Guidelines for the development of a Project Data Management Plan (PDMP)

The purpose of this document is to assist NASA Project personnel in the preparation of their Project Data Management Plans (PDMP) in accordance with NASA Management Instruction (NMI) 8030.3A. In addition, this report summarizes the scope of a PDMP and establishes important aspects that must be addressed for the long term management and archiving of the data from a NASA space flight investigation.

TCCSP Task 6 Risk Assessment Report

For this Risk Assessment Plan, TCCSP has conducted a site-based risk assessment that quantifies the risk of CO 2 and/or brine leakage as a result of CO 2 injection at TCCSP. The risk assessment covers project planning, construction, injection, post-injection periods and closure of TCCSP. Key technical and non-technical Project risks are identified as part of the Risk Workshop and include a thorough evaluation of related scenarios. Mitigation strategies for the identified risk scenarios are defined to develop a scientifically sound, and community acceptable CO 2 storage Project.

Coal gasification systems engineering and analysis. Volume 1: Executive summary

Feasibility analyses and systems engineering studies for a 20,000 tons per day medium Btu (MBG) coal gasification plant to be built by TVA in Northern Alabama were conducted. Major objectives were as follows: (1) provide design and cost data to support the selection of a gasifier technology and other major plant design parameters, (2) provide design and cost data to support alternate product evaluation, (3) prepare a technology development plan to address areas of high technical risk, and (4) develop schedules, PERT charts, and a work breakdown structure to aid in preliminary project planning. Volume one contains a summary of gasification system characterizations. Five gasification technologies were selected for evaluation: Koppers-Totzek, Texaco, Lurgi Dry Ash, Slagging Lurgi, and Babcock and Wilcox. A summary of the trade studies and cost sensitivity analysis is included.

NASA Year 2000 (Y2K) Program Plan

NASA initiated the Year 2000 (Y2K) program in August 1996 to address the challenges imposed on Agency software, hardware, and firmware systems by the new millennium. The Agency program is centrally managed by the NASA Chief Information Officer, with decentralized execution of program requirements at each of the nine NASA Centers, Headquarters and the Jet Propulsion Laboratory. The purpose of this Program Plan is to establish Program objectives and performance goals; identify Program requirements; describe the management structure; and detail Program resources, schedules, and controls. Project plans are established for each NASA Center, Headquarters, and the Jet Propulsion Laboratory.

Ocular Blood Flow Measured Noninvasively in Zero Gravity

In spaceflight or a reduced-gravity environment, bodily fluids shift to the upper extremities of the body. The pressure inside the eye, or intraocular pressure, changes significantly. A significant number of astronauts report changes in visual acuity during orbital flight. To date this remains of unknown etiology. Could choroidal engorgement be the primary mechanism and a change in the curvature or shape of the cornea or lens be the secondary mechanism for this change in visual acuity? Perfused blood flow in the dense meshwork of capillaries of the choroidal tissue (see the preceding illustration) provides necessary nutrients to the outer layers of the retina (photoreceptors) to keep it healthy and maintain good vision. Unlike the vascular system, the choroid has no baroreceptors to autoregulate fluid shifts, so it can remain engorged, pushing the macula forward and causing a hyperopic (farsighted) shift of the eye. Experiments by researchers at the NASA Glenn Research Center could help answer this question and facilitate planning for long-duration missions. We are investigating the effects of zero gravity on the choroidal blood flow of volunteer subjects. This pilot project plans to determine if choroidal blood flow is autoregulated in a reduced-gravity environment.

Distribution of Cost Growth in Robotic Space Science Missions

Cost growth characterization is a critical factor for effective cost risk analysis and project planning. This study analyzed low level budget changes in Jet Propulsion Laboratory-managed space science missions, which occurred during the development of the project. The data was then curve fit, according to cost distribution categories, to provide a reference set of distribution parameters with sufficient granularity to effectively model cost growth in robotic space science missions.

