Driving Affordable Decarbonization: Inclusive Utility Program Designs for Disadvantaged Communities

Our research team worked with 17 utility partners from various U.S. regions to study current utility program practices. We identified the key characteristics of these programs and the challenges and opportunities in implementing them. Through our research, we provide a pragmatic, design-oriented, and customer-centered perspective for effective program design and implementation. We identify 13 successful characteristics of program design that may be considered by utility partners.

Integrated Evaluation of Power Sector Decarbonization

MARKAL-PROMOD Integration presentation for USAEE conference on November 4, 2024. The presentation shows the construction of the MAGIIC translation tool to convert MARKAL capacity expansion to PROMOD model data, and PROMOD unit dispatch results to MARKAL technology availability data to allow a more robust analysis leveraging both modeling tools.

Extremely Durable Concrete using Methane Decarbonization Nanofiber Co-products with Hydrogen

This project successfully developed a scalable, low-cost co-production process for hydrogen (H₂) and carbon nanofibers (CNFs) using methane through catalytic chemical vapor deposition (CVD). CNFs are high-value materials with exceptional mechanical, electrical, and chemical properties, while hydrogen is a critical clean energy resource. By leveraging vapor deposition to create highly dispersed metal catalysts, this work addressed the dual challenge of producing low-cost hydrogen and enhancing the durability of concrete using co-produced CNFs. Unlike prior approaches, which required separating the carbon product from the catalyst, this innovative method integrated the carbon product, catalyst, and silica support as a crack-bridging additive for Portland cement. This novel application aimed to advance the performance of high-performance concrete (HPC) by improving its flexural toughness, durability, and resistance to environmental degradation.

Assessment and Planning of Decarbonization Research and Training at UTRGV

During the one-year project, we identified research areas that align with Fossil Energy and Carbon Management (FECM) mission goals and assessed our university's current research capability and resources. In addition, we determined the resources needed to support FECM-related research and development (R&D) at our minority-serving institution, University of Texas Rio Grande Valley (UTRGV) in to increase our competitiveness for future funding opportunities in this area. We also gathered information on the current academic courses, programs and curriculum at UTRGV that aligns with FECM goals and described additional needs pertaining to student training.

Assessment of NuScale SMR Steam Heat Augmentation for Chemical Plant Decarbonization

Nearly 50% of the total energy consumed by the industrial sector in the United States is used to produce process steam with natural gas and coal-fired boilers1 . This project conducts a technoeconomic assessment of a NuScale Small Modular Reactor (SMR) coupled with a chemical plant as an Integrated Energy System (IES) where nuclear produces steam and electric power to meet the requirements of a large chemical plant. In a 2020 study, ORNL evaluated the feasibility of using advanced SMRs, including the NuScale design, to supply energy to the Eastman Chemical Plant. However, since that report was published, NuScale received NRC approval for its uprated 77 MWe design with 56% more power and has also introduced a high-temperature, high pressure, steam heat-augmentation system, a key focus of the new study. The new study also benefits from revised capital costs, a 10-day refueling outage time, reduced plant staffing, higher capacity factors, and a site boundary Emergency Planning Zone methodology. The study consists of a techno-economic assessment of two possible energy sources (nuclear and natural gas) in a number of steam and power generation configurations (NuScale Power Modules (NPMs), boilers and combinations of both) to satisfy the steam and power demand with the most reliable and cost competitive system. A total of 2,947.3 klb/hr of steam and 72.5 MWe of electricity are required for the demonstration case. A range of scenarios and solutions are explored, from a 12-NPM plant (3,000 MWth)—with excess capacity and redundancy, capable of supplying a significant amount of extra power to the grid—to a 4-NPM (1,000 MWth) plant—supplemented with existing boilers or grid power for redundancy. The study uses historical steam and power data from a chemical plant and examines the sensitivity to natural gas and grid power cost variations. Scenarios with up to two times gas and electricity costs were considered. Profitability in a 60-year time horizon was analyzed, consistent with NuScale’s design life specification. A steady-state site integration and reliability analysis was performed, and trade-offs were identified.

