Beyond DERMS: Platform Development, Flexibility, Prediction, and Value Measurements

This report describes the results from the “Beyond DERMS” project that aims to build, deploy, and demonstrate - at megawatt scale with thousands of devices - a holistic platform that supports the integrated operation and planning of future power distribution networks with bi-directional power flows, many diverse distributed energy resources (DERs), and inverter-based resources. The results demonstrate how emerging ‘internet of energy’ technologies can be leveraged to simultaneously solve the grid problems of today and prepare for the challenges of tomorrow in a way that goes beyond the capabilities of existing distributed energy resource management systems (DERMS).

PopGNN: Graph Neural Network-Based Flexible Future Population Forecasting Model

Accurate population forecasts is important to plan critical infrastructure and services, from housing and education to healthcare and transport. However, traditional population prediction studies have only employed traditional machine learning models limited to capture complex spatial interdependencies and patterns. Althogh recently computer vision-based framework was introduced with with promising accuracy, it has critical limitations for real-world planning applications: it function only at fixed spatial resolutions, restricting their use in diverse boundaries such as census tracts, neighborhoods, or administrative zones. Therefore, this study suggests a Graph Neural Network (GNN)-based population prediction framework, called PopGNN. This model recorded remarkable performance compared with state-of-the-art models and traditional baseline models in the grid and administrative boundaries. Furthermore, our framework achieved comparable predictive accuracy to a computer vision-based model in both the South Korea and Tennessee case studies. Consequently, this study is valuable in that a single model can provide accurate population forecasts that address diverse planning demands, ranging from granular grid-level estimates for precise service allocation and facility location planning to aggregate administrative-level forecasts for macro-scale regional policy and resource distribution.

Cyber-Informed Engineering (CIE) Guide for States

The Cyber-Informed Engineering (CIE) Guide for States provides state energy offices, public utility commissions, and partner organizations with a structured framework for integrating cyber-resilient engineering practices into energy planning, grantmaking, interconnection processes, and workforce development. As grid digitalization and the adoption of distributed energy resources accelerate, states face expanding cyber-physical risks that traditional cybersecurity measures alone cannot fully address. CIE offers a proactive, consequence-focused engineering methodology that emphasizes eliminating or mitigating high-impact failure modes through design, physical controls, and operational safeguards. The guide outlines the 12 core CIE principles, demonstrates their application through state-focused use cases—including grant evaluation rubrics, interconnection reviews, allow-list development, and training programs—and provides practical tools such as scoring frameworks, impact assessment methods, and implementation checklists. It also highlights pathways for state–utility collaboration and opportunities for technical assistance from national laboratories. By adopting CIE, states can enhance grid reliability, reduce lifecycle costs, strengthen supply-chain assurance, and foster a security-aware engineering culture that aligns with broader resilience and modernization goals. Clean Grid Vision: A U.S. Perspective - Executive Summary

Clean Grid Vision: A U.S. Perspective aims to present a range of possible pathways for future grid development and call attention to some common trends. It focuses on the lessons learned through NREL’s studies of the U.S. power sector that have measured the impacts of high-penetration VRE and have tested strategies for enhancing grid flexibility and reliability. As such, this report is limited in its scope and does not attempt to review or summarize all grid integration literature. While it refers to relevant external literature to provide context when needed, this report is primarily a summary of the National Renewable Energy Laboratory’s (NREL’s) research in the past 5 years on five key topics: grid planning and operation, grid reliability at the distribution level, grid reliability at the transmission level, demand-side resources, and power markets—each corresponds to a chapter in this report. The main insights of the report are presented in this executive summary.

GMLC Survey of Distributed Energy Resource Interconnection and Interoperability Standards

This document reports on the Grid Modernization Laboratory Consortium effort to identify gaps in standards for the interconnection and interoperability of distributed energy resources (DERs). The project extended a 3-year period from 2017 to 2019. Under the work plan, the team identified standards and test procedures related to interconnection and interoperability, grouped under the broad headings of their primary applicable technology domain: automotive, responsive loads, photovoltaic inverters, inverter-based energy storage, machine-based DERs, and microgrids. The team then conducted a gap analysis by comparing the current standards to the expected future requirements needed for specific grid services. Overall, gaps could be any activity needed to harmonize requirements among standards development organizations, minimize conflicting requirements among technology domains, or streamline conformance test procedures.

