Blueprinting Electrified Transit System Implementation

To achieve a more affordable and reliable transportation system, we need to smartly upgrade our power systems and install a large number of charging stations, but conventional planning methods are not up to the task. By applying advanced simulation and optimization tools, we can design a smarter, more cost-effective electric transportation network. The initial focus was on public transit systems, demonstrating how this approach can deliver broader economic, reliability, and air quality benefits nationwide.

Technical Assistance for the Makah Tribe, Washington

Guidance for Grid Resilience Decisions in Rural Minnesota

This report assesses the hazard landscape of the state of Minnesota, identifies weather hazards that are most impactful to the distribution system, includes a statewide assessment of household access to services dependent on reliable power, reviews resilience planning activities of electric utilities in Minnesota, and presents analysis of distribution grid performance in the face of extreme weather events with data from seven electric cooperatives dispersed throughout outstate Minnesota. This information is synthesized to provide considerations for resilience investment prioritization.

Lahaina Energy Partnership: Technical Assistance Task Updates and Discussion Part 1 [Slides]

The Lahaina Energy Partnership (LEP) is an initiative funded by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) to support energy planning and rebuilding efforts in Hawaii's historic town of Lahaina on Maui as the community recovers from a devastating fire on August 8, 2023, with technical assistance provided by the National Laboratory of the Rockies. NLR has partnered with Hawaii-based community organizations to engage with Lahaina the community on energy priorities and inform the technical assistance scope. This virtual workshop presentation is the first in a two-part series to provide progress updates and request community input to guide next steps. Workshop 1 on November 18 (this presentation) will focus on Hydropower resource potential, building energy modeling, workforce development. Workshop 2 on December 11 (presentation forthcoming) will focus on microgrids, electric grid hardening, policy and regulation.

State Spotlight on Resilience: The Washington Utilities and Transportation Commission’s Wildfire Mitigation Plans

Wildfires present a significant risk to critical infrastructure, endangering energy systems by damaging transmission lines and imposing a variety of costs on utilities and their customers. Wildfires have increased nationally in both extent and intensity as vegetation conditions become drier and wind patterns become more turbulent. Aging infrastructure may also cause transmission lines to ignite vegetation.

Coordinated Natural Gas and Electric Planning: Case Studies of Current Approaches and Practices

This paper examines how natural gas and electric utilities across eight U.S. states and two Canadian provinces are beginning to coordinate historically separate planning processes in response to growing system interdependencies, policy mandates, aging infrastructure, and changing customer energy choices. Electricity planning has long relied on robust integrated resource planning frameworks that weigh numerous objectives, risks, and costs. Natural gas planning, on the other hand, is typically less transparent and more narrowly focused on safety and system integrity. As economic, reliability, and policy drivers place new and shared demands on both systems, jurisdictions and utilities are experimenting with approaches such as coordinated forecasting, non pipeline alternatives, and combined planning pilots. A few have issued regulatory or statutory directives for greater data sharing and methodological alignment. Case studies from British Columbia, California, Colorado, Illinois, Massachusetts, Minnesota, New York, Québec, Rhode Island, and Washington illustrate a wide range of approaches to rethinking siloed planning. The paper identifies several common themes across the jurisdictions examined. It provides observations on the methods, processes, and organizational steps that may be needed in the future to address the challenges being faced by states and utilities. Lastly, it identifies some initial steps that states and utilities can consider if they would like to pursue more integrated, cost-effective, policy-aligned energy system planning.

Overview of Community Solar Project Development [Slides]

The Energy to Communities (E2C) peer-learning cohort program provides technical assistance to groups of 15 community entities around a common energy topic over the course of 6 months. Every month, participants join a virtual meeting where they hear from experts and exchange strategies and best practices with their peers. This cohort, "Successful Energy Project Implementation" will explore common challenges in implementing energy projects and learn strategies to turn project plans into reality. Each participant will focus on a local energy project or priority as a cornerstone for their learning throughout the series. This presentation overviews the basics of developing community solar projects with emphasis on technical scope and ownership structures.

Energy Technology Innovation Partnership Project Strategic Energy Plan for Washington County, Maine

This Strategic Energy Plan (SEP) for Washington County, Maine was developed through the U.S. Department of Energy's Energy Technology Innovation Partnership Project (ETIPP) to address local challenges related to electricity reliability, affordability, and safety. Grounded in a "relational infrastructure" approach, the plan recognizes that improved energy outcomes depend not only on physical grid investments but also on strengthened coordination and trust between utilities and communities. Using utility-provided reliability data, public datasets, and community input, the plan identifies key risks, including vegetation-related outages, high energy burden, and vulnerability among elderly and medically dependent populations. The SEP establishes three priority areas: hazard mitigation for energy infrastructure, outage safety and emergency readiness, and energy assistance and thermal safety. It outlines community-driven actions designed to complement utility-led system improvements, including targeted outreach, municipal coordination, and expanded access to energy programs. The plan also situates local conditions within broader state policy, market dynamics, and funding opportunities. Intended as a living document, this SEP provides a scalable framework for collaborative action to improve resilience, safety, and affordability in rural energy systems.
