CLEAP Project: OR-SAGE Analysis for MT, UT, and CO States

The OR-SAGE tool is designed to use industry-accepted practices in screening sites and then employ the proper array of data sources through the considerable computational capabilities of GIS technology available at ORNL. The tool was developed to screen the potential for NPP siting on a national and regional basis. However, because of the tool granularity, it is often focused specifically on the immediate area around user sites of interest. If data center siting parameters can be added to OR-SAGE, the ability to evaluate data center siting on a localized scale will be beneficial.1 More than 60 data sets have been collected and processed by ORNL to develop exclusionary, avoidance, and suitability criteria for screening sites for a variety of power generation types, including nuclear power plants. Available site evaluation parameters include population density, slope, seismic activity, proximity to cooling-water sources, proximity to hazard facilities, avoidance of protected lands and floodplains, susceptibility to landslide hazards, and many others. All siting parameters should be considered as flags to inform siting decisions and should not be used to rule in or rule out any NPP site. Once data center siting parameters are identified, appropriate data sets will be collected and processed. The OR-SAGE process is very versatile. Essentially, OR-SAGE is a visual, relational database. The database partitions the contiguous United States, a total of 720 million hectares (~1.8 billion acres), into 100-m by 100-m (1 hectare or ~2.5 acre) cells. The database is tracking just under 700 million individual land cells. Successive suitability criterion is applied to each cell in the database. User-specified thresholds can be applied to each siting parameter data layer. In this manner, a variety of scenarios can be quickly and thoroughly evaluated. Data can be added and/or revised within OR-SAGE to address user interests. Siting security assessment capability is currently being added to OR-SAGE. Security is expected to be of concern at data centers whether it is collocated with a nuclear power generating technology or not. If data center is collocated with a nuclear power generating source, the security threat attractiveness level of both will likely increase. It will be of additional benefit if a potential data center site is also assessed for security vulnerability.

Lawrence, Massachusetts, Residential Building Efficiency and Electrification Analysis [Slides]

As part of the Communities Local Energy Action Program (CLEAP), the Lawrence Stakeholders Coalition (LSC) is interested in assessing and understanding the potential for and pathways to electrification for the City of Lawrence. The LSC's main questions are: What is the impact of various electrification packages on residential electricity bills and what types of buildings should the LSC target for electrification plus weatherization packages? This technical assistance, using ResStock tool modeling, aims to assist the Coalition's electrification and energy burden reduction planning by: 1. Providing cross-cutting data on housing stock characteristics, energy burden characteristics, fuel types, energy consumption, and system efficiency; and 2. Providing information on upgrade package costs, emissions reduction, and energy reductions by prioritized housing segment. The ResStock analysis presented here focuses on opportunities to reduce energy burden, energy consumption, and energy bills for single family homes, multifamily buildings, and mobile homes.

Washington Housing Electrification Analysis [Slides]

This technical assistance is part of the Communities Local Energy Action Program (CLEAP) for the community of Beacon Hill, Seattle, WA. This analysis focuses on opportunities to reduce energy burden, energy consumption, and energy bills for both single family homes and large multifamily buildings. It uses state-level data from the ResStock modelling tool that was filtered to be relevant to Beacon Hill. Hence, this content includes single family detached homes and large multifamily buildings in the income group of 0-80% AMI, and climate zone 4c (mixed temperatures, relatively cooler summers) within Washington State.

Household Energy Burden in Beacon Hill, Seattle, WA [Slides]

This technical assistance is part of the Communities Local Energy Action Program (CLEAP) for the Beacon Hill, Seattle, Washington community coalition consisting of El Centro de la Raza, Beacon Hill Council and Bethany United Church of Christ with supportive partners, Seattle City Light and the Seattle Office of Sustainability and Environment. This report uses the Low-Income Energy Affordability Data (LEAD) Tool to identify the most energy burdened households by income group, building type, building age and fuel type.

Summary of Massachusetts Clean Energy Center's Workforce Needs Assessment for the City of Lawrence

In July 2023, the Massachusetts Clean Energy Center (MassCEC) published an employment report titled “Powering the Future: A Massachusetts Clean Energy Workforce Needs Assessment.” This report was intended to support the State in meeting its 2030 decarbonization goals by identifying both existing workforce and training resources as well as gaps and barriers that need to be addressed in order to scale the State’s workforce to meet future demand. The following is a summary of the content that is relevant to Lawrence, MA. This was completed as part of the US Department of Energy’s Communities LEAP (Local Energy Action Program) Pilot supporting the Lawrence Stakeholders Coalition (LSC) led by Browning the Green Space in partnership with Groundwork Lawrence, All In Energy, and the City of Lawrence.

Tree Canopy in Beacon Hill, Washington [Slides]

This technical assistance through the Communities LEAP program aims to provide the Solutions' Collaborative with information and geospatial analysis of tree canopy coverage in Beacon Hill, Seattle as a high priority environmental justice community with the goal of exploring the benefits of trees to improve air quality and mitigate extreme heat. It further provides information on tree-planting programs in Seattle and King County.

Rooftop Solar in Lawrence, MA: Community Perspectives, Deceptive Practices, and Financing Options

This report was prepared as part of the U.S. Department of Energy's Communities Local Energy Action Program (Communities LEAP) pilot competitive technical assistance for the Lawrence Massachusetts Stakeholder Coalition (LSC) composed of The City of Lawrence, All In Energy, MassDevelopment, Mill City Community Investments, BlocPower and Groundwork Lawrence, and led by Browning the Green Space. The LSC identified rooftop solar photovoltaics as a top priority for this technical assistance opportunity. Lawrence faces high energy burden and electricity prices, thus rooftop solar can be a tool to help lower those costs. However, the coalition received feedback that some solar companies were using deceptive and unfair practices when marketing, selling, or financing solar energy, costing residents more money than utility rates and increasing the energy burden. This project sought to address rooftop solar community priorities through two pathways: 1. facilitating community engagement to understand community perspectives and experiences with rooftop solar development; and 2. conducting a financial cash-flow analysis highlighting the varying fiscal outcomes for rooftop solar adopters based off rooftop solar leasing, ownership, or buying electricity from the utility (National Grid).

Energy Efficiency Analysis for Residents of North Birmingham, Alabama