Foundations for the Future Power System: Inverter-Based Resource Interconnection Standards

As power systems evolve to become reliant on solar, wind, batteries, and other inverter-based resources (IBRs), it is essential that those resources meet certain minimum performance and capability criteria designed to ensure the power system operates stably and reliably. Because those criteria, as enshrined in interconnection standards, take years to develop and are very long lived, they need to account for not only the present state of the power system but also its expected future state over the lifetime of the power plants to which they will apply. In addition, they need to be specific enough to ensure reliability without over specifying and, thereby, impeding innovation. Because power systems are shifting rapidly from a state where IBRs make up a small to medium portion of generation to one where the generation will, at times, come predominantly from IBRs, interconnection standards are especially challenging to develop today. Good interconnection standards can make the power system more reliable and less costly to operate, whereas poorly designed standards can lead to major problems, like the famous German 50.2-Hz problem, which introduced a risk of losing many gigawatts of solar on a frequency excursion and resulted in many IBRs being retrofitted at great cost to mitigate a major system reliability risk. Readying the power system by specifying forward-looking technical minimum functional capabilities for IBRs can be an effective approach to avoid future retrofits.

Distributed Energy Resources as an Equity Asset: Lessons Learned from Deployments in Disadvantaged Communities

For an Energy System to be truly equitable, it should provide affordable and reliable energy services to disadvantaged and underserved populations. Disadvantaged communities often face a combination of economic, social, health, and environmental burdens and may be geographically isolated (e.g., rural communities), which systematically limits their opportunity to fully participate in aspects of economic, social, and civic life.

Integration of Utility Distributed Energy Resource Management System and Aggregators for Evolving Distribution System Operators

With the rapid integration of distributed energy resources (DERs), distribution utilities are faced with new and unprecedented issues. New challenges introduced by high penetration of DERs range from poor observability to overload and reverse power flow problems, under-over-voltages, maloperation of legacy protection systems, and requirements for new planning procedures. Distribution utility personnel are not adequately trained, and legacy control centers are not properly equipped to cope with these issues. Fortunately, distribution energy resource management systems (DERMSs) are emerging software technologies aimed to provide distribution system operators (DSOs) with a specialized set of tools to enable them to overcome the issues caused by DERs and to maximize the benefits of the presence of high penetration of these novel resources. However, as DERMS technology is still emerging, its definition is vague and can refer to very different levels of software hierarchies, spanning from decentralized virtual power plants to DER aggregators and fully centralized enterprise systems (called utility DERMS). Although they are all frequently simply called DERMS, these software technologies have different sets of tools and aim to provide different services to different stakeholders. This paper explores how these different software technologies can complement each other, and how they can provide significant benefits to DSOs in enabling them to successfully manage evolving distribution networks with high penetration of DERs when they are integrated together into the control centers of distribution utilities.

Quantifying the Protectability of Power Systems for Restoration Applications

With the increasing availability of distributed energy resources, controllable switches, and advanced metering infrastructure, distribution systems are exploring opportunities for improving system reliability through fault location, isolation, and service restoration. During permanent outages, this requires islanding microgrids and/or reconfiguration of the feeders; however, it is critical to assess the protection of the islanded/reconfigured networks before transition because the rated load and fault current conditions change. This paper presents a novel “protectability” metric that quantifies the protection performance and allows the operators to compare the effectiveness of the protection between two or more possible reconfiguration and islanding approaches. We present the mathematical formulation and assumptions for the metric. Multiple configurations of the Electric Power Research Institute J1 feeder, both in grid-connected and weak-sourced islanded operation, are used to demonstrate the performance of the metric with reference to overcurrent protection. Takeaways for future studies on system planning integration are provided.

