Advanced nuclear reactor integration opportunities for the pulp and paper industry in the U.S. context: Technical perspectives, gap analysis, and preliminary technoeconomic assessment

Pulp and paper (P&P) manufacturing requires a large amount of low-pressure (LP) steam to digest, wash wood fibers and dry pulp into paper. Most of the LP steam is extracted from backpressure turbines that produce power from high-pressure (HP) steam. This HP steam is generated from burning wood waste material; bark is burned in hog boilers, and lignin is boiled in a black liquor recovery boiler. In a typical integrated P&P mill, 50–100% of the steam is produced from these sources, while additional steam is produced in natural gas (NG), fuel oil, or coal boilers. The other energy-intensive process in the plant is the chemical-recovery section (e.g., lime kiln), which requires high-temperature processing from NG combustion to retrieve and recirculate spent chemicals. This paper assesses the energy and heat demand and material balances of a typical generic kraft pulp mill, along with the nuclear heat, steam, and power integration opportunities to replace conventional combustion systems. The paper also addresses steam and electricity generation through a comprehensive technical and engineering gap analysis of five different nuclear-integration opportunities and their process economics, thus enabling the lignin and bark to be further processed into biobased chemicals or fuels, as well as the potential to reduce overall emissions from kraft pulping. Preliminary findings have shown that the P&P industry could achieve technological benefits by integrating their current manufacturing process with small modular nuclear reactors (SMNRs) on a national level. This research aims to set the path forward for a cleaner and more resilient P&P industry.

Use of Operating Agreements and Energy Storage to Reduce Photovoltaic Interconnection Costs: Technical and Economic Analysis

This report presents an analytical methodology to identify alternative options to manage interconnection costs and streamline interconnection timelines for distribution system-connected photovoltaic (PV) systems not co-located with load. Specifically, the report details the methodology and results of an analysis that: 1. Identifies potential grid violations that would be induced by a PV system requesting interconnection to a distribution circuit; 2. Identifies multiple technically viable options for mitigating the potential violations, including infrastructure upgrades, downsizing the PV system size, curtailment of PV, and addition of battery energy storage; 3. Defines the required technical operating parameters of the system in order to mitigate all potential violations (the "Operating Envelope"); 4. Compares the economics of each option, from the PV developer's perspective. The analysis supports the ongoing evolution of interconnection standards for combined PV and energy storage systems by providing a methodology to define allowable maximum export limits during each hour. The methodology presented could be used by utilities as part of the interconnection study process, to inform negotiations with DER developers and the drafting of mutually acceptable interconnection agreements. The resulting technical operating parameters could be included as part of the interconnection service agreement (ISA) between the system owner and the utility company. The companion report to this analysis, Gill et al. (2022), details the envisioned framework for the implementation of the technical operating parameters.

Optimization in the design of a 12 gigahertz low cost ground receiving system for broadcast satellites. Volume 1: System design, performance, and cost analysis

The technical and economical feasibility of using the 12 GHz band for broadcasting from satellites were examined. Among the assigned frequency bands for broadcast satellites, the 12 GHz band system offers the most channels. It also has the least interference on and from the terrestrial communication links. The system design and analysis are carried out on the basis of a decision analysis model. Technical difficulties in achieving low-cost 12 GHz ground receivers are solved by making use of a die cast aluminum packaging, a hybrid integrated circuit mixer, a cavity stabilized Gunn oscillator and other state-of-the-art microwave technologies for the receiver front-end. A working model was designed and tested, which used frequency modulation. A final design for the 2.6 GHz system ground receiver is also presented. The cost of the ground-terminal was analyzed and minimized for a given figure-of-merit (a ratio of receiving antenna gain to receiver system noise temperature). The results were used to analyze the performance and cost of the whole satellite system.

