Development of Prototypical District-Scale Models

The U.S. has set the climate goal to achieve net-zero greenhouse gas emissions by 2050. District-scale solutions, which include scale-specific opportunities for energy and emissions savings, can be investigated and implemented to help accelerate decarbonization and progress toward this goal. However, there is currently a lack of district-scale models of buildings and community energy systems that can be used to evaluate potential district-scale technologies and strategies across a range of representative community types. This initial work aims to define and develop prototype district models that can be adapted to support the planning, design, and operation of buildings and energy systems in districts considering the complexity and interactions of diverse building loads, weather impacts, distributed energy resources (e.g., PV, EV, electric and thermal energy storage), electric and thermal grid systems, and pricing signals. An overall workflow for developing these prototype district models is established. Stakeholders and potential users of the prototype district models provided technical feedback. The specifications of the selected high priority districts were defined and documented in a scorecard format. An example prototype district model was implemented with the URBANopt platform workflows. A case study was performed to demonstrate the model application.

Distributed Energy Resource Cybersecurity Framework Best Practices

Current cybersecurity challenges for distributed energy resources (DERs) stem from the integration of various systems and the cyber-physical security concerns they bring. Although frameworks exist for industrial control systems and other energy systems, a simple guided tool that can prioritize recommended actions for controls specific to DERs is lacking. Additionally, the novelty of the field has made it difficult to create a standardized procedure for DERs with cybersecurity in mind. In response to this critical need to address cybersecurity risk management, the National Renewable Energy Laboratory (NREL) has developed a framework and accompanying web application known as the Distributed Energy Resources Cybersecurity Framework (DERCF) (Powell, 2019). A brief overview of the DERCF can be found in Section 1.2. This document provides a guide to cybersecurity best practices identified by technical research and site visits where the framework was used to assess the cybersecurity posture of DER systems.

FY 2021 Isolated Grids and Grid-Connected Turbine Reference Systems; Microgrids, Infrastructure Resilience, and Advanced Controls Launchpad (MIRACL)

For individuals, businesses, and communities focused on building resilient electrical grid infrastructure, wind energy can provide an affordable, accessible, and compatible distributed energy resource option that also enhances the capabilities of local grid operations. The Microgrids, Infrastructure Resilience, and Advanced Controls Launchpad (MIRACL) project is a multi-year distributed wind research effort, driven through a partnership between four Department of Energy National Laboratories and industry to develop and improve the planning, design, and operation of wind-centered microgrids to complement solar, energy storage, and other distributed energy resources for grid-tied and isolated operation (U.S. Department of Energy, 2021). This report documents the application of methods developed through the initial three years of the MIRACL project to two real-world distributed wind reference systems. Specifically, the methods demonstrated in this report include 1) a market valuation framework to comprehensively value the services distributed wind can provide and 2) a resilience framework that enables stakeholders to characterize distribution system resilience and compare grid investment decisions from a resilience perspective. Additional methods mentioned in this report include distributed hybrid system design methods for grid resilience, advanced control co-simulation platforms, and power hardware-in-the-loop (PHIL) models. Preliminary results from these additional methods are presented in this report and will be demonstrated and/or applied to the reference systems in the coming year. The purpose of applying these methods to reference systems is to drive technology transfer of the theories, methodologies, and technologies developed under the MIRACL project and increase the number of referenceable case studies available to stakeholders interested in additional value-added capabilities of wind systems beyond bulk energy supply (i.e. kilowatt-hours).

An Overview of Behind-the-Meter Solar-Plus-Storage Program Design: With Considerations for India

Indian consumers have been deploying behind-the-meter generation (predominantly diesel backup, and, more recently, photovoltaic) and storage systems (predominantly lead-acid and other kinds of batteries as uninterrupted power supplies) by the millions for decades) to address reliability issues within the Indian power system. The same energy storage systems could provide additional services to the consumer and distribution companies if properly regulated and designed from the outset to be grid interactive. Grid-connected distributed solar PV (DPV), or rooftop solar, has also seen wide deployment in India and features prominently in the Government of India’s plans for a transition to clean, reliable, and affordable energy for all. At the same time, many utilities and state governments, as well as the central government in India are currently funding-constrained for both operational and future capital expenditures in the power sector, and some perceive customer-sited resources as exacerbating existing financial challenges. In that context, behind-the-meter energy storage systems paired with distributed photovoltaic (DPV) - with the capability to act as both generation and load - represent a potentially unique and disruptive power sector technology capable of providing a range of important services to customers, utilities, and the broader power system in India. This report aims to offer a comprehensive, evidence-based approach to designing customer programs based on experience in the United States that can help regulators, utilities, and policymakers in India manage the range of challenges and opportunities that increased behind-the-meter energy storage deployment will bring to the power system, in particular when these systems are paired with DPV.

Providencia Island White Papers: Hawaii, USA: A Grid Planning Case Study for Providencia Island, Colombia

Special considerations exist for island grids seeking to smoothly integrate distributed energy resources (DERs), such as rooftop photovoltaics (PV), with an existing fossil fuel-based grid without compromising system stability and reliability. Hawaii, having successfully integrated nonconventional renewable energy sources for a hybrid electricity grid, may serve as a guide for technical specifications and interconnection policy. Island grid planners may seek to follow Hawaii's example by standardizing technical specifications of generators, particularly for advanced inverter components.
