost to the search efficiency of small (≤1 deg 2 ) field-of-view instruments. We combine our data with a large, publicly reported imaging data set, covering 9078.59 deg 2 of unique area and 48.13% of the LIGO/Virgo-assigned localization probability, to calculate the most comprehensive kilonova (KN), short gamma-ray burst (sGRB) afterglow, and model-independent constraints on the EM emission from a hypothetical counterpart to GW190425 to date under the assumption that no counterpart was found in these data. If the counterpart were similar to AT 2017gfo, there would be a 28.4% chance of it being detected in the combined data set. We are relatively insensitive to an on-axis sGRB, and rule out a generic transient with a similar peak luminosity and decline rate as AT 2017gfo to 30% confidence. Finally, across our new imaging and publicly reported data, we find 28 candidate optical counterparts that we cannot rule out as being associated with GW190425, finding that four such counterparts discovered within the localization volume and within 5 days of merger exhibit luminosities consistent with a KN.

AI-Ready Data Pilot Project Report

The proliferation of artificial intelligence in scientific research has created an urgent need to define "AI-ready data" for researchers and, more importantly, provide resources to help them produce AI-ready data. At Pacific Northwest National Laboratory, we conducted a pilot study with three data scientists evaluating three CSV datasets from different scientific domains, followed by semi-structured interviews capturing assessment practices. Our findings reveal that AI-readiness evaluation is intuition-based, with practitioners asking "How fast can I go from raw data to my machine learning pipeline?" Data scientists consistently prioritized workflow efficiency, human interpretability, and quality stewardship signals. From these insights, we developed a practical evaluation framework comprising data requirements, metadata standards, and validation tests that provides actionable criteria for producing and curating AI-ready datasets, addressing the gap between theoretical understanding and practical implementation.

Understanding Decision-Relevant Regional Data Products: Workshop Report

A broad community of climate adaptation practitioners, stakeholders and policymakers rely on historical reconstructions and future projections of local to regional climate. To be of value to these users, climate data must be credible, salient, and authoritative (Cash et al. 2002). Namely, data must be consistent with our physical understanding of the global Earth system, must be relevant for informing the decision-making process, and must be backed by expert judgment. As more and more data products have become available, multiple challenges have emerged around the production, evaluation, selection, and use of these data products. Consequently, to ensure crucial decisions leverage the best possible historical and future physical climate data, there is a pressing need to develop a coordinated national climate data strategy that is inclusive of all relevant communities of practice.

Electric Vehicle Charging Analytics and Reporting Tool (EV-ChART): Data Format and Preparation Guidance (V.5.0)

The Joint Office of Energy and Transportation maintains the Electric Vehicle Charging Analytics and Reporting Tool (EV-ChART), which provides a centralized hub for submitting electric vehicle (EV) charging infrastructure data directed by the Federal Highway Administration (23 CFR 680.112(a)-(c)). EV-ChART provides a streamlined data submission process and an integrated set of analytic tools, connects to other data sources, and empowers data sharing and access across stakeholders, including the public. Any data shared publicly will be aggregated and anonymized to stay in accordance with 23 CFR 680. This EV-ChART Data Format and Preparation Guidance provides a comprehensive overview of the data reporting requirements as authorized under 23 CFR 680.112(a)-(c)). The guidance is intended to be used alongside the EV-ChART Data Input Template, which defines the tabular data structure that these data submissions must follow. Per 23 CFR 680.112(a)-(c), the annual and quarterly data submissions are required of all National Electric Vehicle Infrastructure (NEVI) Formula Program projects, as well as projects for the construction of publicly accessible EV chargers that are funded with funds made available under Title 23, United States Code, including any EV charging infrastructure project funded with federal funds that is treated as a project on a federal-aid highway. One-time data submissions are required of both the NEVI Formula Program projects and grants awarded under 23 U.S.C. 151(f) for projects that are for EV charging stations located along and designed to serve the users of designated Alternative Fuel Corridors (AFCs). Other information and data required in 23 CFR 680, such as 23 CFR 680.112(d), 23 CFR 680.116(c), and 23 CFR 680.106(a), are not discussed in this guidance.

