State criminal justice telecommunications (STACOM). Volume 4: Network design software user's guide

A user's guide to the network design program is presented. The program is written in FORTRAN V and implemented on a UNIVAC 1108 computer under the EXEC-8 operating system which enables the user to construct least-cost network topologies for criminal justice digital telecommunications networks. A complete description of program features, inputs, processing logic, and outputs is presented, and a sample run and a program listing are included.

Telecommunication service markets through the year 2000 in relation to millimeter wave satellite systems

NASA is currently conducting a series of millimeter wave satellite system market studies to develop 30/20 GHz satellite system concepts that have commercial potential. Four contractual efforts were undertaken: two parallel and independent system studies and two parallel and independent market studies. The marketing efforts are focused on forecasting the total domestic demand for long haul telecommunications services for the 1980-2000 period. Work completed to date and reported in this paper include projections of: geographical distribution of traffic; traffic volume as a function of urban area size; and user identification and forecasted demand.

New CCIR papers on telecommunications for deep space research

Three draft reports submitted by JPL to the International Radio Consultative Committee (CCIR) for inclusion in their 1982 edition of reports and recommendations are presented. Potential interference between deep space telecommunications and the fixed satellite and broadcasting satellite services in harmonically related bands, protection criteria and sharing considerations relating to deep space research, and preferred frequencies and bandwidths for deep space research are considered.

Restructuring the US telecommunications industry - Impact on innovation

The Communications Act of 1934, which regulates the United States telecommunications industry, is becoming less able to deal with the changes brought by modern technology. Therefore, proposals are being made to restructure the industry. Breaking up AT&T into smaller firms would have only minor effects, since its ratio of R and D to sales has been near the median for large telephone companies. Restructuring AT&T into subsidiaries dealing at arms' length might cause a reordering of priorities toward more directly marketable and useful products, but too extensive a break-up could endanger Bell Labs' commitment to basic research. Regulation leads a firm to ignore true social value of possible products, expand into low profit markets, and favor capital-intensive over labor-intensive innovation. If regulatory lag occurs, a firm will produce cost-reducing innovation in order to increase its profit.

Telecommunications performance analysis and monitoring software

The computer software used for telecommunications performance analysis and monitoring is discussed. The utilization of the TPAP analysis program for the Viking 1975 project and the Voyager 1977 project is described. The functional and design requirements for the successor system, TPAS, are also given.

Propagation effects on radio range and noise in earth-space telecommunications

Attention is given to the propagation effects on radio range and noise in earth-space telecommunications. The use of higher frequencies minimizes ionospheric effects on propagation, but tropospheric effects often increase or dominate. For paths of geostationary satellites, and beyond, the excess range delay caused by the ionosphere and plasmasphere is proportional to the total electron content along the path and inversely proportional to frequency squared. The delay due to dry air is usually of the order of a few meters while the delay due to water vapor (a few tens of centimeters) is responsible for most of the temporal variation in the range delay for clean air. For systems such as that of the Voyager spacecraft, and for attenuation values up to about 10 dB, increased sky noise degrades the received signal-to-noise ratio more than does the reduction in signal level due to attenuation.

Telecommunications and data acquisition systems support for Voyager missions to Jupiter and Saturn, 1972-1981, prelaunch through Saturn encounter

The Deep Space Network has supported the Voyager Project for approximately nine years, during which time implementation, testing, and operational support was provided. Four years of this time involved testing prior to launch; the final five years included network operations support and additional network implementation. Intensive and critical support intervals included launch and four planetary encounters. The telecommunications and data acquisition support for the Voyager Missions to Jupiter and Saturn are summarized.

Telecommunications and data acquisition support for the Pioneer Venus Project: Pioneers 12 and 13, prelaunch through March 1984

The support provided by the Telecommunications and Data Acquisition organization of the Jet Propulsion Laboratory (JPL) to the Pioneer Venus missions is described. The missions were the responsibility of the Ames Research Center (ARC). The Pioneer 13 mission and its spacecraft design presented one of the greatest challenges to the Deep Space Network (DSN) in the implementation and operation of new capabilities. The four probes that were to enter the atmosphere of Venus were turned on shortly before arrival at Venus, and the DSN had to acquire each of these probes in order to recover the telemetry being transmitted. Furthermore, a science experiment involving these probes descending through the atmosphere required a completed new data type to be generated at the ground stations. This new data type is known as the differential very long baseline interferometry. Discussions between ARC and JPL of the implementation requirements involved trade-offs in spacecraft design and led to a very successful return of science data. Specific implementation and operational techniques are discussed, not only for the prime mission, but also for the extended support to the Pioneer 12 spacecraft (in orbit around Venus) with its science instruments including that for radar observations of the planet.
