Candidates and priorities for technology assessments: A survey of Federal executive agency professionals

A survey was conducted to provide a list of candidates for technology assessment for the purpose of assisting NSF in its role of supporting planning and assessment activities in and out of government. The study was to result in: a list of subjects which survey participants suggested needed technology assessment together with an indication of the frequency of each subject mentioned; suggested criteria for categorization of subjects for assessment; preliminary evaluation of the urgency and of the significance of each candidate based on responses obtained by the survey; and levels of government and agency location for recommended technology assessments.

Conclusions and Federal actions

Findings regarding fluorocarbon production, the roles of ozone and fluorocarbons in atmospheric chemistry, the depletion of stratospheric ozone by fluorocarbons, and various effects of this depletion are outlined. Research into these areas is described and recommendations are given for governmental action to reduce the release of fluorocarbons to the environment.

Federal Aviation Administration's approach to engine rotor integrity

Sections of the U.S. Airworthiness Standards which contribute to rotor integrity are explored. Reports published under NASA's Rotor Burst Protection program are included in current FAA studies to determine the weight penalty for two different levels of increased containment, and the penalty associated with protecting critical structure and systems, the passenger cabin, and the flight deck by strategic location of armor shields or deflector plates. Findings of the two studies will be used to propose revisions to regulations to reduce uncontained rotor failures.

Who should conduct aeronautical R and D for the Federal Government?

It was found that Government laboratories, and especially NASA laboratories, should be the prime national producers of applied research in aeronautics. American aeronautic needs the new stimulus of markedly increased outputs of broad-based innovative research from NASA laboratories more than it needs most of the technology advancement and development-oriented programs currently underway in these laboratories. The Government should use manufacturing companies for the vast bulk of development and most technology advancement. However, the Government will have to implement programs to encourage the transfer of full information on technology and research advancements, from the companies that do this work for the Government, to competing companies. Universities should be the primary sources of basic research. Service R&D companies and non-profit R&D institutions provide valuable, specialized, supplementary technical capabilities and other unique attributes, which together span the entire spectrum of aeronautical R&D.

A study of worldwide communications markets: The relationship between federally sponsored research and development and competitiveness of US industry in this market

Many factors have been reviewed in an attempt to seek criteria for the establishment of regions or nations as potential customers for space communication systems. These include economic measures, demographic distributions, topographic variations, physical size, national dispersion, telephones available, investment credit viability, and the general level of technology within the population. A major consideration is the fact that essentially all nations are subject to significant financial constraints. Consequently, some form of national investment priorities becomes necessary, and these priorities are generally perceived differently according to the factors mentioned above and also according to the personalities and interests of each nation's decision makers.

Evaluation of Federal Aviation Administration ion engine exhaust sampling rake

A FAA exhaust emissions rake was tested in the Experimental Clean Combustor Program, Phase 3 to permit comparison of the values of gaseous emissions and smoke measured by the FAA rake with those measured with the NASA Pratt and Whitney Aircraft (P and WA) rake used in the Phase 3 Experimental Clean Combustor Program and with station seven probes. The results showed that the levels of CO, THC, NOx and smoke measured by the FAA and NASA/P and WA rakes agree well at high power, but that CO emissions measured by the FAA rake were approximately 10 percent higher than those measured by the NASA/P and WA rake at low power.
