NASA grievance system: Employee handbook

This revised handbook updates the minimum provisions of the agency-wide Grievance System and applies to NASA Headquarters and field installations. All grievances initiated on or after June 15, 1981, will be processed under these provisions. NASA recognizes and endorses the importance of bringing to light and adjusting grievances promptly and of treating all employees reasonably and fairly. Achieving these objectives requires great competence, mature judgment, and true willingness to reach a satisfactory solution. Provisions of the NASA Grievance System are directed to this purpose. Grievances and misunderstandings can arise in almost any working situation. It follows then that an employee's initiation of a grievance in good faith should not cast any reflection on the employee's standing with his or her supervisor or loyalty and importance to the organization. At the same time, the initiation of a grievance should not automatically be considered as a reflection on the employee's supervisor or on the general management of the activity. This handbook should be used in conjunction with Office of Personnel Management regulations in 5 CFR Part 771 and Chapter 771 of the Federal Personnel Manual. Installations may issue implementing instructions, e.g. specifying when fact-finding is required or when an unresolved grievance must be referred to a higher level of authority.

Microgravity Environment Description Handbook

The Microgravity Measurement and Analysis Project (MMAP) at the NASA Lewis Research Center (LeRC) manages the Space Acceleration Measurement System (SAMS) and the Orbital Acceleration Research Experiment (OARE) instruments to measure the microgravity environment on orbiting space laboratories. These laboratories include the Spacelab payloads on the shuttle, the SPACEHAB module on the shuttle, the middeck area of the shuttle, and Russia's Mir space station. Experiments are performed in these laboratories to investigate scientific principles in the near-absence of gravity. The microgravity environment desired for most experiments would have zero acceleration across all frequency bands or a true weightless condition. This is not possible due to the nature of spaceflight where there are numerous factors which introduce accelerations to the environment. This handbook presents an overview of the major microgravity environment disturbances of these laboratories. These disturbances are characterized by their source (where known), their magnitude, frequency and duration, and their effect on the microgravity environment. Each disturbance is characterized on a single page for ease in understanding the effect of a particular disturbance. The handbook also contains a brief description of each laboratory.

Hydroponics Database and Handbook for the Advanced Life Support Test Bed

During the summer 1998, I did student assistance to Dr. Daniel J. Barta, chief plant growth expert at Johnson Space Center - NASA. We established the preliminary stages of a hydroponic crop growth database for the Advanced Life Support Systems Integration Test Bed, otherwise referred to as BIO-Plex (Biological Planetary Life Support Systems Test Complex). The database summarizes information from published technical papers by plant growth experts, and it includes bibliographical, environmental and harvest information based on plant growth under varying environmental conditions. I collected 84 lettuce entries, 14 soybean, 49 sweet potato, 16 wheat, 237 white potato, and 26 mix crop entries. The list will grow with the publication of new research. This database will be integrated with a search and systems analysis computer program that will cross-reference multiple parameters to determine optimum edible yield under varying parameters. Also, we have made preliminary effort to put together a crop handbook for BIO-Plex plant growth management. It will be a collection of information obtained from experts who provided recommendations on a particular crop's growing conditions. It includes bibliographic, environmental, nutrient solution, potential yield, harvest nutritional, and propagation procedure information. This handbook will stand as the baseline growth conditions for the first set of experiments in the BIO-Plex facility.

NASA's Technical Handbook for Avoiding On-Orbit ESD Anomalies Due to Internal Charging Effects

This paper describes NASA-HDBK-4002, "Avoiding Problems Caused by Spacecraft On-Orbit Internal Charging Effects". The handbook includes a description of internal charging and why it is of concern to spacecraft designers. It also suggests how to determine when a project needs to consider internal spacecraft charging, it contains an electron penetration depth chart, rationale for a critical electron flux criterion, a worst-case geosynchronous electron plasma spectrum, general design guidelines, quantitative design guidelines, and a typical materials characteristics list. Appendices include a listing of some environment codes, electron transport codes, a discussion of geostationary electron plasma environments, a brief description of electron beam and other materials tests, and transient susceptibility tests. The handbook will be in the web page, hftp://standards.nasa.gov. A prior document, NASA TP2361 "Design Guidelines for Assessing and controlling Spacecraft Charging Effects", 1984, is in use to describe mitigation techniques for the effects of surface charging of satellites in space plasma environments. HDBK-4002 is meant to complement 2361 and together, the pair of documents describe both cause and mitigation designs for problems caused by energetic space plasmas.

Spacecraft Charging Calculations: NASCAP-2K and SEE Spacecraft Charging Handbook

For fifteen years NASA and the Air Force Charging Analyzer Program for Geosynchronous Orbits (NASCAP/GEO) has been the workhorse of spacecraft charging calculations. Two new tools, the Space Environment and Effects (SEE) Spacecraft Charging Handbook (recently released), and Nascap-2K (under development), use improved numeric techniques and modern user interfaces to tackle the same problem. The SEE Spacecraft Charging Handbook provides first-order, lower-resolution solutions while Nascap-2K provides higher resolution results appropriate for detailed analysis. This paper illustrates how the improvements in the numeric techniques affect the results.

Goals and Progress for Mil Handbook 17, Vol. 5 on Ceramic Matrix Composites: Testing and Characterization

The initial edition of the Mil Handbook 17, Vol. 5 on ceramic matrix composites (CMCs) was recently published. Part C of this CMC volume describes procedures for characterization of the thermal, physical, and mechanical properties of CMCs and subsequent data analysis procedures. As is the case for entire CMC volume, this chapter is a "work in progress" with sections on recommended test plans and matrices, data reduction, and test methods. This presentation will describe the current status in development of this section of the CMC volume and will highlight examples of critical issues that will be addressed in this volume. CMC systems are a different class of material than metals or polymer matrix composite with different mechanical response and failure modes, design rules, test methods, and characterization techniques. The CMC test protocols need to include guidance on how to generate enough reliable data in order to estimate, with reasonable confidence, the lower bounds of performance properties, such as strength and life. Strength data sets on two material systems, C/SiC and Nicalon/SiNC, and a creep rupture data set on C/SiC, will be presented to highlight this issue. The structural properties of CMC parts can sometimes be significantly different than those obtained from flat panels because of changes in fiber architecture often required to make shapes and spatial and lot-to-lot variations in processing conditions. To illustrate an example, the hoop tensile properties of SiC/SiC cylinders will be compared to properties obtained from flat panels fabricated from the same composites. These CMC testing-design issues are being defined and documented in the Mil Handbook 17 CMC volume.
