A cost benefit evaluation of the LANDSAT follow-on program

Results are presented of a benefit and cost study for the LANDSAT Follow-on system with a thematic mapper. The analysis shows that the present worth of the benefits exceeds the present worth of the costs by a factor between 6.5 and 13 using a 10 percent discount rate and an infinite horizon for both. This study focuses only on major, demonstrated applications, conservatively evaluated. No benefits have been included except where a definite need for the information has been shown, a mechanism for disseminating the information has been defined, a technical capability has been demonstrated, and a defendable method of evaluating the economic worth has been developed. This approach has meant that certain applications with definite promise and substantial likely benefits could not be evaluated or assigned any benefits. Mention is made of these areas, however, either in the appropriate subject chapter or in the final chapter on non-quantified benefits.

JTEC panel report on machine translation in Japan

The goal of this report is to provide an overview of the state of the art of machine translation (MT) in Japan and to provide a comparison between Japanese and Western technology in this area. The term 'machine translation' as used here, includes both the science and technology required for automating the translation of text from one human language to another. Machine translation is viewed in Japan as an important strategic technology that is expected to play a key role in Japan's increasing participation in the world economy. MT is seen in Japan as important both for assimilating information into Japanese as well as for disseminating Japanese information throughout the world. Most of the MT systems now available in Japan are transfer-based systems. The majority of them exploit a case-frame representation of the source text as the basis of the transfer process. There is a gradual movement toward the use of deeper semantic representations, and some groups are beginning to look at interlingua-based systems.

Knowledge Management

The emergence of rapidly expanding technologies for distribution and dissemination of information and knowledge has brought to focus the opportunities for development of knowledge-based networks, knowledge dissemination and knowledge management technologies and their potential applications for enhancing productivity of knowledge work. The challenging and complex problems of the future can be best addressed by developing the knowledge management as a new discipline based on an integrative synthesis of hard and soft sciences. A knowledge management professional society can provide a framework for catalyzing the development of proposed synthesis as well as serve as a focal point for coordination of professional activities in the strategic areas of education, research and technology development. Preliminary concepts for the development of the knowledge management discipline and the professional society are explored. Within this context of knowledge management discipline and the professional society, potential opportunities for application of information technologies for more effectively delivering or transferring information and knowledge (i.e., resulting from the NASA's Mission to Planet Earth) for the development of policy options in critical areas of national and global importance (i.e., policy decisions in economic and environmental areas) can be explored, particularly for those policy areas where a global collaborative knowledge network is likely to be critical to the acceptance of the policies.

Lesson Plan Prototype for International Space Station's Interactive Video Education Events

The outreach and education components of the International Space Station Program are creating a number of materials, programs, and activities that educate and inform various groups as to the implementation and purposes of the International Space Station. One of the strategies for disseminating this information to K-12 students involves an electronic class room using state of the art video conferencing technology. K-12 classrooms are able to visit the JSC, via an electronic field trip. Students interact with outreach personnel as they are taken on a tour of ISS mockups. Currently these events can be generally characterized as: Being limited to a one shot events, providing only one opportunity for students to view the ISS mockups; Using a "one to many" mode of communications; Using a transmissive, lecture based method of presenting information; Having student interactions limited to Q&A during the live event; Making limited use of media; and Lacking any formal, performance based, demonstration of learning on the part of students. My project involved developing interactive lessons for K-12 students (specifically 7th grade) that will reflect a 2nd generation design for electronic field trips. The goal of this design will be to create electronic field trips that will: Conform to national education standards; More fully utilize existing information resources; Integrate media into field trip presentations; Make support media accessible to both presenters and students; Challenge students to actively participate in field trip related activities; and Provide students with opportunities to demonstrate learning

The Data Foundry: Secure Collaboration for the Geothermal Industry: Preprint

The Data Foundry provides secure, cloud-based storage and universal access to digital information, enabling the greater geothermal industry to collaborate seamlessly with the Department of Energy (DOE), national labs, universities, and private organizations. Originally developed to support the EGS Collab project, the Data Foundry has been expanded to support FORGE, EDGE, and other DOE-funded projects, some collaborative, some private, by providing each project with a secure space and the ability to fine-tune individual access controls. In response to user feedback, it now also features improved integration with DOE’s Geothermal Data Repository (GDR), to provide a clear and convenient pathway from collaboration to publication, and to register collaborative data projects with well-known data registries like Data.gov and the National Geothermal Data System (NGDS). This paper will explore how recent concerns raised by data-centric, proprietary projects have informed development on the Data Foundry and highlight improvements designed to streamline workflows, improve access control, and promote the timely dissemination of information to the geothermal industry.

Harnessing: Technologies for Sustainable Reindeer Husbandry in the Arctic

To accelerate the development of sustainable reindeer husbandry under the lead of indigenous reindeer herders, it is critical to empower reindeer herders with the best available technologies and to promote a new kind of science where traditional knowledge is fully integrated into the scientific management of the natural environment in the Arctic. This is particularly true given the dramatic environmental, climatic, economic, social and industrial changes, which have taken place across the Arctic in recent years, all of which have had serious impacts on the reindeer herding communities of the North. The Anar Declaration, adopted by the 2d World Reindeer Herders Congress (WRHC), in Inari, Finland, June 2001drew guidelines for the development of a sustainable reindeer husbandry based on reindeer peoples values and goals. The declaration calls for the reindeer herding peoples to be given the possibilities to develop and influence the management of the reindeer industry and its natural environment because of their knowledge and traditional practices. At the same time, Arctic scientists from many institutions and governments are carrying out increasingly highly technical reindeer related research activities. It is important that the technologies and results of these activities be more commonly co-produced with the reindeer herder community and/or made more readily available to the reindeer peoples for comparison with traditional knowledge for improved herd management. This paper describes a project in which reindeer herders and scientists are utilizing technologies to create a system for collecting and sharing knowledge. The project, Reindeer Mapper, is creating an information management and knowledge sharing system, which will help make technologies more readily available to the herder community for observing, data collection and analysis, monitoring, sharing, communications, and dissemination of information - to be integrated with traditional, local knowledge. The paper describes some of the technologies which comprise the system including an intranet system to enable the team members to work together and share information electronically, remote sensing data for monitoring environmental parameters important to reindeer husbandry (e.g. SAR, Landsat), acquisition of ground-based measurements, and the GIS-based information management and knowledge sharing system.
