Linkages between Policy and Business Innovation in the Development of China’s Energy Performance Contracting Market

China has a large and growing energy performance contracting (EPC) market, which has played a significant role in driving energy efficiency retrofits and improvements This paper evaluates how policies and business innovations have worked synergistically to expand China’s EPC market. We analyze the interconnected roles of four key factors: incentive policies, China’s Five-Year Plans, and business innovations in diversifying contract models and strengthening measurement and verification. We use multiple data sources for the analysis, including detailed information on business choices in 21 pilot projects, industry-wide surveys, and policy information. Our study indicates that supportive policies were important for the initial market development. As the market was established and continued to grow, the private sector started to take initiatives to address the issues that are left out of the policies, which helped overcome certain market barriers and enabled the sustainable growth of the market. Future policies could incorporate the successful innovations from the businesses to ensure long-term development of China’s EPC market. Understanding these policy and business drivers in a holistic way is critical to understanding how China was able to leverage its relatively small policy investments into much larger transformation of its existing buildings and industrial facilities through energy efficiency retrofits. This in turn can be informative for other countries seeking to achieve large-scale energy efficiency improvements.

Exploring the potential of hydrogen in decarbonizing China's light-duty vehicle market

The Chinese government has pledged to achieve overall carbon neutrality by 2060. Currently, the transportation sector contributes to about 10% of total greenhouse gas (GHG) emissions in China. Hence, China has created a well-defined energy vehicle development strategy to reduce GHG emissions from the transportation sector, further expanding into hydrogen vehicle technologies. In this study, the Transportation Energy Analysis Model (TEAM) investigates the potential of hydrogen internal combustion engine vehicles (H2- ICEVs) and fuel cell vehicles (FCEVs) as a reliable pathway towards the government's aspiration of carbon neutrality in the transportation sector. According to TEAM, by adopting FCEVs and H2-ICEVs in the vehicle market, hydrogen demand could reach 25% of the total light-duty transportation energy demand in 2050. Consequently, this will lead to an annual reduction of more than 35 million tons GHG compared to only counting on the electrification pathway in the decarbonization task. Besides, FCEVs would take longer to penetrate the light-duty vehicle market compared to H2-ICEVs, as the current fuel cell technology still requires much improvement to attain a competitive vehicle cost of production.

Effects of groundwater pumping on ground surface temperature: A regional modeling study in the North China Plain

Over-exploitation of groundwater (GW) in the North China Plain (NCP) since the 1960s has many environmental consequences. However, understanding of the dominant mechanisms remains limited, particularly at regional scale. In this study, the coupled ParFlow.CLM model representing subsurface and land-surface processes and their interactions was applied in the NCP at high spatio-temporal resolutions. The model was validated using the water and energy fluxes reported in previous studies and from the JRA-55 reanalysis. Numerical experiments were designed to examine the relative impacts of GW pumping and irrigation on the ground surface temperature (GST). Results show significant effects of GW pumping on GST in the NCP. Generally, the subsurface acts as a buffer to temporal variations in heat fluxes at the land-surface, but long-term pumping can gradually weaken this buffer, resulting in increases in the spatio-temporal variability of GST, as exemplified by hotter summers and colder winters. Considering that changes of water table depth (WTD) can significantly affect land surface heat fluxes when WTD ranges roughly between 0.01–10 m, the 0.5 m/year increase of WTD simulated by the model due to pumping can continue to increase the average WTD and hence, disturb GST, for about 20 years from the pre-pumping WTD in the NCP, before the WTD exceeds 10 m. The variations of GST are expected to be faster initially and gradually slow down due to the nonlinear behaviors of GST with WTD. The findings from this study in the NCP may also have implications for other regions with GW depletion.

