Assessing Solar Cybersecurity: Questions for States to Ask Electric Utilities

To help State Energy Officials and Public Utility Commissions engaging investor-and consumer-owned utilities and the solar industry in topical discussions about their cybersecurity practices and priorities in general, and for interconnected solar systems, specifically, this report outlines discussions prompts for these discussions. By using the questions in this tool states can explore aspects of utilities’ cybersecurity risk management programs that target solar devices, systems, and communication pathways. Such discussions help states identify cybersecurity gaps and assist in emergency response planning, as well as general risk awareness.

Reflecting Sunlight: Recommendations for Solar Geoengineering Research and Research Governance

The National Academies of Sciences, Engineering, and Medicine (NASEM) report "Reflecting Sunlight: Recommendations for Solar Geoengineering Research and Research Governance" focused on three atmospheric-based Solar Geoengineering strategies: Stratospheric Aerosol Injection, Marine Cloud Brightening, Cirrus Cloud Thinning. The study recommends that a national (and internationally-coordinated) Solar Geoengineering research program be established and coordinated by the U.S. Global Change Research Program—with a focus on developing information needed by decision makers, not advancing a path to deployment. The study recommends a detailed framework for governance of this research, at both national and international levels. The study also recommends a detailed research agenda for this program, encompassing over a dozen transdisciplinary research topics that can be loosely grouped into the categories of (i) technical dimensions and impacts, (ii) social dimensions, and (iii) context and goals for solar geoengineering research itself.

Product Innovation to Increase Low-to-Moderate-Income Customers' Adoption of Community Solar PV

This study aims to comprehensively analyze community solar project preferences for consumers and suppliers by conducting three distinct analyses. First we analyze the predictors of community solar contract adoption to understand how individual priorities affect the probability of adoption. Using an original data set of survey responses from potential community solar customers, we analyzed the predictors of contract adoption by employing a weighted logit model. We find that individuals who were previously familiar with community solar projects were significantly more likely to adopt than those who were not familiar. Secondly, a survey of community solar developers and financiers identified industry perceived barriers to community solar access and inclusion. Thirdly, we gathered payment performance information from community solar initiatives to measure how financial risks are perceived and how they interact with customer demographics. Our study is beneficial to the public by providing insights into the drivers and barriers of community solar adoption and sheds light on the importance of understanding individual priorities in designing effective community solar policies. The community solar industry has changed significantly since the beginning of this project. The industry continues to grow at a rapid rate, with an additional 7 gigawatts expected to come online between 2022 and 2027. With federal pressure to meet climate goals, as the harms of climate change continue to impact everybody, legislators are looking to community solar as a method to achieving their states energy policy goals. These new policies that push for low-to-moderate inclusion, coupled with the increase in community solar capacity illustrate a new era for the community solar industry. A number of policies have arisen in the last few months that push for more inclusive practices including the groundbreaking Solar for All program run by the EPA. The research created a “best practice” contract that can then be used, in conjunction with the manuscript and validated study, to pitch the industry on a more inclusive community solar product.

Enhanced Control, Optimization, and Integration of Distributed Energy Applications (ECO-IDEA)

With support from the U.S. Department of Energy Solar Energy Technologies Office, the National Renewable Energy Laboratory (NREL) partnered with Xcel Energy, Schneider Electric, Varentec, and Electric Power Research Institute (EPRI) to meet the goals of the Enabling Extreme Real-Time Grid Integration of Solar Energy (ENERGISE) program. This project developed and validated an innovative data-enhanced hierarchical control architecture that enables the efficient, reliable, resilient, and secure operation of future distribution systems with a high penetration of distributed energy resources like solar energy. The architecture enables a hybrid control approach where a centralized control layer is complemented by distributed control algorithms for solar inverters and autonomous control of grid edge devices. It is fully interoperable and includes all the cybersecurity aspects necessary for reliable and secure system operation. The hybrid approach can seamlessly integrate multiple voltage-regulation technologies, both at central and grid-edge levels, which enables reliable and efficient system operation in the face of unpredictable conditions. The overarching goal of the Eco-Idea project is to develop, validate, and deploy a unique and innovative Data-Enhanced Hierarchical Control (DEHC) architecture that comprehensively addresses the formidable challenges associated with proliferation of high penetration of distributed PV such as reverse power flows, transients from variability of PV systems, feeder load balancing, and voltage stability. These issues are exposing the weaknesses of existing grid operations and controls - including, but not limited to, lack of grid situational awareness, heuristic and slow-acting control actions, latency of control for emergency situations, and points of failure in communications. The proposed architecture will comprehensively resolve the deficiencies of current operational settings - where monitoring and control solutions proposed across industry and academia may not be interoperable and may not coexist in the same system - and will enable an efficient, reliable, resilient, and secure operation of future distribution systems with penetration of solar energy well beyond current limits. The DEHC architecture was developed and validated rigorously through hardware-in-loop simulations in the laboratory environment and deployed on the field.
