The report summarizes the work and accomplishments of DOE SETO funded project 36533 “Adaptive Protection and Control for High Penetration PV and Grid Resilience”. In order to increase the amount of distributed solar power that can be integrated into the distribution system, new methods for optimal adaptive protection, artificial intelligence or machine learning based protection, and time domain traveling wave protection are developed and demonstrated in hardware-in-the-loop and a field demonstration.

This report details the work of the 3-year project for the AC-to-AC Solid State Transformer with Bidirectional Switches project devoted to developing and demonstrated a Type I Solid State Transformer. This report details the design, fabrication, and evaluation of both three-phase and single-phase versions of this solid state transformer operating as a single module, modules in parallel, and modules in cascade. Additionally, this report details the fabrication and evaluation of custom Silicon Carbide bidirectional switches to enable this topology with a comparison between monolithically integrated bidirectional switches as well as co-packaged back-to-back unidirectional devices. Finally, results for custom-fabricated Fe 4 N/ferrite laminated toroidal cores for high frequency transformers are present.
For the U.S. Department of Energy’s (DOE) 2016 Small Business Voucher for Marine and Hydrokinetic (MHK) System, Second Round 2016, ORPC intends to work with the National Renewable Energy Laboratory (NREL) to perform dynamometer testing of the MHK generator systems and its associated controls and inverters. ORPC will provide the generator, variable frequency drives (VFD), controls, and inverter for this testing. NREL will utilize the NREL Energy Systems Integration Facility (ESIF) and dynamometer facilities at the National Wind Technology Center (NWTC) for this work. Modification 6: Additionally, NREL will conduct a feasibility study for implementing passive DC rectification at the turbine.
Microgrid implementation can help improve electrical service, reliability, and resilience for localized communities. However, they may be susceptible to damage from natural disasters and extreme weather events, which often coincide with times of greater community dependence on microgrids due to likely increased vulnerability of equipment on the main grid. Microgrid equipment can be protected against these hazards through various hardening techniques. The selection of hardening mitigations may depend on the actual risk of the hazard in the specific location and for the specific type of system, as well as cost and feasibility factors. This report summarizes a framework that can be used to characterize risk to a microgrid system from a list of natural hazards enumerated by FEMA. We also describe hardening techniques and mitigations that can be used for specific energy generation, storage, loads, and power delivery elements within a microgrid.
This report describes some examples of the operation of two grid-forming (GFM) inverter-based photovoltaic-battery hybrid power plants connected to the electric system of the island of Kauai in Hawaii. Both plants are photovoltaic power plants with battery energy storage and are connected to the networked transmission system operated by Kauai Island Utility Cooperative (KIUC), along with several other power plants including an oil-fired plant, diesel generators, small hydroelectric plants, a biofuel plant, and several other photovoltaic plants.
This document provides a comprehensive example of the microgrid hardening framework and the Sandia developed Microgrid Hardening Design Toolkit v0.27 using a census tract in a coastal area of southern Puerto Rico as a case study. The census tract (72123953100) is located in the municipality of Salinas. Currently, the La Margarita neighborhood within this census tract is part of the Department of Energy’s Cohort 5 of the Energy Technology Innovation and Partnership Program (ETIPP). The neighborhood’s local energy cooperative, Abeyno Coop, has been operating several residential solar photovoltaic (PV) and battery energy storage system (BESS) installations (with around 30 rooftop solar systems as of 2026). As part of the ETIPP project, Abeyno Coop is planning to integrate a larger microgrid into the existing distribution feeder in the area, including solar PV and BESS to supply energy for homes and critical loads such as the medical facilities and the community center that provides emergency shelter and backup power during outages.
