CIP Training Manual: Collaborative Information Portal Advance Training Information for Field Test Participants

The Collaborative Information Portal (CIP) is a web-based information management and retrieval system. Its purpose is to provide users at MER (Mars Exploration Rover) mission operations with easy access to a broad range of mission data and products and contextual information such as the current operations schedule. The CIP web-server provides this content in a user customizable web-portal environment. Since CIP is still under development, only a subset of the full feature set will be available for the EDO field test. The CIP web-portal will be accessed through a standard web browser. CIP is intended to be intuitive and simple to use, however, at the training session, users will receive a one to two page reference guide, which should aid them in using CIP. Users must provide their own computers for accessing CIP during the field test. These computers should be configured with Java 1.3 and a Java 2 enabled browser. Macintosh computers should be running OS 10.1.3 or later. Classic Mac OS (OS 9) is not supported. For more information please read section 7.3 in the FIASCO Rover Science Operations Test Mission Plan. Several screen shots of the Beta Release of CIP are shown on the following pages.

Observations of Typhoon Generated Gravity Waves From the CIPS and AIRS Instruments and Comparison to the High-Resolution ECMWF Model

The satellite-based Cloud Imaging and Particle Size (CIPS) instrument and Atmospheric Infrared Sounder (AIRS) observed concentric gravity waves (GWs) generated by Typhoon Yutu in late October 2018. This work compares CIPS and AIRS nadir viewing observations of GWs at altitudes of 50–55 and 30–40 km, respectively, to simulations from the high-resolution European Centre for Medium-Range Weather Forecasting Integrated Forecasting System (ECMWF-IFS) and ECMWF reanalysis v5 (ERA5). Both ECMWF-IFS with 9 km and ERA5 with 31 km horizontal resolution show concentric GWs at similar locations and timing as the AIRS and CIPS observations. The GW wavelengths are ∼225–236 km in ECMWF-IFS simulations, which compares well with the wavelength inferred from the observations. After validation of ECMWF GWs, five category five typhoon events during 2018 are analyzed using ECMWF to obtain characteristics of concentric GWs in the Western Pacific regions. The amplitudes of GWs in the stratosphere are not strongly correlated with the strength of typhoons, but are controlled by background wind conditions. Our results confirm that amplitudes and shapes of concentric GWs observed in the stratosphere and lowermost mesosphere are heavily influenced by the background wind conditions.

Securing Grid Communications Infrastructure: Addressing Gaps Beyond NERC CIP Facility Perimeters

The North American electric grid relies on a complex communications infrastructure that extends beyond facility perimeters traditionally covered by NERC Critical Infrastructure Protection (CIP) standards. While CIP requirements have significantly strengthened cybersecurity within Electronic Security Perimeters, many operational communications—such as those between control centers, substations, and third-party networks—fall outside current regulatory scope. As grid modernization introduces new technologies and connectivity models, these external pathways present evolving security challenges. This brief explores the nature of these challenges, including emerging attack vectors and supply chain considerations, and highlights how ongoing grid transformation increases exposure to sophisticated threats. It outlines practical strategies and policy options to complement existing standards, such as expanding secure communications practices, enhancing supply chain transparency, and fostering collaboration among federal, state, and industry stakeholders. Near-term actions like encryption, authentication, and contractual safeguards can help reduce risk while longer-term frameworks are developed to ensure resilient and secure grid operations.

Vertical-axis wind turbines offer a compelling path to low-cost, reliable distributed energy that can compete with utility prices for businesses, landowners, and municipalities in rural areas. They generate power by using a main rotor shaft perpendicular to the ground to pick up wind from different directions without a yaw mechanism. However, previous commercialization attempts struggled to account for the unsteady aerodynamics of this design, leading to low power production and/or premature structural failure. To address these challenges, Competitiveness Improvement Project recipient XFlow Energy is building on work completed during three previous CIP funding awards to develop a 30-kW vertical-axis wind turbine that achieves both low costs and high energy output.
