New Millennium EO3

The New Millennium Program (NMP) is a NASA technology program that focuses on the validation of advanced spacecraft and instrumentation technologies in space. This program specifically seeks technologies that could significantly benefit future space and Earth science missions by enabling new science capabilities and reducing life cycle costs. These technologies must also require a validation in space to mitigate risks to the first science users, and provide cross-cutting benefits to both NASA's Earth and Space Science enterprises. The NASA Office of Earth Science (OES) directed the NMP to focus the third Earth Observing mission, E03, on innovative measurement concepts that would facilitate remote sensing observations from orbits beyond conventional low-Earth orbit (LEO). These orbits include geosynchronous orbits, highly elliptical orbits, mid-Earth and high-Earth orbits, and other unique vantage points such as L1 and L2. To maximize the input from the Earth science community, a NASA Research Announcement (NRA) was released to solicit innovative measurement concepts for this NMP flight. Because the NMP is a technology validation program, rather than a conventional science program, the NRA required that these measurement concepts employ revolutionary technologies and/or measurement strategies that will enable future science missions from orbits beyond LEO. Another requirement was that a validation in space was needed to reduce real or perceived risks of this concept to future science users. The proposals submitted in response to this NRA were peer reviewed by the NASA OES. The measurement concepts selected through this process will be summarized in this presentation. The E03 measurement concept NRA did not solicit complete mission concepts or flight hardware. Instead, the selected investigators will join integrated project formulation teams to define the mission for the demonstration of the measurement technique and participate in mission design trades and implementation planning. The teams will define and document the measurement approach, the required technologies, the validation plan, the scalability of the design to future science missions, and the infusion path for the completely validated instrument. During this project formulation phase, the specific technologies required to implement each measurement concept will be solicited through an open technology solicitation, and the technology providers will be added to the integrated teams. Once a complete candidate mission concept has been formulated for each measurement concept, these concepts will be subjected to a comprehensive review. The Associate Administrator of the OES will use the results of this review to select a single concept for the E03 flight opportunity. That mission concept will enter its implementation phase, which is expected to last for less than 36 months before launch. During this phase, and after launch, the implementation team will work with the NMP to document and disseminate the information gathered during the flight qualification testing and operations of the measurement concept and its component technologies. This information will be archived and published, where appropriate, to encourage the rapid infusion of these validated technologies into future space and Earth science missions. I

Influence of Ether-Functionalized Pyrrolidinium Ionic Liquids on Properties and Li + Cation Solvation in Solvate Ionic Liquids

Ionic liquids are tunable solvents composed entirely of ions that have properties desirable as electrolytes for lithium batteries such as non-flammability and a large electrochemical stability window. Solvate ionic liquids are a subclass of ionic liquids that consist of a glyme-based solvent and lithium salt in an equimolar ratio, where Li + cation-glyme solvation interactions result in ionic liquid-like properties. LiG4TFSi is a well-studied solvate ionic liquid consisting of equimolar amounts of lithium bis(trifluoromethanesulfonyl)imide (LiTFSI) and tetraglyme (G4). In this work, pyrrolidinium ionic liquids with ether-functionalized side chains were synthesized containing either one ether (EO1) moiety or three ether (EO3) moieties and mixed with LiG4TFSI to form a new class of electrolyte mixtures. Their physical and transport properties, as well as ion solvation structures, were characterized by electrochemical, thermal, rheological, and spectroscopic measurements. The conductivity of the electrolyte mixture composed of EO1:LiTFSI:G4 in a 1:1:1 molar ratio is 2.54 mS/cm at 30 °C, compared to 1.53 mS/cm for LiG4TFSI, an increase of 67%. A significant decrease in the conductivity to 0.279 mS/cm is observed for the EO3:LiTFSI:G4 mixture in a 1:1:0.4 molar ratio. Pulsed-field gradient nuclear magnetic resonance (PFG-NMR) measurements revealed that the EO1 cation diffuses significantly faster than the EO3 cation in their respective mixtures. Liquid-state 13 C NMR experiments indicate that Li + cations preferentially coordinate with tetraglyme. Li + cations do not coordinate with the EO1 cation and only coordinate with EO3 ether side chains at lower concentrations of tetraglyme. We hypothesize that the oligoether EO3 cation competes with G4 and TFSI - for lithium cation solvation in G4 deficient compositions, leading to a largely adverse effect on the mass transport properties of the electrolyte.

Horizon: A Proposal for Large Aperture, Active Optics in Geosynchronous Orbit

In 1999, NASA's New Millennium Program called for proposals to validate new technology in high-earth orbit for the Earth Observing-3 (NMP EO3) mission to fly in 2003. In response, we proposed to test a large aperture, active optics telescope in geosynchronous orbit. This would flight-qualify new technologies for both Earth and Space science: 1) a future instrument with LANDSAT image resolution and radiometric quality watching continuously from geosynchronous station, and 2) the Next Generation Space Telescope (NGST) for deep space imaging. Six enabling technologies were to be flight-qualified: 1) a 3-meter, lightweight segmented primary mirror, 2) mirror actuators and mechanisms, 3) a deformable mirror, 4) coarse phasing techniques, 5) phase retrieval for wavefront control during stellar viewing, and 6) phase diversity for wavefront control during Earth viewing. Three enhancing technologies were to be flight- validated: 1) mirror deployment and latching mechanisms, 2) an advanced microcontroller, and 3) GPS at GEO. In particular, two wavefront sensing algorithms, phase retrieval by JPL and phase diversity by ERIM International, were to sense optical system alignment and focus errors, and to correct them using high-precision mirror mechanisms. Active corrections based on Earth scenes are challenging because phase diversity images must be collected from extended, dynamically changing scenes. In addition, an Earth-facing telescope in GEO orbit is subject to a powerful diurnal thermal and radiometric cycle not experienced by deep-space astronomy. The Horizon proposal was a bare-bones design for a lightweight large-aperture, active optical system that is a practical blend of science requirements, emerging technologies, budget constraints, launch vehicle considerations, orbital mechanics, optical hardware, phase-determination algorithms, communication strategy, computational burdens, and first-rate cooperation among earth and space scientists, engineers and managers. This manuscript presents excerpts from the Horizon proposal's sections that describe the Earth science requirements, the structural -thermal-optical design, the wavefront sensing and control, and the on-orbit validation.