Hydrogen Education for a Decarbonized Global Economy (H 2 EDGE) (Final Technical Report)

The energy sector is undergoing rapid growth and transformation, creating urgent demand for a skilled workforce to support emerging technologies and resilient systems. Hydrogen is an emerging solution for “hard to abate” sectors, including heavy industry and transportation that also provides optionality for the electric system and enables long‑duration energy storage. As hydrogen scales from traditional industrial uses to new applications, success depends on knowledgeable engineers, technicians, planners, and operators safely deploying hydrogen technologies across the full value chain: production, delivery, storage, and end use. The H 2 EDGE initiative, funded by the U.S. Department of Energy’s Hydrogen and Fuel Cell Technologies Office from 2020 to 2025, was launched to prepare people for careers hydrogen and related technologies. Through its interactive approach, H 2 EDGE equipped stakeholders with knowledge and tools to build a reliable and sustainable energy future together. H 2 EDGE built a national network of academic and industry partners to deliver modular training, share open-access curricula, and engage diverse talent pipelines. The program leveraged EPRI’s extensive industry membership and expanded on the train-the-trainer model of the GridEd program to connect educators, employers, and community organizations across all regions of the U.S. New methods were introduced to more systematically map hydrogen competencies and assess curricula using traditional and AI-assisted approaches. Outcomes included delivery of professional short courses, developing university curriculum, sponsoring faculty and student projects, and engaging stakeholders through workshops, site tours, and webinars.

Carbondale Community Geothermal Coalition – Replicable Models for Decarbonizing Mixed-Use Rural Communities

The Carbondale Community Geothermal Coalition (CCGC) set out to prove that a fifth-generation geothermal district heating & cooling (5G GDHC) network can be technically feasible, cost-effective, and socially equitable for a small, mixed-use rural community. During Budget Period 1 (Planning & Design) the team: ● Completed a 449 ft thermal-response test confirming excellent ground conductivity (k = 1.69 Btu ft -1 hr -1 °F -1 ) and a benign 56.3 °F undisturbed temperature. Page 1 Final Technical Report for Award Number: DE-EE0010663 ● Built a fully calibrated digital twin (URBANopt → Modelica) for 240 k ft 2 of existing + future buildings. ● Designed a 75-borehole ambient-temperature loop (ATL) augmented by 75 solar-thermal panels, supplying 44 % of district heating and 100 % cooling in Stage-1. ● Produced retrofit bid-ready drawings for the Third Street Center and Second Street Townhomes. ● Reached > 200 community stakeholders and exceeded equity targets (46 % Hispanic/Latinx participation). ● Drafted a multi-tiered workforce plan aligned with Colorado Mountain College (Hispanic Serving Institution) and IGSHPA certifications.

Data for "Implications of Zoning Ordinances for Rural Utility-Scale Solar Deployment and Power System Decarbonization in the Great Lakes Region".

This dataset includes the Energy Zoning Database and geographic shapefiles used to identify suitable rural areas for utility-scale solar development. Additionally, it contains the input data required for the capacity expansion model, including information on existing electric generators and their associated costs, solar resource potential, and transmission infrastructure data. These datasets collectively support the analysis presented in the paper, ensuring a comprehensive assessment of zoning regulations, land suitability, and the economic and technical feasibility of solar deployment in rural areas.

H2 / DeCarbonization Studies: History and Ongoing

An ongoing study is collecting and reviewing hydrogen and low/zero carbon aircraft and related studies. In addition to previous NASA studies, international and as well as other US sponsored hydrogen, other fuels and infrastructure efforts supporting aviation aircraft are included. These reports and presentations are summarized here to develop further insight as well as help identify potential research areas to support reduction or elimination of harmful emissions from aviation aircraft. Although not all possible studies have been identified and included here, it is believed that sufficient information has been collected to help guide subsequent efforts. Efforts pertaining to aircraft emissions and assessing climate impact have only just started to be included.

High Temperature Heat Pumps and Their Roles in the Decarbonization of Building and Industry

Heat pumps have been sought as a promising technology for air and water heating processes in buildings. Several OEMs have been commercializing heat pumps with varying capacities; However, the application has been limited to lower temperatures (less than 70℃). With the recently growing interest in replacing gas-fired equipment for buildings and industrial processes, a new class of heat pumps, known as high-temperature heat pumps, is gaining substantial interest where the target temperatures are higher than the conventional heat pump technology (greater than 90℃). The current study is focused on this class of heat pumps and aims to provide a holistic overview of state-of-the-art technology while highlighting major challenges and opportunities. The discussion will be focused on the availability of technology to enable higher sink temperatures, deployment-based applications, waste heat recovery, and process integration and controls.

Workshop: Advanced Metering for Decarbonization: Electric Vehicles and 24/7 Carbon-Free Electricity

The purpose of this workshop is to learn more about advanced metering best practices for meeting the goals of EO 14057. This will be a 2-part session, first part to include presentations on the FEMP best practice work related to metering: 1) Electric Vehicles (EVs) and EV charging station electricity use. 2) Integrating data sources to calculate hourly carbon pollution-free electricity (CFE). Second part will facilitate small group discussions with a problem-solving activity.
