NASA EVM Overview and Case Study

The presentation gives an overview of the National Aeronautics and Space Administration (NASA) Earned Value Management (EVM) structure. We briefly talk about the current EVM high-level policies within NASA and the EVM governing structure. It touches on the roles and responsibilities of EVM Focal Points within the Agency. We will also discuss the approach that MSFC followed in implementing EVM and better data analysis within the Habitat Holding Racks (HHR) Project. We will address the approach used at the Marshall Space Flight Center (MSFC) to effectively equip and support MSFC projects in applying a sound EVM and data analysis process. In addition, we will show metrics associated with the HHR project before and after the implementation of EVM on the project. We will discuss the monthly report, using sample data, that the project manager used each month to assess the performance of the project. The data received from EVM helped create a solid method for assessing the project s performance. The use of EVM data analysis can be an effective and efficient tool in today s environment with increasing workloads and downsizing workforces. EVM provides project managers with information that can be used in the decision making process.

EVM and Schedule Management

The objective of EVMS surveillance is to ensure that the management control processes that support the performance measurement baseline (PMB) are in place, compliant with the EVMS guidelines, are routinely being used, and provide timely and reliable data. The PMB is a triple constraint where the constraints are schedule, budget and scope. For Surveillance, NASA uses the DCMA EVM Compliance Metrics (DECM) Tests that are aligned with the EIA-748 EVM Standard. Guidelines 6 is Scheduling Work, and DECM has 23 Tests for evaluating if the IMS supports project goals in its planning, statusing and forecasting. This session will focus on the Test Metric that analyzes forecast start/finish dates riding the status date of the IMS for two or more consecutive months as an example of how surveillance works in concert with IMS health checks. It will cover how to run the test to recognize trends and how this test helps ensure that the forecast is credible in support of critical path analysis.

Measurement of Error Vector Magnitude (EVM) to Characterize the Impairment of the Tracking and Data Relay Satellite (TDRS) Channel

A digital signal is transmitted via a carrier wave, it demodulates at a receiver, and locates at an ideal constellation point. However, noise distortion, carrier leakage, and phase noise can force a signal to divert from its ideal position to a new position. Consequently, the performance of the signal is decreased. Bit Error Rate (BER) and Error Vector Magnitude (EVM) measurement techniques are used to enable the analysis and assessment of the extent to which the performance of a signal has been decreased. In this paper, we present the EVM measurement technique as a figure of merit to analyze and evaluate the performance of a User Services Subsystem Component Replacement (USSCR) modem. Also, we demonstrate the use of the EVM measurement technique in a Tracking and Data Relay Satellite (TDRS) system to measure and evaluate channel impairment between a satellite (transmitter) and the ground terminal (receiver) at the White Sands Complex.

Implementing EVM Data Analysis Adding Value from a NASA Project Manager's Perspective

Data Analysis is one of the keys to an effective Earned Value Management (EVM) Process. Project Managers (PM) must continually evaluate data in assessing the health of their projects. Good analysis of data can assist PMs in making better decisions in managing projects. To better support our P Ms, National Aeronautics and Space Administration (NASA) - Marshall Space Flight Center (MSFC) recently renewed its emphasis on sound EVM data analysis practices and processes, During this presentation we will discuss the approach that MSFC followed in implementing better data analysis across its Center. We will address our approach to effectively equip and support our projects in applying a sound data analysis process. In addition, the PM for the Space Station Biological Research Project will share her experiences of how effective data analysis can benefit a PM in the decision making process. The PM will discuss how the emphasis on data analysis has helped create a solid method for assessing the project s performance. Applying EVM to Satellite on Ground and In-Orbit Testing - Better Data in Less Time

Using Error Vector Magnitude (EVM) in satellite integration and test allows rapid verification of the Bit Error Rate (BER) performance of a satellite link and is particularly well suited to measurement of low bit rate satellite links where it can result in a major reduction in test time (about 3 weeks per satellite for the Geosynchronous Operational Environmental Satellite [GOES] satellites during ground test) and can provide diagnostic information. Empirical techniques developed to predict BER performance from EVM measurements and lessons learned about applying these techniques during GOES N, O, and P integration test and post launch testing, are discussed.

Putting EVM to the Test

IN MANY INSTANCES THERE IS NO FOREWARNING; SCHEDULES slip, costs soar, and the project manager is faced with the near impossible task of explaining why each impact occurred. With contractors performing the majority of the work, the management job can become even more obscure. The simple lack of proximity to the contractor can limit effective communication. Add to that a mixture of cultural differences and a desire for the contractor to portray the most optimistic view of their performance, and you create an even more difficult task for the project manager. This was the scenario when the Habitat Holding Rack (HHR) manager at Marshall Space Flight Center (MSFC), Stacy Counts, was introduced to the overall concept of Earned Value Management (EVM). Faced with increased costs (which eventually resulted in decreased scope of the project), continued schedule slides, and several technical anomalies, she was looking for a way to gain a better handle on the project performance. As a component of the Space Station Biological Research Program (SSBRP), the HHR project is an integral piece of the Program content. The HHR is the first rack hardware to be delivered for the Program and has therefore been the first rack to move through the trials of test and verification-documenting anomalies and technical difficulties that will benefit the other SSBRP rack projects. For these reasons, the HHR maintained high visibility throughout the manufacturing and assembly process, continuing through test and verification activities. Needless to say, the higher visibility emphasized the need for improved performance on this project. And to improve project performance, Stacy first had to figure out how to measure the cost, schedule and technical objectives effectively.

Civilian Agency Industry Working Group EVM World Update

Objectives include: Promote the use of standards ]based, objective, and quantitative systems for managing projects and programs in the federal government. Understand how civilian agencies in general, manage their projects and programs. Project management survey expected to go out soon to civilian agencies. Describe how EVM and other best practices can be applied by the government to better manage its project and programs irrespective of whether work is contracted out or the types of contracts employed. Develop model policies aimed at project and program managers that are transportable across the government.

Implementing Earned Value Management in the CxP EVA Systems Project Office

Earned Value Management (EVM), like project management, is as much art as it is science to develop an implementation plan for a project. This presentation will cover issues that were overcome and the implementation strategy to deploy Earned Value Management (EVM) within the Constellation Program (CxP), EVA Systems Project Office (ESPO), as well as discuss additional hurdles that currently prevent the organization from optimizing EVM. Each organization and each project within an organization needs to mold an EVM implementation plan around existing processes and tools, while at the same time revising those existing processes and tools as necessary to make them compatible with EVM. The ESPO EVM implementation covers work breakdown structure, organizational breakdown structure, control account, work/planning package development; integrated master schedule development using an integrated master plan; incorporating reporting requirements for existing funding process such as Planning, Programming, Budgeting, and Execution (PPBE) and JSC Internal Task Agreements (ITA); and interfacing with other software tools such as the Systems Applications and Products (SAP) accounting system and the CxP wInsight EVM analysis tool. However, there are always areas for improvement and EVM is no exception. As EVM continues to mature within the NASA CxP, these areas will continue to be worked to resolution to provide the Program Managers, Project Managers, and Control Account Managers the best EVM data possible to make informed decisions.
