CBRN Situational Awareness Tools for the Modern Age

CBRN Situational awareness (SA) should be a key operational requirement in the CNI area of discussion, not only for the “boots-on-the-ground” warfighter, but at a strategic level. For example, maneuver plans will need to be developed for contamination avoidance and battlefield survivability. Large datasets from instruments dispersed across the battlefield will thus need to be collected and processed into a holistic assessment of the radiological hazard. From there, hazard maps then must be distributed at the tactical level, all while continuing to effectively engage a peer adversary. This vision represents a network of sensors, software tools, data processing algorithms, communications suites, and common operational picture (COP) platforms working in concert to inform warfighters and command echelons alike of evolving nuclear and radiological hazards. This complex system-of-systems and the ultimate goal of effective engagement in a nuclear or radiological-hazard battlefield can be achieved through pursuit of improvement in collaborative SA tools.

Electronic Visualization Laboratory's 50th Anniversary Retrospective: Look to the Future, Build on the Past

September 2023 marks the 50th anniversary of the Electronic Visualization Laboratory (EVL) at University of Illinois Chicago (UIC). EVL's introduction of the CAVE Automatic Virtual Environment in 1992, the first widely replicated, projection-based, walk-in, virtual-reality (VR) system in the world, put EVL at the forefront of collaborative, immersive data exploration and analytics. However, the journey did not begin then. Since its founding in 1973, EVL has been developing tools and techniques for real-time, interactive visualizations—pillars of VR. But EVL's culture is also relevant to its successes, as it has always been an interdisciplinary lab that fosters teamwork, where each person's expertise contributes to the development of the necessary tools, hardware, system software, applications, and human interface models to solve problems. Over the years, as multidisciplinary collaborations evolved and advanced scientific instruments and data resources were distributed globally, the need to access and share data and visualizations while working with colleagues, local and remote, synchronous and asynchronous, also became important fields of study. This paper is a retrospective of EVL's past 50 years that surveys the many networked, immersive, collaborative visualization and VR systems and applications it developed and deployed, as well as lessons learned and future plans.

Intelligent, grid-friendly, modular extreme fast charging system with solid-state DC protection

The development of electric vehicle (EV) charging infrastructure is crucial for the widespread adoption of electric transportation. However, implementing such infrastructure is a complex task that requires consideration of factors such as space limitations, adherence to industry standards, grid capacity, and other technical and policy issues. This project seeks to create a framework for the efficient design of compact medium voltage (MV) extreme fast charging (XFC) stations for EVs. The station design involves the use of a solid-state transformer (SST) that connects to the MV distribution network, delivering power to a shared DC bus. This innovative approach eliminates the need for a step-down transformer to provide low-voltage service by connecting directly to the MV distribution network. Eliminating the low-frequency transformer not only reduces the system footprint and losses but also eliminates inrush currents during grid black-start. Additionally, placing power electronics directly on the distribution system allows for high-bandwidth filtering and power factor correction. The inclusion of a shared DC bus enables multiple charging dispensers and DC storage/generation units to connect, forming a DC microgrid. This setup facilitates power sharing with minimal conversion stages. The project showcases a DC distribution network protected by intelligent solid-state (SS) DC circuit breakers (DCCB) capable of isolating the smallest section of the faulted circuit much faster than existing mechanical solutions.

Quantifying the Protectability of Power Systems for Restoration Applications

With the increasing availability of distributed energy resources, controllable switches, and advanced metering infrastructure, distribution systems are exploring opportunities for improving system reliability through fault location, isolation, and service restoration. During permanent outages, this requires islanding microgrids and/or reconfiguration of the feeders; however, it is critical to assess the protection of the islanded/reconfigured networks before transition because the rated load and fault current conditions change. This paper presents a novel “protectability” metric that quantifies the protection performance and allows the operators to compare the effectiveness of the protection between two or more possible reconfiguration and islanding approaches. We present the mathematical formulation and assumptions for the metric. Multiple configurations of the Electric Power Research Institute J1 feeder, both in grid-connected and weak-sourced islanded operation, are used to demonstrate the performance of the metric with reference to overcurrent protection. Takeaways for future studies on system planning integration are provided.

