An Overview of Policies Influencing Air Pollution from the Electricity Sector in South Asia

The electricity sector is a substantial source of air pollution and associated health problems in South Asia and elsewhere. Fossil-fueled power plants emit a wide variety of harmful pollutants. Those with the greatest health impacts are particulate matter and ozone. Once released into the atmosphere, there is no practical way to remove air pollutants, which means that policies designed to improve air quality have to limit the pollutants before release. However, tackling such pollution is challenging because developing economies also need to provide electricity as a basic necessity for their citizens and as an engine of economic growth. This report provides examples of policies impacting air pollution from the fossil-fuel electricity sector in the South Asian countries of Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan, and Sri Lanka. Some of this information was difficult to locate, so this is not a comprehensive study, but rather an overview or "scan" of the sector that includes examples of (1) policies that directly regulate air quality by limiting emissions from specific point sources (by restricting operating hours, for instance), and (2) indirect policies that incentivize or disincentivize polluting activities, such as policies to encourage fuel switching, for example. The report shows (1) the great variation among the policy instruments used in each country, (2) that many countries, especially those that have a mismatch between seasonal demand and resource availability, could improve energy security and reduce air pollution through increased cross-border electricity trade, and (3) some countries have contradictory policies (promoting both coal and renewables, for instance).

REopt ® Lite Overview - Resilience Analysis: Clear Sky Tampa Bay [Slides]

Through the Solar Energy Innovation Network (SEIN), the Clear Sky Tampa Bay team, led by the Tampa Bay Regional Planning Council (TBRPC), developed a toolkit to help local governments prioritize sites for solar photovoltaics (PV) and battery energy storage in the context of resilience and emergency management. At a high level, the Clear Sky Tampa Bay process involves: (1) Identifying sites based on community resilience needs and priorities ("Where do we need a resilient energy solution?"); (2) Screening and prioritizing sites for solar PV and storage suitability based on site conditions and other factors; and (3) Using REopt Lite to screen down-selected facilities to prioritize sites based on resilience project economics. This slide deck focuses on Step 3 above, and provides a general overview of REopt Lite and suggestions and examples tailored to the Clear Sky Tampa Bay team about how to use REopt Lite for additional analysis.

Hydroelectric Cybersecurity Response and Recovery Overview

Protecting hydroelectric plants from incidents that adversely impact their cyber-physical systems presents unique challenges due to the plants’ widely dispersed geographic locations and varied configurations as well as the relative nascent nature of the cyberattacks targeting these facilities. To help hydroelectric plants better respond to and mitigate cybersecurity incidents, this Department of Energy Water Power Technologies Office Cyber Response & Recovery Overview document discusses the process of defining how a hydroelectric plant might respond to and recover from an anomalous event. In addition to this product, there are three other products meant to be distributed to a hydroelectric plant to assist in their cyber incident response and recovery. The first, a handy flip book that guides an operator in the midst of a cyber event through the R&R process of the incident and if the event warrants, through an emergency action plan to recover the plant itself. The second, a handy guide of hydroelectric and cyber guidance in responding to the cyber and physical systems within a hydroelectric plant. And the third is a correlated alignment of the steps an hydroelectric plant operator would take for both a cyber incident as well as an emergency response process if the event rises to a cyber incident affecting the safe and reliable operations of a hydroelectric plant.

High-Temperature Gas-Cooled Reactor Research Survey and Overview: Preliminary Data Platform Construction for the Nuclear Energy University Program

Since the U.S. Department of Energy Office of Nuclear Energy initiated the Nuclear Energy University Program (NEUP) in 2009, there are 29 NEUP projects focusing on high-temperature gas-cooled reactor (HTGR) research up to July 2022. The resultant research product, either experimental or computational, were published as final NEUP reports, journal articles and conference proceedings. However, these federally funded products have been scattered and sometimes cannot be easily accessed. To improve access to this valuable HTGR validation data and optimize the return on the significant investment made by the Department of Energy, the Advanced Reactor Technologies (ART) Gas-Cooled Reactor (GCR) program started a survey of completed and ongoing HTGR NEUP projects to develop a public-access database specific for HTGRs applications that can be used to retrieve computational fluid dynamics and system code validation data. This effort will help guide future NEUP-funded research, define new state of the ART Phenomena Identification and Ranking Table (PIRT), and promote the usage of this data in the codes validation matrices. This report provides an overview of the NEUP-funded HTGR-related research projects from Fiscal Year (FY) 2009–2021 and identifies validation knowledge gaps still existing in HTGR thermal-fluid research. A preliminary data platform has been developed for the 29 NEUP projects investigating HTGR thermal hydraulics, including their final reports as well as the available scientific publications. As an ultimate goal for this work, the ART-GCR program will create a central database at Idaho National Laboratory to identify, organize, and store these datasets generated by experimental investigations or computational models, experimental facility descriptions, and publicly-available academic products from the HTGR-related NEUP projects and provide future guidance for the storage and transmission of important project documentations for later NEUP projects as well.