The nature and origins of decametre-scale porosity in Ordovician carbonate rocks, Halahatang oilfield, Tarim Basin, China

At >7 km depths in the Tarim Basin, hydrocarbon reservoirs in Ordovician rocks of the Yijianfang Formation contain large cavities ( c . 10 m or more), vugs, fractures and porous fault rocks. Although some Yijianfang Formation outcrops contain shallow (formed near surface) palaeokarst features, cores from the Halahatang oilfield lack penetrative palaeokarst evidence. Outcrop palaeokarst cavities and opening-mode fractures are mostly mineral filled but some show evidence of secondary dissolution and fault rocks are locally highly ( c . 30%) porous. Cores contain textural evidence of repeated formation of dissolution cavities and subsequent filling by cement. Calcite isotopic analyses indicate depths between c . 220 and 2000 m. Correlation of core and image logs shows abundant cement-filled vugs associated with decametre-scale fractured zones with open cavities that host hydrocarbons. A Sm–Nd isochron age of 400 ± 37 Ma for fracture-filling fluorite indicates that cavities in core formed and were partially cemented prior to the Carboniferous, predating Permian oil emplacement. Repeated creation and filling of vugs, timing constraints and the association of vugs with large cavities suggest dissolution related to fractures and faults. In the current high-strain-rate regime, corroborated by velocity gradient tensor analysis of global positioning system (GPS) data, rapid horizontal extension could promote connection of porous and/or solution-enlarged fault rock, fractures and cavities. Contrasting changes in ozone during 2019–2021 between eastern and the other regions of China attributed to anthropogenic emissions and meteorological conditions

Ozone pollution is one of the most severe air quality issues in China that poses a serious threat to human health and ecosystems. During 2019–2021, the maximum daily 8-h average ozone concentrations in eastern China (110–122.5°E, 26–42°N) and the rest of China (ROC) show different decreasing patterns, with ozone concentrations in eastern China decreasing by 14.9 μg/m 3 , which is much larger than 4.8 μg/m 3 in ROC. Here, based on two independent methods, the atmospheric chemical transport model (GEOS-Chem) simulations and the machine learning (ML) model (LightGBM) predictions, the reasons for the differences in ozone changes between eastern China and ROC during the warm season (April to September) are investigated. According to the GEOS-Chem (LightGBM) results, changes in the meteorological conditions contributed to an ozone decrease by 7.3 (6.8) μg/m 3 in eastern China due to decreased chemical production and an ozone decrease by 6.8 (7.0) μg/m 3 in ROC attributed to the weakened horizontal and vertical advection. With the influence of meteorological factors excluded, the observations show that changes in anthropogenic emissions resulted in an ozone decrease by 7.6 (8.1) μg/m 3 in eastern China and an ozone increase by 2.0 (2.2) μg/m 3 in ROC, which is primarily induced by the changes in NO x emissions. The surface measurements and satellite retrievals also indicate that the reduction in NO x emissions in ROC is less efficient than that in the more developed eastern China, leading to contrasting changes in ozone concentrations between eastern China and ROC during 2019–2021. In conclusion, our results highlight the critical need to reduce ozone precursor emissions in the rest regions of China apart from eastern China.

Dynamic projection of anthropogenic emissions in China: methodology and 2015–2050 emission pathways under a range of socio-economic, climate policy, and pollution control scenarios

