The Lahaina Energy Partnership (LEP) is an initiative funded by the U.S. Department of Energy (DOE) to support energy planning and rebuilding efforts in Hawaii's historic town of Lahaina on Maui as the community recovers from a devastating fire on August 8, 2023, with technical assistance provided by NLR. This presentation provides an update on NLR's technical assistance efforts for May 2026.

RTN-011: Rubin Observatory Plans for an Early Science Program

This document outlines Rubin Observatory's plans for a dedicated \emph{Early Science Program} to enable high-impact science prior to the first annual data release of the Legacy Survey of Space and Time (LSST). Components of the Early Science Program include releasing science-grade commissioning data products via a series of ``Data Previews,'' ramping up of the transient alert stream during commissioning, implementing a program of incremental template generation to augment alert production in the early phases of the survey, and the first LSST Data Release, DR1, based on the first 6 months of data from the LSST. A detailed breakdown of which data products can be expected when is provided. The Rubin Operations team is working closely with the science community to optimize the Early Science Program for the time-domain and solar system science achievable in the first year of operations. This is a living document; both it and the Early Science Program will continue to evolve over the course of commissioning and pre-operations in response to the state of the as-built system and to community guidance.

The AXAF technology mirror assembly program - An overview

The manufacture and testing of the Technology Mirror Assembly (TMA), a prototype Wolter I telescope scaled to the dimensions of the innermost element of the High-Resolution Mirror Assembly for the NASA Advanced X-ray Astrophysics Facility (AXAF), are reviewed. Consideration is given to the grinding, polishing, coating, and assembly of the zerodur TMA blanks, the TMA mount design, and the test procedures used at the MSFC X-ray Calibration Facility. Test results indicate FWHM resolution less than 0.5 arcsec, but with significant near-field scattering attributed to ripple; further long-lap polishing is suggested.

Development of the NASA ZPS Mark III 57.2-kN/sq m (8.3 psi) space suit

The zero-prebreathe Mark III, 8.3-psi EVA-capable space-suit assembly represents a significant evolutionary development stage toward the creation of an operational space-suit system for the NASA Space Station Program. The unique implementation of the Ortman cable coupling arrangement allows rapid assembly and disassembly of major suit component hardware; this will in turn facilitate on-orbit maintainability and resizing operations. Advanced thermal/micrometeoroid garment-type protection features were investigated in anticipation of Space Station construction-related EVA hazards, and duly incorporated in the final Mark III suit design.

Infrastructure considerations

An evaluation is made of performance requirements and technology development prospects for the logistical capacity entailed by manned space exploration. While the Space Shuttle will suffice for the launch of crews to a LEO Space Station, in support of such exploration missions, cargo transport will require 500-1000 tonne annual payload capacity launchers. As a first step toward satisfaction of such requirements, NASA has undertaken the development of the Shuttle-C unmanned Space Shuttle derivative. This will be followed by the Shuttle-Z derivative-family, aimed at meeting the needs of Mars missions. Joint USAF/NASA Advanced Launch System development will allow a given launch to place 91 tonnes in LEO.

Interaction of Tollmien-Schlichting waves and Goertler vortices

There are many fluid flows of practical interest where transition can be caused by competing hydrodynamic instabilities. Thus in three-dimensional boundary-layer flows over curved walls, instability might be caused by Tollmien-Schlichting waves, Goertler vortices or crossflow vortices. If a particular type of instability is suppressed by some means, there is the possibility that another one might be stimulated. Hence it is important to understand the mechanisms by which these different instabilities interact. Some properties of the interaction which can take place between Goertler vortices and Tollmien-Schlichting waves are discussed.

University of Maryland walking robot: A design project for undergraduate students

The design and construction required that the walking robot machine be capable of completing a number of tasks including walking in a straight line, turning to change direction, and maneuvering over an obstable such as a set of stairs. The machine consists of two sets of four telescoping legs that alternately support the entire structure. A gear-box and crank-arm assembly is connected to the leg sets to provide the power required for the translational motion of the machine. By retracting all eight legs, the robot comes to rest on a central Bigfoot support. Turning is accomplished by rotating the machine about this support. The machine can be controlled by using either a user operated remote tether or the on-board computer for the execution of control commands. Absolute encoders are attached to all motors (leg, main drive, and Bigfoot) to provide the control computer with information regarding the status of the motors (up-down motion, forward or reverse rotation). Long and short range infrared sensors provide the computer with feedback information regarding the machine's relative position to a series of stripes and reflectors. These infrared sensors simulate how the robot might sense and gain information about the environment of Mars.

Dynamic test input generation for multiple-fault isolation

Recent work is Causal Reasoning has provided practical techniques for multiple fault diagnosis. These techniques provide a hypothesis/measurement diagnosis cycle. Using probabilistic methods, they choose the best measurements to make, then update fault hypotheses in response. For many applications such as computers and spacecraft, few measurement points may be accessible, or values may change quickly as the system under diagnosis operates. In these cases, a hypothesis/measurement cycle is insufficient. A technique is presented for a hypothesis/test-input/measurement diagnosis cycle. In contrast to generating tests a priori for determining device functionality, it dynamically generates tests in response to current knowledge about fault probabilities. It is shown how the mathematics previously used for measurement specification can be applied to the test input generation process. An example from an efficient implementation called Multi-Purpose Causal (MPC) is presented.

Approach to transaction management for Space Station Freedom

An approach to managing the operations of the Space Station Freedom based on their external effects is described. It is assumed that there is a conflict-free schedule that, if followed, will allow only appropriate operations to occur. The problem is then reduced to that of ensuring that the operations initiated are within the limits allowed by the schedule, or that the external effects of such operations are within those allowed by the schedule. The main features of the currently adopted transaction management approach are discussed.

Editing wild points in isolation - Fast agreement for reliable systems (Preliminary version)

Consideration is given to the intuitively appealing notion of discarding sensor values which are strongly suspected of being erroneous in a modified approximate agreement protocol. Approximate agreement with editing imposes a time bound upon the convergence of the protocol - no such bound was possible for the original approximate agreement protocol. This new approach is potentially useful in the construction of asynchronous fault tolerant systems. The main result is that a wild-point replacement technique called t-worst editing can be shown to guarantee convergence of the approximate agreement protocol to a valid agreement value. Results are presented for a four-processor synchronous system in which a single processor may be faulty.

The Crop Growth Research Chamber - A ground-based facility for CELSS research

Crop Growth Research Chambers (CGRCs) are being developed as CELSS research facilities for the NASA/Ames Research Center. The history of the CGRC project is reviewed, noting the applications of CGRC research for the development of the Space Station. The CGRCs are designed for CELSS research and development, system control and integration, and flight hardware design and experimentation. The atmospheric and hydroponic environments of the CGRC system are described and the science requirements for CGRC environmental control are listed.

Internal flow measurements of the SSME fuel preburner injector element using real time neutron radiography

Due to observations of unsteady flow in the Space Shuttle Main Engine fuel preburner injector element, several flow studies have been performed. Real time neutron radiography tests were recently completed. This technique provided real time images of MiL-c-7024 and Freon-22 flow through an aluminum liquid oxygen post model at three back pressures (0, 150, and 545 psig) and pressure drops up to 1000 psid. Separated flow appeared only while operating at back pressures of 0 and 150 psig. The behavior of separated flow was similar to that observed for water in a 3x acrylic model of the LOX post. On the average, separated flow appeared to reattach near the exit of the post when the ratio of pressure drop to supply pressure was about 0.75.
