Sister Rod Destructive Examinations (FY20) Appendix B: Segmentation, Defueling, Metallograhic Data and Total Cladding Hydrogen

As a part of the US DOE-NE High Burnup Spent Fuel Data Project, ORNL is performing destructive examinations (DEs) of high burnup (>45 gigawatt days per metric ton uranium) spent nuclear fuel (SNF) rods from the North Anna Nuclear Power Station operated by Dominion Energy. The SNF rods, called the “sister rods,” are all HBU and include four different kinds of fuel rod cladding: standard Zircaloy-4, low-tin Zircaloy-4, ZIRLO®, and M5®. The DEs are being conducted to obtain a baseline of the HBU rod’s condition prior to dry storage and are focused on understanding overall SNF rod strength and durability. Both composite fuel and empty cladding are being tested. While the data generated can be used for multiple purposes, a primary goal for obtaining the post-irradiation examination data and the associated measured mechanical properties is to support SNF dry storage licensing and relicensing activities. This report documents the status of the ORNL Phase 1 DE activities related to: rough segmentation, defueling, optical microscopy, and cladding total hydrogen measurements for 7 Phase 1 sister rods and outlines the DE tasks performed and the data collected to date. The results of these detailed examinations and others are summarized in the Sister Rod DE Status Report.

Phosgene Neutralization Chemistry for the Explosive Destruction System (EDS)

This report summarizes activities at Sandia National Laboratories as part of the Explosive Destruction System (EDS) Phase 3 (P3) System design. An exploration of chemical neutralization strategies of phosgene was conducted for safe disposal of recovered mortars and M79 1000 lb. bombs filled with carbonyl dichloride "phosgene" or "CG agent" (molecular formula = COCl 2 ). The incumbent strategy utilized aqueous sodium hydroxide was found to be the worst-case scenario, producing enough CO 2 gas that would cause an unacceptable pressure and temperature spike. Several chemical neutralization strategies were evaluated based on criteria set by the operating envelope of the P3 design. In the end, it was determined that a pure solution of N-methyl ethanolamine (MeEA) or 90% monoethanolamine (MEA)(aqueous) provided the best balance reaction profile, cost, and safety.

Evaluation of the Impact of Additional Manganese from the Recycle Collection Tank (RCT) Glycolate Destruction Process on Glass Properties

The Defense Waste Processing Facility (DWPF) is planning to implement glycolic acid as a reductant within the waste processing flowsheet. An assessment of the glycolic acid flowsheet has revealed the potential for thermolytic production of hydrogen in the Concentration, Storage and Transfer Facilities (CSTF) from glycolate entrained in the DWPF recycle stream. To mitigate this potential scenario, a glycolate destruction process utilizing sodium permanganate (NaMnO 4 ) is being developed for use in the DWPF Recycle Collection Tank (RCT). The RCT is fed by the Slurry Mix Evaporator Condensate Tank (SMECT) and the Off-Gas Condensate Tank (OGCT). The SMECT could receive glycolate via a foamover from the Sludge Receipt and Adjustment Tank (SRAT) or the Slurry Mix Evaporator (SME), and the OGCT could receive glycolate via carryover of sludge particles in the purge from the melter during surge conditions. The use of NaMnO 4 additions in the RCT will result in additional manganese (Mn) in the waste stream and needs to be evaluated.

Sister Rod Destructive Examinations (FY2021) Appendix J: Leaching of High Burnup Used Nuclear Fuel in De-ionized Water

As a part of the DOE NE High Burnup Spent Fuel Data Project, Oak Ridge National Laboratory (ORNL) is performing destructive examinations (DEs) of high burnup (HBU) (>45 GWd/MTU) spent nuclear fuel (SNF) rods from the North Anna Nuclear Power Station operated by Dominion Energy. The SNF rods, called sister rods or sibling rods, are all HBU and include four different kinds of fuel rod cladding: standard Zircaloy-4 (Zirc-4), low-tin Zirc-4, ZIRLO, and M5. The leaching experiment was a part of a larger study by Yadukrishnan Sasikumar in defending his doctoral thesis at The Open University, School of Engineering and Innovation [13]. It utilized post-CIRFT Sister Rod test specimens that were slated for disposal. The leaching experiment aims to understand the trends in the radiolytic dissolution of High Burnup Spent Nuclear Fuel (SNF) when exposed to water (e.g., in-reactor or in-pool cladding failures). Specimens from a baseline M5-clad rod and a heat-treated M5 rod were cut from the fractured CIRFT specimens and placed in 100 mL de-ionized water for a period of 128 days. Both radial and axial sections were cut to provide different surface areas of fuel in contact with the leachate. During the four-month exposure period, aliquot samples of the leachate were analyzed gamma spectroscopy and inductively coupled plasma mass spectrometry (ICP-MS). The analysis quantified the amount of fuel leached into the solutions and provided individual isotopic release fractions (of 30+ isotopes) which were compared as a function of time and surface area of fuel exposed.

Improving Non-Destructive Detection Technology Through SAVY Feature Detection

Surveillance of special nuclear material (SNM) storage containers is required by the DOE to assess their integrity across the Complex. This work aims to improve the task of container inspections by leveraging automation through machine learning (ML) tools to reduce the human-intensive effort and expert-level knowledge needed to assess container status. A field-deployable, non-destructive technology was designed using off-the-shelf components to collect multiple images from different perspectives of containers in storage to detect both spatial features of interest and anomalies of concern. Nine ML models were generated using unique training datasets and parameters. Learned features include SAVY surface regions including the body side wall, collar, lid, filter, and printed/etched information. Average Precision (AP) is used to calculate detection performance when both viewing previously seen environments and previously unseen environments. The application of image transformations and resolution scaling while training greatly improved the detection performance in unseen environments, and significantly increasing the number of computation iterations improved detection performance on previously seen environments. Additional capabilities were developed including the novel detection of procedural non-compliance and the ability to localize anomalies relative to SAVY surface features.