Southern Bhutan Ecological Forecasting Project Summary - Modeling Asian Elephant (Elephas Maximus) Habitat Suitability along the Southern Bhutan Border with NASA Earth Observations

Asian elephants (Elephas maximus) are a flagship species essential for the functioning of forest ecosystems, and they also have cultural significance in Bhutan. Elephants receive the highest legal protection as listed under Schedule I of the Bhutan Forests and Nature Conservation Act, 1995. Yet, they face threats of extinction due to poaching for ivory as well as the loss and fragmentation of their habitat. Due to the recent clearing of forests and the growing populations in these areas, there has been an increase in incidents of human-elephant conflict. These conflicts have been detrimental to farmer’s annual harvests and livelihoods and have led to retaliatory killing and injury of elephants in southern Bhutan. The DEVELOP Southern Bhutan Ecological Forecasting team partnered with the Bhutan Foundation and Bhutan Tiger Center to help address this problem. The team integrated NASA Earth observations, including Landsat 5 Thematic Mapper (TM), Landsat 8 Operational Land Imager (OLI), Terra Moderate Resolution Imaging Spectroradiometer (MODIS), and the Shuttle Radar Topography Mission (SRTM) to acquire information on land cover change and elephant habitat suitability along the southern border of Bhutan. The team utilized Esri ArcGIS Pro and Software for Assisted Habitat Modeling (SAHM) for data analysis, modeling, and visualization. The team used elephant occurrence data and environmental variables to model current habitat suitability for migrating elephant populations. This analysis provided partners with maps to inform decisions about the placement and conservation of elephant corridors and helped build their capacity to use satellite data for future studies and project planning.

An Overview of NASA Engine Ice-Crystal Icing Research

Ice accretions that have formed inside gas turbine engines as a result of flight in clouds of high concentrations of ice crystals in the atmosphere have recently been identified as an aviation safety hazard. NASA s Aviation Safety Program (AvSP) has made plans to conduct research in this area to address the hazard. This paper gives an overview of NASA s engine ice-crystal icing research project plans. Included are the rationale, approach, and details of various aspects of NASA s research.

Improving Flood and Drought Management in Agricultural River Basins: An Application to the Mun River Basin in Thailand

Agriculture productivity is regularly affected by floods and droughts, and the severity is likely to increase in the future. Even if significant efforts are spent on water development projects, ineffective project planning often means that they continue to occur or are only partly mitigated, for example, in the Mun River Basin, Thailand, where 1000s of water projects have been implemented. Despite this, the basin regularly experiences floods and droughts. In this study, an analysis of the adverse impacts of basin-scale floods and droughts on rice cultivation in the Mun River Basin is conducted, and an estimation of the coping capacity of existing measures. The results demonstrate that while the total storage capacity of in-situ and ongoing projects would be sufficient to tackle both hazards, it can only be achieved if the projects are effectively utilised. Based on this, proposed solutions for the region include small farm ponds, a subsurface floodwater harvesting system, and oxbow lake reconnections. The suggested measures are practicable, economical, environmentally low-impact, and their implementation (if executed with appropriate care) would reduce flood and drought problems in the basin. Notably, the measures and calculation methods proposed for this basin can also be applied to other crops and regions.

Phase C/D program development plan. Volume 1: Program plan

The Phase C/D definition of the Modular Space Station has been developed. The modular approach selected during the option period was evaluated, requirements were defined, and program definition and preliminary design were accomplished. The Space Station Project is covered in depth, the research applications module is limited to a project-level definition, and the shuttle operations are included for interface requirements identification, scheduling, and costing. Discussed in detail are: (1) baseline program and project descriptions; (2) phase project planning; (3) modular space station program schedule; (4) program management plan; (5) operations; (6) facilities; (7) logistics; and (8) manpower.

NASA atmospheric effects of aviation projects: Status and plans

NASA's Atmospheric Effects of Aviation Project is developing a scientific basis for assessment of the atmospheric impact of subsonic and supersonic aviation. Issues addressed include predicted ozone changes and climatic impact, and related uncertainties. A primary goal is to assist assessments of United Nations scientific organizations and, hence, consideration of emission standards by the International Civil Aviation Organization. Project focus is on simulation of atmospheric processes by computer models, but studies of aircraft operations, laboratory studies, and remote and in situ observations of chemical, dynamic, and radiative processes are also included.

Stennis Space Center Environmental Geographic Information System

As NASA's lead center for rocket propulsion testing, the John C. Stennis Space Center (SSC) monitors and assesses the off-site impacts of such testing through its Environmental Office (SSC-EO) using acoustical models and ancillary data. The SSC-EO has developed a geographical database, called the SSC Environmental Geographic Information System (SSC-EGIS), that covers an eight-county area bordering the NASA facility. Through the SSC-EGIS, the Enivronmental Office inventories, assesses, and manages the nearly 139,000 acres that comprise Stennis Space Center and its surrounding acoustical buffer zone. The SSC-EGIS contains in-house data as well as a wide range of data obtained from outside sources, including private agencies and local, county, state, and U.S. government agencies. The database comprises cadastral/geodetic, hydrology, infrastructure, geo-political, physical geography, and socio-economic vector and raster layers. The imagery contained in the database is varied, including low-resolution imagery, such as Landsat TM and SPOT; high-resolution imagery, such as IKONOS and AVIRIS; and aerial photographs. The SSC-EGIS has been an integral part of several major projects and the model upon which similar EGIS's will be developed for other NASA facilities. The Corps of Engineers utilized the SSC-EGIS in a plan to establish wetland mitigation sites within the SSC buffer zone. Mississippi State University employed the SSC-EGIS in a preliminary study to evaluate public access points within the buffer zone. The SSC-EO has also expressly used the SSC-EGIS to assess noise pollution modeling, land management/wetland mitigation assessment, environmental hazards mapping, and protected areas mapping for archaeological sites and for threatened and endangered species habitats. The SSC-EO has several active and planned projects that will also make use of the SSC-EGIS during this and the coming fiscal year.