The 2030 National Charging Network: Estimating U.S. Light-Duty Demand for Electric Vehicle Charging Infrastructure

With the support of DOE's Vehicle Technologies Office and the DOE/DOT Joint Office (JO), NREL has applied the EVI-X modeling suite to conduct a National Electric Vehicle Infrastructure Needs Assessment. This report considers a 2030 scenario in which 50% of light-duty sales are electric (including plug-in hybrids), resulting in an on-road stock of 33 million vehicles. We consider the needs of vehicles used for typical daily driving, drivers without access to residential charging, corridor charging supporting long-distance travel, and ride-hailing electrification. We find that a cumulative capital investment of $82 billion in public and private charging infrastructure will be necessary in our baseline scenario (approximately 3x greater than our estimate of planned investments to date). This result is framed as a conservative estimate as the assumed costs include charging equipment and installation but exclude the cost of grid upgrades and distributed energy resources.

Insights into Methodologies and Operational Details of Resource Adequacy Assessment: A Case Study with Application to a Broader Flexibility Framework

Assessing and maintaining resource adequacy (RA) is a core pillar of power systems. However, recent changes in the physical makeup of these systems and the conditions under which these systems must operate have yielded a renewed interest in the methods, metrics, and assumptions that underpin RA assessments. In this paper, we systematically explore a wide range of RA modeling dimensions, including: the objective function and level of operational detail in the underlying model formulation; the quantity (look-ahead) and quality (accuracy) of data that is available for making operational decisions within those models; and the physical configuration of solar photovoltaics (PV) with battery storage hybrid resources. We apply a set of probabilistic RA tools and production cost modeling tools to a realistic test system based loosely on a future Electric Reliability Council of Texas power system dominated by solar PV resources. Under the assumptions of our system and models, we find that multi-stage probabilistic assessments may provide a more robust evaluation of RA by capturing a wider range of operational and system interactions, but this comes at a computational cost of 1-2 orders of magnitude longer run time depending on the specific configuration. In addition, the information on thermal generator availability impacts RA performance by an order of magnitude more than solar resource forecasts, which is driven by the comparatively larger magnitude of thermal outages than solar forecast errors within our test system. Lastly, the flexibility provided by hybrid and other resources can help reduce system load-shedding event frequencies and enable the system to be more robust to inaccurate forecast information, and alternative hybrid inverter sizes can impact RA levels by 1-2 orders of magnitude. Our results point to the importance of a broader flexibility framework to describe the interaction between (1) flexibility "supply" from both physical resource capabilities and operational constraints considered in the modeling, and (2) flexibility "demand" from forecast errors, thermal generator outages, and other sources of uncertainty, as well as their RA impacts. Results are likely sensitive to the system buildout explored; future work could consider additional system configurations and conditions.

A Case Study about Energy and Cost Impacts for Different Community Scenarios Using a Community-Scale Building Energy Modeling Tool

The United States building sector consumed approximately 75% of electricity in 2019. By implementing renewable energy technologies and control strategies into buildings, future buildings will serve as energy generators as well as consumers. To accommodate this transition, communications among buildings and between buildings and the grid could provide more possibilities to optimize the energy performance of buildings. This paper develops a community-scale building energy model tool and conducts a case study adopting behind-the-meter distributed energy resources, sharing energy in different buildings, and using different electricity tariff structures. Three scenarios are studied: (1) electricity only supplied by the grid, (2) photovoltaic (PV) panels installed on and available to some but not all buildings, and (3) a connected community. To consider the impacts of locations and energy tariffs, this paper selects four cities and three electricity tariffs to evaluate the energy and cost performances of these three scenarios. The results show that the PV panels in Scenario 2 reduce 25% to 33% of the community-level electricity consumption and 20% to 30% of the community-level electricity cost compared with Scenario 1 in all studied locations and energy tariffs. By considering power management in the connected community (Scenario 3), the electricity consumption and cost can be further reduced by 6% to 7% and 5% to 11%, respectively, compared with Scenario 2.