Sensitivity analysis of the technical and economic feasibility of converter-interfaced CHP System

The adoption of small-to-medium sized (1MW~20MW) combined heat and power (CHP) system is lagging, especially in industrial and commercial applications. Our prior research has proved that interfacing CHP with grid-ready converters can increase its economic value and technical benefits; this paper is focused on investigating the critical parameters impacting profitability of converter-interfaced CHP, including CHP sizing scenario, energy price, generator cost, converter cost, voltage support price, converter to engine size ratio and interconnection delay. An automatic toolkit for evaluating CHP return on investment (ROI) is developed to enhance the computation capability and efficiency. Based on varying the value of critical parameters, 975 use cases are analyzed. Results show that the profitability of converter-interfaced CHP over directly-coupled CHP is more sensitive to energy price, delays in interconnection process, converter cost and much less to generator cost or voltage support price.

Integrated orbital servicing study for low-cost payload programs. Volume 2: Technical and cost analysis

Orbital maintenance concepts were examined in an effort to determine a cost effective orbital maintenance system compatible with the space transportation system. An on-orbit servicer maintenance system is recommended as the most cost effective system. A pivoting arm on-orbit servicer was selected and a preliminary design was prepared. It is indicated that orbital maintenance does not have any significant impact on the space transportation system.

An analysis of the technical status of high level radioactive waste and spent fuel management systems

The technical status of the old U.S. mailine program for high level radioactive nuclear waste management, and the newly-developing program for disposal of unreprocessed spent fuel was assessed. The method of long term containment for both of these waste forms is considered to be deep geologic isolation in bedded salt. Each major component of both waste management systems is analyzed in terms of its scientific feasibility, technical achievability and engineering achievability. The resulting matrix leads to a systematic identification of major unresolved technical or scientific questions and/or gaps in these programs.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 14: An analysis of the technical communications practices reported by Israeli and US aerospace engineers and scientists

As part of Phase 4 of the NASA/DoD Aerospace Knowledge Diffusion Research Project, two pilot studies were conducted that investigated the technical communications practices of Israeli and U.S. aerospace engineers and scientists. Both studies had the same five objectives: first, to solicit the opinions of aerospace engineers and scientists regarding the importance of technical communications to their profession; second, to determine the use and production of technical communications by aerospace engineers and scientists; third, to seek their view about the appropriate content of an undergraduate course in technical communications; fourth, to determine aerospace engineers' and scientists' use of libraries, technical information centers, and on-line databases; and fifth, to determine the use and importance of computer and information technology to them. A self-administered questionnaire was mailed to randomly selected U.S. aerospace engineers and scientists who are working in cryogenics, adaptive walls, and magnetic suspension. A slightly modified version was sent to Israeli aerospace engineers and scientists working at Israel Aircraft Industries, LTD. Responses of the Israeli and U.S. aerospace engineers and scientists to selected questions are presented in this paper.

System Studies for Global Nuclear Assurance and Security (GNAS): 3S Risk Analysis for Portable Nuclear Reactors (Volume II) -- Conclusions and Implications

Growing interest in compact, easily transportable sources of baseload electricity has manifested in the proposal and early deployment of portable nuclear reactors (PNRs). PNRs are sought because they are scalable, efficient, and cost-effective for meeting energy demands in unique, remote, or contested areas. For example, Russia's KLT-40S Akademik Lomonosov is a floating nuclear power plant (FNPP) that successfully reached the Arctic coastal city of Pevek. It began providing power to the local grid in December 2019. While providing such key advantages as having a highly flexible power generation mechanism, FNPPs appear to directly challenge international norms and conventions for nuclear safety, safeguards, and security. FNPPs are neither a purely fixed nuclear fuel cycle activity nor a purely transportation-based nuclear fuel cycle activity. In response, Sandia's Mitigating International Nuclear Enogy Risks (MINER) research perspective frames this discussion in terms of risk complexity and the interdependencies between safety, safeguards, and security in FNPPs, and PNRs more generally. This systems study is a technically rigorous analysis of the safety, safeguards, and security risks of FNPP technologies. This research's aims are three-fold. The first aim is to provide analytical evidence to support safety, safeguards, and security claims related to PNRs and FNPPs (Study Report Volume I). Second, this study aims to introduce a systems- theoretic approach for exploring interdependencies between the technical evaluations (Study Report Volume II). The third aim is to show Sandia's ability for prompt, rigorous, and technical analysis to support emerging complex MINER mission objectives.