Abstract. Future trends in air pollution and greenhouse gas (GHG)emissions for China are of great concern to the community. A set of globalscenarios regarding future socio-economic and climate developments, combiningshared socio-economic pathways (SSPs) with climate forcing outcomes asdescribed by the Representative Concentration Pathways (RCPs), was createdby the Intergovernmental Panel on Climate Change (IPCC). Chinese researchers have also developed various emission scenarios by considering detailed local environmental and climate policies. However, a comprehensive scenario set connecting SSP–RCP scenarios with local policies and representing dynamic emission changes under local policies is still missing. In this work, to fill this gap, we developed a dynamic projection model, the Dynamic Projection model for Emissions in China (DPEC), to explore China'sfuture anthropogenic emission pathways. The DPEC is designed tointegrate the energy system model, emission inventory model, dynamicprojection model, and parameterized scheme of Chinese policies. The modelcontains two main modules, an energy-model-driven activity rate projectionmodule and a sector-based emission projection module. The activity rateprojection module provides the standardized and unified future energyscenarios after reorganizing and refining the outputs from the energy systemmodel. Here we use a new China-focused version of the Global ChangeAssessment Model (GCAM-China) to project future energy demand and supply inChina under different SSP–RCP scenarios at the provincial level. Theemission projection module links a bottom-up emission inventory model, theMulti-resolution Emission Inventory for China (MEIC), to GCAM-China andaccurately tracks the evolution of future combustion and production technologiesand control measures under different environmental policies. We developedtechnology-based turnover models for several key emitting sectors (e.g.coal-fired power plants, key industries, and on-road transportationsectors), which can simulate the dynamic changes in the unit/vehicle fleetturnover process by tracking the lifespan of each unit/vehicle on an annualbasis. With the integrated modelling framework, we connected five SSP scenarios(SSP1–5), five RCP scenarios (RCP8.5, 7.0, 6.0, 4.5, and 2.6), and threepollution control scenarios (business as usual, BAU; enhanced controlpolicy, ECP; and best health effect, BHE) to produce six combined emissionscenarios. With those scenarios, we presented a wide range of China's futureemissions to 2050 under different development and policy pathways. We foundthat, with a combination of strong low-carbon policy and air pollutioncontrol policy (i.e. SSP1-26-BHE scenario), emissions of major airpollutants (i.e. SO 2 , NO x , PM 2.5 , and non-methane volatile organic compounds – NMVOCs) in China willbe reduced by 34%–66% in 2030 and 58%–87% in 2050 compared to 2015. End-of-pipe control measures are more effective for reducing air pollutant emissions before 2030, while low-carbon policy will play a more important rolein continuous emission reduction until 2050. In contrast, China's emissionswill remain at a high level until 2050 under a reference scenario without activeactions (i.e. SSP3-70-BAU). Compared to similar scenarios set from theCMIP6 (Coupled Model Intercomparison Project Phase 6), our estimates ofemission ranges are much lower than the estimates from the harmonized CMIP6 emissions dataset in2020–2030, but their emission ranges become similar in the year 2050.

Impacts of land use change and elevated CO 2 on the interannual variations and seasonal cycles of gross primary productivity in China

Climate change, rising CO 2 concentration, and landuse and land cover change (LULCC) are primary driving forces for terrestrialgross primary productivity (GPP), but their impacts on the temporal changesin GPP are uncertain. In this study, the effects of the three main factorson the interannual variation (IAV) and seasonal cycle amplitude (SCA) of GPPin China were investigated using 12 terrestrial biosphere models from theMulti-scale Synthesis and Terrestrial Model Intercomparison Project. Thesimulated ensemble mean value of China's GPP between 1981 and 2010, drivenby common climate forcing, LULCC and CO 2 data, was found to be7.4±1.8 Pg C yr -1 . In general, climate was the dominant controlfactor of the annual trends, IAV and seasonality of China's GPP. Theoverall rising CO2 led to enhanced plant photosynthesis, thusincreasing annual mean and IAV of China's total GPP, especially innortheastern and southern China, where vegetation is dense. LULCC decreasedthe IAV of China's total GPP by ~7%, whereas rising CO 2 induced an increase of 8 %. Compared to climate change andelevated CO 2 , LULCC showed less contributions to GPP's temporalvariation, and its impact acted locally, mainly in southwestern China.Furthermore, this study also examined subregional contributions to thetemporal changes in China's total GPP. Southern and southeastern Chinashowed higher contributions to China's annual GPP, whereas southwestern andcentral parts of China explained larger fractions of the IAV in China's GPP.

Towards COP27: Decarbonization patterns of residential building in China and India

