Keeping Track Every Step of the Way

Knowledge Sharing Systems, Inc., a producer of intellectual assets management software systems for the federal government, universities, non-profit laboratories, and private companies, constructed and presently manages the NASA Technology Tracking System, also known as TechTracS. Under contract to Langley Research Center, TechTracS identifies and captures all NASA technologies, manages the patent prosecution process, and then tracks their progress en route to commercialization. The system supports all steps involved in various technology transfer activities, and is considered the premier intellectual asset management system used in the federal government today. NASA TechTracS consists of multiple relational databases and web servers, located at each of the 10 field centers, as well as NASA Headquarters. The system is capable of supporting the following functions: planning commercial technologies; commercialization activities; reporting new technologies and inventions; and processing and tracking intellectual property rights, licensing, partnerships, awards, and success stories. NASA TechTracS is critical to the Agency's ongoing mission to commercialize its revolutionary technologies in a variety of sectors within private industry, both aerospace and non- aerospace.

Analysis of Small Aircraft as a Transportation System

An analysis was conducted to examine the market viability of small aircraft as a transportation mode in competition with automobile and scheduled commercial air travel by estimating the pool of users that would potentially switch to on-demand air travel due to cost/time savings. The basis for the analysis model was the Integrated Air Transportation System Evaluation Tool (IATSET) which was developed under contract to NASA by the Logistics Management Institute. IATSET is a macroeconomic model that predicts at a National level the mode choice between automobile, scheduled air, and on-demand air travel based on the value of a travelers time and monetary cost of the trip. A number of modifications are detailed to the original IATSET to better model the changing small aircraft environment. The potential trip market was modeled for the Eclipse 500 operated as a corporate jet and as an air taxi for the business travel market. The Cirrus 20R and a $80K single engine piston aircraft (based on automobile manufacturing technology) are evaluated in the pleasure and personal business travel market.

Software Schedules Missions, Aids Project Management

NASA missions require advanced planning, scheduling, and management, and the Space Agency has worked extensively to develop the programs and software suites necessary to facilitate these complex missions. These enormously intricate undertakings have hundreds of active components that need constant management and monitoring. It is no surprise, then, that the software developed for these tasks is often applicable in other high-stress, complex environments, like in government or industrial settings. NASA work over the past few years has resulted in a handful of new scheduling, knowledge-management, and research tools developed under contract with one of NASA s partners. These tools have the unique responsibility of supporting NASA missions, but they are also finding uses outside of the Space Program.

Work management plan for data systems and analysis directorate

A contract with the Data Systems and Analysis Directorate contains a specified level of resources related to a specific set of work in support of three divisions within the Data Systems and Analysis Directorate. The divisions are Institutional Data Systems Division, Ground Data Systems Division, and Mission Planning and Analysis Division. The Statement of work defines at a functional requirements level the type of support to be provided to the three divisions. The contract provides for further technical direction to the contractor through issuance of Job Orders. The Job order is the prime method of further defining the work to be done, allocating a portion of the total resources in the contract to the defined tasks, and further delegating technical responsibility.

NASA space life sciences research and education support program

USRA's Division of Space Life Sciences (DSLS) was established in 1983 as the Division of Space Biomedicine to facilitate participation of the university community in biomedical research programs at the NASA Johnson Space Center (JSC). The DSLS is currently housed in the Center for Advanced Space Studies (CASS), sharing quarters with the Division of Educational Programs and the Lunar and Planetary Institute. The DSLS provides visiting scientists for the Johnson Space Center; organizes conferences, workshops, meetings, and seminars; and, through subcontracts with outside institutions, supports NASA-related research at more than 25 such entities. The DSLS has considerable experience providing visiting scientists, experts, and consultants to work in concert with NASA Life Sciences researchers to define research missions and goals and to perform a wide variety of research administration and program management tasks. The basic objectives of this contract have been to stimulate, encourage, and assist research and education in the NASA life sciences. Scientists and experts from a number of academic and research institutions in this country and abroad have been recruited to support NASA's need to find a solution to human physiological problems associated with living and working in space and on extraterrestrial bodies in the solar system.

Agricultural Breadbaskets Shift Poleward Given Adaptive Farmer Behavior Under Climate Change

Modern food production is spatially concentrated in global “breadbaskets”. A major unresolved question is whether these peak production regions will shift poleward as the climate warms, allowing some recovery of potential climaterelated losses. While agricultural impacts studies to date have focused on currently cultivated land, the Global Gridded Crop Model Intercomparison Project (GGCMI) Phase 2 experiment allows us to assess changes in both yields and the location of peak productivity regions under warming. We examine crop responses under projected end-of-century warming using 7 process-based models simulating 5 major crops (maize, rice, soybeans, and spring and winter wheat) with a variety of adaptation strategies. We find that in no-adaptation cases, when planting date and cultivar choices are held fixed, regions of peak production remain stationary and yield losses can be severe, since growing seasons contract strongly with warming. When adaptations in management practices are allowed (cultivars that retain growing season length under warming and modified planting dates), peak productivity zones shift poleward and yield losses are largely recovered. While most growing-zone shifts are ultimately limited by geography, breadbaskets studied here move poleward over 600 km on average by end of the century under RCP8.5. These results suggest that agricultural impacts assessments can be strongly biased if restricted in spatial area or in the scope of adaptive behavior considered. Accurate evaluation of food security under climate change requires global modeling and careful treatment of adaptation strategies.

Earned Value Management (EVM) Implementation Handbook

The purpose of this handbook is to provide Earned Value Management (EVM) guidance for the effective application, implementation, and utilization of EVM on NASA programs, projects, major contracts and subcontracts in a consolidated reference document. EVM is a project management process that effectively integrates a project s scope of work with schedule and cost elements for optimum project planning and control. The goal is to achieve timely and accurate quantification of progress that will facilitate management by exception and enable early visibility into the nature and the magnitude of technical problems as well as the intended course and success of corrective actions.

Apollo/Skylab suit program management systems study. Volume 2: Cost analysis

The business management methods employed in the performance of the Apollo-Skylab Suit Program are studied. The data accumulated over the span of the contract as well as the methods used to accumulate the data are examined. Management methods associated with the monitoring and control of resources applied towards the performance of the contract are also studied and recommended upon. The primary objective is the compilation, analysis, and presentation of historical cost performance criteria. Cost data are depicted for all phases of the Apollo-Skylab program in common, meaningful terms, whereby the data may be applicable to future suit program planning efforts.

An Analysis of the Speed Commands from an Interval Management Algorithm during the ATD-1 Flight Test

NASA's first Air Traffic Management Technology Demonstration (ATD-1) successfully completed a nineteen-day flight test under a NASA contract with Boeing, with Honeywell and United Airlines as sub-contractors. An Interval Management (IM) avionics prototype was built based on international IM standards, integrated into two test aircraft, and then flown in real-world conditions to determine if the goals of improving aircraft efficiency and airport throughput during high-density arrival operations could be met. This paper describes the speed behavior of the IM avionics prototype, focusing on the speed command rate and the number of speed increases.