The current status of and future outlook for the NASA space program

A brief general overview of NASA programs and planning is presented. Topics discussed include long-term policy goals (creating commercial opportunities, construction of the International Space Station, and manned planetary missions), the scientific and technological projects planned for the Space Station, the key role of the Space Station in solar-system exploration, the pathfinder-technologies concept, and the comprehensive remote-sensing program Mission to Planet Earth.

Nuclear thermal propulsion workshop overview

NASA is planning an Exploration Technology Program as part of the Space Exploration Initiative to return U.S. astronauts to the moon, conduct intensive robotic exploration of the moon and Mars, and to conduct a piloted mission to Mars by 2019. Nuclear Propulsion is one of the key technology thrust for the human mission to Mars. The workshop addresses NTP (Nuclear Thermal Rocket) technologies with purpose to: assess the state-of-the-art of nuclear propulsion concepts; assess the potential benefits of the concepts for the mission to Mars; identify critical, enabling technologies; lay-out (first order) technology development plans including facility requirements; and estimate the cost of developing these technologies to flight-ready status. The output from the workshop will serve as a data base for nuclear propulsion project planning.

Advanced Mixed Mode Combustor for Hydrogen F-Class Retrofit (Final Report)

This objective of this project was to develop a retrofittable combustor module for the GE Vernova Operations LLC (GE Vernova, GEV) frame 7F gas turbine (GT) that would allow operation on blends of hydrogen in Natural Gas (NG) between 0% and 100%. The new system was to be part of a package that retained current cycle performance while limiting the increase in NOx emissions to the equivalent of 25ppm (parts per million by volume dry at 15% O2, ppmvd15) with consideration for the impact of hydrogen fuel on the O2 correction. The expectation was that with the addition of Axial Fuel Staging (AFS), turndown within emission compliance would be extended to below 20% GT load. The original project plan included three budget periods (BPs): BP1 spanning October 1, 2022 through August 31, 2024; BP2 spanning September 1, 2024 through December 31, 2025; and BP3 spanning January 1, 2026 through September 30, 2026. The project was terminated early by the DOE on October 10, 2025 about three months prior to the end of BP2. BP3 activities were therefore cancelled. The program was on track to meet all objectives prior to the DOE termination. This Final Report covers work completed during BP1 and BP2 prior to the program termination.

Experiences in managing the Prometheus Project

Congress authorized NASA?s Prometheus Project in February 2003, with the first Prometheus mission slated to explore the icy moons of Jupiter. The Project had two major objectives: (1) to develop a nuclear reactor that would provide unprecedented levels of power and show that it could be processed safely and operated reliably in space for long-duration, deep-space exploration and (2) to explore the three icy moons of Jupiter - Callisto, Ganymede, and Europa - and return science data that would meet the scientific goals as set forth in the Decadal Survey Report of the National Academy of Sciences. Early in Project planning, it was determined that the development of the Prometheus nuclear powered Spaceship would be complex and require the intellectual knowledge residing at numerous organizations across the country. In addition, because of the complex nature of the Project and the multiple partners, approaches beyond those successfully used to manage a typical JPL project would be needed. This paper1 will describe the key experiences in managing Prometheus that should prove useful for future projects of similar scope and magnitude

Orbit Determination Covariance Analyses for the Parker Solar Probe Mission

This paper details pre-launch navigation covariance analyses for the Parker Solar Probe mission. Baseline models and error assumptions are outlined. The results demonstrate how navigation will satisfy requirements and are used to define operational plans. A few sensitivities are identified and the accompanying investigations are described. Predicted state uncertainty results show that most requirements are met with substantial margin. Moreover, navigation sensitivities may be accommodated operationally and this has been incorporated into project planning. Detailed results are presented only for select launch dates, however twenty unique trajectories (one per launch opportunity) have been assessed.