As the two largest emerging emitters with the highest growth in operational carbon emissions from residential buildings, the historical emission patterns and decarbonization efforts of China and India warrant further exploration. This study aims to be the first to present a carbon intensity model considering end-use performances, assessing the operational decarbonization progress of residential building in India and China over the past two decades using the newest decomposing structural decomposition approach. Results indicate (1) the annual operational carbon intensity increased by 1.4% and 2.5% in China and India, respectively, between 2000 and 2020. Household expenditure-related energy intensity and emission factors were crucial in decarbonizing residential buildings. (2) Building electrification played a significant role in decarbonizing space cooling (–87.7 in China and – 130.2 kg of carbon dioxide (kgCO 2 ) per household in India) and appliances (~ –169.7 in China and ~ –43.4 kgCO 2 per household in India). (3) China and India collectively decarbonized 1498.3 and 399.7 M-tons of CO 2 in residential building operations, respectively. In terms of decarbonization intensity, India (164.8 kgCO 2 per household) nearly caught up with China (182.5 kgCO 2 per household) in 2020 and is expected to surpass China in the upcoming years, given the country's robust annual growth rate of 7.3%. Overall, this study provides an effective data-driven tool for investigating the building decarbonization potential in China and India, and offers valuable insights for other emerging economies seeking to decarbonize residential buildings in the forthcoming COP28 1 age.

Role of climate goals and clean-air policies on reducing future air pollution deaths in China: a modelling study

Over 3 million people still die every year from diseases caused by exposure to outdoor PM 2.5 air pollution, and more than a quarter of these premature deaths occur in China. In addition to clean air policies that target pollution emissions, climate policies aimed at reducing fossil-fuel CO 2 emissions (e.g., to avoid 1.5°C of warming) may also dramatically improve air quality and public health. Yet there has been no comprehensive accounting of public health outcomes under different energy pathways and local clean air management decisions in China. In particular, further research is needed to understand the relationships among climate and clean air polices and future health burdens in China, where an aging population will further exacerbate the impacts of air pollution. Using a China-focused integrated assessment model (GCAM-China) and a dynamic emission projection model (DPEC), we project future Chinese air quality in scenarios spanning a range of global climate targets (i.e. 1.5°0C, 2°C, NDC, unambitious, baseline, and 4.5°C) as well as national clean air actions (i.e. 2015-pollution, current-pollution, and ambitious-pollution). We then evaluate the health impacts of PM2·5 air pollution of scenario matrix using the chemical transport model WRF-CMAQ and the latest epidemiological concentration–response (C-R) functions (i.e. GBD2019). We find that, without ambitious climate mitigation (e.g., under current NDC pledges), Chinese deaths related the PM2.5 air pollution do not substantially decrease—and often grow—by mid-century, regardless of clean air policies and air quality improvements. For example, in scenarios that track China’s current NDC pledge and deploy best-available pollution control technologies, PM 2.5 -related deaths in China decrease slightly by 2030 (to 1.2 million per year) but no further by mid-century (Ambitious-pollution-NDC-goals; 1.2 million deaths in 2050) despite substantial and continuous improvements in population-weighted air quality (27.2 to 16.0 µg/m 3 from 2030 to 2050). The contrary trends of improving air quality and increasing PM 2·5 -related deaths in many of our scenarios reveals the extent to which extra efforts are needed to compensate for the established fact of increasing age of China’s population in future. Substantial decreases in China’s PM 2.5 -related deaths and age-standardized death rates (e.g., decreasing by 0.3–0.5 million deaths and 10.2–14.2 per 100,000 population age-standardized death rates per year) thus require the sort of large-scale transition in energy sources entailed by scenarios that meet international climate goals to avoid 1.5°C and 2°C of warming (Ambitious-pollution-2°C- and 1.5°C-goals).

Climate responses in China to domestic and foreign aerosol changes due to clean air actions during 2013–2019

In recent years, to improve air quality, significant efforts have been made to reduce regional aerosols including China, Europe and North America, which have potential impacts on climate. In this study, fast and slow climate responses in China to changes in domestic and foreign anthropogenic emissions of aerosols and precursors from 2013 to 2019 are investigated using the Community Earth System Model version 1 (CESM1). Aerosol emissions changes, especially reductions in China, North America and Europe, during 2013–2019 resulted in surface air temperature increases across the Northern Hemisphere. Global aerosol changes induce a regional warming of 0.2 °C in China, equally contributed by domestic and foreign emissions changes. China’s domestic emission reductions lead to a regional average temperature rise of 0.1°C, primarily driven by rapid atmospheric adjustments over eastern China. Foreign aerosol changes, particularly reductions in North America and Europe, also contributed to a 0.1°C warming in China through slow oceanic processes. This warming in China induced by foreign aerosol changes is due to a teleconnection between the aerosol-induced anomalous regional warming in Eastern U.S.-North Atlantic Ocean-Europe and the downstream East Asian climate through anomalous wave trains propagation. The comparable influence of domestic and foreign aerosol changes on climate in China underscores the importance of international collaboration in climate mitigation endeavors.

