We report on our activities and findings associated with the award DE-SC0021425. The goal of this project was to further our understanding of the limiting mechanisms behind finite photocathode lifetime and to improve the performance of high current sources of relativistic electrons, both spin-polarized and unpolarized.

Alternative handedness and sign conventions for relating the orientation of elliptical polarization are discussed. The discussion proceeds under two headings: (1) snapshot picture, where the emphasis for the convention is contained in the concept of handedness; and (2) angular momentum consideration, where the emphasis for the convention is strongly associated with mathematical convention and the sign of the fourth Stokes parameter.
During the outbound pass of Nov. 1, 1968, Ogo 5 sporadically encountered the low-altitude polar cusp at low magnetic latitudes. The spacecraft remained in the cusp beyond six earth radii, and it then traversed the interface region between the magnetospheric cusp and the magnetosheath. Two large scale discontinuities were detected in this sheath-cusp transition region, and several possible interpretations are evaluated here. At 1427 UT, local changes in magnetic field orientation and the variation in ULF magnetic power spectral density were typical of shifts detected at the magnetopause, although the spacecraft did not traverse a true boundary of warm plasma at this point. The second discontinuity, detected at 1456 UT, resembled a collisionless shock, and it was characterized by observations of intense, impulsive VLF electric field bursts and rapid local variations in both total ion flux and differential electron flux. The simplest interpretation is that Ogo 5 had traversed a standing shock within the sheath.
The relation between the azimuthal component of the interplanetary magnetic field and the polar cap geomagnetic field is discussed. The geomagnetic effects can be described as produced by an ionospheric current system encircling the magnetic pole. The sense of the current is clockwise during toward-sectors and reversed during away-sectors. The importance of this very direct solar-terrestrial relation is stressed. A recent magnetic sunspot cycle model is discussed as inferred from this relationship, the basic feature being that the sun reproduces the same sector pattern during every sunspot cycle.
Changes of the geometry of the open field line region (namely, the polar cap) caused by the passage of a tangential IMF discontinuity are simulated using the model constructed by Akasofu and Roederer (1983). A singly-bounded open field line region tends to split into two, forming a narrow closed field line region and thus allowing the formations of a plasma sheet and of an auroral arc across the highest latitude region of the earth. The three-dimensional geometry of some of the closed field lines in the narrow closed region is examined. In this connection, an interesting observation of the formation of an auroral arc over Thule, Greenland, is reported.
The perturbation affecting IR radiative heating rates of the lower stratosphere that are prompted by the occurrence of polar stratospheric clouds (PSCs) during the Arctic and Antarctic winter are presently calculated by means of a multispectral radiative transfer code that allows for scattering, absorption, and thermal emission by particles and gases. Attention is given to perturbations arising from both the particulate opacity of the PSCs and the decrease of H2O vapor accompanying their formation. For plausible values of model parameters, the former, direct effect is always one of increased radiative cooling, while the indirect effect is always one of decreased cooling.
Observations of Antarctic polar stratospheric clouds (PSCs) were examined using the 1-micron aerosol extinction ratio data from the SAM II satellite experiment for the years 1979-1982 and 1984-1987. PSCs were sighted between 10 and 25 km and were usually first observed by mid-June. Clouds disappeared earlier at higher altitudes (late August near 24 km, in most cases) and later at lower altitudes (late September or October near 16 km). It was found that PSCs persisted longer in 1985 and 1987 at 18 km and were more frequently observed in September and October 1987 than the other years. Inference of likely PSC formation regions from National Meteorological Center temperature data indicated that clouds would begin forming in late May and usually disappear in September. This analysis confirmed the persistence of colder conditions during the spring of 1987.
How ozone, clouds, and airborne dust affect CO2 ice formation and sublimation is examined to determine if they help explain the asymmetry in the residual polar caps. The radiative flux striking the surface is calculated for 57 solar and 10 IR wavelength intervals from 0 to 100 microns including the scatering, absorption, and emission by O3, CO2, clouds, and dust. UV absorption by H2O, O2, HO2, and H2O2 is also included, as is Rayleigh scattering. The discrete ordinate method of Stamnes et al. (1988) treats the emission, scattering, and absorption of monochromatic radiation.
A numerical evaluation is presented of the regime of validity for various rough surface scattering theories against numerical results obtained by employing the method of moments. The contribution of each theory is considered up to second order in the perturbation expansion for the surface current. Considering both vertical and horizontal polarizations, the unified perturbation method provides best results among all theories weighed.

The requirements reflect the fact that these instruments must be compatible with a number of different polar orbiting satellite vehicles including the NOAA-OPQ satellites and the EUMETSAT METOP satellites. The instrument payload will interface to the spacecraft via several standardized communication busses. The document defines the multiplex data bus conforming to the MIL-STD-1553B protocol for command and telemetry transfer between a spacecraft system and all instruments.

We present the first maps of the apparent thermal inertia and albedo of the north polar region of Mars. The observations used to create these maps were acquired by the infrared thermal mapper (IRTM) instruments on the two Viking orbiters over a 50-day period in 1978 during the Martian early northern summer season. The maps cover the region from 60 deg N to the north pole at a spatial resolution of 1/2 deg of latitude. The analysis and interpretation of these maps is aided by the results of a one-dimensional radiative convective model, which is used to calculate diurnal variations in surface and atmospheric temperatures, and brightness temperatures at the top of the atmospphere for a wide range of assumptions concerning aerosol optical properties and aerosol optical depths. The results of these calculations show that the effects of the Martian atmosphere on remote determinations of surface thermal inertia are more significant than have been indicated in previous studies. The maps of apparent thermal inertia and albedo show a great deal of spatial structure that is well correlated with surface features.
MOLA data are used to examine the topography of two pedestal-type impact craters in the South Polar region of Mars in order to explore the surface material properties.
The recent discovery of vast quantities of near-subsurface ice in both polar regions of Mars by the Mars Odyssey Gamma Ray Spectrometer (GRS) has presented us with an interesting quandary. On one hand, these deposits, found poleward of 60 deg in both hemispheres, are consistent with thermal models suggesting ice will be best protected in these regions during periods of high obliquity. On the other hand, the current paradigm regarding the placement of these deposits, i.e., diffusive deposition of water vapor, appears to be inconsistent with the large volume mixing ratios (approx. 90%) inferred from the GRS data. This incongruity argues that diffusion alone cannot be the primary mechanism for the creation of these reservoirs, and that an alternate, large-scale process should be considered.
Earth-based radar images of Mercury show radar-bright material inside impact craters near the planet s poles. A previous study indicated that the polar-deposit-hosting craters (PDCs) at Mercury s north pole are shallower than craters that lack such deposits. We use data acquired by the Mercury Laser Altimeter on the MESSENGER spacecraft during 11 months of orbital observations to revisit the depths of craters at high northern latitudes on Mercury. We measured the depth and diameter of 537 craters located poleward of 45 N, evaluated the slopes of the northern and southern walls of 30 PDCs, and assessed the floor roughness of 94 craters, including nine PDCs. We find that the PDCs appear to have a fresher crater morphology than the non-PDCs and that the radar-bright material has no detectable influence on crater depths, wall slopes, or floor roughness. The statistical similarity of crater depth-diameter relations for the PDC and non-PDC populations places an upper limit on the thickness of the radar-bright material (< 170 m for a crater 11 km in diameter) that can be refined by future detailed analysis. Results of the current study are consistent with the view that the radar-bright material constitutes a relatively thin layer emplaced preferentially in comparatively young craters.