Enhancing the Survivability of Power Systems With Grid-Edge DERs Against DoS Attacks

Power system survivability, defined as the ability of a system to maintain steady-state functionality under varying operational conditions, reflects its resilience against disturbances. While existing research primarily focuses on physical-layer disturbances, the increasing prevalence of grid-edge DERs, which are primarily used for integrating renewable energy, has significantly expanded the cyber attack surface. As a result, operational disruptions caused by cyber threats are posing significant challenges to system survivability and cannot be overlooked. To fill this gap, we redefine system survivability to incorporate the cyber layer’s status and propose a Distributionally Robust Optimization (DRO) approach to enhance power system survivability against potential cyber-physical threats. In this paper, we first analyze the operational guidelines of systems with a high penetration of DERs under various cyber network conditions and redefine survivability in this context. Next, we focus on the most common cyber threat, Denial-of-Service (DoS) attacks, and develop a corresponding attack model. This model allows for the creation of a kernel-based ambiguity set that captures attack uncertainties using historical data. Finally, we transform the proposed DRO model as a tractable optimization problem, with its solution providing an optimal cyber redundancy plan to enhance system survivability in DoS attack scenarios. Simulation results on the IEEE 13-node and 123-node test feeders demonstrate the effectiveness of our proposed model in improving system survivability. This model can also be expanded to include other types of common attacks and serve as a comprehensive planning tool to improve overall cyber physical survival of the system.

A two-stage service restoration method for electric power distribution systems

Improving the reliability of power distribution systems is critically important for both utilities and customers. This calls for an efficient service restoration module within a distribution management system to support the implementation of self-healing smart grid networks. Although the emerging smart grid technologies, including distributed generators (DGs) and remote-controlled switches, enhance the self-healing capability and allow faster recovery, they still pose additional complexity to the service restoration problem, especially under cold load pickup (CLPU) conditions. Herein, a novel two-stage restoration framework is proposed to generate a restoration solutions with a sequence of control actions. The first stage generates a restoration plan that supports both the traditional service restoration using feeder reconfiguration and the grid-forming DG-assisted intentional islanding methods. The second stage generates an optimal sequence of switching operations to bring the outaged system quickly to the final restored configuration. The problem is formulated as a mixed-integer linear program that incorporates system connectivity, operating constraints, and the CLPU models. It is demonstrated that on using a multi-feeder test case, the proposed framework is effective in utilizing all available resources to quickly restore the service and generate an optimal sequence of switching actions to be used by the operator to reach the desired optimal configuration.

Equitable Energy Transition Planning in Holyoke, Massachusetts: A Technical Analysis for Strategic Gas Decommissioning and Grid Resiliency

Buildings account for 30% of the emissions in Massachusetts and are the largest source of emissions in the United States, along with transportation. Pipeline-delivered methane gas is the dominant heating source in Massachusetts, representing 51% of heating in the state. The current gas network in Massachusetts and across many other US states is aging, a relic of the coal gas era, with thousands of miles of cast iron and unprotected steel pipes that are considered leak prone. Even newer plastic pipes are subject to degradation and in need of replacement, an upgrade that averages $2.8 million per mile of pipeline replacement across investor-owned utilities in Massachusetts.

Integrated U.S. nationwide corridor charging infrastructure planning for mass electrification of inter-city trips

This study introduces an integrated modeling framework to evaluate long-term national corridor charging infrastructure requirements in the United States to support the growing inter-city charging demand with the rapid growth in the battery electric vehicle (BEV) market. The core model is an optimization model that considers spatial and temporal dimensions and models heterogeneous behaviors between travelers. The model also introduces the travelers’ inconvenience cost function by linking travelers’ acceptance of the charging infrastructure with exogenous technology and social factors. The inconvenience cost function simulates mode choice between BEVs and alternative modes by heterogenous travelers. We applied the framework to assess the inter-regional charging infrastructure requirements for the entire U.S. mainland interstate highway network. We evaluated impacts on the infrastructure design and its public acceptance with changes in policy, technology, and demographic characteristics, and we also quantified the importance of modeling full-scale inter-regional charging infrastructure requirements compared to the conventional regional level analyses.

Spatial Impacts of Electric Vehicle Charging on Power Grid Stability: A Downtown Atlanta Case Study

The rapid increase in electric vehicle (EV) charging demand poses a potential risk to power grid stability, particularly as the spatial distribution of this demand remains underexplored. Existing research often focuses on technical optimization models while overlooking the geographic and human dynamics that affect energy consumption. This study addresses this gap by incorporating mobility data to estimate both building energy use and EV charging demand while also considering geographic factors for a better understanding of grid load. Using agent-based simulations and the Open-Source Distribution System Simulator, the study evaluates the effect of various EV penetration scenarios on grid voltage and unbalance. The results show that, although voltage remains within acceptable limits at lower EV penetration rates, significant voltage drop and unbalance occur as EV penetration exceeds 40%, particularly in residential areas with high charging demand. This study offers a framework for integrating spatial analysis and mobility data in power network simulations, providing insights for future EV infrastructure planning.