Plug-in electric vehicles in China and the USA: a technology and market comparison

As the top two plug-in electric vehicle (PEV) markets in the world, China and the United States of America (USA) have developed different market structures that are influenced by government policies, test procedures, customer acceptance, and vehicle performance. There are differences in PEV test procedures and vehicle class definitions as well. This paper quantifies such differences and compares PEV characteristics and markets in the two countries using actual data collected over several years. First, although China surpasses the USA in annual PEV production because of generous PEV policies and higher charging infrastructure availability, the USA has a higher PEV adoption rate per capita (2.3 versus 0.81 per 1000 people at the end of 2017). Second, the most popular vehicle classes are A00 battery electric vehicles (BEVs) in China but long-range mid-size BEVs in the USA. Moreover, China's electric and plug-in hybrid sport utility vehicle market is growing quickly. Third, the electricity consumption rated under Chinese test procedures is 20%-40% lower than that rated under US procedures. The sales-weighted electricity consumption of an average BEV in China is 23% lower than that in the USA because of larger proportions of small and micro BEVs in China. Fourth, PEV battery cost in the two countries is currently close to $210-$220 kWh. Finally, China has higher numbers of charging infrastructure, and the ratio of PEVs to public chargers is 9.0 in China versus 17.9 in the USA at the end of 2018.

Unique impacts of strong and westward-extended western Pacific subtropical high on ozone pollution over eastern China

As a subtropical anticyclonic high-pressure system that typically forms over the northwestern Pacific Ocean in summer, the Western Pacific subtropical high (WPSH) affects meteorological conditions and ozone pollution in China. The relationship between maximum daily 8-h average ozone (MDA8 O 3 ) concentrations and the extremely strong and westward-extended WPSH occurred in 2022 is investigated using observations, reanalysis data and GEOS-Chem model simulations. The intensity of WPSH has a significant positive correlation with MDA8 O3 over southern China during July-August in 2022, with a correlation coefficient of +0.44, but the correlation is negative (–0.40) in northern China. During the strong WPSH days, MDA8 O 3 increased by 16.5µgm -3 (16.4% relative to July-August average) over southern China and decreased by 19.0µgm -3 (14.5%) in northern China compared to the weak WPSH days. The unique dipole pattern in the relationship between ozone levels and the WPSH in 2022 exhibited a contrast to that during 2015–2021. The difference is primarily due to the extremely strong WPSH intensity and its unusual westward expansion in 2022. In this case, an anomalous anticyclone at 500 hPa dominates over southern China, which creates conditions conducive for ozone formation and accumulation. The anticyclone weakened horizontal winds and reduced the dispersion of ozone, alongside a high temperature and low relative humidity, which favored the chemical production of ozone. In contrast, abnormal northerly winds enhanced ozone diffusion in northern China and the low temperature reduced ozone chemical production. Here, this study reveals the mechanism for the significant impact of strong and westward-extended WPSH on ozone concentrations over China, emphasizing the role of the WPSH location in modulating meteorology and ozone levels.

