Asset Management: Beyond 2020

This Asset Management Beyond 2020 document provides: (1) an introduction to asset management (AM) and an asset management system (AMS), along with insights to next steps, (2) an overview of the International Standards Organization (ISO) 55000 series documents, (3) an overview of the ISO 55001 gap analysis of Center 4700/4800 ("Facilities") organizations at Sandia National Laboratories, hereafter referred to as Sandia, with observations, gaps, and gap closure recommendations, and (4) an asset management architecture (AMA) recommendation aligned with the ISO 55001. The AMS and the AM are different but related. ISO 55000 cites AMS as "a management system for AM" to "direct, coordinate, and control AM activities." ISO 55000 cites AM as translating "the organizational objectives into technical and financial decisions, plans and activities."1 Essentially, the AMS begins with all levels of leadership to enable a structured and consistent approach to AM culminating in lifecycle asset management excellence.

Battery asset management with cycle life prognosis

We report Battery Asset Management problem determines the minimum cost replacement schedules for each individual asset in a group of battery assets that operate in parallel. Battery cycle life varies under different operating conditions including temperature, depth of discharge (DOD), charge rate, etc., and a battery deteriorates due to usage, which cannot be handled by current asset management models. This paper presents a new battery asset management methodology where battery cycle life prognosis is integrated with parallel asset management to reduce lifecycle cost of the Battery Energy Storage Systems (BESS). For the battery failure time prognosis, a nonlinear physics-based battery capacity fade model is developed and incorporated in parallel asset management model to update battery capacity over time. Experiment results have shown that the developed battery asset management methodology can be conveniently used to facilitate BESS asset management decision making thereby decreasing asset lifecycle costs.

Advancing Asset Management in Water Infrastructure Systems

Aging water system infrastructure, including drinking water, wastewater, and stormwater, poses a growing challenge for utilities and municipalities. These water systems have well documented challenges with respect to their age, condition, and level of service. ASCE annual report cards consistently rate these infrastructure systems in the United States as underfunded, overcapacity, or past service life (ASCE 2025 Report Card). For example, Chini and Stillwell (2017) estimated that the mean water loss in drinking water systems, i.e., non-revenue water, is approximately 16% across the United States. These concerns are not just relegated to the United States, with Courtenay, British Columbia, identifying 17% of their water main pipes as in a ‘poor’ condition state, defined as a category condition 5 out of 5 (City of Courtenay, 2024). These cases illustrate the challenges utilities are facing to manage extensive networks of infrastructure to deliver a consistent and high level of service. For buried infrastructure such as water systems, studies suggest that preventative interventions can lead to lower maintenance costs and fewer service disruptions (Mazumder et al, 2018; Li et al, 2014). The demonstrated need and benefit of appropriately applied asset management is juxtaposed against the relatively sparse literature that evaluates water systems within an asset management construct. Since 2020, just 37 papers specifically reference asset management in the Journal of Water Resources Planning and Management. Of those, only a few specifically look to develop strategies for improved asset management. Therefore, we highlight four key research areas that represent opportunities for advancement of asset management research for water systems. First, advances in condition assessment and forecasting are needed to better estimate asset deterioration using diverse datasets. Second, machine learning (ML) and artificial intelligence (AI) hold promise for predictive maintenance and investment prioritization, though questions of generalizability and model transparency remain. Third, applying a value of information framework can guide utilities in making cost-effective sensor deployment and data collection decisions, to direct monitoring strategies towards data-informed asset management decisions. Finally, integrated infrastructure management is critical, requiring coordinated planning with other infrastructure systems and stakeholder engagement to reduce costs and enhance service delivery.

Integrated Space Asset Management Database and Modeling

Effective Space Asset Management is one key to addressing the ever-growing issue of space congestion. It is imperative that agencies around the world have access to data regarding the numerous active assets and pieces of space junk currently tracked in orbit around the Earth. At the center of this issues is the effective management of data of many types related to orbiting objects. As the population of tracked objects grows, so too should the data management structure used to catalog technical specifications, orbital information, and metadata related to those populations. Marshall Space Flight Center's Space Asset Management Database (SAM-D) was implemented in order to effectively catalog a broad set of data related to known objects in space by ingesting information from a variety of database and processing that data into useful technical information. Using the universal NORAD number as a unique identifier, the SAM-D processes two-line element data into orbital characteristics and cross-references this technical data with metadata related to functional status, country of ownership, and application category. The SAM-D began as an Excel spreadsheet and was later upgraded to an Access database. While SAM-D performs its task very well, it is limited by its current platform and is not available outside of the local user base. Further, while modeling and simulation can be powerful tools to exploit the information contained in SAM-D, the current system does not allow proper integration options for combining the data with both legacy and new M&S tools. This paper provides a summary of SAM-D development efforts to date and outlines a proposed data management infrastructure that extends SAM-D to support the larger data sets to be generated. A service-oriented architecture model using an information sharing platform named SIMON will allow it to easily expand to incorporate new capabilities, including advanced analytics, M&S tools, fusion techniques and user interface for visualizations. In addition, tight control of information sharing policy will increase confidence in the system, which would encourage industry partners to provide commercial data. Combined with the integration of new and legacy M&S tools, a SIMON-based architecture will provide a robust environment that can be extended and expanded indefinitely.

Critical Asset Management at the Start of the Pandemic

COVID-19 has changed the daily lives of so many people and forced many companies to examine their way of doing business, including their Asset Management programs. This virus has given way to an unprecedented set of challenges to continue conducting business as usual when everything is unusual. On June 16, 2020, members of the Northern California Chapter of the Association of Asset Management Professionals came together for a panel discussion on Critical Asset Management during the COVID-19 pandemic and beyond. Participants were representatives from health care, water, and national security, which are all considered essential industries.

Markov Decision Processes for Intelligent, Risk-Informed Asset-Management Decision-Making

Advanced nuclear reactors are a promising option for aiding the world in achieving its net-zero carbon emission goals, however, there are significant challenges to attaining and maintaining economic competitiveness with other sources of electricity. To improve the economic competitiveness of advanced reactor designs, a project was initiated to explore the use of Markov Decision Processes (MDPs) to guide asset-management decision-making during advanced reactor operation. MDPs are a powerful tool for optimizing decision-making in complex environments and their application to advanced reactors can aid in planning maintenance and repair activities to minimize downtime and maximize generation. The described approach expands on previous work regarding the use of MDPs for operational decision-making through the direct incorporation of real-time plant information. The integral MDP analysis includes information from online component diagnostic tools and the plant’s real-time generation risk assessment (GRA) and probabilistic risk assessment (PRA), which evaluate plant risk from both an economic and safety perspective. The result is an asset-management optimization framework that is based on real-time data regarding plant component status and the current best-estimate of plant risk. The paper presents an overview of the theoretical framework to incorporate the different information pathways into an integral MDP analysis, along with example analyses.