A General Method for Estimating Zonal Transmission Interface Limits from Nodal Network Data: Preprint

Capacity expansion models for the electric power system often employ zonal (rather than nodal) resolution, necessitating estimates of aggregate power transfer limits across the interfaces between model zones. Interface limits between planning areas are sometimes published, but they are not generalizable to arbitrary zone shapes. There is thus a need for a reproducible method for estimating interface transfer limits (ITLs) between user-defined zones directly from nodal transmission system data. Here, we present a simple method for estimating ITLs using a DC power flow approximation via the power transfer distribution factor (PTDF) matrix. Linear optimization is performed to identify the distribution of power flows that maximizes the total flow on interface-crossing lines, subject to individual line ratings, limits on bus injection/withdrawal, and the relationships among flows, injections, and withdrawals imposed by the PTDF matrix. We demonstrate the application of the method on a 134-zone ~65000-bus system, and we explore the influence of flow direction, contingency level, and zone size on the estimated ITLs. There is significant heterogeneity in the ratio of the ITL to the sum of interface-crossing line ratings, which highlights the importance of accounting for the physical constraints on power flows imposed by Kirchhoff's laws when estimating zonal ITLs.

Power system restoration incorporating diverse distributed energy resources

An example system includes an aggregator configured to receive a service collaboration request and iteratively determine, based on minimum and maximum power values for DERs under its management, an optimized operation schedule. The aggregator may also be configured to iteratively determine, based on the optimized operation schedule, an estimated flexibility range for devices under its management and output an indication thereof. The system may also include a power management unit (PMU) configured to iteratively receive the indication and determine, based on a network model that includes the estimated flexibility range, a reconfiguration plan and an overall optimized operation schedule for the network. The PMU may also be configured to iteratively cause reconfiguration of the network based on the plan. The PMU and aggregator may also be configured to iteratively, at a fast timescale, cause energy resources under their management to modify operation based on the overall optimized operation schedule.

Accelerating Transitions to Zero Carbon Power Systems

As power systems evolve, becoming increasingly renewable, distributed, dynamic, and digital, managing them becomes ever more challenging and complex. System operators serve as the "air traffic controllers" for electricity grids, working to balance supply and demand, manage evolving electricity markets, and ensure the safety and reliability of electricity systems. To adapt to the rapidly changing energy landscape and support the transition to modern, zero carbon power systems, system operators must develop and adopt new technologies, approaches, and frameworks. The Global Power System Transformation (G-PST) Consortium is a network of system operators, research institutions, and industry partners working to accelerate and scale the technical solutions required to transform our world's power systems. By developing and sharing robust models and tools, research and demonstration results, knowledge, and innovation, the G-PST Consortium is empowering system operators to transition to 100% renewable energy while ensuring the reliability, safety, and cost-effectiveness of grid operations.

Improving Solar and Solar+Storage Screening Techniques to Reduce Utility Interconnection Time and Costs (Final Technical Report)

Residential PV installations have increased rapidly over the last decade, and the increased application volume has caused permitting delays and lower overall adoption rates. In this project, we developed and evaluated whether data-driven secondary modeling and screening techniques can help utilities assess customer applications more accurately than traditional screening shortcuts. Secondary topologies are predicted using decision trees and commonly available information, such as service transformer, customer, and street locations. Conductors were predicted using a logistic regression method based on real world object (RWO) types, service transformer ratings, conductor length, and distance to transformer. After developing the combined primary and secondary distribution network model, hosting capacity results were used to train a random forest model to predict the pass/fail likelihood of a customer application. Powerflow based models with predicted secondaries and data-driven methods both increased the screening success rate, relative to common utility heuristics, by as much as 55 percentage points. Data-driven screening techniques were described by one utility as a "right-sized" approach for residential customers given the low-risk of small errors and the high-cost of accurate modeling.

Wetlands Delineation Report: Big Eddy-Ostrander Transmission Line

Pacific Northwest National Labs (PNNL) was contracted by BPA to prepare a Wetland Delineation Report to support project planning and compliance with state and federal wetland and waterway removal/fill regulations. This report documents the wetlands and waterways of the U.S./State located along the 66.5 miles of existing transmission line, the access road network, and in areas where hazard trees would be removed.

Combined Effects of Electric Vehicle Charging and Rooftop Solar Integration on Voltage Imbalance in Residential Distribution Networks

Residential electric vehicle (EV) chargers, as single phase loads, contribute to unbalanced voltage drops across phases, while rooftop solar systems, as single phase generators, can exacerbate voltage imbalance by causing unbalanced voltage increases. This paper investigates combined effects of residential EV charging and rooftop solar generation on voltage imbalance in residential distribution grids. The study examines these simultaneous impacts using the IEEE 8500-node test system, enhanced with a secondary network to realistically model the EV chargers and rooftop solar integration. To account for the variability and uncertainty in the EV charging loads and solar generation, a Monte Carlo approach is employed to capture and quantify the simultaneous impact of the EV charging and rooftop solar integration. In this approach, multiple influencing factors are considered, including state-of-charge (SOC), maximum charging power levels, and geographic distribution of chargers. The results provide practical insights for utilities and stakeholders, offering expectations for planning and operating strategies that effectively manage the increasing adoption of EVs and solar power while maintaining grid reliability.

