Supporting Cyber Security of Power Distribution Systems by Detecting Differences Between Real-time Micro-Synchrophasor Measurements and Cyber-Reported SCADA (Final Report)

As modern power grids tend towards greater levels of automation and communication, the challenges of identifying and mitigating vulnerabilities to cyber-attacks are ones that are increasingly demanding attention. Today’s power system has evolved to form the foundational bedrock of modern society, and an attack on this infrastructure could prove disastrous. In this project we were tasked to investigate the use of distribution synchrophasors as an independent isolated sensor network with which we can corroborate, or flag potentially spoofed,Supervisory Control And Data Acquisition (SCADA) data. We adapted an approach to marry the underlying physical properties of power systems with the network communications used by power systems in order to offer insights unattainable by either data stream isolation. While the concept of intrusion detection systems (IDS) is well understood for monitoring network traffic and traditional IT computing systems, the approach discussed in this report is motivated by several key notions: first, current SCADA communications alone presents an incomplete view of the grid. Second, the power grid, and the equipment controlling it, is grounded by laws of physics. Given this, we leverage high-frequency physical grid measurements to understand the physical condition of the grid, and combine this with SCADA. While high-frequency physical grid measurements and SCADA communication over Internet Protocol (IP) networks are fundamentally disparate information sources, when collectively examined through appropriate lenses, they offer a much more nuanced depiction of the grid.

Quarter 4 Report: Report on Final Findings and Opportunities for Future Work in the Use of Mixed Precision in Iterative Solvers

The fourth quarter of the project was spent developing an error analysis of the s-step Lanczos and CG algorithms. Our theoretical bounds and numerical experiments show that the numerical behavior of the algorithm can be significantly improved by using extra precision in a small part of the computation related to the computation and application of the Gram matrix. We have published a technical report which includes all steps of the analysis [8]; a shortened version for journal submission is in preparation. We plan to submit this paper in the following weeks. Activities related to this also include a collaboration with Ichitaro Yamazaki on gathering performance results for these new mixed precision s-step Krylov subspace methods using single/double precision on GPUs. Namely, we would like to obtain performance results that show that the performance overhead of using double the working precision in these select computations is minimal. Other activities include attending biweekly xSDK meetings and presenting a pitch talk on this work to the group on February 25, 2021. In the remainder of the document, we summarize our findings on the potential for mixed precision in classical Krylov subspace methods and s-step Krylov subspace methods, as well as key opportunities for future work.

Test Report for DPP-1 Regulatory Compliance Testing. Volume 1 - Main Report

Consolidated Nuclear Security, LLC (CNS), the management and operating contractor for the Y-12 National Security Complex (Y-12) for the National Nuclear Security Administration (NNSA), is currently responsible for the regulatory testing of a new Type B fissile material shipping package called the Defense Programs Package (DPP)-1. The DPP-1 is a drum packaging with an inner liner and a removable lid. Both the drum body and the lid are filled with an impact-limiting, thermal-insulating material that protects the inner containment vessel (CV) during normal conditions of transport (NCT) and hypothetical accident conditions (HAC) as defined by 10 US code of Federal Regulations (CFR) 71. In fiscal year 2021, the Oak Ridge National Laboratory (ORNL) Package Testing Program (PTP), located at the National Transportation Research Center (NTRC), conducted Type B performance tests as prescribed in Title 10 Code of Federal Regulations Part 71 (10 CFR 71) on seven DPP-1 prototype units. This test report documents test unit (TU) preparation, pretest condition, conditioning of each TU, NCT and HAC testing, and posttest measurements and observations made of the damage resulting from these tests.

Advanced Algorithms for Scrutiny of Mandatory State Reports Declarations to the IAEA (Final Project Report)

The International Atomic Energy Agency (IAEA, or Agency) has an interest in applying machine learning to safeguards problems. However, the lack of machine training data for outside researchers is a significant impediment for progress in including advanced algorithms in safeguards practices. Information about a State’s inventory and movements of nuclear material is highly sensitive, both from a commercial perspective and from a security perspective. States (and commercial entities) do not freely divulge this information, and the IAEA–which receives detailed information from States as accounting reports–considers all information concerning nuclear materials location and composition to be Safeguards Confidential. Even within the Agency, information marked as safeguards confidential can be accessed only on a direct need-to-know basis by those who analyze and summarize the information for that particular State.

5G Energy FRAME Report on 5G for Grid Use Case (Year 3 Final Report)

This report provides an extensive overview of the interrelationships among energy, communication, and computing—especially in the context of decarbonization goals, challenges, and opportunities. Technical examples enabled by 5G technologies and their performance are presented, discussed, based on the experiment performed at Pacific Northwest National Laboratory. This is the first use case focused on using 5G for the U.S. power grid and will be referred to as the 5G for Grid Use Case from here on. Specifically, this use case looks at the workflow, which integrates the performance data of a real-world 5G communication testbed and a grid transmission and distribution co-simulation platform. The cross-domain information flow and logic design are illustrated with a combination of power grid contingencies and events. Lastly, a summary of the project achievement and outcome is provided, along with a technology roadmap envisioned by the project team.

[NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 5:] Summary report to phase 1 respondents including frequency distributions

Phase 1 of a four part study was undertaken to investigate the use of scientific and technical information (STI) by U.S. aerospace engineers and scientists. Specific attention was paid to institutional and sociometric variables and to the step-by-step process of information gathering used by the respondents. Data were collected by means of three self-administered mail-back questionnaires. The approximately 34,000 members of the American Institute of Aeronautics and Astronautics served as the study population. More than 65 percent of the randomly selected respondants returned the questionnaires in each of the three groups. Respondants relied more heavily on informal sources of information than formal sources and turned to librarians and other technical information specialists only when they did not obtain results via informal means or their own formal searches. The report includes frequency distributions for the questions.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 8: Summary report to phase 3 faculty and student respondents

Phase 3 of a four part study was undertaken to investigate the use of scientific and technical information (STI) in the academic aerospace community. Three questionnaires that were sent to three groups (i.e., faculty, librarians, and students) in the academic aerospace community were used. Specific attention was paid to the types of STI used and the methods in which academic users acquired STI. The focus is on the responses of two of the three groups: faculty in aerospace departments and students enrolled in the USRA-funded capstone design courses. Respondents in both groups relied heavily upon informal sources of information, although students were less inclined to regard their personal collections of STI as important. Both groups relied upon most formal sources of STI about the same, but students reported more difficulty in using the formal resources.
