Economic Analysis in the Pacific Northwest Land Resources Project: Theoretical Considerations and Preliminary Results

The Pacific Northwest Land Resources Inventory Demonstration Project i s an a ttempt to combine a whole spectrum of heterogeneous geographic, institutional and applications elements in a synergistic approach to the evaluation of remote sensing techniques. This diversity is the prime motivating factor behind a theoretical investigation of alternative economic analysis procedures. For a multitude of reasons--simplicity, ease of understanding, financial constraints and credibility, among others--cost-effectiveness emerges as the most practical tool for conducting such evaluation determinatIons in the Pacific Northwest. Preliminary findings in two water resource application areas suggest, in conformity with most published studies, that Lands at-aided data collection methods enjoy substantial cost advantages over alternative techniques. The pntential for sensitivity analysis based on cost/accuracy tradeoffs is considered on a theoretical plane in the absence of current accuracy figures concerning the Landsat-aided approach.

Documentation of the analysis of the benefits and costs of aeronautical research and technology models, volume 1

The analysis of the benefits and costs of aeronautical research and technology (ABC-ART) models are documented. These models were developed by NASA for use in analyzing the economic feasibility of applying advanced aeronautical technology to future civil aircraft. The methodology is composed of three major modules: fleet accounting module, airframe manufacturing module, and air carrier module. The fleet accounting module is used to estimate the number of new aircraft required as a function of time to meet demand. This estimation is based primarily upon the expected retirement age of existing aircraft and the expected change in revenue passenger miles demanded. Fuel consumption estimates are also generated by this module. The airframe manufacturer module is used to analyze the feasibility of the manufacturing the new aircraft demanded. The module includes logic for production scheduling and estimating manufacturing costs. For a series of aircraft selling prices, a cash flow analysis is performed and a rate of return on investment is calculated. The air carrier module provides a tool for analyzing the financial feasibility of an airline purchasing and operating the new aircraft. This module includes a methodology for computing the air carrier direct and indirect operating costs, performing a cash flow analysis, and estimating the internal rate of return on investment for a set of aircraft purchase prices.

Market assessment of photovoltaic power systems for agricultural applications in the Philippines

The market potential in the Philippines for stand alone photovoltaic (P/V) systems in agriculture was assessed. Applications include: irrigation, postharvest operation, food and fiber processing and storage, and livestock and fisheries operations. Power and energy use profiles for many applications as well as assessments of business, government and financial climate for P/V sales are described. Many characteristics of the Philippine agriculture and energy sector favorably influence the use of P/V systems. However, serious and significant barriers prevent achieving the technically feasible, cost competitive market for P/V systems in the agricultural sector. The reason for the small market is the limited availability capital for financing P/V systems. It is suggested that innovative financing schemes and promotional campaigns should be devised.

Highlights of NASA/DOE photovoltaic market assessment visit to Morocco

A broad range of agricultural, rural development, and other power applications in various regions of Morocco were examined to determine the potential market for photovoltaic products in Moroccan development. The primary focus of the study was the agriculture sector which accounts for approximately 17% of the country's GNP. The country has a clear need for reliable remote power systems, but does not have the financial resources to invest in the relatively high capital cost PV equipment. A modest potential for PV use was identified in nonagricultural rural services, such as refrigerators for rural clinics and rural radio-telephones. The main potential for PV in Morocco in the next five years lies mainly in the telecommunications sector. Applications include rural TV sets, TV repeater stations, microwave relay stations, and railroad, marine, and airline signalling. Market size estimates were derived from development and expansion plans. At an average customer cost for complete installed systems from $18/Wp to $30/Wp the total potential market value is estimated in the range of $6.6 to $11 million over the 1981-1986 period.

The Space Shuttle in perspective

Commercial aspects of the Space Shuttle are examined, with attention given to charges to users, schedule of launches and reimbursement, kinds of payload and their selection, NASA authority, space allocation, and risk, liability, and insurance. It is concluded that insurance to reduce the risk, incentives that NASA is willing to make available to U.S. industry, and the demonstrated willingness of industry and the financial community to invest their funds in space ventures indicate that the new Shuttle capabilities will exponentially increase commercial activities in space during the 1980s.

Transportation systems evaluation methodology development and applications, phase 3

Transportation systems or proposed changes in current systems are evaluated. Four principal evaluation criteria are incorporated in the process, operating performance characteristics as viewed by potential users, decisions based on the perceived impacts of the system, estimating what is required to reduce the system to practice; and predicting the ability of the concept to attract financial support. A series of matrix multiplications in which the various matrices represent evaluations in a logical sequence of the various discrete steps in a management decision process is used. One or more alternatives are compared with the current situation, and the result provides a numerical rating which determines the desirability of each alternative relative to the norm and to each other. The steps in the decision process are isolated so that contributions of each to the final result are readily analyzed. The ability to protect against bias on the part of the evaluators, and the fact that system parameters which are basically qualitative in nature can be easily included are advantageous.

Market assessment of photovoltaic power systems for agricultural applications in Morocco

Results of a month-long study in Morocco aimed at assessing the market potential for stand-alone photovoltaic systems in agriculture and rural service applications are presented. The following applications, requiring less than 15 kW of power, are described: irrigation, cattle watering, refrigeration, crop processing, potable water and educational TV. Telecommunications and transportation signalling applications, descriptions of power and energy use profiles, assessments of business environment, government and private sector attitudes towards photovoltaics, and financing were also considered. The Moroccan market presents both advantages and disadvantages for American PV manufacturers. The principle advantages of the Moroccan market are: a limited grid, interest in and present use of PV in communications applications, attractive investment incentives, and a stated policy favoring American investment. Disadvantages include: lack of government incentives for PV use, general unfamiliarity with PV technology, high first cost of PV, a well-established market network for diesel generators, and difficulty with financing. The market for PV in Morocco (1981-1986), will be relatively small, about 340 kwp. The market for PV is likely to be more favorable in telecommunications, transport signalling and some rural services. The primary market appears to be in the public (i.e., government) rather than private sector, due to financial constraints and the high price of PV relative to conventional power sector.

International market assessment of stand-alone photovoltaic power systems for cottage industry applications

The final result of an international assessment of the market for stand-alone photovoltaic systems in cottage industry applications is reported. Nonindustrialized countries without centrally planned economies were considered. Cottage industries were defined as small rural manufacturers, employing less than 50 people, producing consumer and simple products. The data to support this analysis were obtained from secondary and expert sources in the U.S. and in-country field investigations of the Philippines and Mexico. The near-term market for photovoltaics for rural cottage industry applications appears to be limited to demonstration projects and pilot programs, based on an in-depth study of the nature of cottage industry, its role in the rural economy, the electric energy requirements of cottage industry, and a financial analysis of stand-alone photovoltaic systems as compared to their most viable competitor, diesel driven generators. Photovoltaics are shown to be a better long-term option only for very low power requirements. Some of these uses would include clay mixers, grinders, centrifuges, lathes, power saws and lighting of a workshop.

A normative price for energy from an electricity generation system: An Owner-dependent Methodology for Energy Generation (system) Assessment (OMEGA). Volume 1: Summary

The utility owned solar electric system methodology is generalized and updated. The net present value of the system is determined by consideration of all financial benefits and costs (including a specified return on investment). Life cycle costs, life cycle revenues, and residual system values are obtained. Break even values of system parameters are estimated by setting the net present value to zero. While the model was designed for photovoltaic generators with a possible thermal energy byproduct, it applicability is not limited to such systems. The resulting owner-dependent methodology for energy generation system assessment consists of a few equations that can be evaluated without the aid of a high-speed computer.
