An examination of the effect of vortex flow on hybrid rocket combustion and performance is underway. Emphasis is on response of the fuel regression rate when subjected to vortex flow. Initial results show that there is a definite effect of the vortex on fuel regression rate. Future work will focus on quantitatively measuring this regression rate. This work is part of an overall program to develop an ultra low cost fuel system for hybrid rocket engines.
The Mars Exploration Program (MEP) and NASAs Space Technology Mission Directorate (STMD) are investing in approaches to reduce the cost and increase the frequency of future Mars missions while also seeking to help emerging commercial space companies which have an immediate need to demonstrate their capability to return samples from space - at a fraction of the cost of a conventional NASA mission. Of particular interest and relevance to commercial space and low-cost Mars, is the work developing and advancing MERINO-LD, an ablative carbon/phenolic blanket that is ~75% faster to produce with an estimated ~75% reduction in cost when compared to rigid PICA or Conformal-PICA TPS.
The objectives of the project are the following: (1) to improve system safety and reliability; (2) to improve Space Shuttle Payload performance - 12,000 lb; (3) to optimize program cost; and (4) to promote a competitive solid rocket motor industry. The topics are presented in viewgraph form and include the Advanced Solid Rocket Motor (ASRM) project team, ASRM design, design schedules, and technical issues.

Results of electromagnetic sounding distinguished an outer high resistance shell about 200 km thick in the moon's structure. A preliminary petrological interpretation of the moon's layers indicated their origin as a consequence of differentiation of the initial peridotite material. Upon melting, 20% to 40% of the material melts and is removed to form a high resistance basaltic shell underlain by a layer of spinal peridotites enriched in divalent iron oxides and having a reduced resistance.
Topics of discussion included: technology assessment of the integrated flywheel systems, potential of system concepts, identification of critical areas needing development and, to scope and define an appropriate program for coordinated activity.
Ulysses, a cooperative NASA and ESA project, measures charged and neutral particles, magnetic fields, and electromagnetic wave emissions from the Sun's polar regions and the out of elliptic heliospheric environment. ESA supplied the spacecraft and one half of the instruments, and is in control of the spacecraft and its attitude. NASA supplied the power supply, one half of the instruments, the launch vehicle, and tracks the spacecraft and performs the navigation. Orbit determination results mapped to the time of Jupiter's arrival show improved accuracy and consistency over the course of the mission to date. Solar radiation pressure model uncertainties are major contributors to orbit determination errors, but are being estimated more accurately as data are accumulated.
The coding performance of the Probe-Orbiter-Earth communication link is analyzed and compared for several cases. It is assumed that the coding system consists of a convolutional code at the Probe, a quantizer and another convolutional code at the Orbiter, and two cascaded Viterbi decoders or a combined decoder on the ground.
The author presents the important battery and cell problems, encompassing both test failures and accidents, which were encountered during the past year. Practical issues facing programs, which have to be considered in the development of a battery program strategy, are addressed. The problems of one program, the GRO (Gamma Ray Observatory), during the past year are focused on to illustrate the fundamental types of battery problems that occur. Problems encountered by other programs are briefly mentioned to complete the accounting. Two major categories of issues are defined, namely, whose which are quality and design related, i.e., problems having inherent manufacturing-process-related aspects with an impact on cell reliability, and these which are accident triggered or man induced, i.e., those operational issues having an impact on battery and cell reliability.
An apparatus [10] is disclosed for a lightweight bipolar battery of the end-plate cell stack design. Current flow through a bipolar cell stack [12] is collected by a pair of copper end-plates [16a,16b] and transferred edgewise out of the battery by a pair of lightweight, low resistance copper terminals [28a,28b]. The copper terminals parallel the surface of a corresponding copper end-plate [16a,16b] to maximize battery throughput. The bipolar cell stack [12], copper end-plates [16a,16b] and copper terminals [28a,28b] are rigidly sandwiched between a pair of nonconductive rigid end-plates [20] having a lightweight fiber honeycomb core which eliminates distortion of individual plates within the bipolar cell stack due to internal pressures. Insulating foam [30] is injected into the fiber honeycomb core to reduce heat transfer into and out of the bipolar cell stack and to maintain uniform cell performance. A sealed battery enclosure [ 22] exposes a pair of terminal ends [26a,26b] for connection with an external circuit.

Battery cell wear out mechanisms and signatures are examined and compared to orbital data from the six on-orbit Hubble Space Telescope (HST) batteries, and the Flight Spare Battery (FSB) Test Bed at Marshall Space Flight Center (MSFC), which is instrumented with individual cell voltage monitoring. Capacity trend data is presented which suggests HST battery replacement is required in 2005-2007 or sooner.
