Reactor Performance Improvement Options to Sustain High Flux Isotope Reactor Leadership into the Future

The mission of the Neutron Sciences Directorate (NScD) at the U.S. Department of Energy’s Oak Ridge National Laboratory (ORNL) is the undertaking of high-impact research into the structure and properties of materials across the spectrum of biology, chemistry, physics, materials science, and engineering. NScD operates two world-leading neutron scattering facilities including the High Flux Isotope Reactor (HFIR) and the Spallation Neutron Source. HFIR achieved full power in 1966, and over a half century later, it continues to serve a variety of national missions. HFIR provides one of the highest steady-state neutron fluxes of any research reactor in the world to support scientific missions including cold and thermal neutron scattering, isotope production, and materials irradiation research. To sustain leadership in neutron sciences into the future, ORNL is exploring areas in which HFIR can be improved to enhance its performance. Many improvement areas are being explored such as upgrading the cold source and neutron scattering facilities; however, the improvement areas focused on in this paper include replacing the reactor pressure vessel, upgrading the neutron reflector, and converting from high-enriched uranium to low-enriched uranium fuel.

Combination of DGA and LN Columns: A Versatile Option for Isotope Production and Purification at Oak Ridge National Laboratory

The chromatographic resins DGA and LN have been used sequentially to separate curium, californium, plutonium, and various fission products (FPs) to obtain products with a pure radioisotope or a radioelement with high isotopic purity. This 2-step combination of resins has found applications in the 252 Cf and 238 Pu campaigns performed at Oak Ridge National Laboratory. Experiments have been carried out in glove boxes, shielded caves, and hot cells, demonstrating that these resins are adequate and maintain their performance in highly radiolytic environments. We find that using these resins has led to the recovery of curium highly enriched (>95%) in 248 Cm, the clean separation of 251 Cf for the superheavy element research, and the recovery of 147 Pm from the FP stream obtained during the 238 Pu production campaign while demonstrating that the raffinate post DGA is essentially free of transuranic elements.

Source size measurement options for low-emittance light sources

Radiation-based techniques for measuring electron source sizes are widely used as emittance diagnostics at existing synchrotron sources. Three of these techniques, namely, pinhole imaging, double-slit interferometry, and a K-edge filter-based beam position and size monitor system (ps-BPM), are evaluated for measuring source sizes at low-emittance storage rings. Each technique is reviewed with a detailed system description, design optimization, and practical considerations targeted for small source sizes. Pinhole imaging has the simplest setup and gives the beam profile in both transverse dimensions but with limited resolution. Double-slit interferometry has the highest resolution but with a limited detectable size range. The ps-BPM system shows reasonable resolution for monitoring small source sizes and divergence and can give real-time information of the source position and angle. New facilities may consider an integrated system that combines some or all of these techniques.

DFF Layout Variations in CMOS SOI—Analysis of Hardening by Design Options

Four D flip-flop (DFF) layouts were created from the same schematic in Sandia National Laboratories’ CMOS7 silicon-on-insulator (SOI) process. Single-event upset (SEU) modeling and testing showed an improved response with the use of shallow (not fully bottomed) N-type metal-oxide-semiconductor field-effect transistors (NMOSFETs), extending the size of the drain implant and increasing the critical charge of the transmission gates in the circuit design and layout. This research also shows the importance of correctly modeling nodal capacitance, which is a major factor determining SEU critical charge. Accurate SEU models enable the understanding of the SEU vulnerabilities and how to make the design more robust.

River Basin Export Reduction Optimization Support Tool; a tool to screen options for reducing nutrient loads while minimizing cost

Abstract Excess loading of nitrogen and phosphorus to river networks causes environmental harm, but reducing loads from large river basins is difficult and expensive. We developed a new tool, the River Basin Export Reduction Optimization Support Tool (RBEROST) to identify the least‐cost combinations of management practices that will reduce nutrient loading to target levels in downstream and mid‐network waterbodies. We demonstrate the utility of the tool in a case study in the Upper Connecticut River Basin in New England, USA. The total project cost of optimized lowest‐cost plans ranged from $18.0 million to $41.0 million per year over 15 years depending on user specifications. Plans include both point source and non‐point source management practices, and most costs are associated with urban stormwater practices. Adding a 2% margin of safety to loading targets improved the estimated probability of success from 37.5% to 99%. The large spatial scale of RBEROST, and the consideration of both point and non‐point source contributions of nutrients, make it well suited as an initial screening tool in watershed planning.

Clean Industry in China: A Techno-Economic Comparison of Electrified Heat Technologies, Barriers, and Policy Options

China’s manufacturing sector generates 61% of the country’s CO 2 emissions, nearly three-quarters of which is related to industrial process heating. To meet China’s climate targets and attain a zero-carbon industrial sector, decarbonizing these industrial heating processes is a necessity. If China’s electricity grid is similarly decarbonized, direct electrification is the most practical means of supplying this heat efficiently at the required scale.

Uranium Mass Attribute System (UMAS) Study: Evaluation of Options against the Arms Control Evaluation Criteria

In this FY19 study, a range of possible measurement systems for confirming a U-235 mass attribute were identified. The systems were reviewed for their applicability in a potential future arms control agreement, and a subset of the eight most plausible systems were selected for further evaluation against the Arms Control Evaluation Criteria (ACEC). The evaluation results were then used to identify a primary and secondary recommended measurement system for confirming a U-235 mass attribute on warheads, nuclear components of warheads, and/or materials as part of a hypothetical arms control agreement.