Impacts of projected changes in sea surface temperature on ozone pollution in China toward carbon neutrality

The global sea surface temperatures (SSTs) are expected to change diversely in the future under different climate scenarios, which will affect the near-surface ozone (O 3 ) distribution and concentration by influencing meteorological states and large-scale atmospheric circulation. Many countries have planned to reach carbon neutrality by the mid-21st century. Here in this study, the impacts of global and regional SST changes on near-surface O 3 concentrations in China in the middle of the 21st century under the carbon-neutral scenario (Shared Socioeconomic Pathway 1-1.9), compared with the high-emission scenario (Shared Socioeconomic Pathway 5-8.5), and possible physical and chemical mechanisms are investigated using the Community Earth System Model version 1 (CESM1). Under future climate change, the changes in SSTs in the carbon-neutral scenario relative to the high-emission scenario lead to a dipole change in near-surface O 3 concentrations in eastern and western China, with a significant decrease of 0.79 ppbv in the eastern China and a significant increase of 1.05 ppbv in the western China. The cooling of North Pacific Ocean under the carbon-neutral scenario causes a decrease in near-surface O 3 concentrations by 0.48 ppbv in eastern China due to the weakened chemical production and an increase by 0.74 ppbv in western China attributed to the enhanced O 3 transport from Eurasia. Cooling of Southern Hemisphere oceans leads to anomalous upward air motions over eastern China, which weaken the vertical transport of high-altitude O 3 to the surface. Our results suggest that future changes in SSTs in the carbon-neutral scenario will positively benefit O 3 air quality improvement in the polluted eastern China, with the North Pacific and Southern Hemisphere oceans playing important roles.

Aerosol transport pathways and source attribution in China during the COVID-19 outbreak

Abstract. Due to the coronavirus disease 2019 (COVID-19) pandemic, human activities and industrial productions were strictly restricted during January–March 2020 in China. Despite the fact that anthropogenic aerosol emissions largely decreased, haze events still occurred. Characterization of aerosol transport pathways and attribution of aerosol sources from specific regions are beneficial to air quality and pandemic control strategies. This study establishes source–receptor relationships in various regions covering all of China during the COVID-19 outbreak based on the Community Atmosphere Model version 5 with Explicit Aerosol Source Tagging (CAM5-EAST). Our analysis shows that PM2.5 burden over the North China Plain between 30 January and 19 February is mostly contributed by local emissions (40 %–66 %). For other regions in China, PM2.5 burden is largely contributed from nonlocal sources. During the most polluted days of the COVID-19 outbreak, local emissions within the North China Plain and eastern China contributed 66 % and 87 % to the increase in surface PM2.5 concentrations, respectively. This is associated with the anomalous mid-tropospheric high pressure at the location of the climatological East Asia trough and the consequently weakened winds in the lower troposphere, leading to the local aerosol accumulation. The emissions outside China, especially those from South Asia and Southeast Asia, contribute over 50 % to the increase in PM2.5 concentration in southwestern China through transboundary transport during the most polluted day. As the reduction in emissions in the near future is desirable, aerosols from long-range transport and unfavorable meteorological conditions are increasingly important to regional air quality and need to be taken into account in clean-air plans.

Dust pollution in China affected by different spatial and temporal types of El Niño

Dust is an important aerosol affecting air quality in China in the winter and spring seasons. Dust in China is potentially influenced by the interannual climate variability associated with El Niño. Here, the impacts of El Niño with different temporal and spatial types on dust pollution in boreal winter and spring in China and the potential mechanisms are investigated using a state-of-the-art Earth system model (E3SMv1). We find that the eastern Pacific (EP) and central Pacific (CP) El Niño both increase wintertime dust concentrations by 5–50 µg m –3 over central-eastern China. Due to a stronger wind and lower relative humidity, which favor dust emissions near sources, and a strengthened northwesterly and reduced precipitation, which are conducive to dust transport, dust concentrations during the CP El Niño are 5–20 µg m –3 higher in northern China than during the EP El Niño, although the changes are mostly insignificant. El Niño with a short duration (SD) increases boreal winter dust concentrations by 20–100 µg m –3 over northern China relative to the climatological mean, while there is a decrease of 5–50 µg m –3 during the long-duration (LD) El Niño, which is also related to the El Niño-induced changes in atmospheric circulation, precipitation, and relative humidity. In the following spring season, all types of El Niño events enhance dust over northern China, but only the increase during the LD El Niño is statistically significant, suggesting that the weaker intensity but longer duration of the LD El Niño events can significantly affect spring dust in China. Our results contribute to the current knowledge of the influence of El Niño on dust pollution, which has profound implications for air pollution control and dust storm prediction.