Evaluating 240 Pu Prompt Fission Neutron Spectra Including Chi-Nu Experimental Data

This report documents an evaluation of 240 Pu prompt fission neutron spectra (PFNS) including Chi-Nu experimental data. This work is a FY2025 Q4 NCSP (Nuclear Criticality Safety Program) milestone and named a “strategic priority”. This evaluation is new; it differs substantially from the most recent evaluation included in the ENDF/B library, which was for ENDF/B-VII.1 and then carried over unchanged to ENDF/B-VIII.1. The key difference between ENDF/B-VIII.1 and the new evaluation is that we have, for the first time, realistic experimental 240 Pu PFNS covering a broad incident and outgoing neutron energy range.

Exploring Nonmotorized Travel in New York State Using 2017 National Household Travel Survey Data

This report presents systematic analysis of nonmotorized travel behavior within New York State (NYS) utilizing 2017 National Household Travel Survey data. As walking and biking assume increasingly prominent roles in advancing active transportation objectives, accessible mobility, and sustainable transportation systems, comprehensive understanding of these modal patterns becomes essential for evidence-based policy development and strategic planning initiatives. Recognizing the substantial geographic, demographic, and socioeconomic heterogeneity characterizing NYS—spanning from the concentrated urban fabric of New York City (NYC) to dispersed suburban and rural contexts—this analysis employs the structured "4Ws" analytical framework to examine participant demographics, spatial and temporal distributions, and motivational factors underlying active transportation choices relative to motorized alternatives. This methodological approach captures modal behavior patterns, user characteristics, trip purposes, and temporal variations across the state's diverse contexts. Additionally, the research examines behavioral differences among distinct user classifications, including walk-only and bike-only travelers, while conducting comparative analysis of nonmotorized travel patterns between ALICE (Asset Limited, Income Constrained, Employed) and non-ALICE household categories.

SPRUCE Ground Observations of Phenology in Experimental Plots, 2024

This data set consists of one comma separated (*.csv) file containing phenological transition dates, as derived from direct observations of vegetative and reproductive phenology recorded by a human observer, from the SPRUCE experiment during 2024 (2025-03-06 to 2025-11-21), the ninth full year of whole-ecosystem warming (Hanson et al. 2017). Both spring and autumn phenological events are included. Since April 2016, human observers have been directly tracking the phenology of both woody and herbaceous species on a weekly schedule within the SPRUCE experimental chambers, these data are reported in annual ground observations data sets (see Related Data Sets). The observed date reported here is the first survey date in 2024 on which an event/phenophase was definitively observed. This data set also contains a companion file in HTML (*.html) containing figures showing the relationship between the day of year and temperature treatment for different phenological phases by species for 2024.

Cosmological implications of DESI DR2 BAO measurements in light of the latest ACT DR6 CMB data

We report cosmological results from the Dark Energy Spectroscopic Instrument (DESI) measurements of baryon acoustic oscillations (BAO) when combined with recent data from the Atacama Cosmology Telescope (ACT). By jointly analyzing ACT and Planck data and applying conservative cuts to overlapping multipole ranges, we assess how different 𝑃⁢𝑙⁢𝑎⁢𝑛⁢𝑐⁢𝑘 + ACT dataset combinations affect consistency with DESI. While ACT alone exhibits a tension with DESI exceeding 3⁢𝜎 within the Λ⁢ CDM model, this discrepancy is reduced when ACT is analyzed in combination with Planck. For our baseline DESI DR2 BAO + 𝑃⁢𝑙⁢𝑎⁢𝑛⁢𝑐⁢𝑘 P⁢R⁢4 + ACT likelihood combination, the preference for evolving dark energy over a cosmological constant is about 3⁢𝜎, increasing to over 4⁢𝜎 with the inclusion of type Ia supernova data. While the dark energy results remain quite consistent across various combinations of Planck and ACT likelihoods with those obtained by the DESI collaboration, the constraints on neutrino mass are more sensitive, ranging from ∑𝑚 𝜈 < 0.061 eV in our baseline analysis, to ∑𝑚 𝜈 < 0.077 eV (95% confidence level) in the CMB likelihood combination chosen by ACT when imposing the physical prior ∑𝑚 𝜈 > 0 eV.
