Systemic racial disparities in funding rates at the National Science Foundation

Concerns about systemic racism at academic and research institutions have increased over the past decade. Here, we investigate data from the National Science Foundation (NSF), a major funder of research in the United States, and find evidence for pervasive racial disparities. In particular, white principal investigators (PIs) are consistently funded at higher rates than most non-white PIs. Funding rates for white PIs have also been increasing relative to annual overall rates with time. Moreover, disparities occur across all disciplinary directorates within the NSF and are greater for research proposals. The distributions of average external review scores also exhibit systematic offsets based on PI race. Similar patterns have been described in other research funding bodies, suggesting that racial disparities are widespread. The prevalence and persistence of these racial disparities in funding have cascading impacts that perpetuate a cumulative advantage to white PIs across all of science, technology, engineering, and mathematics.

The HEP Software Foundation Community

The HEP Software Foundation was founded in 2014 to tackle common problems of software development and sustainability for high-energy physics. In this paper we outline the motivation for the founding of the organisation and give a brief history of its development. We describe how the organisation functions today and what challenges remain to be faced in the future.

An Agenda for Multimodal Foundation Models for Earth Observation

Archives of remote sensing (RS) data are increasing swiftly as new sensing modalities with enhanced spatiotemporal resolution become operational. While promising new breakthroughs, the sheer volume of RS archives stretches the limits of human analysts and existing AI tools, as most models are: i) limited to single data modalities; ii) task-specific; iii) heavily reliant on labeled data. The emerging Foundation Models (FMs) have the potential to address these limitations. Trained on vast unlabeled datasets through self-supervised learning, FMs enable generic feature extraction that facilitate specialization to a wide variety of downstream tasks. This paper describes a vision towards an FM for multimodal Earth Observation data (FM4EO), discussing key building blocks and open challenges. We put particular emphasis on multimodal reasoning, a topic underexplored in EO. Our ultimate goal is a practical path toward FM4EO with capacity to unlock breakthroughs in few-shot learning scenarios, multimodal geographic knowledge integration, synthesis, and hypothesis generation.

CRITICAL FUNCTION ASSURANCE: Understanding Critical Function and Critical Function Delivery is Foundational for Meaningful ICS Security Improvement and Policy Efforts

Modern life is enabled by a complex and interdependent web of critical functions, including energy, communications, transportation, food, and water. Automation has significantly reduced or replaced human interactions in the delivery of these functions, resulting in a web of goods and services that are made available 24/7 only through unique and intentional deployments of microprocessors, software, and firmware technologies. The prospect of cyber-enabled sabotage of these processes disrupts traditional risk determination models. Critical Function Assurance (CFA) is a foundational approach to identifying, prioritizing, and mitigating the risk that is inherent in the delivery of critical functions that depend on digital technology. It provides rapid focus to what matters most and illuminates elements and areas of risk that otherwise are often overlooked. This focus enables effective application of available security resources and optimizes security strategy and policy efforts. This paper introduces CFA to decision makers and risk executives (including CEOs, COOs, CFOs, and CISOs) whose organizations support and deliver the critical functions that underpin national defense, societal health and safety, and a vibrant economy.

Powering the Blue Economy: Foundational Research and Development

With increased use of the oceans for transportation, extraction of food, fibre, and minerals, recreation and tourism, and other blue economy industries, there is a need for additional power at sea. In the face of climate change, the increased power must come from renewable sources; often marine energy is the most energy-dense power source available. But we have little experience with adapting wave and tidal devices from large scale grid power to the specialized and small devices needed to power blue economy applications, nor the engineering solutions to support codesign of emerging marine industries. As directed by the U.S. Department of Energy (DOE), two DOE national laboratories have developed foundational research and development projects to replace conventional power or batteries at sea (ocean observation platforms), emerging industry power needs (offshore aquaculture operations), as well as examining common challenges for using marine power (efficient power systems, minimizing interference, optimizing materials and manufacturing).

An Evaluation of Representation Learning Methods in Particle Physics Foundation Models

We present a systematic evaluation of representation learning objectives for particle physics within a unified framework. Our study employs a shared transformer-based particle-cloud encoder with standardized preprocessing, matched sampling, and a consistent evaluation protocol on a jet classification dataset. We compare contrastive (supervised and self-supervised), masked particle modeling, and generative reconstruction objectives under a common training regimen. In addition, we introduce targeted supervised architectural modifications that achieve state-of-the-art performance on benchmark evaluations. This controlled comparison isolates the contributions of the learning objective, highlights their respective strengths and limitations, and provides reproducible baselines. We position this work as a reference point for the future development of foundation models in particle physics, enabling more transparent and robust progress across the community.