A hybrid architecture for volt-var control in active distribution grids

Modern active distribution grids are characterized by the increasing penetration of distributed energy resources (DERs). The proper coordination and scheduling of a large numbers of these small-scale and spatially distributed DERs is necessary, and warrants the use of novel distributed approaches. In this paper, we propose a hybrid volt-var control architecture for the distribution grid, which leverages existing centralized and local approaches to planning, decision making, and control, and augments it with distributed optimization and distributed control for DER management. First, we propose a convex model to describe the power physics of distribution grids of meshed topology and unbalanced structure, based on current injection and McCormick Envelopes. Second, we employ the distributed proximal atomic coordination (PAC) algorithm to coordinate DERs to provide voltage support. We implement volt-var optimization by optimally coordinating DERs including PV smart inverters and demand response. We present results using the IEEE-34 bus network, using real data from a distribution feeder in Hawaii, to model load and PV generation. Different levels of DER penetration and objective functions are simulated. Finally, our results show the need for the coordination of DERs to improve voltage profiles, even in networks with existing voltage control devices. Further, we show the need for flexible reactive power capabilities to achieve desired grid performance.

Seismic monitoring of CO 2 geosequestration using multi-well 4D DAS VSP: Stage 3 of the CO2CRC Otway project

An important part of any CO 2 geosequestration project is to ensure CO 2 containment and conformance in the subsurface. This is generally done by implementing a comprehensive, risk-based Measurement, Monitoring and Verification plan, a key element of which is active time-lapse seismic monitoring. However, high cost and environmental impact of the standard surface seismic monitoring dictate the need for a cost-effective and environmentally friendly alternative. An opportunity to develop such method emerges with advances in distributed acoustic sensing (DAS) technology, which turns an optical fibre into a seismic sensor with dense spatial sampling. DAS can be permanently deployed in multiple wells across the geosequestration site providing a robust and non-intrusive network of seismic receivers. This approach was developed and tested in the CO2CRC Otway project, where injection of 15 kt of CO 2 at 1.5 km depth was monitored with a 4D vertical seismic profiling (VSP) using five borehole DAS arrays and mobile vibroseis sources. The 4D DAS VSP in each of the five wells provides broadly consistent images of the CO 2 plume with some differences due to different illumination of the target horizon, lateral variation of velocities, and seismic anisotropy. When the newly injected CO 2 reaches a CO 2 plume created as a result of an earlier injection into the same formation ~600 m updip, 4D DAS VSP shows a change in reflectivity in that area and beyond. Furthermore, this shows a potential of 4D DAS VSP for monitoring gas injection into gas-saturated reservoirs.

Initial Systems-Level Assessment of a Distributed Direct Air Capture System Concept at the Urban-scale (UrbanDAC)

Direct Air Capture (DAC) systems offer a promising solution for mitigating global carbon emissions by directly removing ambient carbon dioxide (CO 2 ) from the atmosphere. While future DAC facilities are typically envisioned as being large and centralized, small-scale systems present an alternative approach with advantages such as adaptability and lower uptake costs. By harnessing waste heat from the built environment, such small-scale systems become distributed DAC at the urban scale (UrbanDAC) that benefit from existing urban infrastructure, while presenting challenges such as identifying eligible buildings and sustainable transportation and storage of captured CO 2 . Collaborating with engineering experts and developers of a DAC unit that can be co-located with cooling towers of existing commercial buildings, this study explores the systems-level implications of UrbanDAC using a geographically explicit multi-decision criteria analysis (MCDA) framework. By considering various infrastructure and environmental factors, network analysis and geospatial techniques are applied to identify optimal building candidates for distributed DAC units within Knoxville, Tennessee, USA, as a representative mid-size city. The selected outputs of the MCDA are used to explore a scenario that assumes a CO 2 collection and transport route for 20 high-ranking candidate buildings; total carbon emissions, EV energy consumption, and net carbon dioxide removal (CDR) are then calculated. Results suggest that the spatial variation of optimal candidates between thriving commercial areas is an important planning consideration. Examining the feasibility of UrbanDAC at an urban planning level provides valuable insights into the barriers and enabling conditions for CDR in cities, where the vast majority of CO 2 emissions are produced, and supports decision-making processes for the implementation of decarbonization initiatives. Through this initial assessment, this research acts as a pilot study for an emerging technology that highlights the importance of distributed DAC technologies in addressing climate change and emphasizes the need for further research and exploration in this domain.
