Sister Rod Destructive Examinations (FY20) Appendix A: Full Length Rod Heat Treatments (FHT)

As a part of the US DOE-NE High Burnup Spent Fuel Data Project, ORNL is performing destructive examinations (DEs) of high burnup (HBU) (>45 gigawatt days per metric ton uranium) spent nuclear fuel (SNF) rods from the North Anna Nuclear Power Station operated by Dominion Energy. The SNF rods, called the “sister rods,” are all HBU and include four different kinds of fuel rod cladding: standard Zircaloy-4, low-tin Zircaloy-4, ZIRLO®, and M5®. The DEs are being conducted to obtain a baseline of the HBU rod’s condition prior to dry storage and are focused on understanding overall SNF rod strength and durability. Both composite fuel and empty cladding are being tested. While the data generated can be used for multiple purposes, a primary goal for obtaining the post-irradiation examination data will support SNF dry storage licensing and relicensing activities. This report documents the status of the ORNL Phase 1 DE activities related to full length rod heat treatments (FHT) applied to selected sister rods in Phase 1 of the sister rod test program. The results of this work and detailed examinations are summarized in the Sister Rod DE Status Report.

Doping a bad metal: Origin of suppression of the metal-insulator transition in nonstoichiometric VO 2

Rutile ( R ) phase VO 2 is a quintessential example of a strongly correlated bad metal, which undergoes a metal-insulator transition (MIT) concomitant with a structural transition to a V-V dimerized monoclinic ( M 1 ) phase below T MIT ~ 340 K . It has been experimentally illustrated that one can control this transition by doping VO 2 . In particular, doping with oxygen vacancies ( V O ) has been shown to completely suppress this MIT without any structural transition. We explain this suppression by elucidating the influence of oxygen vacancies on the electronic structure of the metallic R phase VO 2 , explicitly treating strong electron-electron correlations using dynamical mean-field theory (DMFT) as well as diffusion Monte Carlo (DMC) flavor of quantum Monte Carlo (QMC) techniques. DMC calculations show a gap closure in the M 1 phase when vacancies are present, suggesting that when vacancies are introduced in the high-temperature rutile phase, the dimerized insulating phase cannot be reached when temperature is lowered. Both DMFT and DMC calculations of nonstoichiometric metallic rutile phase shows that this tendency not to dimerize in the presence of vacancies is because V O 's tend to change the V - 3 d filling away from its nominal half-filled value, with the e g π orbitals competing with the otherwise dominant a 1 g orbital. Loss of this near orbital polarization of the a 1 g orbital is associated with a weakening of electron correlations, especially along the V-V dimerization direction. This removes a charge-density wave (CDW) instability along this direction above a critical doping concentration, which further suppresses the metal-insulator transition. Our research further suggests that the MIT is predominantly driven by a correlation-induced CDW instability along the V-V dimerization direction.

Advanced Modular Sub-Atmospheric Hybrid Heat Engine (Final Report)

The Phase 1 Final Technical Report describes the results of the work completed during the “Advanced Modular Sub-Atmospheric Hybrid Heat Engine” project. A key part of the Phase 1 work was the completion of a thermodynamic cycle analysis for the MHHE at the selected module size. The hybrid heat engine has been developed as a modular unit (sized in the range of 500kW – 60MW) that can be used with modular coal or biomass gasifiers, with distributed power generation systems, with large power plants comprised of multiple generating units, and with natural gas compression stations. The MHHE will provide cleaner, more efficient, and lower cost generation with better load following capabilities than existing competing technologies with a singular generating source such as solar farm, gas turbine, or combustion engine. The drivers of the MHHE technology are: benefits of modular power generation (reduced equipment cost, construction cost and implementation time, connection ready on delivery, flexible scalability, serviceability), fuel flexibility, lowest cost power generation and reduced emissions.A logical progression of work and a clear path forward toward meeting the FOA goals and objectives have been established. Namely, a preliminary market analysis and primary fuel identification was completed first and then the modularity of the system was defined. The benefits of the proposed hybrid and modular heat engine were described when applied to modular coal gasifiers, distributed power generators, and larger power plants. Based on the market analysis, modularity, and chosen primary fuel, a conceptual design and layout of the hybrid heat engine was developed, analyzed, and characterized. The technology gaps already identified have been reviewed and expanded upon, and a test plan to address these gaps through bench scale testing in Phase 2 has been developed. Cost estimate methodology and considerations in support of a potential Phase 2 project have been described.
