Calendar Year 2021 Underground Test Area Annual Sampling Letter Report Nevada National Security Site, Nevada (Rev. 1) WITH ROTC-1

This calendar year (CY) 2021 annual sampling letter report presents Plan implementation and a summary of field activities, sampling methods, well completion diagrams, and analytical laboratory results from sampling of wells on Pahute Mesa. The CY 2021 letter report also presents data from samples collected in CY 2019. These CY 2019 results were not reported in previous sampling reports because they were not available from the specialized laboratory (Lawrence Livermore National Laboratory [LLNL]) at the time of the previous reports’ publication.

Environmental Performance Report 2023: Annual Site Environmental Report per the U.S. Department of Energy Order 231.1B Chg 1

The National Renewable Energy Laboratory's (NREL's) Environmental Performance Report provides a description of the laboratory's environmental management activities in calendar year 2023, including information on environmental and sustainability performance, environmental compliance activities and status, and environmental protection programs, highlights, and successes. The purpose of this report is to ensure that the U.S. Department of Energy (DOE) and the public receive timely, accurate information about events that have positively affected or could adversely affect the health and safety of the public or workers, the environment, or the operations of DOE facilities. This report meets the DOE requirements of the Annual Site Environmental Report (ASER) and has been prepared in accordance with DOE Order 231.1B Chg 1, Environment, Safety and Health Reporting.

Pacific Northwest National Laboratory Annual Site Environmental Report for Calendar Year 2023

Pacific Northwest National Laboratory (PNNL), one of the U.S. Department of Energy (DOE) Office of Science’s 10 national laboratories, provides innovative science and technology development in the areas of energy and the environment, fundamental and computational science, and national security. There are three DOE offices within the Richland area. Two are responsible for the Hanford Site, whereas the Pacific Northwest Site Office oversees PNNL. PNNL prepares an Annual Site Environmental Report to meet the requirements of DOE Order 231.1B, Environment, Safety and Health Reporting, and DOE Order 458.1, Radiation Protection of the Public and the Environment, thus assuring that the public is informed of any PNNL-Richland campus or PNNL-Sequim campus event that could adversely affect the health and safety of the public, site staff, or the environment. The report provides a synopsis of ongoing environmental management performance and compliance activities for operations that occur at the PNNL-Richland campus in Richland, Washington, and at the PNNL-Sequim campus near Sequim, Washington. It describes the location of and background for each facility; addresses compliance with applicable DOE, federal, state, and local regulations, and site-specific permits; documents environmental monitoring efforts and their status; presents potential radiation doses to staff and the public in the surrounding areas; and describes DOE-required data quality assurance methods used for data verification. The ASER report describes Compliance with Federal, State, and Local Laws and Regulations in 2023, Environmental Sustainability, Environmental monitoring and dose assessment, Natural and Cultural Resource Management, and Quality Assurance activities that took place during Calendar Year 2023.

2021 Annual Merit Review Report, Vehicle Technologies Office

The 2021 U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy’s (EERE) Vehicle Technologies Office (VTO) Annual Merit Review (AMR) was held June 21-25, 2021, virtually, due to extenuating circumstances resulting from the global coronavirus disease (COVID-19) pandemic. The review encompassed work done by VTO: 273 individual activities were reviewed by 281 reviewers. Exactly 1,152 individual review responses were received for the VTO technical reviews. The objective of the meeting was to review the accomplishments and plans for VTO over the previous 12 months, and provide an opportunity for industry, government, and academia to give inputs to DOE with a structured and formal methodology. The meeting also provided attendees with a virtual forum for interaction and technology information transfer.

The 2022 Transportation Annual Technology Baseline (ATB) provides detailed cost and performance data, estimates, and assumptions for vehicle and fuel technologies in the United States. It includes current and projected estimates: time-series through 2050 for light, medium, and heavy-duty vehicle technologies; scenarios for conventional and alternative fuels. It details the assumptions used to calculate those costs, such as natural gas and electricity prices, discount rates, and vehicle miles traveled. The 2022 Transportation ATB vehicle data are specifically for cars powered by gasoline, diesel, natural gas, gasoline hybrid, plug-in hybrid, battery electric, and fuel-cell powertrains and for trucks powered by diesel, diesel hybrid, plug-in hybrid, battery electric, and fuel cell powertrains. Fuels and blendstocks include gasoline, ethanol, blendstock for oxygenate blending, diesel, diesel from biomass, natural gas, electricity, hydrogen, aviation fuel, and marine fuel. At this time, the ATB does not include other vehicles such as buses, 2- and 3-wheeled motorized vehicles, or non-road vehicles such as aircraft, vessels, locomotives, and those for industry and agriculture. Operational-based annual energy production uncertainty: are its components actually uncorrelated?

Calculations of annual energy production (AEP) from a wind power plant – whether based on preconstruction or operational data – are critical for wind plant financial transactions. The uncertainty in the AEP calculation is especially important in quantifying risk and is a key factor in determining financing terms. A popular industry practice is to assume that different uncertainty components within an AEP calculation are uncorrelated and can therefore be combined as the sum of their squares. We assess the practical validity of this assumption for operational-based uncertainty by performing operational AEP estimates for more than 470 wind plants in the United States, mostly in simple terrain. We apply a Monte Carlo approach to quantify uncertainty in five categories: revenue meter data, wind speed data, regression relationship between density-corrected wind speed (from reanalysis data) and measured wind power, length of long-term-correction data set, and future interannual variability. We identify correlations between categories by comparing the results across all 470 wind plants. We observe a positive correlation between interannual variability and the linearized long-term correction; a negative correlation between wind resource interannual variability and linear regression; and a positive correlation between reference wind speed uncertainty and linear regression. Then, we contrast total operational AEP uncertainty values calculated by omitting and considering correlations between the uncertainty components. We quantify that ignoring these correlations leads to an underestimation of total AEP uncertainty of, on average, 0.1% and as large as 0.5% for specific sites. Although these are not large increases, these would still impact wind plant financing rates; further, we expect these values to increase for wind plants in complex terrain. Based on these results, we conclude that correlations between the identified uncertainty components should be considered when computing the total AEP uncertainty.
