The Energy to Communities (E2C) peer-learning cohort program provides technical assistance to groups of 15 community entities around a common energy topic over the course of 6 months. Every month, participants join a virtual meeting where they hear from experts and exchange strategies and best practices with their peers. This cohort, "Planning for Major Energy Disruptions in the Southeast" focuses on strategies for entities in the Southeast to quickly recover from impacts to energy infrastructure caused by extreme events, such as severe weather and natural disasters. Proceedings of the conference on the exploration of Mars and Venus

Although the lunar landing and exploration effort will continue for some time to absorb a large part of the total space exploration effort, attention is now being focused on the possibilities of exploration of the near earth planets, Mars and Venus. While astronomical observations of these planets has been going on for considerable time, recent years have seen an increase in this activity. One Venus "Fly-By" has been accomplished and the success of Mariner IV gives evidence that this means of observation is practical and undoubtedly will continue. The problems of manned and unmanned exploration of these planets have occupied the attention of a number of scientists and engineers engaged in the space effort. The papers presented at the conference discussed the characteristics of the planets and their atmospheres and the problems inherent in their exploration. The topics included information, speculation and future planning based on the best opinions of experts in the field. It was the aim of the conference to furnish participants from educational institutions, private industry, research laboratories and governmental agencies knowledge of this next step in space exploration. For the educators, perhaps new information for instruction and new avenues of research were the greatest dividends to be expected. In giving the other participants an opportunity to hear the leaders in the field and discuss their own problems, it is hoped that the Conference made a significant contribution to the space exploration effort.

Radiofrequency-sputtered coatings for lubrication system components and other complex surfaces

Irregularly shaped surfaces, such as lubrication system components (ball bearings, seals, gears, etc.), can be coated on all surfaces, including irregular shapes, when radiofrequency sputtering is used. When the specimen is properly located with respect to the sputtering target, the sputtered material covers the entire surface of the object irrespective of its geometrical configuration. An adherent, dense film is formed. The film thickness varies from 20 to 50 percent on, for example, a hearing cage or race depending on its geometry. When sputtered solid film lubricants such as molybdenum disulfide are used, a film thickness only of the order of 10 to the minus 7th power m (thousands of angstroms) is required at the contacting areas. It is only essential to determine the required film thickness at the critical areas in need of lubrication. The sections outside the areas to be lubricated fall within the thickness deviation range of 20 to 50 percent, which still constitutes a negligible change respect to tolerance requirements.

Technology assessment and the Congress

The legislative branch is considered as the major focus for technology assessment, and the functions of the Congressional Research Service in supplying Congressmen with scientific and technological development is outlined, and the need for Congress to control, assess, and integrate the various and conflicting elements for the benefit of both technology and society is stressed. The organization of the Science Policy Research Division is mentioned, and its duties in gathering facts for the increased understanding by the members of Congress are indicated. Technology assessment aspects associated with congressional committees and hearings, adequacy of advice, trends in engineering education, and the public interest are also discussed.

Middle ear muscle contractions and their relation to pulse and echo evoked potentials in the bat

An analysis is made of pulse and echo orientation cries of the Mustache Bat. That bat's cries are characterized by a long, 60 to 30 msec, pure tone component and brief beginning and terminal FM sweeps. In addition to obvious echo overlap and middle ear muscle contractions, the following are examined: (1) characteristics of pulse- and echo-evoked potential under various conditions, (2) evidence of changes in hearing sensitivity during and after pulse emission, and (3) the role of the middle ear muscles in bringing about these changes.

Inversion of radiation data in biophysics

Topics in biophysics are summarized in which radiation data inversion problems occur. The topics fall into two main categories. The first relates to information acquired about the distance environment through seeing, hearing, etc. The second relates to the use of electromagnetic, acoustic, or other radiation for diagnostic purposes, either at a bulk or a molecular level.
