2023 Southeast Decarbonization Workshop

Decarbonization refers to a large-scale shift away from fossil fuel sources for energy production and toward energy sources, energy end-use practices, and land management approaches that do not result in a net increase of carbon dioxide in the atmosphere. Decarbonization in the Southeastern United States is distinguished from that of other regions in the country by its potential impact on historically underserved populations and the ways this region’s human–environmental systems are predicted to fare in a climate-altered world. In parallel, ensuring a clean energy transition requires the ability to engage entire communities that are motivated to learn, build, and encourage the spread of so-called clean tech. In contrast to other technology trends from the past century, the foundation of clean tech is a shared sense of purpose—a collective strategy to mitigate the threats of climate change and support a better environment for everyone. As seen in the Office of Science and Technology Policy’s (OSTP’s) Net-Zero Technology Action Plan (2023), decarbonization is best accelerated by simultaneous investments in Innovation, Demonstration, and Deployment of technology in tandem with intentional policy and community-based solutions. The 2023 Southeast Decarbonization Workshop, hosted by the Georgia Institute of Technology (Georgia Tech) and Oak Ridge National Laboratory (ORNL), aimed to bring together members of our communities and a group of regional experts to strategize about opportunities in this important area, as well as to incorporate the important pillar of System Interactions to bridge the gap between clean tech’s intent and its impact.

Proceedings for the Workshop on Applied Nuclear Data Activities 2024

The Workshop for Applied Nuclear Data Activities (WANDA) is designed to increase communication among nuclear data (ND) users in multidisciplinary federal programs, ND producers, ND funders, and other ND experts. It also presents an opportunity to cross-pollinate ideas as well as introduce ND gaps identified by federal programs to ND experts and ND capabilities to the various federal ND users. WANDA 2024 included five technical sessions, three of which focused on Fusion Energy Sciences (FES)—FES Fusion Neutronics, FES Tritium Production, and FES Material Damage—and two stand-alone sessions—Isotopes and Targetry for Nuclear Data and Uncertainty Quantification. The FES sessions successfully brought new voices to the WANDA discussions, expanding the application space in which nuclear data are critical. FES programs need accurate nuclear data with realistic uncertainty quantification to properly estimate, for example, shielding, activation, tritium production, helium production, structural material integrity, and superconducting magnet operation. This includes a variety of projectile (neutrons, photons, charged particles) and target atoms. One of the action items common to all the FES sessions was a need to perform sensitivity studies to identify the prioritization of nuclear data needs. The Isotopes and Targetry session highlighted the many capabilities available to produce high-quality targets for nuclear data measurements, including 3D printing with spherical powders, combustion synthesis coupled with spin coating & electrospraying, inkjet printing, and isotopic doping. These new methods open doors for more accurate measurement, but it was also stressed that sample characterization following any method of fabrication is of the highest importance to accurately interpret nuclear data measurement results that used that sample. The Uncertainty Quantification (UQ) session was broken into two categories: nuclear data uncertainty quantification and the use of that uncertainty quantification. Thematic to the UQ session was the loss of information when going from nuclear data measurement, to evaluation, to evaluated file, and finally to neutron transport calculations. Current evaluated ND libraries typically only contain covariances, which assume that the probability distributions are Gaussian. Beyond being a simplified assumption for many evaluations, this can lead to negative values on many observables when attempting to sample the covariance. The covariance format, however, is very efficient in that a simple set of linear equations can transform uncertainty from parameters or cross sections to the application of interest. Focused collaboration is needed between nuclear data evaluators and nuclear data users to ensure that needs are being met.

Workshop on Radiographic Imaging and Applications Research and Development Recommendations for Field Radiography

The Workshop on Radiographic Imaging and Applications (WORIA) brought together subject matter experts from industry, academia, US and UK government agencies, and the national laboratories to provide a forum to liaise and share information between technology developers in government and industry, end users, and mission stakeholder to produce an “expert consensus view” regarding future research directions toward a comprehensive radiography/penetrating imaging portfolio in the Defense Nuclear Nonproliferation Research and Development Near Field Detection Portfolio. The inaugural WORIA was held at the Spallation Neutron Source at Oak Ridge National Laboratory on February 7–9, 2023. The inaugural WORIA meeting focused on field radiography applications, or situations in which a portable imaging system must be brought to an item of interest (rather than the item brought to an imaging facility). This report documents consensus views derived from the meeting and provides research and development recommendations for federal program managers.

Optimizing DOE Opportunities to Research Land–Atmosphere Interactions in the U.S. Southeast (Workshop Report)

The southeastern United States (Southeast), with its complex and varied environments, is an area of tremendous economic, ecological, and societal importance to the country. The region is characterized by heterogeneous landscapes (i.e., geology and soil type) and a long history of human land use coupled with a warm temperature regime and high precipitation. As a result, soil erosion and deposition are pronounced, vegetation recovery is rapid, and human modification is extensive across the region. To better understand land–atmosphere interactions in this important and complex region, research communities supported by the U.S. Department of Energy’s Biological and Environmental Research (BER) program identified the Southeast as a priority region of interest. In fall 2024, the third Atmospheric Radiation Measurement Mobile Facility (AMF3), one of three mobile monitoring facilities designed to collect atmospheric and climate data from undersampled regions around the world, will begin operations in northwestern Alabama’s Bankhead National Forest (BNF). The AMF3-BNF 5-year deployment, from 2024–2029, will monitor the effects of feedbacks among aerosols, clouds, and precipitation on plant physiology and canopy-scale fluxes. It will also focus on scale aggregation to resolve the role of local forcing on larger-scale processes. To enable broader AMF3 involvement by the science community, the BER Environmental System Science (ESS) program organized the Southeast Land– Atmosphere Research Opportunities (SELARO) workshop in August 2023. The purpose was to identify gaps in scientific understanding of terrestrial processes in the Southeast (defined as states bounded by the Gulf of Mexico to the south, the Atlantic Ocean to east, the Mississippi River to the west, and extending through Tennessee and North Carolina to the north) and explore opportunities to use the AMF3-BNF deployment to coordinate and leverage research efforts across the region. Many parts of the Southeast have experienced repeated anthropogenic forcings. Farming, hunting, burning, and settlement of the region by Indigenous Peoples first shaped the distribution of plant communities, which in turn influenced European colonization patterns. Timber harvesting was common during the expansion of European settlements, and production forestry continues today. Agricultural production was extensive and then waned through the 20th century, creating a period of afforestation following agricultural abandonment. Today, many formerly agricultural landscapes are undergoing rapid urbanization and suburbanization. Overlying these patterns of anthropogenic land use are frequent disturbances from hurricanes, tornadoes, wildfires, drought, flooding, ice storms, and the occasional blizzard. An additional characteristic of the Southeast is its overall landscape complexity. Unlike the western United States, where broad expanses may share similar characteristics, Southeast topography, drainage patterns, vegetation, and development patterns vary widely across relatively small spatial scales (<1 km). This is due to the region’s underlying geology and soil development, species biodiversity patterns, and land ownership and use coupled with strong forces of erosion, weathering, and rapid plant growth in the warm, wet climate.
