Managing cooperative research and development ventures

As cooperative ventures to conduct research and development become increasingly attractive, management of these collective undertakings poses new challenges to executives. In selecting the most appropriate organizational structure and strategy the author suggests that the collective enterprise executive must strike the best balance among three distinct but related elements: contribution of the participants; creation of benefits; and transfer of benefits to contributors. Eight types of cooperative R&D ventures are proposed with discussion of the unique management tasks associated with each type.

Simulation Of Research And Development Projects

Measures of preference for alternative project plans calculated. Simulation of Research and Development Projects (SIMRAND) program aids in optimal allocation of research and development resources needed to achieve project goals. Models system subsets or project tasks as various network paths to final goal. Each path described in terms of such task variables as cost per hour, cost per unit, and availability of resources. Uncertainty incorporated by treating task variables as probabilistic random variables. Written in Microsoft FORTRAN 77.

NASA's Center Innovation Fund (CIF) Internal Research and Development (IRAD) Handling Qualities Study on the Mikrolar Motion Platform Test Report

In order to support the National Aeronautics and Space Administration’s (NASA) Extravehicular Activity and Surface Mobility Program (EHP), system engineers, designers, and researchers embarked on a yearlong challenge to develop a new lunar rover-based motion table simulator to study handling qualities of lunar rovers in the lunar South Pole region, support development research for any lunar rover vendor, and provide a lunar training capability for future lunar/planetary astronauts. In 1989, the United Kingdom’s Royal Air Force Institute of Aviation Medicine (RAF-IAM) stated that motion platforms are the only simulation devices capable of fully stimulating the body motion sensors. They confirmed that motion platforms can impart accelerations to the whole body and therefore exercise the automatic motion feedback-loop that operators are used to. With both visual and motion cues handling the vehicle becomes more realistic. Strachan (2019) con-firms motion cueing from a well set-up motion platform has been found to be important especially in conditions such as night or reduced visibility where motion cues may be more relied upon

Statistical Methodologies to Integrate Experimental and Computational Research

Development of advanced algorithms for simulating engine flow paths requires the integration of fundamental experiments with the validation of enhanced mathematical models. In this paper, we provide an overview of statistical methods to strategically and efficiently conduct experiments and computational model refinement. Moreover, the integration of experimental and computational research efforts is emphasized. With a statistical engineering perspective, scientific and engineering expertise is combined with statistical sciences to gain deeper insights into experimental phenomenon and code development performance; supporting the overall research objectives. The particular statistical methods discussed are design of experiments, response surface methodology, and uncertainty analysis and planning. Their application is illustrated with a coaxial free jet experiment and a turbulence model refinement investigation. Our goal is to provide an overview, focusing on concepts rather than practice, to demonstrate the benefits of using statistical methods in research and development, thereby encouraging their broader and more systematic application.

Selected Research and Development Topics on Aerospace Communications at NASA Glenn Research Center

This presentation discusses some of the efforts on communications RD that have been performed or are currently underway at NASA Glenn Research Center. The primary purpose of this presentation is to outline some RD topics to serve as talking points for a Technical Interchange Meeting with the Ohio State University. The meeting is scheduled to take place at The ElectroScience Laboratory of the Ohio State University on February 24, 2014.

CSM research: Testbed development

The Computational Structural Mechanics (CSM) Activity at Langley Research Center is developing methods for structural analysis on modern computers. To facilitate that research effort, a Testbed Development environment is being constructed. It is the purpose of the Testbed to insulate researchers from differences in the computer operating systems of modern computer systems and permit concentrated effort on the analytical problem rather than the analytical tools required to solve that problem. While modern computers enable the solution of larger problems of increasing complexity, they do so at a cost. Distributed computer environments, vector processing hardware and multiple processors dominate the current computer environment and threaten to overwhelm future analysis software. The systems software for current computers becomes more complex in order to manage the increasing complexity. The applications developer is caught between conflicting goals. They must take advantage of the computing power of new computer systems while maintaining a stable software development system. The CSM Testbed is being developed to address this problem for the computational structural analysis research community. The Langley CSM activity was initiated in October 1984. The current directions for the Testbed Development Team of the Langley CSM activity are discussed.

Federal research and development for satellite communications

A Committee on Satellite Communication (COSC) was formed under the auspices of the Space Applications Board (SAB) in order to study Federal research and development on satellite communications (SC). Discussion on whether to continue the research and development and the proper role of the Federal Government are addressed. Discussion focussed on six possible options for a Federal role in SC research and development: (1) the current NASA SC program; (2) an expanded NASA SC technology program; (3) a SC technology flight test support program; (4) an experimental SC technology flight program; (5) an experimental public service SC system program; and (6) an operational public service SC system program. Decision criteria and recommendations are presented.

Accelerating Laboratory-Based, All-Solid-State Battery Research and Development: Industrially Relevant Small-Batch Dry-Processing, Small and Low-Cost Test Fixtures, and Short-Tolerant Separators

This work presents improvements to mixing (for dry-processed electrodes), separator robustness, and cell testing jigs for all-solid-state batteries (ASSBs). These developments combine synergistically to enable rapid research and development of ASSB catholytes. A mechanical "kneader" is designed and built which emulates the mixing and fibrillation of poly-tetrafluoroethylene binder that occurs in industrially relevant twin-screw extruders. A modest improvement in the mixing and dispersion catholyte materials is observed using micro-resolution X-ray computed tomography (X-ray CT). Catholytes are paired with an In-metal anode and separated by a novel, dual-layer, polyaramid-fiber-supported, sulfide-solid electrolyte (Li6 PS5 Cl) separator. This separator achieves high short tolerance which enabled a 95% success rate across 20 attempted cells and to date over 100 successful cells have been built. ASSBs were tested in a 2032 coin-cell format. Simultaneous cycling of a large number of cells is further enabled by a compact and low cost (~ 38 USD per jig) pressure application jig of which 100 have been constructed to date. The utility of these advances is demonstrated through a brief study on the effect cathode-side conductive carbon and current collector type has on capacity and rate performance.
